Deepthi Marla alias Maryam, Mizha Siddeeque, Mohammad Waqar Lone alias Wilson Kashmiri, Obaid Hamid Matta, Shifa Haris alias Ayesha, Ammar Abdul Rahiman, Madesh Shankar alias Abdullah and Muzamil Hassan Bhat are among those named in the charge sheet. According to NIA sources, the accused were active in radicalising Muslim youth and recruiting them for IS.

As many as 439 militants and 109 security personnel were killed in 541 incidents in Jammu and Kashmir (J&K) since Article 370 was repealed on August 5, 2019, Union Minister of State for Home Affairs Nityanand Rai said on February 2, reports Greater Kashmir. On February 3, the Supreme Court stated that money laundering was a more serious and heinous crime than murder as it affected the entire economy whose growth could be put on hold or derailed because of it, reports The Times of India. The Supreme Court made this observation while examining the constitutional validity of various provisions of Prevention of Money Laundering Act (PMLA) for allegedly being violative of basic principles of natural justice and criminal jurisprudence. Further the court said that money laundering is not only used for drug trading but also for terrorist activities and such crimes affects integrity and sovereignty of the country.

On February 3, ATS said that the National Investigation Agency (NIA) has also joined the investigation of the Kishan Bharwad murder. Kishan Bharwad was shot dead on January 25 in Dhandhuka town of Ahmedabad District over a controversial Facebook post. According to an ATS officer, ‘As UAPA [Unlawful Activities Prevention Act] has been invoked in the case after we found a terror angle to it, NIA officers have joined the probe, but have not taken up the probe officially’. Apart from the NIA, the Intelligence Bureau (IB) has also been taking details of the case as it has links to Delhi as well.

Indian agencies detained Abu Bakar alias Abu Bakar Abdul Gafur Shaikh, one of India’s most wanted terrorists involved in the 1993 Mumbai serial blasts case, in the United Arab Emirates (UAE), news18.com reports on February 5. Abu Bakar was involved in arms and explosives training in Pakistan-occupied Kashmir (PoK), the landing of RDX used in the Mumbai serial blasts, and conspiracy and planning at Dawood Ibrahim’s Dubai residence. He had been living in the UAE and Pakistan. The Indian authorities are in the process of extraditing Bakar, and that the terrorist, who has been on India’s most wanted list for nearly 29 years, would finally face the law once he is in India. In 1997, he was served with a Red Corner Notice.

Juhu Unit and Thane Unit of Maharashtra Anti-Terrorism Squad (ATS) on the intervening nights of February 4-5, seized heroin worth INR 25.17 crore concealed in a shoe cavity during a search operation conducted in Palghar District of Maharashtra, reports India Today. Two accused, Alim Mohammad Akhtar and Chhota Md Nasir have been arrested. The accused are remanded in ATS custody till February 15. It was revealed in the initial investigation that a person from a neighbouring state was the supplier of the seized contraband. His modus operandi was to supply the drug in a secret chamber created in a new pair of shoes. The two arrested persons along with their third partner were operating from a rented apartment in Vasai. From there, the accused were further supplying the narcotics drugs to the traffickers in Mumbai. Further investigation in the case is underway.

On February 5, a 'wanted Bangladeshi terrorist' having affiliation with Islami Chhatra Shibir (ICS) of Chittagong, the student wing of Bangladesh Jamaat-e-Islami (Jel) was arrested from Dunlop area in North 24 Pargana District of West Bengal, reports The First Post. The terrorist identified as Nur-Un Latif Nabi alias Maxon was residing in Bengal under false name of Tamal Chowdhury and had furnished fake documents for renting the house in Dunlop area under Baranagar Police Station limits. Several documents, one passport that is valid from 15 July, 2021 to 14 July, 2031, along with cash was recovered from the terrorist who has 17 cases filed against him, including few murders and thefts.

Quoting intelligence inputs, officials said that in the last three years, the number of mosques has gone up from 760 in 2018 to 1,000 in 2021, while the number of madrasas has risen from 508 in 2018 to 645 in 2021 in Nepali territories, officials said. TS Tirumurti, India’s permanent representative to the United Nations and the current chair of the UN’s Counter-Terrorism Committee, delivered the warning during an open briefing on Counter-Terrorism Committee Executive Directorate (CTED) in South and Southeast Asia. In his opening remarks, Tirumurti said the latter half of 2021 saw consequential change in Afghanistan after the Taliban takeover of Kabul, the collapse of the government and a humanitarian crisis. A recent report to the UN Security Council noted the ties “between the Taliban, largely through the Haqqani Network, and the Al-Qaida and foreign terrorist fighters remain close and are based on ideological alignment and relationships”, he pointed out. “The linkages between the Taliban, Al-Qaida, and terrorist entities proscribed by the Security Council, such as Lashkar e-Tayyiba and Jaish-e-Mohammed, are a further source of concern. And therefore, serious concern remains that Afghanistan may become a safe haven for Al-Qaida and a number of terrorist groups in the region,” Tirumurti said.

The Narcotics Control Bureau (NCB) claims that effective enforcement has resulted in enhanced recoveries of all major drugs. Over 90 per cent of the sales in darknet markets are reportedly related to drugs. With traffickers exploiting technological advancements for their nefarious activities, government agencies cannot afford to remain behind the game on the cyber front. The NCB has stated that cannabis seizures have almost doubled in five years. These ‘soft’ drugs continue to fall under the purview of the NDPS Act, even as the cultivation of cannabis for medicinal and industrial purposes is allowed in states such as Uttarakhand and Uttar Pradesh. Decriminalising cannabis by amending the Act can enable the NCB to focus on curbing the money-spinning trade in synthetic narcotics rather than expending its resources on catching small fry.

