A project, codenamed 'Karachi Project', undertaken by the Pakistani spy agency, Inter Services Intelligence (ISI) to spread terror in India using local recruits through Lashkar-e-Taiba's (LeT) network will soon find its place in the charge sheet to be filed by the National Investigating Agency (NIA) against American-Pakistani terrorist David Coleman Headley and his accomplices, including Pakistani serving and retired Army officials, in the Mumbai terror attack case (November 26, 2008, aka 26/11), The Times of India reported. The charge sheet, which is to be filed within a month, will be the first Indian 'legal' document mentioning about the 'Project' and how it is being ran by network of Indian Mujahideen (IM) terrorists, who are LeT's fronts in India. Without elaborating the details, Union home secretary R K Singh on December 1 said the NIA would file the charge sheet against Headley soon.

The Maharashtra ATS chief Rakesh Maria said on December 1that the State Anti-Terrorism Squad (ATS) would get the custody of suspected Indian Mujahideen (IM) operative Mohammad Qateel Siddiqui (27), arrested by the special cell of the Delhi police, for interrogation in the German Bakery blast case, Indian Express reported. Siddiqui was arrested with five other IM operatives by the Delhi Police for their alleged involvement in terror strikes at the German Bakery in Pune, Chinnaswamy stadium in Bangalore and near Jama Masjid in Delhi.

The Union Ministry of Home Affairs (MHA) has moved the Union Cabinet for deploying Rashtriya Rifles (RR) units and inducting additional helicopters for logistics in Naxal [Left-Wing Extremist]-affected areas of the country particularly Chhattisgarh, Jharkhand and Maharashtra, reports Hindustan Times. "RR personnel will not take part in the operations but their mere presence and activity will be a confidence-building measure. Their work ethos and training will act as a force multiplier for central paramilitary forces (CPMFs) involved in anti-Naxalite duties in areas like Abujhmad forests in southern Chhattisgarh," said an unnamed senior official. The Army, however, is at slight variance with the home ministry proposal as it does not want to disturb the RR counter-insurgency grid in Jammu and Kashmir (J&K). Instead, it is suggesting to the Government that as the total sanction for RR battalions is 100 and only 63 have been raised and deployed in J&K, additional battalions up to 37 in number could be raised for Naxal areas as and when required.

Union Home Minister P. Chidambaram, during an interview to the state-run Doordarshan television on December 2 alleged that Pakistan had not delivered on its promise to arrest seven people involved in the Mumbai terror attacks,(November 26, 2008, aka 26/11), and had also reneged on its pledge to hand over the suspects’ voice samples, The Times of India reported. “They have not delivered on the promise. The trial has not started. The judge has been changed four or, may be, five times. Now what do I conclude — that Pakistan is not serious about bringing to justice real perpetrators behind 26/11,” Chidambaram was quoted saying. Chidambaram commented that Pakistan’s overt support to state actors or non-state actors had diminished after the Pakistani authorities realized that the discovery of any such endeavor would demand a heavy price from them. He, however, added that on Pakistan’s covert support to militants, he could not make any assessment. On reports about facilities provided to Hafiz Saeed and Zakiur Rehman Lakhvi — accused in the 26/11 conspiracy —Chidambaram said Pakistan’s attitude was being watched across the globe.

Sources in the Intelligence Bureau (IB) and State security agencies suspect that the militant Islamist outfit Indian Mujahideen (IM) has established more than seven sleeper cells in North Bihar, The Times of India reported. "We have information that IM has established its base amongst youths - some of them even engineers - at Mirganj, Araria and Sitamarhi, in addition to Madhubani and Darbhanga. Often, the youths are lured with hawala money from across the border. Others are indoctrinated with videos of the Iraq and Afghanistan wars, with which the Indian state has no connection," a source said. Incidentally, seven alleged IM militants who were arrested from different parts of the country on November 30, 2011 hailed from North Bihar region.

