Police in Delhi announced that a Hizb-ul-Mujahideen terrorist was arrested and some explosives seized from his possession on October 4. Police added that interrogation of the suspect revealed that he was trained by the Pakistan Army and the Inter-Services Intelligence (ISI) since 1994 at Attock and Jungle Mangal Camp at Muzafarrabad (Pak-occupied Kashmir), and Khost in Afghanistan in handling of arms, sophisticated weapons and explosives. He was in Delhi to co-ordinate with other Kashmiri terrorists and carry out a series of bomb explosions during the ongoing festival season.

In a Joint Statement issued on October 5, at the end of Russian President Vladimir Putin’s four-day visit to India, Russia said that cessation of support to cross-border terrorism would enable the start of a composite dialogue between India and Pakistan. India and Russia have also decided to establish a Joint Working Group (JWG) on Afghanistan to take further measures for fighting international terrorism.. The Joint Statement called for establishing a solid international legal basis for cooperation in combating international terrorism including adopting the comprehensive convention on international terrorism and convention for suppression of acts of nuclear terrorism. The statement added that the growing menace of international terrorism, extremism, ethnic separatism, trans-border organized crime and drug trafficking was a significant threat to international peace and stability. The statement also condemned the states that aid, abet and directly support cross-border and international terrorism. India, in the Joint Statement, expressed its support to the steps taken by Russia in Chechnya in the protection of its territorial integrity and constitutional order

The Communist Party of India-Marxist (CPI-M) has urged the Union Government to announce an ``unconditional and unilateral cease-fire in Kashmir to create an atmosphere conducive for the peace process to go forward.'' News reports cite this as the first instance where a mainstream Indian political party, with a base outside the State, has suggested a unilateral cease-fire. Speaking in New Delhi on October 7, a party politburo member said that an " unilateral cease-fire (by the Indian Government) may create an atmosphere of goodwill and confidence among the people of the state who are eager to respond to any positive initiative''. On the same day, in Srinagar, the party's state unit general secretary and state legislator, Yusuf Tarigami told the media that ``India needs to take a bold initiative to save Kashmiris''. He added that India must not compare itself with Pakistan and rather should take " a step forward and initiate a process. If Government of India declares a unilateral ceasefire, it is bound to create an atmosphere of goodwill and confidence''.

Police reported that the detained student was a supporter of the Tehriq-ul-Mujahideen, a terrorist outfit, participating in the Kashmir insurgency, and acted as a conduit for the outfit. Some explosives and Rs.1 million was recovered from his possession. Based on his interrogation, police added that the detainee, whose elder brother was a Tehrique terrorist killed in an encounter, had come to Delhi from Kathmandu to deliver the explosives and cash to a contact. Police, however, failed to identify or arrest the contact.

Police in Delhi, recovered a large cache of arms and ammunition at a city's market in Azadpur and arrested four suspects in this connection on October 15. Police announced that the cache was smuggled into India from Pakistan through the Western border and was being routed through the capital for final delivery at Jalandhar in Punjab. It is suspected that this cache, which includes small and automatic guns, ammunition, explosives and other equipment, was to be used by the Babbar Khalsa group, a Sikh terrorist outfit. Police have attributed this to Pakistan's efforts to revive the dormant terrorist movement in Punjab by some Sikh outfits.

Police claimed that the three, including one carrying a Pakistani passport, received arms training in Pakistan and were planning to go to Kashmir. Canadian police announced, on October 27, the arrest of two Sikh suspects for involvement in the 1985 Air India aircraft bomb explosion. The Air India aircraft, Kanishka was on a flight from Montreal to New Delhi when it went down off the coast of Ireland on June 23, 1985, killing all 329 people passengers and crew aboard. On the same day, an attempt to sabotage another Air India flight in Tokyo failed when a bomb exploded prematurely, killing two baggage handlers. The two suspects have been charged with both the bomb attacks. The announcement of the arrests comes after a 15-year investigation into the incident. Investigators said both bombs were placed on the flights in Vancouver. One Sikh terrorist is serving a 10-year sentence in Canada for his involvement in the Tokyo blast.

The Union Home Minister LK Advani said in New Delhi on October 27, that the Union government is willing to talk to anybody in Kashmir, including terrorists, provided they lay down their weapons and announce a cessation of hostilities. Mr. Advani was speaking to members of the Bharatiya Janata Party. Responding to the Hizb-ul-Mujahideen chief Syed Salauddin's suggestion of involving an international guarantor to make any future talks "meaningful", he clarified that the Government had already highlighted the relevance of bilateral discussions and hence this attempt to involve a third party in talks "is not acceptable to us".

Vidyasagar Rao said on October 27 that the Union government is contemplating the imposition of a ban on the Deendar Anjuman, an Islamic terrorist outfit, for its suspected involvement in the recent church blasts in several southern States of India. Speaking to newsmen in Vijayawada, Andhra Pradesh, the minister said that this suspicion was on the basis of intelligence information received form all States on the activities of the Deendar Anjuman and their role in the recent bomb blasts in places of worship. The minister added that intelligence agencies have also recommended a ban on the Islamic Students Organisation, a proposal which was also under the active consideration of the government.

Media reports speculated that the third person arrested was Hardial Singh Johal, a prominent member of the Vancouver Sikh community and outspoken advocate of an independent Sikh homeland in Punjab. Police also said that more arrests were expected. They added that the October 27 arrests of two suspects has prompted several witnesses to come forward with information they had been afraid to provide before.

Delhi police announced on October 30, that eight Pakistan nationals were arrested from Delhi and Rohtak in Haryana since October 26 and a large quantity of arms, ammunition, explosives and narcotics were recovered from their possession. Police added that the eight were agents working for Pakistan's Inter-Services Intelligence (ISI). Police added that one of the arrested was involved in four bomb blasts in Delhi while another was involved in nine bomb blasts in Jammu and Kashmir.

Two suspected Sikh terrorists, arrested for involvement in the 1985 Kanishka bombing incident, were produced in a Vancouver court on October 30. The two, Ajaib Singh Bagri and Ripudaman Singh Malik were ordered to remain in police custody. Ripudaman Malik, a top Vancouver businessman and Ajaib Bagri, a sawmill worker are reported to be prominent members of the fundamentalist wing of the Sikh community in western Canada. The two are alleged to be connected with Babbar Khalsa, a terrorist outfit formerly active in Indian Punjab. Talwinder Singh Parmar, a founder of the Babbar Khalsa who was killed by Indian Police in 1992, was named by Canadian authorities on October 27 as an unindicted co-conspirator in the case. Authorities have also named Inderit Singh Reyat, as an unindicted co-conspirator for the Air India bombing. He is currently serving a 10-year sentence for building the bomb that exploded in Tokyo airport.

According to the reports, Jeeva and Seelan, two LTTE activists have been assigned with the task, allegedly by a Bangkok-based person named Lokendra Rasa.
