APHC chairman Abdul Gani Bhat told a Friday congregation at Kulgam, "The day is not far off when a dialogue based on serious and realistic grounds will be initiated in which Hurriyat will be taken into confidence to resolve Kashmir issue." Union government chief negotiator on Jammu and Kashmir, KC Pant, who was on a seven-day visit to Jammu and Kashmir to hold talks with different sections of the society said in Jammu, on June 1, that his recent visit was encouraging and very successful. He said different people who met him in all the three regions of the State expressed different views. He maintained that he was glad to note that there was overwhelming desire among the people of the State for maintaining the unity and secular character of the country. "People I spoke to appreciated Prime Minister’s initiative in pursuit of peace. Everybody welcomed Vajpayee’s invitation to Gen Pervez Musharraf for talks describing it as a bold step", he added. He said people from all religions in the State desired for more development and employment opportunities. He said he would appraise the Prime Minister on his impressions of the visit. Regarding the participation of the All Parties Hurriyat Conference (APHC) in talks with the Union government, he said he had extended an invitation to the APHC and ‘it was up to them to accept it or not’.

On June 2, two foreign mercenaries, one from Pakistan and the other from Afghanistan were killed during separate search operations in Mahore and Mendhar tehsils of Udhampur and Poonch districts. In the first incident, one AK rifle, five belts of 50 Pika rounds, one sealed ammunition box containing 780 rounds, two magazines, three hand grenades, four rifle grenades, 20 kg plastic explosives, six IED mechanisms and Rs 2000 in Indian currency were recovered. In second incident, a rifle with four magazines, one IED and some currency were recovered.

According to him, ``We know there cannot be miracles overnight. Our criteria will be the joint statement issued after the meeting between the two leaders. If they agree to solve the problem and, in principle, agree that it is a dispute and should be solved according to the wishes of the people, we will react accordingly.'' Commenting on the recent visit of the Union government’s Chief Interlocutor, K. C. Pant, Dar said it was ``a confused move... Last year we announced a cease-fire. If the government had invited the Hurriyat and the Hizb for talks and simultaneously engaged in a dialogue with Pakistan, probably a solution would have emerged by now. And, if it had announced similar measures during the Ramadan cease-fire, it could have helped in confidence-building.'' On the cease-fire declared by the Hizb, he pointed, ``though our cease-fire worked for only 15 days, it was real. During the government cease-fire there was some peace in the first few days, but the initiative was sabotaged due to internal rifts between the State and Central agencies... The counter-insurgency unit of the State police never enforced the ceasefire and custodial killings continued.''

The Srinagar based United Headquarters for security forces (SF) in Jammu and Kashmir involved in counter-insurgency operations on June 14 issued a public notice warning that necessary action to neutralize terrorists who take refuge in religious places will be taken. The notice comes in the wake of two incidents on May 30 and June 10 when terrorists fleeing from SF units used mosques to take shelter. While the two Lashkar mercenaries who had taken shelter in a Shopian, Baramulla district mosque were permitted safe passage on May 31, the six Lashkar mercenaries who had fled into a Shangus, Anantnag district mosque were killed over two days on June 11 and 12. The public notice also requested religious heads and community leaders to ensure that religious places are not abused by terrorists. The notice added that henceforth security forces reserve the right to take military action as deemed appropriate to neutralize all such elements who take refuge in religious places.
