A meeting of the General Staff of the Maoists, which includes commanders of seven People's Liberation Army (PLA) divisions, deputy commanders and the party chairman decided on September 2 to deploy the PLA during the Constituent Assembly elections for security as well campaigning purposes, according to Kantipuronline. Maoist Deputy Commander Nanda Kishor Pun a.k.a. Pasang said, "Since PLA combatants are eligible to vote in the Constituent Assembly poll, they have the right to take part in it." He said the PLA combatants can be deployed to maintain security during the Constituent Assembly poll, besides utilising their efficiency for campaigning during the poll. The meeting decided to approach Prime Minister Girija Prasad Koirala, Minister for Peace and Reconstruction Ram Chandra Poudel and Chief of the United Nations Mission in Nepal (UNMIN) Ian Martin in this regard.

Six persons were injured in a clash between activists of the Madheshi Janaadhikar Forum (MJF) and the police on September 2-afternoon in the Nepalgunj town of Banke district. The clash ensued after the MJF declared an indefinite strike to press for the release of their leader Hiralal Lonia claiming that he had been abducted by the Maoists. While the Maoists claimed that they had not abducted Lonia, MJF district president Sarva Dev Ojha said that the indefinite strike would go on until the Maoists set Lonia free. The MJF activists also vandalised the vehicle of the Superintendent of Police.

The Kochila State Association (comprising of Jhapa, Morang and Sunsari districts) of the Young Communist League (YCL) has decided to launch a "people’s action" from September 18. Local YCL leaders said that the people’s action will be taken against those who were implicated by the Rayamajhi Commission and those who upset the political situation by supporting the palace. The Chairman of the Association, Dhruva Kumar Budhathoki said, "If there is resistance to the action taken by the people, then a physical action cannot be ruled out," Adding that, "The people’s law will come into effect as the government’s law has failed to do so." He also said that any political party, administration, organisation and individual could face action.

A meeting of the Revolutionary People's Council (RPC) of the Maoists’ on September 4 decided to reactivate its 'kangaroo courts' across the country. The coordinator of the council, Baburam Bhattarai, said, "As the common people have failed to receive justice from the current state mechanism and action has not been taken against the corrupt and criminals, we have decided to reactivate such a mechanism to provide justice to the people." He further said that after such a mechanism is set up, people would start taking action against the corrupt and criminals across the country. "Its not exactly the people's court, but it is a mechanism that provides justice to people," Bhattarai said. Similarly, Prachanda said, "The network of RPC should be reactivated and expanded from the center to municipalities and villages across the country to prepare for the people's movement."

Addressing a workshop of the Tharuwan Rajya Samiti in the Bhurigaun area of Bardiya district he said revolution was necessary as the government had still not laid the foundation for the Constituent Assembly (CA) polls. “The CA can’t be set up under pressure. Therefore, be ready for another revolution,” he said, adding, “The government has not laid the foundation for the CA polls. Therefore,I have directed my party to be ready for another revolution.” Prachanda said that within 10 days the Maoists would try and arrive at a fresh pact with the seven political parties. Failing this, the Maoists will start their revolution from September 18. Subsequently to the killing, violence gripped different areas of the district in which four other persons were killed. The violent mob consisting of Khan’s supporters attacked and killed Hasan Puri, a constable with the Armed Police Force (APF), and a driver whose name is yet to be known, at Chandrauta. Hira Mani Kharel of Ganeshpur Village Development Committee (VDC) was also killed in the violence. Another unidentified body was found in Chadrauta bazaar (market) on September 17 (today), the police said. Some of the demonstrators claimed that the Maoist cadres were involved in Khan’s killing. However, Maoists’ Kapilvastu district secretary, Sanjiv Kumar, denied his outfit’s involvement. The mob also stormed into the Siddhartha Finance at Krishnanagar and snatched with over NR 3000000, after vandalizing the office building. Two mosques were vandalized by protestors in Butwal of Rupandehi district. The local administration imposed indefinite curfew in Taulihawa, Chadrauta, Krishnanagar and Birpur of Kapilvastu district and Butwal in Rupandehi district and surrounding areas.

Senior Maoist ministers submitted their resignation letters to the Prime Minister (PM) Girija Prasad Koirala, soon after the meeting ended in a deadlock. The PM has rejected two key demands of the Maoists: the announcement of Republic before the elections and a proportional representation election system. Addressing a mass rally, the Maoist ‘second-in-command’, Baburam Bhattarai said, "Our efforts to declare republic from the parliament has failed. Now we will declare republic from the streets. Therefore, we have decided to come in the midst of the people," said Bhattarai. The Maoists also plan to hold a door-to-door public awareness campaign between September 19 (today) and 21. From September 22 till 29, they will intensify rallies and campaigns. And between September 29 and October 3, the Maoists plan to 'expose' the corrupt people and those named as guilty in the report by Rayamajhi Commission. On September 30, the Maoists also plan to gherao (lay siege) all the District Administration Offices across the country. They have also announced general strike from October 4 to 6. This strike coincides with Election Commission's schedule whereby nominations of candidates will have to be filed on October 5. The street agitations, according to Bhattarai, will be peaceful while the People's Liberation Army will remain in cantonments.

According to the League’s Kathmandu valley coordinator Sagar, they painted the compound walls of the houses of the 13 persons indicted by the Rayamajhi Commission Report, including ministers and senior government officials during the royal regime, with messages calling neighbours to boycott them.
