Asian Age reports on July 2, Police arrested a five member gang along with Fake Indian Currency Note (FICN) amounting INR 2,48,000 in two separate incidents in Maharashtra. Three persons, all hailing from West Bengal, were arrested from Charkop in Greater Mumbai District on June 29. Police said that the accused have brought the FICNs from India-Bangladesh border area. Based on the interrogation of the trio, the Police later raided a house in Bhagatsingh nagar slum in Goregaon (east) in Mumbai and arrested two more accused.

Mobile towers installed in Pakistan's border have strong signal connectivity with its local SIM and hence it was necessary to ban it with immediate effect, an official said on July 2 quoting the District Collector and Magistrate Vishwa Mohan Sharma's order. On July 1, China offered to discuss with India its recent move at the United Nations (UN) blocking action against the alleged November 26, 2008 (26/11) Mumbai (Maharashtra) terror attack mastermind Zaki-ur-Rehman Lakhvi, reports The Hindu. This marks a subtle shift in position, which could deepen the counter-terror dialogue between New Delhi and Beijing. “We need to have further discussion and conversation so that we can have better understanding and can work closely on it. We are ready to do that. We have a mechanism of counter-terrorism consultation between the two ministries in which it can be discussed,” said Huang Xiliang, Deputy Director General of the Asian Affairs Department of the Chinese Foreign Ministry.He added, “Both India and China are victims of terrorism. We have similar positions on this. We are working quite well in this field.” However, he stressed that specific issues, raised in multilateral forums required further discussions. Mr. Huang pointed out that India and China shared similar positions in-principle on terrorism at the U.N. “On specific issues... we need to stay (in) close communication for better understanding and close cooperation,” he added.

Extensive deployment has been made in sensitive pockets and vantage locations across Mumbai. “The SMS warns Muslims of ‘Qayamat’ on the 15th day of Ramzan and directs them to remain indoors on that day. Delhi Police recovered Fake Indian Currency Notes (FICNs) with face value of INR 28.7 million and 221 illegal guns along with over 16 kilogram heroin, during the first five months of 2015, according to an information tabled in the Assembly on July 2, reports Deccan Herald. Delhi Police had recovered over 133 kilogram heroin during 2014, which was then highest in the last eight years. Similarly, arms recovery figure had touched 844 in 2014 and 700 in 2013. FICN smuggled through the porous Indo-Nepal and Indo-Bangladesh borders had pumped in counterfeit notes to the tune of INR 70 million in 2014. A year before, the figure stood at INR 56.6 million.

Dismissing his plea for parole, Justice Rajmohan Singh held that "right of parole is not an absolute right". "It is a subject matter of restrictive mechanism based on discretionary powers vested in administrative authorities and instructions issued by the state. Parole is a conditional release based on satisfaction of executive authorities, which is further subject matter of recommendations by different authorities in hierarchy. Parole can be denied in view of public interest and public outcry in cases of heinous acts," observed the court while refusing to grant parole to Momin.

The Dahodwala and Kotwala, both residents of Madar Market in the walled city area of Vadodara, were arrested after the Panigate Police received a tip off regarding the transaction. Further investigations revealed that the courier was sent by Johar Suratwala and Sheikh Kaidawala. Following the incident the city police were conducting investigations to track down the Dahod-based duo. In the night of July 3, Panigate Police arrested Kaidawala from his residence near Navjivan Mills in Dahod.

