Security Forces (SFs) and Communist Party of India-Maoist (CPI-Maoist) cadres exchanged fire at Gudguda forest under Meghapal panchayat (village level local self government institution) of Sambalpur District on April 3, reports The Pioneer. The incident occurred when the Special Operation Group (SOG) and Central Reserve Police Force (CRPF) personnel were on a combing operation and suddenly the Maoists fired at the SFs. After 30 minutes of exchange of fire, the Maoists fled from the area. There was also another round of exchange of fire at around 5 pm and it continued for over an hour. Junu Dehuri, a hardcore Maoist and a native of Tamparsingha village, is presently leading the Maoist outfit in the area, in collaboration with some top cadres from Jharkhand.

Three more companies of Central Reserve Police Forces (CRPF) were deployed in Gudguda forests under Meghapal panchayat (village level local self government institution) in Sambalpur District following two recent encounters with Communist Party of India-Maoist (CPI-Maoist) cadres, reports The Pioneer on April 6. Quoting intelligence inputs, Sambalpur Superintendent of Police (SP) Pratik Mohanty said Maoists are trying to strengthen their base in the Sambalpur-Sundergarh-Deogarh zone. “Since the Maoists are trying their best to disrupt the ensuing elections, combing operation has been intensified to foil their attempts,” he added.

A group of Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze several road construction equipments worth INR 4 million after attacking a camp of a contractor at Lakhanpur in Bargarh District on April 7, reports The Pioneer. The Maoists arrived at the camp late in the night and asked the workers to leave the place. Then, they set ablaze a Josephy Cyril Bamford (JCB) machine, two tractors and a mixture machine. The posters and leaflets found from the spot indicated the involvement of the Balangir-Bargarh Mahasamund Divisional Committee of CPI-Maoist in the attack and the posters asked the people to boycott the upcoming Lok Sabha (Lower House of India Parliament) elections.

A large consignment of weapons has reportedly been smuggled into India from Bangladesh after being shipped from Pakistan, India Today reports on April 9. Indian intelligence agencies tracked a boat named 'Padma' that was docked at Kutubdia port in Bangladesh about two weeks ago. The vessel was used to transport the consignment of weapons that was offloaded at the port before being smuggled into India through border along Bangladesh's Jessore District, sources said. Sources suspect the weapons could be intended for insurgent groups, especially the Maoists, who look determined to disrupt the polls in the 'Red Zone'. "We suspect the arms were transported to Murshidabad in West Bengal. The West Bengal Police have been alerted," said an intelligence officer. Maoist strongholds in states like Chhattisgarh, Jharkhand, Orissa and Bihar go to polls on April 10 and 17. The sources said the boat began its voyage from the Pakistani port city of Karachi. While intelligence agencies were able to track the vessel's movement, they lost track of the arms consignment after it entered India, they said. "As per our information, the weapons were loaded with some other cargo," an officer said.

Barring a few stray incidents of violence, polling in 10 Lok Sabha (Lower House of Indian Parliament) and 70 Assembly constituencies in Odisha passed off by and large peacefully on April 10, reports The Hindu. A large number of people came out to vote defying the Communist Party of India-Maoist (CPI-Maoist) threat and the voters’ turnout was provisionally put to be around 67 per cent. The percentage of votes polled was likely to increase as details were not received from many polling booths located in remote areas. The 10 Lok Sabha constituencies spread over 19 Districts of the State, where polling was held in the first phase in the State were Kalahandi, Balangir, Sambalpur, Bargarh, and Sundargarh in western Odisha and Koraput, Nabarangpur, Berhampur, Aska and Kandhamal in the southern region. According to officials sources, Angul District recorded the highest voters’ turnout of 73 per cent, while Maoist-affected Malkangiri District recorded lowest of 55 per cent. Though 1,601 polling stations were identified as vulnerable out of the total 17,266 booths in view of the presence of Maoists in about 50 Assembly segments spread over the two regions, no major incidents of violence was reported. However, polling in about 10 booths was affected due to burning down of Electronic Voting Machines (EVMs). In the night of April 9 a truck carrying EVMs for four booths in Mahupadar area under Mathili Police Station in Malkangiri District was set ablaze by miscreants suspected to be Maoists. Apart from it there are reports that the EVM of Polsari booth under Mathili Police Station limits were snatched away by miscreants and EVMs of three booths of Jodamba area a cut off area of Balimela reservoir in Malkangiri District were damaged by Maoists. In Koraput District, EVMs of two booths were allegedly snatched away by miscreants but polling was peaceful in Narayanpatna Block of the District.

