The Communist Party of Nepal (Maoist) has extended its unilateral cease-fire for a month from midnight December 2 when the three-month-long truce declared on September 3 would have expired, according to Kathmandu Post. Party Chairman Pushpa Kamal Dahal alias Prachanda said in a statement they decided on an extension taking seriously the demand of national and international democratic forces and after assessing the entire political scenario in the country. "We believe the decision will help us push forward with the movement for peace and democracy and give a new momentum to the process of seeking a solution to the problem through constituent assembly elections," he said.

Amidst allegations of bad governance and growing corruption and increasing national and international pressure to return to democratic process, King Gyanendra reshuffled his Council of Ministers on December 7, putting together a 35-member cabinet of loyalists, according to Nepal News. The new cabinet comprises of 14 cabinet ministers, seven state ministers and 14 assistant ministers. The King removed three senior ministers – Home Minister Dan Bahadur Shahi, Finance Minister Madhukar SJB Rana, General Administration Minister Krishna Lal Thakali and Women, Children and Social Welfare Minister Durga Shrestha. First vice-chairman of the cabinet, Tulsi Giri, who had been holding the Land Reforms and Water Resources portfolios, will now oversee the Water Resources portfolio only while another vice-chairman, Kirti Nidhi Bista, who held three portfolios earlier, has not been given any portfolio in the new cabinet. In the new cabinet, Rashtriya Prajatantra Party leader Kamal Thapa is the Home Minister.

Addressing a meeting organized by the NC in Bhaktapur, confided, "We indeed had direct, face-to-face talks with them [Maoist leaders]." He also maintained that he was ready to hold negotiations with the Maoists in any part of the world to make success the parties’ bid to peacefully resolve the political crisis facing Nepal.

They locked the school to protest the management transfer of the school to the community, locals said. At least 300 students, who were preparing for second terminal examination, have been affected due to the lock-out. In a similar incident, the house of 52-year-old farmer, Tej Bahadur Budhathoki, at Tilpung VDC-3 was padlocked by the Maoists as his son worked for the Royal Nepalese Army.

The Royal Nepalese Army (RNA) Eastern Divisional Headquarters claimed on December 10 that the troops have neutralised a training center of the Maoist insurgents in eastern Nepal. "The patrolling troops during search operation demolished the guerrillas' training camp in Boghe area of Dhankuta district, some 280 km east of Kathmandu, on Thursday evening," said Ananta Bahadur Thewe, Assistant Chief of the RNA eastern divisional headquarters, at a press conference. Thewe, however, said that no casualties were reported during the operation. According to the RNA, the troops destroyed Maoists’ warfare training zone and a tunnel among others. "Over 200 guerrillas fled from the area as soon as our troops reached there and destroyed their camp," he said.

The report entitled "Three Months of Ceasefire - An Assessment of Human Rights Situation during the Unilateral Ceasefire by CPN (Maoist) in Nepal", said that though number of killings from the Maoists’ side has decreased there has been a rise in the incidents of abduction. It stated that insurgents abducted 8,777 people, mostly teachers and students, during the three-month truce. "Maoists continued targeting schools affecting more than 30,000 students in various parts of the country during the same period," the report said.

Earlier, leaders of the seven party alliance had said they would not hold talks with the King unless status quo ante is maintained as of February 1, 2005. Talking to reporters in his hometown Biratnagar on December 25, Koirala alleged that the municipal polls were being conducted by the Government in order to give continuity to the direct rule of the King. Two day before the unilateral cease-fire declared by the Maoist insurgents comes to an end, the United Nations (UN) Secretary-General Kofi Annan urged the Nepal Government to ‘reciprocate’ it. “The secretary general is seriously concerned that fighting could escalate in Nepal after the four-month-old unilateral ceasefire declared by the Maoists expires on January 2, 2006,” a spokesman for Annan said in a statement, according to AFP. “In the interest of peace and the welfare of civilians throughout the country, the secretary general, therefore, reiterates his strong appeal to the government of Nepal to reciprocate the ceasefire and to the Maoists to extend its unilateral ceasefire,” the statement urged.
