The election, likely to be held in multiple phases, is slated for October-November, 2015. The Centre has so far cleared 500 companies of Central Forces for poll-bound Bihar.

In order to fight the menace of Fake Indian Currency Notes (FICN), the Government has approved introduction of seven new security features and the project is likely to be completed by May next year (2016), reports Press Trust of India on September 2. An official source said that in the first phase, the features will be included in high denomination notes of INR 500 and INR 1000, which are much in demand by counterfeiting gangs as also Pakistan's Inter-Services Intelligence (ISI). The report further said that the security features recommended by the Reserve Bank of India (RBI) Central Board, details of which are not yet known, were recently approved by the Government. After accepting the recommendations, the government asked RBI to set in motion the introduction of the new features, sources said.

The National Investigation Agency (NIA) on September 1 arrested another over-ground operative of Lashkar-e-Toiba (LeT) identified as Showkat Ahmed Bhat, who had arranged transportation for the four Pakistani terrorists including captured Mohammad Naved Yakub within Kashmir soon after they infiltrated from Pakistan occupied Kashmir (PoK), reports Times of India. During their two-month stay in the Valley, Bhat assisted the four LeT trained Pakistani terrorists in travelling from one place to another. Officials suspect that he was directed by Abu Qasim to arrange the travel, as desired by LeT bosses based in Pakistan.

Strongly rejecting Pakistan's call for plebiscite in Jammu and Kashmir, India on September 2 asserted that the state is an integral part of the country and its citizens have chosen a democratically-elected state Government as it lambasted Islamabad for raising the issue at the United Nations (UN), reports Times of India. "Pakistan must know that this is the platform of the Inter-Parliamentary Union where the 2030 development agenda is being discussed," Lok Sabha Speaker Sumitra Mahajan said. She strongly rejected Pakistan raising the issue of Jammu and Kashmir at the Fourth World Conference of Speakers, saying that the Pakistan representative's remarks on the issue in the UN are "totally irrelevant". "Pakistan should keep in mind that the people of Jammu and Kashmir have voted to elect their state government. What can be more democratic than this," she said, strongly rejecting Pakistan's call for a plebiscite.

Two youth from Kerala have been deported by the United Arab Emirates (UAE) after they posted pro-Islamic State (IS) comments on Facebook, reports NDTV on September 3. Sources said that the Facebook posts indicated that they had been "radicalized." The two men are reportedly part of a group of 10 Indians being monitored closely in the UAE for sharing terror group Islamic State's propaganda on social media. The UAE has sent the two men back to India, but has not registered cases against them. It has also not revealed their names citing security reasons. Oneindia.com adds that the two youth are Kochi based. On their return to Kochi, they were taken in by the Intelligence Agencies for questioning. After being questioned, the agencies found that they were misguided and decided to let them go home with a warning. The two youth will now be counseled and a close watch will be kept on them. The Union Ministry of Home Affairs (UMHA) is opposed to the idea of booking cases against such youth. They were in the process of committing an offence while trying to join the ISIS, a Home Ministry official informed.

A banned extremist organisation of Bangladesh having links with the Pakistani Taliban has reportedly sent a 30 cadre team for training to Myanmar via Cox Bazaar in an attempt to launch terror attacks in India, The Sentinel reports on September 4. The trained group returned to Bangladesh on December 31, 2014. The decision to send the 12-member group was taken after a secret meeting held at Bashkhali of Chittagaong, Bangladesh on October 20, 2014.Intelligence sources said three Indian nationals are part of the team. Sources said the Indian nationals are from West Bengal. They have been identified as Sultan Sarkar of Rasolpur village under Aarambagh District, Taj Miah of Biruri village under Dubrajpur Police Station of Birbhum District and Shafi Mandal of Kaliachak in Malda District. Sources have further disclosed that the members of the team are in touch with the Pakistan-based Taliban through telephone and internet services. Following instructions from their mentors, a 12-member "hardcore team" is planning to sneak into India via Bay of Bengal (Cox Bazaar) to Shymnagar, a district under the Khulna division of Satkhira District in Bangladesh. They intend to take the route of a river flowing from Shymnagar to enter West Bengal. The members of the banned Bangladeshi group and cadres of the Pakistani Taliban are planning bomb explosions at different places in India with the primary targets being Kolkata, Delhi, Mumbai, Bangalore and Chennai besides the states of Assam and Gujarat. Meanwhile, some cadres of the Taliban (Pakistan) are reportedly trying to enter Indian territory through the Munabao area of Barmer in Rajasthan and Una area of Gujarat using sea routes.