UMHA sources stated that only after their is clarity on the action ahead that the Cabinet note proposing the ban will be taken up. According to sources, the action plan will include identification and arrest of the outfit's cadres who are working in groups of 25-30 each in Nagaland and Arunachal Pradesh. Besides, the UMHA, through the National Investigation Agency (NIA), plans to invoke provisions of the Unlawful Activities Prevention Act to freeze the assets and properties of NSCN-K leaders. Syed Ismail Afaaque, 36, Sadam Hussain, 29, Syed Abdus Suboor, 24, and Riyaz Ahmed Sayeedi, 32, all hailing from Bhatkal town in Uttara Kannada District of Karnataka, have been named in the charge sheet. The CCB has formally accused them of supplying gelatin sticks and other explosive material to various terror outfits which carried out bomb blasts in various parts of the country. The four men have been charged under sections 120(B), 121(A) and 511 of the Indian Penal Code (IPC), 1860, sections 13, 16, 18, 20 and 38 of the Unlawful Activities (Prevention) Act (UAPA), 1967, and sections 4, 5 and 6 of the Explosive Substances Act, 1908, a senior police officer said on the condition of anonymity. The CCB has listed as many as 123 witnesses in the charge sheet but the identity of several key witnesses has not been disclosed so as to “protect their lives.”The CCB also claimed to have recovered a large quantity of electronic detonators, gelatin sticks, ammonium nitrate, Jihadi literature and posters, besides assembled circuit boards which are used in bomb blasts, while arresting the four accused.

In an application moved before District Judge Amar Nath, the National Investigation Agency (NIA) said that Jundal alias Sayed Zabiuddin Ansari, who is presently lodged in Arthur Road jail in Mumbai, could not be produced before the court here on several occasions despite issuance of production warrant against him. In the plea, the agency said the proceedings in the case lodged here was required to be expedited and the trial could be commenced through video conferencing. Referring to a resolution passed by Maharashtra government in May 2013, the NIA said it "excludes the personal appearance of the accused Sayed Zabiuddin Ansari ... after taking into consideration request of Commissioner of Police, Mumbai to exclude the above-mentioned accused person from the personal appearance before court in various cases registered against him due to possibility of assassination bid on the life of accused by rival group or a bid to kidnap." The court has issued notice to Jundal's counsel MS Khan for July 17, 2015 on NIA's plea.

Bangla Bhai entered India through Dhulian in Murshidabad and settled in the District. "In 2005, JMB leaders sent Bangla Bhai to Murshidabad as it served a two-fold purpose of preparing the ground for setting up a base for the organisation as well as providing him shelter from the security forces of Bangladesh who were hot on his heels," an NIA officer stated.With the discovery of the role of the JMB kingpin, it has now become clear that the efforts started at least nine years earlier. "Murshidabad was the first district in Bengal where JMB set up its organisation. Bhai worked in close association with Hatkata Nasirullah, whom we are looking for," an NIA officer stated. "With his base at Domkal in Murshidabad, Bangla Bhai started contacting other leaders in Murshidabad, Nadia and Birbhum. With the help of local police, the youth was searched and FICN of INR 748,500 face value was seized from his possession. The youth, during interrogation, claimed that he is Sarif Miya from Bhabta in the Betiah District of Bihar," a senior BSF official said. Police raided a Fake Indian Currency Notes (FICN) printing unit located at Dattawad village in Kolhapur District on July 10 and arrested four persons, along with FICN worth INR 34,50,000, reports Indian Express. Police have identified the suspects as Subhash Patil, Anuddin D, Ramesh Ghorpade and his son Santaji Ghorpade. Along with FICN, Police also recovered computers, cutter machines, photocopier used by the suspects for printing the fake currency notes. Police said that FICN printed at the spot were widely circulated mainly in the gambling dens in Miraj in Sangli District. An offence was registered in Miraj. A local court remanded the suspects to Police custody till July 14, 2015.

On July 15, Director General of Police (DGP) Sanjeev Marik and other senior Police officers held a meeting with NSG and coast guard personnel to work out the details of the security arrangement. "Since this year's car festival assumes extra significance because of Nabakalebara, we requested the NSG to be present during the festival. NSG personnel from Kolkata conducted drills on the temple premises and in some hotels. Their teams will camp in Puri till end of the car festival. They will swing into action in case of a crisis," said a senior Police officer. "After the drill, they suggested some remedial measures and we have complied with those," he added. Police have also formed two quick rapid action teams (QRATs) to combat "crisis" situations during Nabakalebara. The teams will comprise Special Operation Group (SOG) troopers who are trained in dealing with heavily armed terrorists and handling hostage situations and terrorist strikes. Each QRAT will have 127 members. Police will also mobilize a special tactical unit (STU), a special armed agency of Odisha Police formed during the 2013 car festival.

