The Home Ministry sources said a total of 258 people were also released across the country on the same day. The Indian Embassy in Kathmandu while welcoming the decision said, "India calls for the removal of all curbs on civil liberties and fundamental rights and the lifting of media censorship and restriction on movement to enable the people of Nepal to enjoy their legitimate constitutional and democratic rights." A statement released by the RNA’s Department of Public Relations said thousands of insurgents attacked the base on April 7-evening and the fighting continued till the next day. It also said the RNA had recovered bodies of 50 insurgents and 31 guns from the incident site. While the RNA did not disclose fatalities on the troops’ side, it quoted eyewitnesses as saying that the number of slain Maoists could be much higher. This is reportedly the first major offensive attempted by the insurgents against the RNA after the February 1 royal takeover.

According to Kantipur Online, security forces have launched an offensive against the retreating Maoists in the villages of Thawang, Bhawang, Ghartigaun, Rangkot, Korchabang, Nuwagaun and Kotgaun in Rolpa district after the insurgents suffered heavy loss in the Khara clashes. On April 22, King Gyanendra granted audience to the Indian Foreign Minister, Natwar Singh, on the sidelines of the Asian-African conference in Jakarta, Indonesia. During the meeting, Natwar Singh reportedly urged the King to initiate a process of reconciliation between political parties and the constitutional monarchy leading to restoration of multi-party democracy. Further Gyanendra held meeting with other leaders, including Chinese President Hu Jintao, UN Secretary General Kofi Annan and Prime Minister of Sri Lanka Mahinda Rajapakshe separately in Jakarta. On April 25, reports quoting the RNA chief of mid-west division, Major General Dipak Bikram Rana, said the Army has captured the Maoist ‘headquarters’ in the Thawang region of the same district. The RNA is currently engaged in search operations in Thawang, Rangkot, Bhawang, Ghartigaun, Korchawang, Nuwagaun and Kotgaun, among others. According to Nepal News, the Nepali Congress (Democratic) president and former Prime Minister, Sher Bahadur Deuba, was arrested by security force (SF) personnel from his residence in the capital Kathmandu on April 27, today. A day earlier, the Royal Commission on Corruption Control (RCCC) had summoned Deuba to appear before them within 24 hours to inquire about a contract regarding the construction of a tunnel of the multi-billion rupee Melamchi Drinking Water Supply Project during his tenure. Deuba, however, refused to appear before the Commission challenging its constitutional and legal status. The RCCC had detained Deuba’s colleague and a former minister, Prakash Man Singh, who also refused to appear before it in the same case on April 21. Further, half a dozen former ministers have been facing probe by the commission in the case of alleged misappropriation of Government funds.

Sarna also said developments in Nepal no longer will be viewed as ‘internal developments’ and added, "We are also concerned that the arrest and detention of political leaders, student leaders and workers of political parties continue, as do the restrictions on travel and movement of some academicians, human rights activists and students, contrary to assurances conveyed to us."