As many as 11 Indian nationals are under detention in the United Arab Emirates (UAE) since early August on charges of planning to join the Islamic State (IS) and recruiting, financing and providing logistics to those willing to joining the terror outfit, reports The Times of India on September 4. According to intelligence sources, the UAE security services came across two groups of people hailing from India, based in Abu Dhabi and Dubai, who were involved in sharing and discussing issues pertaining to IS on social media. They were also reportedly trying to establish online contact with IS leaders. The groups on watch, though dominated by Indians, included a couple of Pakistani and Bangladeshi nationals. The report further said that, of those detained, eight were in Abu Dhabi and five in Dubai. A Pakistani and a Bangladeshi national were also held. The charges cited for the detentions included recruiting, funding and providing logistics to those interested in being part of IS. According to intelligence reports, the UAE authorities suspect that the 13 Indians were planning to travel, one by one, to Syria, possibly via Yemen or Turkey, and were in the process of organizing funds and logistics. The identification of 13 new IS recruits of Indian origin adds to the 17 Indians already known to have joined the jihadi outfit. Given how seriously the UAE views any attempts by its residents to associate with terror outfits like IS, Indian authorities were worried about the fate of its 13 citizens. Fortunately, two of the detainees, both hailing from Malabar region of Kerala, were deported on September 1, ostensibly after being "cleared" by the UAE authorities. New Delhi, however, is awaiting the fate of the 11 Indians still in UAE's custody. They have not being charged as yet.

Aftab Ansari, sentenced to death for the 2002 American Center terror attack in Kolkata (West Bengal), will not be taken to Ahmedabad (Gujarat) for trial in a abduction case, The Times of India reports on September 5. Aftab has always been a security challenge, especially since it was established that he had a major financial role in setting up Indian Mujahideen (IM). With the security agencies saying it will be too risky to take him out of Alipore Jail in Kolkata, an Ahmedabad court has agreed to carry out carry out the trial through video-conferencing. Aftab and another gangster Dinesh Thakur are now being tried for the 1995 kidnap of a Delhi-based businessman, who died in cross-fire when Police raided the hideout to rescue him. Aftab managed to escape but was caught.

The India government has finalized a robust policy for flying such objects, amidst revelations by several terrorists and investigations carried out by intelligence agencies on possible use of unmanned aerial vehicles (UAVs)/unmanned aircraft systems (UASs) for terrorist attacks, The Times of India reports on September 5. The new guidelines for the UAVs/UASs including paragliders, hot air balloons, remote-controlled flying devices, microlight aircrafts etc will be out soon, said sources. The threat from paragliders is borne by the interrogation of terrorists including Lashkar-e-Taiba's Syed Zabiuddin Ansari alias Abu Jundal, Indian Mujahideen's (IM) Syed Ismael Afaque Lanka and Khalistani militant leader Jagtar Singh Tara. Jundal, revealed that LeT provides aerial training to select cadres. Independent inputs confirm Inter-Services Intelligence's (ISI's) role as well in training LeT cadres in parachute jumping. It is learnt that LeT is trying to procure equipment for paragliding from companies in China and UAE, besides falling back on in-house Pakistani companies to purchase the technology to build drones. In December 2014, intelligence inputs had indicated that LeT had paragliders ready to operate at two weeks' notice. The agencies, in investigations carried out in Spain, learnt that a motorized paraglider with a capacity to carry two persons was to be procured for PKR 10,00,000. The equipment could carry a payload of 150 kilogram and cover a distance of nearly 70 kilometre. Tara tasked one Gajinder Singh to receive the paragliding equipment in Pakistan. Spanish authorities confirmed that Spain resident Muhammad Umar Gondal had purchased a para-motor from a paraglider store in Costa de Sol area, mentioning an address in Sargodha, Pakistan, in the invoice. Gondal took the paraglider to Pakistan on June 30, 2014, when he claimed VAT refund on it. As per the plan, the paraglider was to be launched from Narowal area of Pakistan's Punjab during dusk time, with the intention of dropping the consignment into Indian territory. The paraglider would then make a return sortie, with the propeller fan switched off at a safe distance to avoid alerting the border agencies.