A top Police officer said that sleuths from Intelligence Bureau (IB), Tamil Nadu ‘Q Branch’ Police, and Special Intelligence Unit are now interrogating the LTTE militant, arrested along with two others during a routine vehicle check at Uchipuli in the Ramanathapuram District. Police also said all coastal Districts in the state had been alerted to monitor for movement of members of LTTE and checkposts asked to be extra vigilant. It was suspected Krishnakumar would have arrived in the country in the immediate aftermath of the decimation of LTTE and killing of Prabhakaran by Sri Lankan Security Forces (SFs) in 2009, Police said.While local Police had earlier said five persons, including two Sri Lankan Tamil refugees, were detained, it was clarified later that only three had been arrested. They were identified as Krishnakumar, Rajendran, also a Sri Lankan national, and Sasikumar, a local who drove the car. Krishnakumar was planning to go to Sri Lanka by illegal ferry when he was arrested. Sasikumar, the driver of the car, and Rajendran, an alleged ‘ganja’ (drug) peddler residing in Uchipuli, were arrested for providing shelter to the militant of a banned organisation, Police said. Police said Krishnakumar and Rajendran could be sent to a special camp (for former Tamil militants) after interrogation.The Times of India adds that Tamil Nadu Police suspect that the arrested LTTE operative was possibly smuggling materials like cyanide capsules and Global Positioning System (GPS) equipment to some people in Northern Province of Sri Lanka. Police said, Krishnakumar had been staying in Trichy and had lot of contacts at refugee camps in Chennai and Trichy. Krishnakumar was trying to leave the country as his marriage was getting fixed in Jaffna. But he could not go legally since he feared that his name was in the LTTE cadre list and he may be detained as soon as he landed in Sri Lanka. Krishnakumar was transporting these materials to some people in Jaffna and Police sources speculated that there is some regrouping of LTTE going on in Sri Lanka, though they suffered a fatal defeat in the civil war of 2009. The exact sources who provided him cyanide and the people to whom he was transporting the materials will be known after thorough investigation, Police said.

The Indian nationals were taken hostage by the ISIS on June 11 last year in northern Iraq's Mosul town. Union Minister of State for External Affairs V K Singh said government was in "close and regular" contact with relevant Iraqi government authorities to obtain information on their whereabouts and safety."As per latest information from multiple third party sources, they are all safe. The government is making all efforts and taking all steps to secure their release," Singh said, replying to a question in Lok Sabha (Lower House of Indian Parliament). Replying to a separate question, Singh said, "as per information received from Indian Embassy in Baghdad, 39 Indians are held under the captivity of Islamic state of Mosul." He said a group of senior officials are stationed in Erbil in Kurdistan Autonomous Regions of Iraq to liason with government authorities and individuals to secure release of the Indians.Singh said external affairs minister Sushma Swaraj had personally spoken to her counterparts in the Gulf Cooperation Council (GCC) as well as other friendly countries in the region to assist in locating the Indian nationals.