Delhi Police sources are saying that there are at least four more modules each armed with a plan to wreak havoc in an Indian metro, reports Hindustan Times. According to Police, interrogation of the six IM operatives arrested from various locations across the country has revealed that the IM has sleeper cells in Chennai, Bangalore, Pune apart from New Delhi. “In each location where the outfit has struck, the explosives and weapons used were procured through local contacts pointing to the existence of sleeper cells,” said an unnamed senior Police officer. The interrogation has also revealed that the German Bakery in Pune was not the only target on February 13, 2010. “Their plan was to carry out simultaneous bomb blasts at the Shrimant Dagdusheth Halwai temple and the German Bakery. However, a flower vendor had raised an alarm after he saw Siddiqui leaving a bag at his shop,” said the officer. “Siddi Bappa was working on instructions from Amir Raza Khan and the Bhatkal brothers -— Riyaz and Iqbal — and his handlers in Karachi, Pakistan,” the officer added.

According to Indian Express, Mohammed Qateel Siddiqui (27), originally from Darbhanga (Bihar), was arrested from Delhi on November 22; Gauhar Aziz Khomani (31), originally from Darbhanga (Bihar), was arrested in Delhi on November 23; Gayur Ahmad Jamali (21), originally from Madhubani (Bihar), was arrested from Darbhanga on November 24; Mohd Adil alias Ajmal (40), from Karachi, trained by Jaish-e-Mohammad (JeM) as a shooter, and sent by the Bhatkal brothers first to Nepal and then to India to recruit local Muslims for terror attacks, was held from Madhubani on November 25; Abdur Rehman (19) from Darbhanga, was arrested in Chennai on November 27; and Mohd Irshad Khan (52) from Samastipur (Bihar) , was arrested in Chennai on November 27. Khan’s daughter was married to Yasin. It’s in his house in Okhla in Delhi, that Yasin is believed to have been staying for at least six months. Security agencies are looking for four others from Madhubani.

Delhi Police on December 5 produced all six suspected IM cadres - Mohammed Qateel Siddiqui, Gauhar Aziz Khomani, Gayur Ahmed Jamali, Mohammed Adil alias Ajmal, Abdur Rehman, and Mohammed Irshad Khan - in court, from where they were remanded to 10 more days' Police custody. Two AK-47 rifles along with 50 cartridges, one 9mm pistol along with 14 cartridges, 1.4 kilograms of black explosive material, 3.2 kilograms of white explosive material, 350 grams of granular off-white explosive material, five detonators and Fake Indian Currency Notes (FICN) with a face value of INR 200,000 along with other "incriminating" material have been recovered from the six arrested people, Police had said.

The six terrorists, who were arrested in November connection with blasts which went off at Chinnaswamy Cricket Stadium in Bangalore, German Bakery in Pune, as well as New Delhi, are learnt to have told the officials that the terrorist outfits used to collect the items needed to manufacture explosives from Udupi. Danish Riyaz, an operative of the Indian Mujahideen (IM) and SIMI operative who is also the 34th accused in the Vagamon SIMI camp case, has been involved in a conspiracy to attack the judges of the Allahabad High Court who pronounced the verdict in the Ayodhya case. The arrestees entered India through Sanouli border in Gorakhpur (Uttar Pradesh). Police said Soofia Kanwal, a Karachi resident, was assigned to recce Agra cantonment (Uttar Pradesh) and Akshardham temple in Ahmedabad (Gujarat). Documents seized from her show the temple had been surveyed. "The idea was to settle Soofia in Agra and wait for orders from Pakistan. In between, Imran was to hunt for a safe hideout at Ahmedabad. The deal between them and Inter Services Intelligence (ISI) runs into several lakhs,'' said an official source. On vigilance and surveillance of coastal areas, he said, "Both Navy and Coast Guard have been strengthened in terms of assets, equipments, manpower and infrastructure in coastal states and island territories." The measures to strengthen coastal security include improving surveillance mechanism and enhanced patrolling following an integrated approach, he said. Antony said the Navy, Coast Guard, Coastal Police, Customs and other stakeholders in coastal security conduct regular joint operational exercises to check effectiveness of their approach for securing coastal areas, including the island territories. On collection of intelligence, he said, "Intelligence mechanism has been streamlined with creation of Join Operation Centers and multi-agency coordination mechanism. The gang, Police said, concentrated on counterfeiting notes of only 50 and 100 denominations as these are hardly checked by the public. In addition, Police recently came across an ISI plan to flood India with low denomination FICN that can act as an irritant for the Security Forces (SFs) as these cases hardly get detected. In response to a Parliament question, Minister of State for Finance Namo Narain Meena said on December 16, that 10 cases of "suspicious transactions linked to terrorist financing were received from intermediaries of stock market such as brokers, asset management companies etc since 2009-10 and disseminated to intelligence agencies by FIU". "Several steps have been taken to prevent black money or terrorist funds flowing into the stock markets," Meena further said. Since 2007, FIU has received information on hundreds of suspicious transactions, many of them related to terror financing. In a large number of suspicious transactions, bank accounts were identified as having a common beneficiary with huge and unexplained money transfers made.

