The local administration and the Maoist insurgents have reportedly decided to bar foreign journalists and representatives of foreign organizations from entering the villages in the western district of Rolpa from where the Maoist insurgency commenced seven years back. A media report said that the decision might be linked to the fact that many foreign journalists have evinced interest in visiting the villages of Rolpa to ascertain the people’s perception regarding the Maoist insurgency. "The people in the villages of Rolpa are unnecessarily made optimistic after foreigners visit the place hence we thought about barring their entry for sometime," Deputy Superintendent of Police Prakash Adhikari was quoted as saying. Chief District Officer Tej Prasad Poudel said it is hard to keep track of what the foreigners do in the villages. According to unnamed Maoist leaders, villages of Rolpa have been closed for foreigners as preparations for the forthcoming peace talks are on and allowing them into the villages could affect the confidentiality of the talks.

The Maoist insurgents have resumed taking hostages and forcibly extracting donations from individuals and institutions, the Defence Ministry said in a statement on February 14. The Ministry has reportedly asked the Maoists to stop such activities that may have a negative impact on the forthcoming peace talks. Meanwhile, the Home Ministry, in a simultaneous announcement ordered local administration and security force personnel to take action against all extortionists. Separately, a media report said that the Government has sent a draft code of conduct for approval of the Maoists that includes banning such extortions.

Separately, students of Tribhuvan University aligned with the Maoist insurgents, on February 16, locked up the office of the vice-chancellor demanding they be made known the whereabouts of missing colleagues. Student leader Himal Sharma reportedly warned they would go on a strike and disrupt classes if their demands were not met. Their demands include free medical treatment to injured students, enrolment of students who could not secure admission when Emergency was in force for 10 months, withdrawal of cases against colleges at courts and non-interference by security forces on campuses.

Media reports from Nepal said all major political parties, including the Rastriya Prajatantra Party (RPP), boycotted the all-party meeting called by Prime Minister Lokendra Bahadur Chand on February 17 to discuss the Maoist insurgency. Six political parties that had no representatives in the dissolved Parliament attended the meeting, reports added. Chand criticised political parties for their ‘non-cooperative attitude in resolving the insurgency. "I have been urging them from the beginning to co-operate with the government for peace… I have personally requested them to attend the meeting and make a common strategy … to deal with the Maoist problem", Chand said. Information and Communications Minister Ramesh Nath Pandey said political parties that attended the meeting promised full co-operation for the restoration of peace. Media reports, however, claimed that the meeting had no significance, as parties represented in the dissolved Parliament did not attend the meeting and those that attended were smaller parties that had no influence.

The government has called for an all-party meeting in Kathmandu, on February 17, today, on the proposed peace talks with the Maoist insurgents. The venue and dates of the talks are yet to be decided. Calling upon the government to create an atmosphere conducive for peace talks, insurgents leader ‘comrade’ Prachanda alleged that the security forces have intensified search operations and patrolling after the government and insurgents announced a truce in January 2003. Besides, reports said government coordinator in the peace process with the insurgents and Minister Narayan Singh Pun said, on February 15, he is in constant touch with insurgent Maoist coordinator Baburam Bhattarai. Pun said at Biratnagar airport, "Peace talks are always held with a certain degree of confidentiality, they are not open forums and the details cannot be made public. He also informed that a code of conduct for the talks has been prepared and would be made public soon.

Maoist insurgent leaders Krishna Bahadur Mahara and Dinnath Sharma met with political leaders on February 18, in Kathamndu, ahead of the impending peace talks with the government media reports said on February 19. Reports also said the talks could commence on February 24. Media reports also held that Baburam Bhattarai, the second-highest ranking insurgent leader could, ahead of the talks, come over-ground for the first time since the insurgency was launched seven years ago, in 1996. Besides, they had already discussed with government coordinator for the peace talks and Minister for Physical Planning and Construction Narayan Singh Pun on the mechanism of the talks. Mahara and Sharma also me with Nepali Congress president and former Prime Minister Girija Prasad Koirala and had, at the meeting, reportedly refuted that they had entered into a secret understanding with King Gyanendra. Maoist insurgent leaders Krishna Bahadur Mahara and Deena Nath Sharma, on February 19, requested human rights activists Padma Ratna Tuladhar and Daman Nath Dhungana to act as facilitators in the talks with the government, reports said. Tuladhar had in the year 2001 played a similar role. The Maoist leaders also reportedly met with Nepal Workers and Peasants Party president Narayan Man Bijukcche and told him they were seriously committed to the success of the peace talks. Minister and government coordinator Narayan Singh Pun said on February 26 that peace talks with Maoist insurgents would be held in the second week of March. The dates are yet not finalised. Declaration of cease-fire by the insurgents and the government was the first phase in the peace process he said. The second phase is the preparation for peace talks he elaborated. Pun added, "We are entering the third phase to discuss permanent peace." Other reports said insurgents chairman ‘comrade’ Prachanda talked over the telephone with Nepali Congress president and former Premier Girija Prasad Koirala, on February 25, and sought his cooperation in resolving the insurgency problem. Koirala reportedly asked Prachanda to clarify the insurgents’ position on Constituent Assembly, multiparty democracy and monarchy.
