The Special Cell of Delhi Police have arrested two suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) for allegedly planning to send a consignment of arms and ammunition to their outfit in Jharkhand, reports The Times of India. Sources said the arrest of Dilip and Arun has also revealed the nexus between the banned group, People's Liberation Army (PLA), and Maoists. The Police claim they have the accused's laptop that contains important information related to future Maoist operations. "The laptop also has information about a training camp to be jointly organized by PLA and Naxals [Left-Wing Extremists] in Myanmar," said a source. During interrogation, the accused reportedly told Police they were planning to send a huge arms consignment to the Maoists in Ranchi (Jharkhand) so that the insurgents could carry out fresh attacks on Security Forces deployed in Maoist-affected areas. However, officers said the Police were yet to recover the consignment, and the two suspects had come to Delhi to plan a safe route to deliver it. Dilip and Arun, both said to be in their 30s, were arrested from Lodhi Colony on October 1.

In third major arrest in Delhi High Court blast case (September 7, 2011), the National Investigating Agency (NIA) on October 7 arrested a Kashmiri youth, who was pursuing studies at Dhaka in Bangladesh from New Delhi soon after he alighted from a flight at IGI airport in the capital. The arrestee, identified as Wasim Akram Malik, a resident of Kishtwar District in Jammu and Kashmir was arrested following clues gathered during investigations by the NIA that he was a key conspirator in the blast along with his brother, Junaid Akram Malik, a ‘commander’ of the militant outfit Hizb-ul-Mujahideen, who was absconding.

The National Investigation Agency (NIA) has launched a manhunt to trace Kashmiri medical student Wasim Akram Malik's younger brother Junaid Akram, a Hizb-ul-Mujahideen (HM) militant , for his direct involvement in the Delhi High Court blast on September 7, according to The Times of India. The agency had arrested Wasim on October 7. The NIA has sensitized all the States, border forces and immigration authorities as intelligence inputs suggest that Junaid, who has been missing since November last year, is in India and may try to sneak out of the country following Wasim's arrest.

A team of National Investigation Agency (NIA) officials arrived in Bangladesh to probe into the Delhi High Court blast case (September 7, 2011), Indian Express reported. The team, headed by an SP, left for Dhaka recently and quizzed some of the Kashmiri students studying in Jalalabad Ragib Rabeya Medical College and Hospital at Sylhet, near Dhaka, claimed officials. The NIA team has so far questioned two students including a girl, both hailing from Kishtwar District in Jammu and Kashmir about the conduct of Wasim Akram, who is at present in NIA custody. Both students have been let off after the NIA team, which was provided assistance by the Bangladesh authorities, found nothing to back their investigation, the sources said.

Sources said going by the video footage, the militants appeared to be hailing from Jammu and Kashmir. The name of Jagtar Singh Tara, the dreaded member of the Khalistani militant outfit Babbar Khalsa International (BKI) has figured in the Ambala RDX haul on October 12, The Times of India reported. Top sources of Punjab Police said that the militant who is currently in Pakistan has recently formed a new outfit called Khalistan Tiger Force. Tara is wanted in the assassination of former Punjab Chief Minister Beant Singh in August 1995 and infamous Burail jail break in Chandigarh in 1998.Director general of police, Punjab, Anil Kaushik said , " BKI has clearly helped in the movement and planting of RDX in the car recovered from Ambala. Our officers are now working in liaison with Delhi police on the case." "We have clear leads that BKI has established a nexus with Dawood Ibrahim, the fugitive Indian underworld kingpin residing now in Karachi. The terrorists were liaisoning with the D gang in Mumbai through whom they disposed stolen cars and trucks to amass money for procuring arms and ammunition," said another senior Police official. Meanwhile, following the seizure of an RDX-laden car at Ambala in Haryana, the Centre on October 14 sent an advisory to all states asking them to remain alert ahead of festivals including Diwali. Police in six cities - Delhi, Mumbai, Kolkata, Chennai, Bangalore and Hyderabad - have specifically been asked to step up security at public places and crowded areas.