A new numbering system and seven new security features will be incorporated in all currency notes, especially in high denomination INR 1,000 and INR 500 notes, in order to check the menace of Fake Indian Currency Notes (FICN), The Times of India reports on September 6.The Bhartiya Reserve Bank Note Mudran Private Limited (BRBNMPL) and Security Printing and Minting Corporation of India Limited (SPMCIL) have initiated steps for introduction of the revised number pattern, official sources said. Initially, it will be made part of INR 1,000 and INR 500 currency notes and, by May, 2016 currencies of all other denominations will have this feature, they said. Besides, the government has approved seven new security features, details of which are not yet known, in the bank notes, the sources said. The Reserve Bank of India has also asked the banks to stamp fake notes detected over the counter as "Counterfeit note" and impound them immediately. Banks found not following the procedure will be penalised. They have also been instructed to issue a receipt for counterfeit notes to the tenderer of the FICN, they said.

Gujarat tops the list of five Indian states that are considered the "safest" for circulating Fake Indian Currency Notes (FICN) allegedly pushed in by Pakistan's Inter-Services Intelligence (ISI) according to the latest data released by the National Crime Records Bureau (NCRB), The Statesman reports on September 6. Of the 30,354,604 FICN seized across the country, 87,47,820 were recovered from Gujarat in 2014. Chhattisgarh followed close on the heels with the seizure of 7,386,900 fake notes, while Andhra Pradesh, Punjab and Haryana saw recoveries of 5,437,600, 3,249,000 and 1,696,850 counterfeit notes. Police officers monitoring the circulation of FICN suspect that the ISI is pushing such notes in India which have a greater resemblance to India's high denomination INR 1,000 and INR 500 notes. The officers said that they have been noticing for the past few months that differences between genuine and counterfeit notes were reducing and that around five such differences have actually disappeared. "The paper being used to make the fake notes is now more similar. The stiffness is almost the same. The security thread (in the right half) on fake notes also resembles that on the genuine currency...The watermark (the portrait of Mahatma Gandhi in light and shade) has also been nearly matched," an officer, who did not want to be named, said. "The identification mark on the left of the note looks quite similar in counterfeit and genuine notes. The optical variable ink also looks similar," he added. Of the 30,354,604 counterfeit notes seized across the country, those in the INR 1,000 denomination was the highest at 19,895,000. The recovery of notes in the INR 500, INR 100 and INR 50 denominations across India was 9,490,500; 938,800 and 25,000. "All the border areas in India have been facing the problem with the circulation of fake notes trade and the drug trade," said the officer. Apart from the road and railway routes, the air route via Bangladesh, Nepal, Sri Lanka, Malaysia, Singapore, Thailand and the United Arab Emirates (UAE), as also China and Holland, are being used for smuggling in fake notes.

The 53 page review petition filed in the Delhi High Court said: "The detailed... investigation revealed that the spot-fixing activities were going on in an organised manner. The network of these activities spread over Delhi and other places was being orchestrated by Dawood's syndicate." It said the trial court judge "returned a factually as also legally erroneous findings of the impugned order to the effect that Chhota Shakeel has not been shown to be a part of the crime syndicate of which Dawood was the head". The special Maharashtra Control of Organised Crime Act (MCOCA) judge, while discharging those accused, observed no nexus between Dawood and Shakeel had been established and thus an FIR against Shakeel "cannot be considered against every member of the alleged crime syndicate". Intelligence agencies and NIA probed the role of Indian Mujahideen (IM) members in the May 25 blast, as the bomb had the outfit's signature style. The official said several militants, members of sleeper cells in Delhi, Uttar Pradesh, Jammu and Kashmir and other places were examined but nothing came of the efforts. No terror outfit claimed responsibility for the blast. A bomb, packed with ammonium nitrate, shrapnel, fuel oil and a poorly tied electronic timer, was packed in a black bag and placed under a car on the afternoon of May 25, 2011 and it went off when advocates and litigants were thronging the High Court. The explosion came at a time when security agencies were grappling with the menace of IM, which had carried out serial blasts in several cities including Delhi, Mumbai, Jaipur, Varanasi, Pune, Ahmedabad and others.