Communication intercepts from various terror groups have revealed that a major strike may be carried out during the Independence Day celebrations (August 15, 2015). In a bid to stop any such strike, the security forces have put in place a counter offensive to thwart the attack by launching what is being termed as “Operation Lal Quila”. The intercepts of major terror groups such as the Indian Mujahideen (IM), Jaish-e-Mohammed (JeM), Tehrik-e-Furqan (TeF), Lashkar-e-Taiba (LeT) and Pasban-e-Ahle Hadis (PAH) were received recently. Some intelligence inputs have also been received on the possible involvement of IS (Islamic State). During a meeting at the Prime Minster Security Unit of the Delhi Police, a very high threat perception was conveyed to the authorities. The alert comes at a time when a major attack took place in Turkey's town of Suruc earlier this week in which more than 32 men were reportedly killed. Top sources revealed that security around the Turkish Embassy, his residence in Lutyen's Delhi and the routes he travels has been increased, along with other Turkish diplomats. Turkish Embassy officials have also been informed about the threat to the ambassador, whose security is handled by Turkish Embassy security officials only, said sources. Besides, religious places located along the border will be scanned to ensure that they are not used by Pakistani intelligence agencies, like the Inter-Services Intelligence (ISI), for ulterior motives, a senior SSB official said. "Terrorist organizations after training the youths may send them across the border through Nepal in a bid to create discord in our country," Assistant Commandant, SSB Mithul Kumar said. "A strict vigil has to be maintained and the youths should be allowed into the country only after thorough checking," he added.Kumar said certain groups were using religious places in the region as hideouts. He said there were reports that a youth force of Maoists has been constituted in Nepal and they may enter India to create disturbance. SSB has intensified vigilance along the border to stop infiltration occurring mainly at night and personnel have been asked to remain alert round the clock, he said. Kumar said a dog squad trained in detecting narcotics and arms has also been deployed. Besides, the SSB has installed closed-circuit television (CCTV) cameras on routes leading to Nepal, he added.

Four years after it registered a First Information Report (FIR) in connection with the 2008 Malegaon blasts, National Investigations Agency (NIA) has begun investigations in the case, The Times of India reports on July 25. The case had been stuck due to several litigations filed by the accused in the Supreme Court. "No investigation could have been carried out without the case papers being in our possession. Now that it has come back, investigations have begun. Though Maharashtra ATS has filed a chargesheet in the case, we need to look at all the facts and evidence afresh," said a senior NIA official. NIA DG Sharad Kumar will be travelling to Mumbai on July 30 to supervise the case and give direction to the investigations. The blasts, alleged to have been perpetrated by Hindutva fundamentalists, have 14 accused as listed by Maharashtra ATS which first investigated the case. These include Lieutenant Colonel Prasad Purohit and Sadhvi Pragya Thakur. The case was transferred to NIA in April 2011. Soon after, the accused filed several petitions in Supreme Court leading to the court calling for case papers for perusal. The petitions, filed on behalf of various accused, challenged invocation of Maharashtra Control of Organised Crime Act (MCOCA) in the case and NIA's right to interrogate the accused in custody. In total, there were eight litigations.

However, with only 100-150 policies covering cyber crime liability insurance being sold in the country, majority companies are inadequately protected against the growing menace, according to insurance companies. Financial sector that carries out financial transactions and handles cash is among the high-risk targets, but most banks in India, barring a few large private lenders, do not have cyber crime liability insurance. Industry officials said this could potentially lead to heavy business losses if the computer systems are hacked and customer data is stolen. According to Union Ministry of Home Affairs (UMHA) statistics, there have been 62,189 incidents of cyber frauds till June 2014. About 28,481 websites were hacked in India in 2013 and cyber crimes have cost India INR 24,630 crore in 2013, according to a Delhi High Court-commissioned report. India is ranked as one of the top three targets in cyber crime. According to available statistics, about 71,780 cyber frauds were reported in 2013, while 22,060 such cases were reported in 2012. Cyber terrorism is ranked as high a risk as political unrest. Industry experts say it could have a debilitating impact on companies and individuals. For example, if customers information is compromised in the US, the company has to individually inform each customer and the cost of notifying a customer may vary from USD 10 to USD 30.

