"You be clear that the UML is not in favour of forming an alliance. However, there may be an agreement at local level as per need," he said, addressing a press conference organised in Chitwan District by the Press Chautari Nepal, Chitwan. A team of the Armed Police Force (APF), Nepal, on April 7 arrested three suspected assailants for possessing a gun and its cartridge, from Nahar Chowk area of Bindabasini Rural Municipality-3 in Parsa District of Nepal, reports My Republica. APF, Superintendent of Police (SP) Tej Prasad Pokharel said the three assailants, identified as Prem Thakur (41), Rahul Thakur (16), and Ramji Thakur (55), of Parsagadhi Municipality-5, were arrested along with a long-range gun and its cartridge from Nahar Chowk area of Bindabasini Rural Municipality-3. A motorcycle was also seized from the arrestees, according to No. 13 Battalion of APF, Nepal.

The main opposition Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) has submitted a three-page memorandum to the Election Commission, arguing that some of the code's provisions violated freedom of expression, reports The Himalayan Times on April 8. It said that Section 4 of the poll code that applied to all - political parties, candidates, candidates' agents, and voters - curtailed parties' freedom of expression. Section 4 (q) states that no one shall express views or produce materials in favour or against anybody with the motive of influencing elections. It adds that such material should not be put on social media. The CPN-UML said the provision prohibited parties and candidates from conducting election campaign and soliciting votes in their favour. It further added that the provision was against the spirit of the constitution and would deprive people of an opportunity to choose the best political party. The party also condemned Section 5 of the code that prevented members of the executive of any tier of the government, including ministers and the prime minister, from soliciting votes from any constituency other than their own. It said the provision was against the spirit of the constitution.

Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) Chair KP Sharma Oli has said that his party is capable of providing stability to the country's democracy while addressing an extensive party assembly organized by the CPN-UML Biratnagar Metropolitan Committee in Kathmandu on April 13, reports My Republica. Oli said the party is making efforts to bring all Nepalis of various linguistic communities and living in different geographical regions to the great campaign of consolidating the federal republic and vesting the sovereignty of the people through a common movement of all Nepalis. Oli expressed his determination to thwart any efforts by any quarters to push the country toward instability, stating that the people will not accept the conspiracy to render the local governments without the people's elected representatives. He said works on upgrading the Hulaki Highway and the East-West Highway were expedited and various airports were expanded for operation of night flights when he was the Prime Minister.

Nepali Congress (NC) leader Dr Arju Rana Deuba on April 13 has urged the Election Commission (EC) to manage electoral quotas for women on the basis of proportional inclusion, reports My Republica. Stating that the EC does not have any authority to breach Article 38 (4) of the constitution, she urged the pool body to correct its decision on the subject of electoral candidacy for the poll. For the upcoming local election, the EC has provisioned that political parties should prioritize women's representation in any one position of chief and deputy chief or chair and vice-chair at the local level while nominating election candidates. But this provision goes against Article 38 (4) of the constitution that guarantees women's right to participate in all bodies of the state on the basis of proportional inclusion, she argued while taking to a social site. So, she appealed to the EC to make corrections in the election directives it has issued recently for the election.

Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) Nuwakot leader Madhav Prasad Pandey has defected to the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) at a program held at the CPN-Maoist Center party office in Parisdanda on April 15, reports Khabar Hub. According to the CPN-Maoist Center, as many as 100 CPN-UML cadres joined the CPN-Maoist Center under Pandey’s leadership. Welcoming Pandey, Chairman Pushpa Kamal Dahal aka Prachanda said, “I heard that UML Chair KP Oli has reached Nuwakot. It is pleasant coincidence that UML leaders and cadres joined the Maoists under Pandey’s leadership on the same day.” Pandey is a permanent resident of Belkotgadhi Muncipality-13, Nuwakot. Earlier, he had aspired to stake claim for the post of mayor of Belkotgadhi Municipality from the CPN-UML. Similarly, the Maoists claimed that hundreds of cadres from Madhes Province joined the party under Sanjeev Kumar Sah’s leadership. Minister for Home Affairs, Bal Krishna Khand has urged all political parties to take part in the May 13 local election so as to make the implementation of the federal democratic republic further effective, reports My Republica. Emerging from a meeting with Khadga Bahadur Bishwakarma, spokesperson for Nepal Communist Party led by Netra Bikram Chand, at the Ministry of Home Affairs on April 18, Minister Khand appealed to all political parties to participate in the upcoming polls to further institutionalize the federal democratic republic. Stating that the local level election will connect the general public with the local governments, the minister said that the people's representatives will play an important role in local development and those who will be elected from the upcoming elections should further work to develop their constituency. According to him, talks were being held with the leadership of the Chand-led party and Janamat Party led by CK Raut to contest in the upcoming polls. Neither of these parties has taken part in any election so far. "Both political parties are positive about participating in the upcoming poll," said Madhusudan Bhattarai, press coordinator of the Minister, quoting Minister Khand.

