An unidentified intruder, who later escaped under he cover of darkness, cut through the highly guarded residence of the Chief of the Indian Navy, on December 1, in the capital Delhi. The intruder fired at and injured a naval commando who accosted and chased him. The police and the Navy have ordered separate inquiries into the incident. Further details on the incident are awaited. The attack assumes significance as the Naval Chief is to host a ‘At Home’ on December 4, Navy Day, at the same place.

He, however, hastened to add that the statement by the Director General of Police, A. K. Suri, that, routine operations would be carried out against terrorists, has made the cease-fire offer meaningless and ridiculous. Mujahid said, "Hizbul Mujahideen understands that if this is the interpretation of Vajpayee's cease fire then it can neither bring peace nor solve Kashmir issue for 100 years".

On the political front, a news report said the Chairman of the All Party Hurriyat Conference (APHC), Abdul Ghani Bhat, held a round of ‘secret’ talks with two emissaries of Prime Minister Atal Behari Vajpayee, in New Delhi, on December 3. Earlier, speaking to Radio Tehran, he predicted that the Kashmir issue was on the verge of a settlement and relations between India and Pakistan were going to normalize. He said that the announcement of a unilateral cease-fire by India was an admission of reality. He also said the APHC had not withdrawn support to the cease-fire announcement. While welcoming Pakistan's offer of "maximum restraint" on the Line of Control, the Hurriyat chief asked New Delhi to initiate a dialogue, involving Pakistan too, to settle the Kashmir issue.

On December 6, following intelligence information, an Inter Services Intelligence (ISI) agent, a resident of Lahore, was arrested in Badarpur along with 10 kg of high-explosive RDX, some arms and ammunition and documents. According to police sources, the agent was engaged in spying in the country for the last six years and had illegally entered India in 1994 through the Nepal border. He was initially engaged in gathering information on civil and military infrastructure and troop movement in Punjab, Rajasthan and Gujarat.

Speaking in New Delhi on December 7, Prime Minister Atal Behari Vajpayee said that Government could consider the proposal for a Pakistan visit by leaders of the All Party Hurriyat Conference (APHC) if such a request was made by them. He added that so far, "There has been no request from the Hurriyat for visiting Pakistan and if it comes, we could consider it." Speculation on a visit by Hurriyat leaders began after the Pakistan Foreign Secretary's proposal that the Hurriyat Conference hold talks with Islamabad and New Delhi separately to pave the way for a trilateral dialogue. When asked about the possibility of talks with Kashmiri terrorist groups active in Jammu and Kashmir, the Prime Minister said "we want to talk to our own people".

J&K chief Minister Farooq Abdullah, who was also present in the party, told newsmen that he was opposed to an extension of the cease-fire since killing of innocent people by terrorists continued unabated.
