The arrested terrorist, a former student of Jammu University, also disclosed that a hotel room in the Gurdaspur used as a control room by Pakistan’s Inter-Services Intelligence (ISI). As reported earlier, four Kashmiri terrorists associated with the Babbar Khalsa International (BKI) were arrested from Harchuwala in Gurdaspur, where they were planning an attack during the Ramnavami, a Hindu religious event, celebrations of April 2 in Batala town.

A government statement released on April 5 invited organisations from Jammu and Kashmir to participate in a dialogue aimed at resolving the crisis. The statement asked the State Government, all political parties, NGOs, trade unions, social and religious bodies as also Kashmiri terrorist outfits desirous of peace to hold the dialogue with the government representative, Deputy Chairman of the Planning Commission K C Pant. Referring to the All Party Hurriyat Conference’s (APHC) stand that talks should be unconditional, the statement said that since the Government has agreed to hold talks in the interest of early restoration of peace, it was for the Hurriyat Conference to consider whether "it would not be inconsistent for them to set pre-conditions for dialogue." The statement also noted the frequent demand from the Pakistan government for a dialogue on Kashmir. It invited Islamabad to help in carrying forward the dialogue by curbing cross-border terrorism and putting an end to the vicious anti-India propaganda emanating from there. Reacting to the government statement, Hurriyat Conference said that it would discuss the talks offer with "all sections of peace loving" people of the State including its constituent parties at its executive meeting, to be held in Srinagar next week. However, the alliance chairman Abdul Gani Bhat told a news agency that no tangible solution to the Kashmir issue could be found without involving Pakistan

Reacting to the Union government’s invitation to Kashmiri bodies for negotiations to end the crisis, the Jaish chief said that his outfit, like other terrorist outfits operating in J&K rejected the cease-fire. Terming the All Party Hurriyat Conference (APHC) as a platform of ‘pro-freedom’ groups, he added that the decision of the alliance on the invitation would be supported "till it is favourable to our cause." Reports from Kupwara indicate that security force personnel have recovered the dead bodies of two persons from the Putshahi belt of Lolab in Kupwara. The deceased were reportedly abducted and later killed by unidentified terrorists. News reports quoting police sources have pointed that a note recovered from one of the bodies revealed names of three terrorist outfits - Jaish-e-Mohammed (JeM), Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM).