During search operation in follow up to the IED recovered in Ghazipur on January 14, a suspicious sealed pack, later confirmed to be IED, was found in the bag from the second floor of the house in Seemapuri. The owner of the house named Kasim had given the second floor of his house on rent to four boys. They all fled from the house before the Police raid leaving the IED bag behind. It is being suspected that the tenants in the house had connections with the Ghazipur RDX case. Further investigation is going on.

The Enforcement Directorate (ED) arrested Nationalist Congress Party (NCP) leader and Minority Development, Aukaf, Skill Development and Entrepreneurship Minister of Maharashtra Nawab Malik on February 23, in a money laundering case suspectedly involving Dawood Ibrahim and his associates, reports Hindustan Times. ED officials said Malik was involved in suspicious property deals involving men with links to the 1993 Mumbai bombings. Malik’s suspected role in a property deal involving the driver and bodyguard of Ibrahim’s late sister is also under the scanner, added officials. “By paying consideration for illegally occupied share to Haseena Parkar, Nawab Malik aided the D-Company financially,” said the ED’s application seeking Malik’s custody. “The association of Nawab Malik with above mentioned D-Company members is clear from statements of witnesses,” said the plea.

Delhi Police Commissioner, Rakesh Asthana on February 24, said that 13 terrorists, including two of Pakistan trained Inter-Services Intelligence (ISI) module, were arrested in 2021, reports Daily Pioneer. The number was 32 terrorists during 2020 year, which was the highest since 2016. A total of five terrorists were arrested in 2019, eight in 2018, 11 in 2017 and 16 in 2016. Asthana said that a total of 13 terrorists belonging to diverse terrorist organisations like the Jaish-e-Mohammad (JeM), Pak-trained ISI module, Kuki National Front (KNF) and Khalistan Commando Force (KCF) were arrested and their plans to execute terrorist strikes in the national Capital were foiled. A sizeable quantity of explosives, arms, ammunition and other incriminating material were recovered along with these arrests. Pakistani-national Mohammad Ashraf, entered India in 2004 and was residing in Delhi and other locations under the assumed name of Ali Ahmed Noor while functioning as a key player among various ‘sleeper cell’ nodes in India arrested, Police said.

The Centre on February 24, told the Supreme Court that investigation into 57 cases of terror and naxal financing has resulted in identification of proceeds of crime to the tune of INR 1,249 crore and attachment of 256 properties worth INR 982 crore besides filing of 37 prosecution complaints and conviction of two terrorists under the Prevention of Money Laundering Act (PMLA), reports The Indian Express. “The attached properties include that of Hafiz Mohammad Sayeed (UN-designated terrorist), Syed Salahuddin (head of Hizb-ul Mujahideen-HM) and Iqbal Mirchi (an international narcotics smuggler involved in the Mumbai blasts),” Solicitor General Tushar Mehta told the three-judge bench comprising Justices AM Khanwilkar, Dinesh Maheshwari and C T Ravikumar.

The National Investigation Agency (NIA) on February 24, arrested a key recruiter of Hizb-ut-Tahrir (HuT), identified as Ziyavudeen Baqavi, from undisclosed location, reports Daily Pioneer. Investigation has revealed that Baqavi is the leader (Nakib) of HuT for Thanjavur, Madurai, Erode and Salem Districts of Tamil Nadu and Karaikal District of Puducherry. This case was originally registered as FIR No. 971/2020 at police station Thideer Nagar, Madurai pertaining to conduct of secret ‘bayaan’ classes by members of HuT, an offshoot of Islamic State (IS), for radicalising the vulnerable Muslim youth in order to establish an Islamic State/Caliphate and enforce the constitution written by radical Islamic preacher, Taqi al-Din al-Nabhani, who was founder of HuT, it said. This case was re-registered by the NIA April 26, 2021.

A Delhi court on February 25 sent National Investigation Agency (NIA)’s former Superintendent of Police (SP), Arvind Digvijay Negi, Kashmiri human rights activist Khurram Parvez and others to judicial custody for a month in a case related to the terror funding in the Jammu and Kashmir Valley, reports Daily Excelsior. Special Judge Parveen Singh sent the accused persons to jail till March 24 after they were produced before the court on expiry of their custodial interrogation by the NIA. The agency had arrested Negi, a former SP of the NIA, for allegedly leaking secret documents to an Over Ground Worker (OGW) of the banned terror group, Lashkar-e-Toiba (LeT). The case was filed under various sections of the Indian Penal Code (IPC) and the stringent Unlawful Activities Prevention Act (UAPA), including those related to terrorism and terror funding. The NIA had alleged that the accused had been running a network of OGWs of LeT and recruited persons across India. In pursuance to conspiracy, the accused were in contact with their foreign based handlers and upon their directions were engaged in gathering intelligence on vital installations, security forces as well as identification of target locations for launching of terrorist attacks, the NIA said.

According to the Special Cell officials, the recovered FICN primarily belonged to the currency denominations of INR 2000, 500, 200, and 100 and were of high to medium quality. In the past one year, the most notable achievement of the unit in this field was the apprehension of notorious counterfeiters Sheikh Shehzad and Habib-ur-Rehman under the provisions of Unlawful Activities (Prevention) Act- UAPA and seizure of high quality FICN of the face value of INR 2,16,000 in their possession.