The agency said in its reply, that it had sufficient evidence to prove Purohit's involvement in the blasts conspiracy and to justify invocation of stringent Maharashtra Control of Organised Crime Act (MCOCA) against him. Purohit, pleading innocence, has also said in his bail plea that he is behind the bars without trial for the last seven years. A Special MCOCA (Maharashtra Control of Organised Crime Act Court) on September 10 convicted 12 persons of hatching a criminal conspiracy and subsequently executing a series of bombings on Mumbai’s (Maharashtra) local trains on July 11 2006 (7/11), which claimed 189 lives and injured over 800 people, reports The Hindu. The 12 convicts, including key conspirators Faisal Shaikh and Asif Khan Bashir Khan alias Junaid, were chiefly found guilty of being members of terrorist organisation under section 20 of the Unlawful Activities (Prevention) Act- UAPA and of being part of an organised crime syndicate under MCOCA, among other sections. Of the total 13 accused arrested and charge sheeted by the Maharashtra Anti-Terrorism Squad (ATS), one person Abdul Wahid Din Mohammad Shaikh was acquitted of all the charges after nine years in jail. They were also found guilty of criminal conspiracy (section 120B) to commit offences related to waging war against the Government of India (sections 121A, 122) under the Indian Penal Code. Five of the convicts, namely Kamal Ansari, Lashkar-e-Taiba’s (LeT) 'Mumbai chief' Faisal, SIMI (Students Islamic Movement of India) cadre Ehtesham Siddiqui, Naveed and Junaid were planters of bombs at Jogeshwari, Mira Road, Bandra and Borivali. Intelligence agencies in Hyderabad on September 10 arrested an Indian woman, identified as Afsa Jabeen alias Nicky Joseph soon after she was deported from UAE for being allegedly involved in recruiting online for the Islamic State (IS), reports The Times of India. Afsha Jabeen has been posing as a British national while trying to lure young men and women through the social media into joining IS, sources said. Afsha, who hails from Hyderabad, was taken into custody at the airport after being deported along with husband and children. The arrest followed nine months of intense surveillance mounted on her in India, UAE and Britain. "We arrested Afsha at the airport on Friday morning. We have to interrogate her to get more details about her activities," Cyberabad Commissioner CV Anand stated. Afsha is being interrogated by sleuths from several agencies. She used to motivate Indians to join IS mainly through Facebook groups, first sending them literature and other propaganda material and later coercing them to join the outfit. Afsha's name first surfaced on January 16, 2015, when Police arrested Salman Mohiuddin a US-trained engineer from Hyderabad's Habeebnagar area, minutes before he was to board a flight to Dubai with plans to join the IS. During interrogation, Salman confessed that he was indoctrinated by Nicky Joseph and that he was to join her in Dubai. Afsha had laid out plans for Salman's travel to Syria through Turkey. Though Afsha told Salman that she was a British national living in Dubai and was married to cardiologist Aforaly Paul, Indian sleuths who monitored her online activity and cross-verified her details with external intelligence agencies of UAE and UK, realised that Nicky Joseph was none other than Afsha Jabeen of Tolichowki. According to Police, Afsha was administering an Facebook group-- 'Islam vs Christianity Friendly Discussions', to attract, indoctrinate and motivate people from across the world, including India, to join the IS. Influenced by Afsha, Salman had started his own Facebook group -- 'Daula News Group' --to intensify efforts on recuiting for the IS. Police believe apart from Salman, Afsha may have influenced several others in India.