Quoting Delhi Police, The Times of India reported that the explosives-laden car found at Ambala Cantonment railway station in Haryana on the night of October 12 was headed to the national capital for a terror strike. According to Delhi Police officials, the blue Indica car had five kilograms of RDX in two packets, two batteries, five detonators and two timer devices. Delhi Police said the explosives were meant for terror outfit Babbar Khalsa International (BKI), which had plans to target the national capital. "We had inputs that a Lashkar-e-Toiba (LeT) module active in Jammu and Kashmir was planning to strike in Delhi. Investigations were done and found that the explosives were meant for Babbar Khalsa International (BKI) and to be used in Delhi," said Arun Kampani, Deputy Commissioner of Police (special cell). According to sources, the plot was orchestrated by the Pakistani intelligence agency, Inter Services Intelligence (ISI) and the whole operation was being monitored from Nepal. A call was traced from Nepal 10 days ago which suggested exchange of explosives. The Policemen are investigating if the recovery of explosives has any links to the September 7 blast at Delhi High Court, where too RDX was used. A team of National Investigation Agency (NIA), which is probing the HC blast along with bomb disposal squads and forensic experts from Madhubani FSL have rushed to Ambala. Officials said the explosive was smuggled to Jammu and Kashmir through the border and a separate module was assigned to deliver it to Delhi. Police is looking for two suspects who drove the car to Ambala from Jammu. They have recovered two toll tax slips, of Shambhu Barrier and Ladowal in Punjab, from the car, and probably have CCTV footage of the two suspects from one of the toll booths.

Daily Excelsior reports that, three days after seizing five kilogram of RDX that were suspected to have been meant for terror acts in Delhi, the special task force of Haryana Police on October 15 recovered a huge quantity of weapons from a vehicle near a village on Ambala-Chandigarh road. Police recovered one .9 mm carbine, four .9 mm pistols, two country-made pistols of 315 bore, two magazines, nine cartridges of 315 bore pistols and 50 cartridges of .9 mm pistols. A team led by Sub Inspector Rajbir Singh arrested five persons identified as Mukesh, Ramphal, Sultan, Rajender and Dharmender, who belonged to Jind and Jhajjar Districts of Haryana, in connection with the weapons.

Holding that the recent seizure of RDX in Ambala, which could have unleashed havoc in New Delhi, was just "the tip of the iceberg", defence minister A K Antony on October 15 urged people to remain vigilant to thwart the nefarious designs of terrorists, reports Time of India."The Ambala incident is just the tip of iceberg. The present situation is very sensitive and delicate, and we have to be alert 24x7 along both the land borders and coastlines," said Antony. The minister urged the armed forces to maintain a strong vigil along the borders as the country was living in "a sensitive and dangerous" neighbourhood. As per intelligence reports here, there are still 34 "active" and eight "holding" terror-training camps operational across the border, which have India in their cross-hairs.

The bomb disposal squad defused the live grenades and sent the remnants to the forensic science laboratory. The Police said they were of “very high intensity,” capable of causing immense damage. Such grenades were used only by the defence forces or terror groups. The Police are making further investigations.

While probing the seizure of Fake Indian Currency Notes (FICNs), the Central Bureau of Investigation (CBI) has discovered the involvement of an international racket with roots in Pakistan, Indian Express reported. The Directorate of Revenue Intelligence, which was earlier probing the case had arrested two Turkish and an Indian national in July 2011 with FICN worth 10 million INR. The notes were hidden in a cavity in a Mercedes bus, which the duo identified as Mehmood and Hussain had driven from Turkey to India. The investigators found the two drove from Turkey to Iran and then to Pakistan, entering India with valid travel documents. They then went to Bangladesh, and came back with bundles of FICN. Their interrogation revealed they were paid for the trip from Bangladesh to India and promised a ‘handsome reward’ once the consignment was delivered.CBI, which has requested Interpol to trace the person who gave the consignment to the duo, claimed to have identified one person in India who was supposed to distribute the FICNs.

In fact, the RDX haul at Ambala in Haryana (October 12) was part of the bigger terror strategy to eliminate Sajjan by bombing the court complex. Senior intelligence officers said terrorists had also planned to set off explosions at other District courts too. Sources said Khalistani militant groups - Babbar Khalsa International (BKI) and Khalistan Tiger Force (KTF) - had planned to kill Sajjan to avenge the anti-Sikh riots. "KTF members had conducted a recce of the Karkardooma court and Patiala House court. Security of the Congress leader has been raised," said a senior Police officer.

The National Investigating Agency (NIA), investigating the September 7 Delhi blast, seized five mobile telephones of Wasim Akram Malik, a Medical student, his two relatives and two associates from Kishtwar and Jammu but another mobile telephone and a laptop used by him at Dhaka, Bangladesh remained untraced, reports Daily Excelsior. Two other seized mobile telephones belonged to Abid Hussain and Hafiz Aamir Abbas Dev, two Kishtwar students, who have already been arrested by the NIA in connection with Delhi blast and terror emails sent thereafter. Abid and Dev were arrested from Kishtwar while Wasim was arrested from IGI Airport, New Delhi soon after he landed in the capital from Dhaka. Three more accused in the blast—Junaid Akram Malik, brother of Wasim, a Medical student at Dhaka, Aamir Malik alias Akram and Jehangir Saroori, all three HM militants—were on hit list of the NIA but they couldn’t be traced. Police and NIA had reports that Aamir Malik and Saroori had left for inaccessible heights of Kishtwar while there were doubts over the movement of Junaid, who could be anywhere. The recovery of three mobile phones and some documents related to exchange of money indicates involvement of Jaish-e-Mohammed (JeM) in the terror attack.

