Nepal has agreed to deploy nearly 700 personnel of the Royal Nepalese Army (RNA) along the India-Nepal border to check Maoist infiltration from either side during the third phase of Legislative Assembly elections to be held on November 13 in the Indian State of Bihar, according to Nepal News. The report quoted Home Secretary, Hem Chand Sirohi, as stating that, "The Royal Nepal Army would be deployed on the border about 24 hours before the third phase of polls to check and control the entry of rebels into Bihar."

The United States has renewed its warning against possible "alliance" between Nepal’s major political parties and the Maoists. The US embassy in Kathmandu in a statement released on November 4 stated that, "The United States notes that the parties in the past have said that they would not enter into any formal relationship with the Maoists, unless and until the Maoists firmly renounce violence, put down their weapons, and commit to supporting the democratic process. Despite declaring a three-month ceasefire in September, the Maoists have done nothing to indicate that they are prepared to abandon violence in the long term, and abductions and extortion continue unabated." The statement further said, "We hope that the Maoists will enter into peace negotiations with the government in good faith, abandon their weapons, and come into the political mainstream. Until these steps are taken, the Maoists cannot be treated as a legitimate political party."

The Maoist insurgents have reportedly asked Arun Chand, son of former Prime Minister Lokendra Bahadur Chand and Managing Director of Basuling Sugar Mills, who was abducted from Kailali on October 28, to pay the local sugarcane farmers their dues for his release. Latest reports from Kailali quoted a local Maoist leader as saying that Chand would be released only after paying approximately 30 million rupees to local sugarcane farmers. "He will be released by Tuesday if he commits to pay his mill’s dues to farmers," reports quoted Utsav, Kailali District Secretary of the Communist party of Nepal-Maoist (CPN-Maoist), as saying. Chand’s sugar mill, which has already been listed as a loan defaulter remains closed since one year, according to Nepal News.

According to Himalayan Times, the Maoists’ Seti Mahakali regional bureau member and head of the Kailali Bardiya district, Atom, released Chand after he agreed to pay Rupees 31.1 million he owed to sugarcane farmers by March 13, 2006. Liaison officer of the National Human Rights Commission in Nepalgunj, Bir Bahadur Budhamagar, reportedly said that Chand also agreed to re-open the industry that is presently shut. "Our talks centred on the factory and I was not mistreated in any way… I was released only after an agreement was reached with them," said Arun Chand after his release.

On November 27, Maoist 'chairman' Pushpa Kamal Dahal alias Prachanda, in an interview to BBC Nepali Service said that his party is waiting for the King’s response to the 12-point understanding reached between the Maoists and the seven-party alliance, to take further move. "Let's see what response comes from them (palace and the king)," he said. Prachanda added that his party would accept the monarchy if the constituent assembly election, held in free and fair atmosphere, goes in favor of the King. When asked whether his party was ready to showing flexibility toward the monarch if the palace gives any positive signal for negotiating with Maoists and the parties, Prachanda said, "If any proposal comes with an objective to render a positive way out of the present problems through constituent assembly elections, we can think about it, but we have not seen such a possibility yet." With regard to laying down of arms, he said the issue would be settled after the constituent assembly elections results.