The five-party ruling coalition is going to hold joint election meetings in all the provinces in the lead up to the local level election to be held on May 13, reports My Republica on April 22. A decision to this effect was taken at a meeting of the ruling parties' internal preparation and monitoring mechanism for the local elections convened by senior Nepali Congress (NC) leader Ram Chandra Poudel. The election rallies will be addressed by top six leaders including the leaders of the five parties and the coordinator of the alliance, according to Member-Secretary of the mechanism Keshav Raj Joshi. Joshi said that the meeting has decided to hold election rallies in Dhangadhi and Surkhet on May 1, Butwal and Pokhara on May 2, Biratnagar and Janakpur on May 3 and Kathmandu on May 5.

Prachanda said the citizens should properly utilize the poll as an opportunity to strengthen democracy by taking it as a campaign. Stating that some leaders from the opposition parties were spreading rumors about the deferral of election by the ruling alliance, the CPN-Maoist Center Chairman refuted such allegations and recalled agreement signed on Wednesday (April 20) between the ruling parties on the electoral alliance in all metropolises and sub-metropolises. He also urged one and all not to harbor confusions on timely elections. "There is no dilemma now. The (local level) election will take place on May 13," according to Dahal.

According to the agreement, six candidates will be from the Nepali Congress (NC), two from the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) and two from the Communist Party of Nepal-Unified Socialist (CPN-Unified Socialist) will contest in the local election as mayors and deputy mayors. Reportedly, the NC will field mayoral candidates in Rampur and Tansen municipalities, Nisdi, Mathagadhi, Baganaskali and Raina Devi Chehra rural municipalities, the CPN-Maoist Center in Tinau and Ribdikot municipalities and the CPN-Unified Socialist in Purbakhola and Rambha municipalities, according to NC Palpa District President Himal Dutta Shrestha. Likewise, for the post of deputy mayor and vice-chair, the NC has got Rampur Municipality, Purbakhola, Rambha, Mathagadhi, Tinau and Ribdikot rural municipalities. The Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist-Chand) has split after the party sacked its secretariat members Hemanta Prakash Oli and Dharmendra Bastola, accusing them of going against the party's decisions, reports My Republica on April 27. Issuing a statement on April 27, CPN-Maoist-Chand ‘General Secretary’ Chand said that discussions were held with the comrades of the secretariat immediately after “Oli and Bastola made public their remarks as a separate center”. "Looking closely at the suggestions from all quarters and the nature of their mistakes, they have gone too far, holding various meetings and gatherings. According to the party statute, both of them have been relieved of all their responsibilities indefinitely," the statement further reads. General Secretary Chand said that they did not want this to happen but were rather compelled to take this decision mainly due to the anarchist, opportunistic and deviant activities of Oli and Bastola. "However, we urge all sides to continue to move forward, defending and implementing the resolutions passed," he further added. However, a formal split of the party is yet to be announced.

The Rastriya Prajatantra Party (RPP) has expressed concerns over death threats issued against Santosh Aryal, who is also the party’s candidate for the post of Ward Chairperson of Gokarneshwor-5, reports My Republica on April 30. Stating that a close person of Aryal had threatened him for trying to defeat the Nepali Congress (NC), the RPP has stressed that democracy cannot prosper if an individual’s right to choose a party is challenged through coercive means. Aryal had joined the RPP after quitting NC just a few days ago. The local administration has already been informed about the incident, according to RPP. Issuing a statement on April 30, the RPP has drawn attention of the government and the Election Commission (EC) to create a safe environment for party candidates to announce their agendas, ensure their personal safety and take action against culprits of such incidents.