The Communist Party of India-Maoist (CPI-Maoist) cadres abducted a sarpanch (head of village level local self-government institution) and two former panchayat (village level local self-government institution) members in Malkangiri District on April 11, reports The Times of India. The abducted trio are sarpanch of Temrupally panchayat Samara Chati, former sarpanch Neelakantha Majhi and samiti (block level local self-government institution member) Dasarathi Majhi. "We have reports of the trio being taken by the Maoists, but we are yet to ascertain the reason behind it. Based on intelligence reports that a group of Maoists were planning to target civilians and public property during Mahavishub Sankranti festivities in Narayanpatna block, personnel of Koraput District Police and District Voluntary Force started an operation on April 13. The Maoist group was tracked down in the Palaput-Gadraguda forest under the Narayanpatna Police Station limits, which resulted in an exchange of fire. “Purna was killed at the spot while his other naxalite compatriots managed to escape,” said Koraput Superintendent of Police Awinash Kumar. Two country-made guns, one pistol and Maoist material were also seized from the spot of encounter along with the body of the slain Maoist. Purna was a ‘military commander’ of the Srikakulam-Koraput division under Andhra-Odisha Border Special Zonal Committee (AOBSZC) of the CPI-Maoist organisation, said Police sources. He was active in Narayanpatna and Bandhugaon blocks of Koraput District and had several cases of violence were pending against him, including eight murder cases. Even though polls in ‘core’ Communist Party of India-Maoist (CPI-Maoist) areas in the country are over, intelligence inputs have warned of the possibility of ‘spectacular attacks’ in areas under ‘mild’ Maoist influence that go to polls on April 17, reports The Times of India. Intelligence agencies have spotted movement of Maoist cadres from ‘core’ Maoist areas to ‘non-core’ areas, suggesting that the Maoists would try to take advantage of the thinly spread-out force and its lack of alertness in what are being seen as 'soft' areas. Inputs have been received about movement of Maoist cadres from Bastar (Chhattisgarh) towards Kanker (Chhattisgarh) and from Bihar and Jharkhand towards Sarguja in Chhattisgarh. Similarly, movement of Maoist cadres has been spotted in Odisha shifting from Malkangiri to Nabarangpur. Polls in core Maoist areas such as Bastar, Malkangiri, Jamui, Aurangabad, Gaya, Chatra, Palamu, Lohardaga and Gadchiroli were held together on April 10. The next set of Maoist areas, softer in nature, including Giridih, Hazaribagh and Khunti in Jharkhand, Kanker, Mahasamund and Rajnandgaon in Chhattisgarh, Jehanabad and Munger in Bihar and Nabarangpur in Odisha will go to polls on April 17.

Over 800 kg of explosives and 127 improvised bombs were recovered by Security Forces (SFs) from Naxal-[Left-Wing Extremism (LWE)]-hit areas of the country since the Election Commission (EC) sounded poll mode in the country on March 5, reports outlookindia.com. The maximum of these killing traps and deadly ammunition, aimed at SFs and poll officials, have been recovered by Central Reserve Police Force (CRPF) from LWE-affected areas of Bihar, Jharkhand, Chhattisgarh, Maharashtra and Odisha. According to an official report, a maximum of 61 Improvised Explosive Devices (IEDs) were recovered from Bihar, 33 from Jharkhand, 24 from Chhattisgarh and nine from Odisha. The total number of these locally made recovered bombs, which also killed troopers, is 127. 750 kg of explosives was seized from Bihar, 53 kg from Jharkhand, .5 kg from Chhattisgarh and 3.8 kg from Odisha, taking the total to 806.92 kg during March 5 - April 20. A total of fifty-two arms were also recovered during the same period with Bihar (10), Jharkhand (21), Chhattisgarh (15), Odisha (5) and Maharashtra (1). Similarly, a total of 452 rounds of ammunition recovered by the paramilitary force from these states with the maximum being in Jharkhand (355), Bihar (47), Chhattisgarh (37) and Odisha (13). Till now, 52 encounters have taken place between the CRPF and LWEs in these areas with the maximum such face-offs being reported in Chhattisgarh (33), Jharkhand (11), Bihar (4) while Odisha and Maharashtra had two each of such operations.

Earlier it was reported that two persons were killed in the incident. Police on April 28 said a group of 30 armed Maoists barged into Kopara, Udaygiri and Mahupadar villages and killed the three villagers. Meanwhile the killed villages have been identified as Talashankar Bhuyan (Udaygiri village), Dhobunu Nayak (Kopara village) and Mamgalu Kolar (Mahupadar village). The Maoists, including some women cadres, left behind hand-written letters claming that apart from being ‘Police informers’ the “punished” trio were trying to organise local resistance against the Maoist movement.
