Maoists reportedly demanded NR 1800 from Steve and assaulted him with bamboo sticks when he refused to pay them the money. Home Minister Krishna Prasad Sitaula has revealed that only around 19,000 combatants of the Maoist's People's Liberation Army (PLA) would be declared eligible to be included into the national army, Nepal News reports. Speaking at a media programme in Chitwan on December 5, Sitaula said that the seven parties have reached a consensus that only 19,000 PLA combatants would be eligible for formal military force after the completion of second phase verification by the United Nations Mission in Nepal (UNMIN). Sitaula further said that a committee constituted by the Council of Ministers upon receiving the final verification report from the UNMIN would take necessary decision on the future of the PLA.

Kantipuronline reports that CPN-Maoist cadres have forced the family of Til Bahadur Khadka in the Tulasipur municipality of the Dang district to live out of home for the last four months allegedly for not paying them a donation of NR 1.5 million. Khadka’s family is currently living in Kathmandu fearing for their lives. Khadka, a furniture entrepreneur, said the Maoists took away all his office papers and also seized vehicles, private land and a three-storied house situated at Tulasipur Chowk. He said the Maoists have been collecting NR 33,600 rent from the house each month for the last four months. He also informed that the Maoists seized his furniture factories based in Ghorahi and Tulasipur, demanding the donation amount. Khadka also added that, "My family was also forced to desert home after the Maoists repeatedly threatened to kidnap and murder my young children."

The CPN-Maoist on December 13 gave a 48-hour ultimatum to Prime Minister Girija Prasad Koirala saying they would start a new movement from December 16 and seek to reshuffle the cabinet if their demands were not met, according to Times of India. When the parliament convenes on December 15-afternoon, the Maoists want the government to move a proposal for amending the new constitution, abolishing the monarchy. The task force set up by the Seven Party Alliance have agreed on 20-point recommendations to end the political and constitutional deadlock in the country, reports Himalayan Times. The task force has recommended that Nepal be declared a Federal Democratic Republic subject to endorsement by the first meeting of the Constituent Assembly and has proposed to increase the number of Constituent Assembly members to 601 from 497 at present. The government will provide the salary to all Maoist combatants in the cantonments as per the Comprehensive Peace Agreement on instalment basis and the combatants who are disqualified by the United Nations Mission in Nepal would be back home after providing them their dues. The agreement mentions that the CPN-Maoist shall join the government once this agreement is endorsed by the alliance leaders. The task force also recommends setting up a number of commissions, including the National Peace and Rehabilitation Commission, Truth and Reconciliation Commission, Recommendation Commission for Restructuring the State, Probe Commission on Disappearances, Land Reform Commission, Farmers’ Commission, Workers’ Commission, Commission for Disabled and Monitoring Committee to oversee the implementation of the agreements that the government has reached with different groups.

Addressing a programme in Pokhara, Mahara demanded the replacement of the term monarchy by republic in the interim constitution, adoption of full proportional representation system through roundtable meeting and reconstitution of cabinet. The Seven Party Alliance (SPA), following a six hour-long negotiation in the capital Kathmandu, signed a 22-point deal on December 23, 2007, agreeing to declare the country a federal democratic republic through the parliament, subject to implementation by the first meeting of elected Constituent Assembly (CA), Nepal News reported. The Nepali Congress (NC) leader Mahesh Acharya also said that the Maoists will rejoin the Government, following the agreement. The 22-point deal provides for 60-40 allocation for proportional and direct election – of 601 total seats of CA, 335 has been set aside for proportional representation, 240 for direct election and 26 will be nominated by the cabinet. The negotiating parties also agreed to allow the Government to decide on the date for the CA election.

Prime Minister Girija Prasad Koirala appointed five CPN-Maoist nominees, including Pampha Bhusal as Minister for Women, Children and Social Welfare, Krishna Bahadur Mahara as Minister for Information and Communication, Dev Gurung as the Local Development Minister, Hisila Yami as the Physical Planning and Works Minister and Matrika Yadav as the Forest and Soil Conservation Minister. The new ministers would be sworn in on December 31 (today). The Prime Minister is yet to approve two other Maoist nominations - Padam Rai as Minister of State for Local Development and Nabin Kumar B.K as Minister of State for Women, Children and Social Welfare. Among the Ministers, Bhusal is a new nomination in place of Khadga Bahadur B.K who has been left out by the outfit. CPN-Maoist chairman Prachanda had submitted the list of seven ministerial candidates to Prime Minister Koirala on December 29.