The Ministry OF Home affairs (MHA) issued a confidential note to security agencies in the country warning them about the use of satellite phones of service providers like Thuraya, Iridium and Inmarsat, The Times of India reported. The one-page 'secret' fax read: "Satellite phone services are not permitted in India. However, unauthorized handlers of Thuraya, Iridium and other satphone operators have been found using these connections illegally. Footprints of Dubai-based Thuraya, Iridium, Inmarsat (originally International Maritime Satellite Organization) are available in India. It is suspected that some terrorist group is using these phones." The note was sent to Additional Chief Secretaries and Director-Generals of Police of all the states, Commissioners of Police and all anti-terror wings in the country. The Department of Telecommunication (DoT) was also informed about the use of illegal satellite phones by individuals in the country, and it is reportedly exploring ways to monitor and jam them.

The National Investigating Agency (NIA) on October 21 disclosed for the first time terror outfit Hizb-ul- Mujahideen's (HM) role in the Delhi High Court blast (September 7, 2011) case and issued a 'wanted' notice for three of its cadres, The Times of India reported. The fugitives include 19-year-old Junaid Akram Malik, younger brother of Wasim Akram Malik, an accused in the case who is presently in NIA custody in Delhi. The other two are Shakir Hussain Sheikh alias Chota Hafiz (26) and Amir Ali Kamal (25). While Sheikh has been active in the Kashmir Valley since 2005, Kamal has been operating since 2008.The NIA also announced a cash reward of INR one million for any information leading to their arrest. The agency also said that the three were involved in "several terrorist related cases in Kishtwar region". Meanwhile, Wasim Akram Malik (the brother of the absconding militant Junaid), who is already under arrest for his alleged role in the blast, was remanded by a Delhi court to NIA custody for three more days on the agency's plea that he needs to be interrogated for nabbing a few more of his accomplices.

According to sources, Wasim identified the two DHC bombers as Saifullah and Bilal, both Lahore residents. Although Wasim feigned ignorance about the affiliations of the two bombers with terror groups, the National Investigative Agency (NIA) team and the Jammu & Kashmir (J&K) Police handling the case suspect that the two could be linked with either Lashkar-e-Toiba (LeT) or Jaish-e-Mohammed (JeM). Sources said that the chief conspirator was encouraged by the lax security arrangements at the HC. Banned terror outfit Khalistan Tiger Force (KTF) claimed responsibility for the huge haul of explosives recovered from an abandoned car in Ambala in Haryana on October 12 and stated that their motive was to eliminate senior Congress leader Sajjan Kumar to avenge the 1984 anti-Sikh riots, The Indian Express reported. In a press release issued on October 28, KTF — a breakaway faction of Babbar Khalsa International (BKI)— claimed that the RDX was being taken to Delhi for “eliminating” Sajjan Kumar, an accused in a 1984 riots case. “Our outfit does not believe in killing innocent people, we had no plan to attack on eve on Diwali, the Government agencies are only trying to defame us by saying so. We also want to clarify that we support all the outfits which are fighting for cause of Kashmir. But we have no relationship with Lashkar-e-Toiba (LeT). We are an organisation to get freedom for Sikhs and we will kill all those who come in its way,” it said. The letter was issued by Jagtar Singh Tara, a key accused in the assassination of former Punjab Chief Minister Beant Singh, and who formed the terror outfit after breaking away from BKI around six months ago.

Senior politician and Bharatiya Janata Party (BJP) leader, L K Advani escaped an alleged attempt on his life in Madurai in Tamil Nadu on October 28 following the discovery of explosives in his scheduled route of travel, The Times of India reported. According to reports, a crude pipe bomb stuffed with gelatine sticks was found planted under a bridge across Gownda river at Alampatti village, in Madurai District hours before Advani was scheduled to travel along that route. A villager spotted the wire connected to the bomb and informed the elders, who alerted the Police. Senior Police officers rushed to the spot, removed the bomb and defused it. The Police said the six-feet-long pipe bomb was made of poly vinyl chloride (PVC), stuffed with explosives and connected with wires to a 12 volt battery in a field about 200 metres away. Advani is currently on a nationwide tour, named as Jan Chetna Yatra (Public awareness tour), aimed at fighting black money and corruption which started on October 11 and will end on November 20.