The youth hailing from Kasaragod has filed a complaint before the Cyber Cell of Kochi city Police in this regard. The conversation started with a text message: "You are in our contact list. Welcome to Dawlathul Islam Dwah group." The messages were sent from the number +1(509)871-0700 by a person who introduced himself as Shami. The sender has warned the youth that joining the WhatsApp group of IS involves risk and hence needs to be careful. The stranger first messaged the youth on Friday (September 11, 2015) with the greeting 'asalamu alaikkum'. The fake currency rackets has taken the magnitude of a cottage industry at Mohabbatpur, Chorianantapur, Sasani, Gopalnagar, Khoribona, Chaknanipur, Misutola and Dangipara, which are easily accessible to Bangladesh's Chapai Nababgunj Distreict, notorious for being a fake currency hub, as well as Nepal, said Malda Superintendent of Police (SP) Prasiun Banerjee. "Also, people here work as labourers in Rajasthan, Punjab, Delhi and Assam and they carry the notes with them there," he added. Most of the residents in the villages, including women and children, are part of the illegal trade, which according to a recent Financial Intelligence Unit (FIU) report, is crippling the economy of India. In Mohabbatpur, there is not a single home that has not been raided. According to the NIA, Malda has become the locus of criminal activities, with links to the Pakistan's Inter-Services Intelligence (ISI)-backed network of terrorism. According to the Malda District Police report, FICN with a face value of INR 1.43 crore were seized in 2013, the next year, it increased to INR 1.5 crore, while till July, 2015 it is INR 1.97 crore. "The steady rise shows the Police and the security agencies have been more alert and active. Origin source of most currencies is Pakistan," and the quality is so good that it can hardly be distinguished from original notes," Malda SP Banerjee said. NIA officials said this was only the tip of the iceberg. "The seized notes comprise merely just 5-7 per cent of the entire amount pumped into India" and so it is easily understandable how much fake currencies percolate into the main economy of the country," an NIA officer said. "The high-quality Pakistan notes' exchange rate is INR 60,000 for INR 1,00,000. For low-quality notes, it is INR 45,000-50,000 for INR 1,00,000," a District Police officer said. A Border Security Force (BSF) personnel pointed out modus operandi adopted by the smugglers: "People from Bangladesh supply notes to those living in Indian villages outside the border. They stash the notes in sacks and lob them over the fence into India, where the sacks usually land into their counterpart's house." There are other innovative methods too. "Smugglers use defunct irrigation pipes under agriculture fields. Two persons, one on the Indian side and the other on the Bangladesh side, sit at the two ends of the pipe and pass the notes tied to a long tape passing through the pipe," the Police said.

Earlier two youth were deported from the UAE to Kerala. The youth who have been detained were alleged to be sending out propaganda material and also posting it on their online accounts. NIA was following a lead on Bhojraj Singh in a case of a major seizure of INR 20, 00,000 worth fake currency on a train in Delhi. The NIA, in a charge-sheet submitted recently in the case, has said the death of Singh has "affected the investigation as it now becomes difficult to ascertain the persons responsible for providing him funds for purchase of FICN and also to ascertain other people involved in the business". Two persons, Samir Mansuri and Kudarat Khan, were arrested from Farakka Express by the Delhi Police Special Cell on February 25, 2015 at the Old Delhi Railway station in Delhi with INR 20,00,000 worth of high-quality FICN. They were coming from Malda District of West Bengal and confessed that the consignment was to be delivered to Singh who would pay them a commission of 10 per cent and had also paid them money to 'buy' the FICN from Bangladesh. The NIA, after taking over the case, dispatched a team to Singh's residence in Barod, Madhya Pradesh, on May 27, 2015 but found him to be absconding. "The team got information that Singh had been admitted in hospital in Jhalawar, Rajasthan, for poisoning," the NIA has said in its charge sheet.

