Highlighting that a violence-free Africa is necessary to prevent external forces including terrorists exploiting resource-rich region, Minister of State for External Affairs, V. Muraleedharan said that those “guilty of aiding and supporting terrorism” in different parts of Africa and simultaneously exploiting the resources must be held accountable by the international community, newsmobile.in reports on October 6. Muraleedharan made these remarks during a UNSC debate titled “Peace and Security in Africa: Strengthening the fight against the financing of armed groups and terrorists through the illicit trafficking of natural resources.” He also highlighted that the terrorist groups are accentuating their funding by exploiting the resource-rich region. “These regions have remained vulnerable to money laundering and terrorist financing. Terrorist and armed groups are increasingly funding their activities through illegal exploitation of natural resources and trafficking of wildlife, and extortion, etc., amongst other well-known activities.”

The Union Ministry of Home Affairs (UMHA) issued a notification on October 6, announcing the formation of the tribunal comprising Delhi High Court judge Dinesh Kumar Sharma to adjudicate whether sufficient grounds were available for declaring the Popular Front of India (PFI) and eight associate groups as unlawful, reports The Indian Express. “The Central Government hereby constitutes an Unlawful Activities (Prevention) Tribunal consisting of Justice Dinesh Kumar Sharma, High Court of Delhi, for the purpose of adjudicating whether or not there is sufficient cause for declaring the Popular Front of India and its associates or affiliates or fronts including Rehab India Foundation (RIF), Campus Front of India (CFI), All India Imams Council (AIIC), National Confederation of Human Rights Organization (NCHRO), National Women’s Front, Junior Front, Empower India Foundation and Rehab Foundation, Kerala as unlawful association,” the notification said.

Ameen was arrested in March 2021 and booked under Unlawful Activities (Prevention) Act- UAPA. Gujarat’s Anti-Terrorist Squad (ATS) in a mid-sea joint operation with Indian Coast Guard (ICG) caught a Pakistani boat and recovered 50 kg heroin worth INR350 crore in international market value and apprehended six crew members, an official said on October 8, 2022, reports The Hindu. As per the details, the ICG and ATS teams intercepted Pakistani boat Al Sakar with six crew members aboard and seized 50 kg of heroin close to International Maritime Boundary Line (IMBL), off the Gujarat coast. Six persons onboard the boat and suspected to be Pakistani nationals have been apprehended and the boat is being brought to Jakhao port in Kutch for further investigation

Uttar Pradesh (UP) Anti-Terrorist Squad (ATS) arrested eight terror suspects of the terror outfit Jamaat-ul-Mujahideen Bangladesh (JMB), from two locations of Haridwar and Saharanpur, siasat.com reports on October 11. According to an official release, those arrested have been identified as Luqmaan, Shahzad, Kari Mukhtar, Mudassir, Kamil, Alin Noor, Nawazish Ansari, and Aleem. ATS officials said that Mudassir was arrested from Haridwar and the others from Saharanpur. All of them have been booked under the charges of Unlawful Activities Prevention Act (UAPA) and concealing with intent to wage war. Police also seized anti-India literature, a pen drive and a mobile phone and sent it for forensic examination.

An extortion case has been registered against Arif Abubakar Shaikh alias Arif Bhaijaan, brother-in-law of Chhota Shakeel, Dawood Ibrahim's close aide, Hindustan Times reports on October 11. Shaikh, is already under arrest by the National Investigation Agency (NIA) in the terror funding case against Dawood Ibrahim and some of his close associates. Bhaijan, who was deported from Dubai to India in 2006, has been booked by the Dongri Police for extortion, criminal intimidation and criminal conspiracy. The case has been transferred to the Mumbai crime branch’s Anti-Extortion Cell (AEC), which specialises in extortion cases related to the underworld.

National Investigation Agency (NIA) has arrested a suspected ‘highly-radicalised’ Islamic State (IS) terrorist from Varanasi, Uttar Pradesh (UP), as part of its investigation in a case related to the terror group’s ‘Voice of Hind’ module, siasat.com reports on October 20. Basit Kalam Siddiqui, 24, was working for the terror group and actively involved in the radicalisation and recruitment of youth from India for IS, sources said. The case was related to a conspiracy by IS to radicalise and recruit impressionable youth to wage violent jihad (holy war) against India by carrying out terrorist activities. The case was registered suo-moto by the counter-terrorist task force on June 26, 2021.