The Tiruchirappalli City Police on July 26 arrested a former member of the Liberation of Tigers of Tamil Eelam (LTTE), identified as A. Kumaraguru (39) at the Tiruchirappalli International Airport in Tiruchirappalli (Trichy) District of Tamil Nadu before he could board the flight to Malaysia, reports The Hindu. Police also arrested G. Thirumurugan (30), a native of Uppur in Ramanathapuram District and Mubarak Ali for assisting him acquire an Indian passport. Police said Kumaraguru was a member of the LTTE from 1992 to 1997 and had lost his right leg while fighting the Sri Lankan Security Forces (SFs) during that period. He was lodged in the Sri Lankan jail from 2009 to 2012. According to Police, Kumaraguru came to Chennai in July 2014 for treatment and stayed there for nearly a year. He was native of Kodikamam village near Jaffna. The sources said Kumaraguru got an Indian passport under the fictitious name of A. Arokiadasan giving a fake address in Pamban in Ramanathapuram District as his place of stay. The resolution urged Myanmar to protect places of worship, ensure return of refugees, grant full citizenship rights to Rohingya Muslims in Rakhine state, and allow full access of humanitarian assistance to affected persons and communities. Pakistan has, for some time now, been gathering support, both domestically and internationally, for Rohingya Muslims in Myanmar. "ISI-backed terror outfits have been hobnobbing with Rohingya community leaders and organizing jehadi training along Bangladesh-Myanmar border," a senior Indian intelligence official said adding that Islamabad's open support to Rohingya Muslims in Myanmar comes hand-in-hand with its attempts to improve relations at the government level. "This is another instance of classic double speak that Pakistan is well known for," commented the officer. Another batch of 45 Sri Lankan Tamil refugees have left the refugee camps in the Tamil Nadu state of India for their homeland from the Tiruchirapalli International Airport on July 28, reports Colombo Page. The refugees have reportedly been housed in various camps located in Tiruchi, Dindigul, Kanyakumari, Villupuram, Tuticorin, Sivaganga, Pudukkottai, Madurai, Karur, Tirunelveli and Ramanathapuram Districts of Tamil Nadu. They had obtained exit clearance from the respective District administration authorities where the camps functioned. There were no Police cases against the refugees. Over 100,000 Tamil refugees from Sri Lanka live in Tamil Nadu. Out of them about 65,000 live in 107 camps spread across the state.

A 32- page recruitment document in Urdu, titled, 'A Brief History of the Islamic State Caliphate (ISC), The Caliphate According to the Prophet', purported to have been written by Islamic State (IS) terrorists and obtained by the American Media Institute (AMI) through a Pakistani intermediary outlines a strategy to draw the US into an all-out war by attacking India, The Times of India reports on July 30. The document reviewed and first published by USA Today, also details a plot to attack US soldiers as they withdraw from Afghanistan and target American diplomats and Pakistani officials. "Accept the fact that this caliphate will survive and prosper until it takes over the entire world and beheads every last person that rebels against Allah," the document proclaims. "This is the bitter truth, swallow it." Coming on the heels of Pakistani terrorists stepping up attacks on India, the document warns that "preparations" are underway for an assault on India and predicts that such an attack will draw the US into the battle and provoke a confrontation with America. "Even if the US tries to attack with all its allies, which undoubtedly it will, the ummah (Muslims) will be united, resulting in the final battle," the document says. It was obtained by AMI, which said it has been authenticated by US intelligence officials. AMI also said it got the document "from a Pakistani citizen with connections inside the Pakistani Taliban".

In November, 2014 Khalid Mohammed, a Rohingya Muslim living in Hyderabad was arrested in connection with the October 2, 2014 Bardhaman (West Bengal) blasts. While Police has increased surveillance, it has no data on the number of Rohingya refugees and what they are doing. “Under the United National Refugee Convention, refugees coming from war-torn countries like Somalia, Ethiopia, Iraq, Iran, Afghanistan and from Myanmar etc., are issued a ‘Refugee Certificate’ valid for 2 years and renewable after that. This is the only protecting document for them. But most of the refugees in Hyderabad- Cyberabad, have entered illegally and are staying illegally. Over a period of time, many of them have obtained voter ID cards, Aadhaar Cards, SIM cards and cell phones. But they not being monitored by security agencies and local police which is leading to security concerns,’’ an official said. As per records with Confederation of Voluntary Associations (COVA) which is associated with UNHCR, 1806 Myanmar refugees were registered with COVA and on physical verification, only 1725 refugees are presently staying camps in Hyderabad and Cyberabad Police Commissionerate areas. Only 461 Myanmar refugees were issued UNHCR cards and the others are under process. Officials said that the refugees are living at 10 different locations. At Camp-I in Balapur there are 298, Camp-II Balapur (150), Camp- III Balapur, Pahadishareef (87), Royal Colony(160), Near Fatima Masjid, Balapur (258), Baba Nagar, Kanchanbagh (412) Barkas, Chandrayangutta (51), Shaheen Nagar, Pahadishreef (127), Shastripuram, Mailardevpally (29), Kishanbagh, Bahadurpura (153). The Police Stations will start maintaining separate registers for the camps in their sectors for the above purpose. It is learnt that these Rohingyas are moving in and out of their settlements and travelling to Jammu and Kashmir and other states. From now on, they will have to inform the local Police Station, about their movement and also report to the police station upon their return. Their source of livelihood will also be enquired into and noted along with details of any bank accounts.