The module came to light and was subsequently neutralised after UAE Police started investigating the disappearance of another Malayali youth now believed to have joined the IS in Syria. "We have details of one Malayali who has gone to Syria and possibly joined the IS. Riyad, a native of the Kundungal in Kozhikode, is missing and is suspected to be in Syria," said aN intelligence source, who is part of a coordinated effort by central and state agencies to track the growing influence of IS among Indian youth. Riyad is reportedly from an influential family in north Kerala. His immediate family members, who were in Ras Al Khaimah, were sent back to Kerala two days ago. The four youths whose visas were cancelled and sent out of UAE arrived at Thiruvananthapuram and Karipur airports on September 15. They hail from Kilimanoor, Adoor, Malappuram and Kozhikode. The youths from Kilimanoor and Adoor arrived in an Etihad flight that landed at Thiruvananthapuram at 3.30 am on Tuesday. Intelligence officials detained them and interrogated them at the airport itself. The interrogation concluded by around 10.30 am. They were allowed to go without being booked for any offence. All four of them were known to each other for several years and hail from well-to-do families doing business in Ras Al Khaimah and they first formed a group in April 2014. They are from Sunni families but are believed to be radicalised by some obscure Salafi group in UAE. They were slowly drawn to IS through its online propaganda and social media network.

Intelligence agencies say that Rehman had left for Syria from the UAE about six months ago. He is the son of a textile businessman, who too was deported from the UAE on September 16. The entire family had been in Ras-al-Khaimah, one of the seven emirates in the UAE, for the past 41 years. Additional Director General of Police (North Zone) N. Shankar Reddy stated the case was registered under Section 125 (waging war against an Asiatic Power that is in alliance with the government of India) of the Indian Penal Code (IPC) and Section 18 (punishment for recruiting any person or persons for terrorist act) of the Unlawful Activities Prevention Act (UAPA). Intelligence sources said that Rehman had left home after he had fallen out with his father over his radical ideology. His name had figured in the radar of security agencies after the detention of Indian Mujahideen (IM) sympathisers in Saudi Arabia. The case of two missing Keralites from the UAE and Qatar a few months ago had increased the suspicion that radicalised Kerala youths were joining the IS militants. Security agencies had traced the identity of Abu Thahir, who had left his home Palakkad for Qatar two years ago. But the Indian consulate in Qatar has no clue if he has reached the emirate.

Police have arrested about 50 suspects till now in 2015 for circulating FICN in Tamil Nadu and Chennai. “Around 25 cases have been registered and FICN worth INR 8,00,000 was seized from them,” said a Police source. Most of the suspects get the money in exchange for smuggling drugs, and sometimes even arms, into the country. “After this, they convert it into legal tender currency by buying goods,” a CB-CID officer said. “Only INR 52,000 was seized by us, but nearly INR 9,00,000 has already been circulated. What is worrying is that most of them are high-quality notes and it has been flowing into Tamil Nadu undetected through Sri Lanka for a long time. Such issues are being suppressed by different law enforcement agencies,” a Police source said. Apart from Sri Lanka, sources say that money exchangers outside Singapore and Malaysia airports are also pushing in some FICN into India, especially through Chennai. The Police have written to the Interpol seeking help to crack the network. “Some of the suspects said they had got currency from money exchangers outside the airport. We are coordinating with other agencies to collect details,” the officer added.

Intelligence sources said it was her father who approached the National Investigation Agency (NIA) and reported her activities. He reportedly sought help from the NIA in counseling and de-radicalising her. The agency, in turn, got in touch with the IB which is now handling the matter.According to sources, a couple of months ago, the former Army officer stumbled upon some internet communication linked to the IS on his daughter’s computer. Further investigation by the officer reportedly revealed that his daughter was perhaps in touch with alleged IS recruiters and planned to travel to Syria to join the outfit. The father then reportedly sought the NIA’s help. Sources said the woman perhaps planned to convert to Islam and then make her way to Syria through Australia.