In addition, the Indo-Tibetan Border Police (ITBP), which mans the disputed border with China, the Central Reserve Police Force (CRPF), which is engaged in anti-militancy operations, and the Central Industrial Security Force (CISF), in charge of the security of vital installations and industrial units, are all short of around 17,000 more personnel each. Other forces are also reeling under a shortage of personnel. Even the elite National Security Guards (NSG) is not fully staffed. The fact that most of the vacancies are at the lower levels makes the situation worse because the operational efficiency of the forces is critically dependent on the strength of the manpower at these levels. Even by the Union Home Ministry’s admission the existing vacancies will be filled only in the next two years. Defence services also suffer from an estimated shortage of about 15,000 officers.

The Template has been circulated to all states and Union Territories for getting relevant information from terrorists and terror suspects during their interrogation and probe. Besides usual source of terror funding through hawala (illegal money transfer), narcotics trade and printing/circulation of Fake Indian Currency Notes (FICN), the Template has taken into account `misuse' of 'zakat' (giving alms to poor and needy as prescribed by the Quran) to fund terror activities. It has factored in local issues like reports suggesting\alleging diversion of fund from various 'madrassa’ along border areas to different terror outfits," said a Ministry of Home Affairs (MHA) official.

Union Minister of State for Home Jitendra Singh said a special team of Delhi Police with the help of central intelligence agencies and Police from West Bengal, Bihar and Tamil Nadu arrested seven members, including a Pakistani national, of an Indian Mujahideen module in November. Government on December 21 gave its sanction to the National Investigation Agency (NIA) to charge sheet nine persons, including two serving Inter Services Intelligence (ISI) officers, Major Iqbal and Major Samir Ali, Pakistani-American Lashkar-e-Toiba (LeT) operative David Coleman Headley, LeT founder Hafiz Saeed, al Qaida operative Ilyas Kashmiri, for plotting terror strikes in India, including the 26/11 Mumbai attack, reports Times of India. The sanction will now pave the way for NIA - which had registered the case against these accused in November 2009 - to file charge sheet against them in any day from now. It is for the first time that an Indian probe agency will name serving ISI officers in a charge sheet. Name of a retired Pakistani Army Major, Abdul Rehman Hashim, will also be there in the charge sheet. Others who will be charge sheeted include 26/11 attacks mastermind and LeT ‘commander’ Zaki-ur-Rehman Lakhvi, another LeT's top operative Sajid Majid and Headley's accomplice and Pakistani-Canadian Tahawwur Hussain Rana. While Headley and Rana - arrested by the FBI in Chicago in October 2009 - have been in US jail ever since they were caught there, Lakhvi - arrested by Pakistani authorities in connection with the 26/11 terror attack -- has been in Pakistani jail. The others, however, remain scot free in Pakistan. It was Hashim who had set up the ISI's 'Karachi Project' and trained a number of Indian youths for carrying out attacks in India. The project is meant to bleed India using locals through LeT's network. The charge sheet will also be the first Indian 'legal' document mentioning about the 'Karachi Project' and how it is being ran by network of Indian Mujahideen (IM) terrorists who are LeT's fronts in India. The 'Project' was set up for giving an impression of 'home-grown' terror in India.

The proposal to create a National Counter Terrorism Centre (NCTC) is set for a final nod with the three-member committee headed by the national security adviser reconciling differences and drawing up a note for the Cabinet Committee on Security, Express India reports. The committee has suggested against giving NCTC enforcement powers, which would place forces under its command to carry out anti-terror operations anywhere. Instead, the recommendation is that anti-terror cells in all states will be the nodal point for any such operation. Also, the National Intelligence Grid will come under the NCTC. Maoist violence won’t be part of NCTC’s mandate. The Multi-Agency Centre, set up after the Mumbai attacks, will be integrated into the NCTC.