National Investigation Agency (NIA) sources said they have evidence that shows that the arrested Abu Talha Mohammad Fahim alias Pakhi, chief of a JMB (Jama'atul Mujahideen Bangladesh) faction in Bangladesh, is the same Talha Sheikh accused of masterminding the October 2, 2014 Bardhaman (West Bengal) blast, The Times of India reports on August 1. NIA had earlier declared a INR 10,00,000 reward on him. "We are contacting Dhaka Metropolitan Police and we might even request for his extradition if possible," said an NIA officer in Delhi. Pakhi was arrested by Dhaka Metropolitan Police from near the Bangladesh capital on July 27 along with seven others when they were trying to contact Islamic State (IS) operatives. Rapid Action Battalion (RAB) sources in Bangladesh had earlier said they might either come to Kolkata or ask for the extradition of a few of those arrested so they can be tried for the crimes they committed in Bangladesh. Pakhi is the younger son of JMB's founder Maulana Saidur Rehman. Sources said terror operators like Pakhi keep sleeper cells running by providing everything from shelter to SIM cards for leaders and new recruits, who are either not acquainted with the place or have to remain underground. NIA and Bangladesh's RAB had exchanged lists of JMB operatives and Islamist militants believed to be hiding in the two countries about five months ago. NIA had handed over a list of 11 suspects of the Bardhaman blast. RAB, on the other hand, gave a list of 51 fugitive Bangladeshis, 10 of them said to be JMB activists and several members of Harkatul Jihad al Islami (HuJI), along with some gangsters.

Parliamentary Standing Committee on Home Affairs (Coastal Security) on July 31 expressed its "shock" over a special report prepared by the Intelligence Bureau (IB) which found that about 37 per cent of minor ports in the country are defenceless, reports NDTV. Further, a report of the Parliamentary Standing Committee on Home Affairs (Coastal Security), tabled on July 31 has said the IB report should serve as an "alarm bell" for the government, especially at those ports which are located along the coastline of Gujarat and Maharashtra. The report noted that there are 203 non-major or minor ports, of which 45 are non-operational and 75 have no security force whatsoever. A number of the non-operational ports, 49 of them non-major ports, however were being used as landing points and jetties by fishermen. "The committee takes a very serious note on the grave deficiencies highlighted in the security audit report of Intelligence Bureau (IB) and is of the view that this report of IB should act as an alarm bell for the government, particularly with reference to such ports in Gujarat and Maharashtra," read the Standing Committee report. The IB report had said that out of the 30 of the non-major ports in question were in Gujarat and Maharashtra alone, with the rest spread out across the other coastal regions in the country. The report also noted that there were "several shortcomings" in the security arrangements at these ports, like the absence of x-ray scanners and non-maintenance of records of incoming or outgoing communications among others. "The Ministry of Home Affairs should support states/UTs by providing any required technical and financial assistance as well as monitoring regularly the implementation of the recommendations given in the security audit report," the panel said. The IB has suggested that CCTV cameras, bomb disposal squads, x-ray scanners, watch towers and additional patrolling should be mounted in and around these areas for effective vigil.