The initiative intends to focus on large metro cities and their Policing when it comes to terror threats. The main aim of the Strong Cities Network is to create the first international hub to systematically strengthen strategic planning, policies and practices among local government practitioners involved in building community resilience to counter violent extremism. "We recognise that the cities around the world are developing innovative responses to the challenge of violent extremism: We must capitalise on these isolated experiences in order to share learning, pool shared resources, and build a community of cities that can inspire local action on global scale. The Strong Cities Network represents the first global network of municipal leaders and local government practitioners involved in building community resilience to counter violent extremism," reads the invite sent by the US-based Institute for Strategic Dialogue. Intelligence Bureau (IB) has alerted the government about numerous bank accounts, which are involved in either hawala (illegal money transaction) or fake lottery schemes running across the country, possibly being operated by Dawood Ibrahim, Zee News reports on September 27. During the probe, the money involved and trail via 1162 bank accounts lead the IB officials first to UAE and then to Pakistan. IB, with inputs from the Research and Analysis Wing (R&AW), has submitted a detailed and secret report over the said scam to the Union Ministry of Home Affairs (UMHA). While trying to bring back black money stashed abroad, the IB has informed the Centre that majority of the bank accounts belong to government banks, in which State Bank of India (SBI) tops the list. As per the report, in Bihar, 30 per cent of such kind of suspicious accounts have been identified, while Uttar Pradesh, West Bengal and Madhya Pradesh follows the list with 18, 13.5 and 11 percentage respectively. As per the cases investigated by the Enforcement Directorate, INR 41.9339 billion is the estimated size of the scam so far. The D-Company plays a key role in hawala transactions, which are also used by Pakistan to fund its terror activities. The IB report explains the racket’s modus operandi and how it is heavily dependent on Indian agents. The report states that while 1,175 Pakistani phone numbers are under scanner, 305 Indian phone numbers are in constant touch with these numbers. Further, D-Company is also suspected of having a role in the INR 10 billion hawala racket that was unearthed by Income Tax officials in Kolkata (West Bengal) on September 24. On the basis of inputs from the IB, government may conduct more raids at various other parts of the country to unearth more such hawala rackets.

Two seizures of Fake Indian Currency Note (FICN) from Bangladesh in the last one week, including INR 27.1 million from a consignment arrived at Chittagong port from Dubai on September 20 and INR 12.8 million from a Bangladeshi flying into Dhaka from Dubai on September 22, have deepened India's suspicion that Pakistani agents are producing FICN in bulk at facilities in the Gulf and shipping it back to south Asian ports and airports for entry into India, The Times of India reports on September 28. In September 20 case, the consignment was sent by Shahiduzzaman, a Bangladeshi national (passport no BC-0635715), who hails from Hathhazari, Chittagong District, but is a resident of Dubai. Suspected to be closely associated with the Pakistani agencies, he has been using his business contacts and network in Chittagong to assist smuggling of contraband through the Chittagong area primarily targeted for the adjoining north-east India. The interrogation of the five arrested in the case has revealed that the FICN assignment was to be taken to Comilla and Feni Districts along the Tripura border. Later, on September 22, the Bangladeshi authorities intercepted a Bangladeshi national travelling from Dubai to Dhaka and recovered FICN worth INR 12.8 million from his possession. According to sources in the Indian intelligence agencies, the latest couple of seizures take the total amount of FICN recovered from Bangladesh since January 2014 to over INR 2.3 million. Most FICN hauls were from flights arriving into Bangladesh either directly from Pakistan or from Dubai, Colombo, Doha and Turkey. The Pakistan-inspired FICN rackets are seen as Islamabad's covert economic warfare to undermine India's national economy. A senior Indian intelligence official said Bangladeshi authorities have been vigilant and alert to actively counter and thwart the FICN network and are working in close tandem with international agencies.