It also gave details of how Headley during his post-26\11 visits to India in March, 2009, went for reconnaissance trips for synchronized terror strikes on Jewish houses located in five places - New Delhi, Mumbai and Pune in Maharashtra, Goa and Pushkar (Rajasthan) - at the behest of Ilyas Kashmiri. It has been further added by The Hindu, that according to the charge sheet, Headley was scouting only the Jewish targets on instructions from Kashmiri. India will share NIA's charge sheet, filed against American terrorist David Coleman Headley and eight others, including Hafiz Saeed and two serving Pakistani ISI officials, with Pakistan during home secretary-level talks between the two countries in Islamabad in January, 2012, reports The Times of India. The National Investigation Agency (NIA) on December 24, filed chargesheet against nine persons including two serving Pakistan Inter-Services Intelligence (ISI) officers- Major Iqbal and Major Samir Ali as well as David Headley and Hafiz Saeed, founder of Lashkar-e-Toiba (LeT) for the 26/11 attacks in India, according to The Times of India. This is the first time India has framed terror charges against serving officers of Pakistan's Army for terror attacks in India. The chargesheet also names 26/11 attack mastermind Zaki-ur-Rehman Lakhvi, Headley's accomplice and Pakistani-Canadian Tahawwur Rana, as well as dead al-Qaeda leader Illyas Kashmiri for waging war against the country and other relevant sections of Unlawful Activities Prevention Act. It has been further reported that, Shahrukh is an expert in improvised explosive devices (IEDs) and is believed to have assembled the bombs for all three attacks (German Bakery blast in February, Bangalore's Chinnaswamy Stadium blast in April and the Jama Masjid attack in September) in 2010 with hawala funds that came from Pakistan. He, Delhi Police claim is IM’s head of India operations and third in hierarchy after Riyaz and Iqbal Bhatkal.

"Gunshot will feel like a pin prick, blood stains will be like rose petals, and angels will come down to take your souls," said Saeed while motivating the 10 member suicide squad for the attacks, states the charge sheet. According to the charge sheet, once the LeT leadership decided that it would be a suicide attack, Saeed himself motivated squad. The charge sheet also makes it clear that despite international pressure immediately after the 26/11 attacks, LeT was ready with more plans to attack India. A mail written by Hafiz Saeed's trusted aide Sajid Mir to David Coleman Headley in July, 2009 says: "There are some investment (attack) plans with me." "Just nine months after the Mumbai attacks, the LeT-ISI combine was ready with more plans. It shows the kind of adversary India is fighting against. The significance of the chargesheet is that it lays bare the conspiracy of Pakistan before and after the execution of the 26/11 attacks," said an unnamed official.

Habib alias Tayyab, a native of Nizamabad area of Azamgarh District, was arrested from Jahangirganj area of Ambedkar Nagar District. An ATS official said that Habib’s name had come to light in the interrogation of another SIMI cadre, Abu Bashar of Azamgarh who was arrested in August 2008 in Lucknow by Gujarat and UP ATS in connection with the same case. Habib allegedly had played role in conducting recce of places where the timer devices were planted in Ahmadabad and also in triggering off the blasts. The official added that Habib had studied at Islah madarsa (seminary) near Sarai Mir where he came in contact with SIMI operatives Abu Bashar, Abu Jafar and Anwar Azam, and then joined the outfit. He also had attended training camps at Khandwa in Madhya Pradesh and Ernakulum in Kerala between 2007 and 2008. The camps were organised by SIMI president Safdar Nagori, said the ATS official. Habib had been in regular contact with top SIMI men, including Nagori, Kayamuddin Kapadia and Tauqir before he played a role in the Ahmadabad serial blasts.

A 2006 Mumbai train serial blasts suspect was arrested from Darbhanga District, while a Samastipur-based person was let off after interrogation, reports Telegraph. The suspect, Naseem Ahmad, was arrested from Keoti block late in the night of December 31. Acting on a tip-off, the ATS members conducted a raid at Mohiuddin Nagar Police Station Chowk in Samastipur and detained one Mohammad Junaid, said to be a resident of Tedhi village. The ATS members later raided Keoti block in Darbhanga and arrested Naseem. Both the suspects were brought to Vidyapathi Nagar Police Station in Samastipur, where senior officers of the ATS and intelligence agencies quizzed them for several hours. Junaid was later released.