Those arrested include a local member of PFI’s state expansion committee, a local unit secretary and two other workers. The National Investigation Agency (NIA) on October 20 arrested an alleged ‘highly-radicalised’ Islamic State (IS) operative from Varanasi city of Uttar Pradesh, as part of its investigation in a case related to the terror group’s ‘Voice of Hind’ module, reports Grater Kashmir. Basit Kalam Siddiqui (24), was working for the terror group and actively involved in the radicalisation and recruitment of youth from India for IS. The case was related to a conspiracy by IS to radicalise and recruit impressionable youth to wage violent jihad against India by carrying out terrorist activities. The case was registered suo-moto by the NIA on June 26, 2021. A senior NIA official said that Siddiqui was in active touch with ISIS ‘handlers’ and indulged in content creation, publication and dissemination of IS propaganda materials through its magazine ‘Voice of Khurasan’. “On the directions of his handlers in Afghanistan, he was trying to fabricate an explosive ‘black powder’ and gaining knowledge on the use of other lethal chemical substances to be used for the fabrication of improvised explosive devices (IEDs),” the official added.

On October 23, one person, identified as Jameza Mubin, died in an early morning explosion of the cylinder-laden Maruti 800 near Kottai Eswaran Temple in Tamil Nadu's Coimbatore District, reports India Today. Following the incident, under the UAPA, five persons have been subjected to Section 120B (punishment for criminal conspiracy) and 153A (promoting enmity between different groups) of the Indian Penal Code (IPC). The arrested were identified as Muhammad Talka, Muhammed Azharuddin, Muhammed Riyaz, Firoze Ismail and Muhammed Nawaz Ismail, all in their 20s,The Telegraph reports on October 26.Times Now reports on October 26, that another person, identified as Afsar Khan who is supposedly deceased Mubin's cousin was also arrested. Around 4.30 am on October 23, an LPG cylinder exploded inside a Maruti 800 in Coimbatore, Tamil Nadu. The explosion occurred near the Kottai Eswaran temple, killing a 25-year-old man, identified as Jameza Mubin. On October 23, evening, state DGP Sylendra Babu revealed a terror angle to the blast. He said that nails, marbles, and other items usually used for explosions in terror attacks were found in the car. Hindustan Times reports on October 27 that earlier, Mubin was questioned by the NIA in 2019 for alleged terror links.

Addressing the inaugural session of the two-day Chintin Shivir in Surajkund of Haryana, Union Home Minister Amit Shah said, “There has been a 34 per cent decrease in terrorist activities, a 64 per cent decrease in the death of security forces and a 90 per cent decrease in civilian deaths.” He further added that the National Investigation Agency has been given extraterritorial rights. “We have decided to set up NIA branches in every state by 2024,” he added.

Major terror attacks in Jammu and Kashmir (J&K) declined after Pakistan was included in the Financial Action Task Force’s (FATF) grey list, a senior Indian government official Joint Secretary Safi Rizvi said on October 28, reports Daily Excelsior. The United Nations Security Council’s Counter-Terrorism Committee should examine this correlation, said Daily Excelsior Safi Rizvi. Making a presentation at a special meeting of the UNSC panel, which India is hosting, Rizvi, however, did not name Pakistan at any point. But he noted that after the chances of Pakistan getting delisted from the grey list increased, terrorist activities too increased. Jammu and Kashmir recorded five attacks on `hard targets’ — well-defended places like government offices, military and police camps — in 2014, eight attacks in 2015 and 15 in 2016. The number fell to eight in 2017 and declined further to three in 2018, Rizvi said. In 2019, there was a “very big aberration” in the form of the Pulwama attack while in 2020, no hard target was attacked, the official said. In 2021, the attacks on hard targets started increasing and the trend continues in 2022, he said. “Why did this decline happen from 2018 to 2021? One (reason) was the grey listing,” he added.
