Minister for Foreign Affairs, Ramesh Nath Pandey, has said that the Nepalese Government was hopeful of international support in its fight against terrorism and added, "The international community should give a clear decision whether it will support the current move to safeguard democracy or one-party communist authoritarianism." In a statement issued on February 25, the European Union (EU) said the February 1 move was a serious setback to a negotiated and democratically based solution to the conflict in Nepal and called upon the King Gyanendra to take early measures to restore democratic freedoms and civil liberties.

Nepal News has reported that the United States Deputy Assistant Secretary of State for South Asia, Donald Camp, stated, "We (U.S.) now face a dilemma in making decisions about security assistance for Nepal. We have not made a decision to suspend assistance" and added, "We're reviewing it and seeing how the situation (develops). We'd prefer not to." He, however, said the royal move has probably emboldened the Maoists and made it more likely that the Maoists have a stronger position than they did before February 1. A statement released by the Asian Development Bank (ADB) Country Director in Kathmandu, S. Hafeez Rahman, said that in view of the recent political and security developments in Nepal, the ADB was reviewing implications for its on-going operations.

Quoting a statement released by the Royal Nepalese Army (RNA) on March 1, Nepal News has reported that troops have recovered nearly 50 dead bodies of Maoist insurgents after a counter insurgency operation in the Ganeshpur village of mid-western Bardiya district. Four security force (SF) personnel were killed and 17 others were injured in the incident. SFs recovered two light machine guns, two M-16 rifles, one INSAS rifle, nine SLR rifles and nine .303 rifles used by the Maoists.

Reports quoting the Secretary of the Ministry of Commerce, Industry and Supplies, Dishesh Chandra Pyakhurel’s interview, stated that the Government was initiating a new policy of stockpiling essential commodities. According to Pyakhurel, "To make sure that supplies do not run out, foodstuff such as rice and daal, petroleum products and other goods of daily use will be stored for at least two months." Further, he said that arrangements have been made to dispatch food grains to some eastern hilly districts including Sankhuwasabha and Bhojpur, which have been facing food shortage due to frequent Maoist-enforced blockades and bandhs.

On March 3, the Government extended the house-arrest term of six senior political party leaders by two months. These include, Nepali Congress (NC) President, Girija Prasad Koirala, Nepali Congress (Democratic) President, Sher Bahadur Deuba and central leader Purna Bahadur Khadka, CPN-UML General Secretary, Madhav Kumar Nepal, its Standing Committee member, Bharat Mohan Adhikari and Peoples’ Front Nepal Chairman Amik Sherchan. The Government has already provided three-month detention orders to most of the 450 leaders and cadres detained on various dates in the past. Meanwhile, the Police reportedly arrested NC central member, Baldev Sharma Majgaiya, and six demonstrating NC cadres from Kathmandu on March 3.

The arrested include the Maoist ‘in-charge’ of Dhanusha, Sarlahi and Saptari districts, Surya Nath Yadav alias Subash, Saptari ‘district secretary’, Ashok Mandal alias Amar, and a member of the cultural group of the party, Sudan Rai. A Chinese pistol, some bullets and communication systems were recovered from their possession. The insurgents were reportedly manufacturing socket bombs and other improvised explosive devices (IED) to use in Chitwan, Gorkha and the surrounding districts. Over 2000 IEDs, 320 detonators, four safety fuse coil, a sack of gun powder, 10 tins of explosives, a large quantity of raw materials, hundreds of domestic weapons, tools and electrical goods were seized during the raid. On the same day, SF personnel raided a Maoist hideout in the Kabeli area of Paanchthar district and seized 100-quintals of rice and 43-quintals of salt, which were recently looted from Khahare area along the Mechi Highway.

Meanwhile, the five agitating political parties – the NC, Communist Party of Nepal-UML, Nepali Congress (Democratic), Nepal Sadbhavana Party (Anandi Devi) and People's Front Nepal - have formed a joint struggle committee in the Sarlahi district. Separately, during a meeting in Kathmandu on March 30, a senior leader of the CPN-UML, K.P.