The agency, sources said, registered a case after it got leads that the racket had spread its tentacles to foreign shores in Europe, Middle-East and Nepal and a few other countries. The case pertains to the Income Tax department seizing over INR 450 million cash, which was found stashed in gunny bags and almirahs, in Kolkata and adjoining areas as part of a crackdown against lottery and hawala dealers. In Delhi, intercepts suggest the attack could be carried out by a "lone wolf", or a single member of the outfit. However, with the possibility of Students Islamic Movement of India (SIMI) operatives working for IS, an attack involving two-three men cannot be ruled out either. Delhi's vulnerability has grown manifold with the merger of IS and Ansar-ut-Tawheed (AuT), which has been voicing its plans to target India for some time. Besides, agencies have been warning Delhi Police of impending threats and possible recruitments by IS. "Agencies have a list of youths who were contacted by IS and AuT. According to sources, FICN kingpin Iqbal Kana and Dawood Ibrahim's aide, Aftab Batki, are in the process of sending in huge consignments of FICN by road and air. Police suspect couriers will cross over to Bihar through porous Indo-Nepal and Indo-Bangladesh borders and reach Delhi by train. In Bihar, one consignment could be used in the upcoming elections, according to the intelligence inputs. According to rough estimates by Reserve Bank of India (RBI) and other agencies, fake notes with face value of INR 1.2 -1.5 billion are being pumped into India through various routes. While Batki and Kana are among the known figures helping the Pakistan's Inter-Services Intelligence (ISI) in the fake note supply, agencies have also identified other key players like Aslam Choudhary, Subha Bhai, Sheikh Safi and Sikander. The routes used to smuggle the fake notes into India include UAE, Bangladesh, Nepal, Thailand, Malaysia, Sri Lanka and China. "We have information that suppliers may attempt to pump in fake currency notes in the coming days. We are focusing to infiltrate the Malda network, which is highly organized. The conduits who receive the consignments from peddlers in Malda take extreme precautions in concealing their identities and hideouts and they avoid direct communications with the peddlers," Joint Commissioner of Police (crime) Ravindra Yadav commented.

The July 11, 2006 (7/11) serial blasts on Mumbai local trains has left 189 dead. The court awarded death sentence on four counts of spreading terror, organised crime, criminal conspiracy and murder. The men were found guilty of charges under the Unlawful Activities Prevention Act (UAPA), MCOCA, Indian Penal Code (IPC), Explosives Substances Act, 1908 and Railways Act, 1989. The seven who have been given life sentences are: Tanveer Ahmed Mohammed Ibrahim Ansari, Mohammed Majid Mohammed Shafi, Shaikh Mohammed Ali Alam Shaikh, Mohammed Sajid Margub Ansari, Muzammil Ataur Rahman Shaikh, Suhail Mehmood Shaikh and Zameer Ahmed Latiur Rehman Shaikh. The Gujarat Anti Terrorist Squad (ATS) on September 30 arrested a phone mechanic working with Bharat Sanchar Nigam Limited (BSNL), identified as Shailesh Ravalat Bavla village in Ahmedabad District along with Fake Indian Currency Notes (FICN) with the face value of INR 100, 200, reports Business Standard. The Nagpur Bench of the Bombay High Court on September 30 asked the Gadchiroli Police to release a Communist Party of India-Maoist (CPI-Maoist) accused, who was re-arrested earlier this month, reports The Hindu. Maruti Kurwatkar, branded a “senior Maoist leader” by Maharashtra Police, was re-arrested on September 12 at the main gate of the Nagpur Central Jail when he was walking out after securing acquittals in three cases and bail in three others. A Bench of Justice Bhushan Gavai and Justice Prassanna Varale orally passed strictures against the Gadchiroli Police for re-arresting Kurwatkar.

The officials of Directorate of Revenue Intelligence (DRI)-Patna and Muzaffarpur arrested a 28-year-old man, identified as Ali Akhtar Ansari and seized a consignment of Fake Indian Currency Notes (FICN) of face value INR 25,43,000 at Raxaul in East Champaran District on September 30, reports The Times of India. The intelligence officials acted on a tip-off that a fake note consignment was set to be pumped into India using an international courier service. "We got the information about the consignment being in Raxaul on September 24 and asked the courier company to make it a control delivery instead of home delivery so that we could nab the recipient. We laid the trap and waited patiently for seven days so that the accused didn't get any chance to flee," DRI sources said. "The courier was brought from Dubai via Delhi and was marked as household goods. It had some snacks and chocolates and the FICN was also concealed in a box," the DRI officials said. Altogether 51 bundles of Rs 500 denomination were recovered by the cops. "The accused is an active member of an international gang and the mastermind of the racketeers is based in Nepal. These very high quality fake notes are pumped into India by Pakistan ISI [Inter-Services Intelligence] operatives but they route fake currencies in India through other nations to deny their involvement in the matter," DRI sources said adding, "Ansari's bank account has several transactions with Dubai and several of his calls were from Nepal and Dubai."
