President Yadav alerted the top leaders of major political parties that they may face great embarrassment in front of the people if they again fail to reach an understanding to end the political crisis and pave the way for a unity Government. Further, chairman of the UCPN-M Pushpa Kamal Dahal aka Prachanda has reiterated that his party would not compromise on the agenda of change, reports myrepublica.com. Dahal said that the UCPN-M would not compromise on the issues of federalism, secularism, rights to ethnic communities and different genders." Separately, Government decided to withdraw various cases lodged against the Maoists leaders and cadres during the decade-long insurgency.

The Nepali Congress (NC) on December 5 proposed the party´s president, Sushil Koirala, as its candidate for the post of Prime Minister (PM) in a new, election Government, reports myrepublica.com. Unified Communist Party of Nepal-Maoist (UCPN-M) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) leaders at the four-party negotiations on December 4 had urged NC leaders to come up with their candidate. The NC decision comes a day before the expiry of the extended deadline given by the president to political parties to find a common candidate to head a national unity Government. Three major political parties- Unified Communist Party of Nepal-Maoist (UCPN-M), Nepal Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) have agreed to reach a package deal to end the present crisis by December 6, reports Nepal News. Leaders from three political parties said talks were inching towards a deal. NC general secretary Krishna Prasad Sitaula said UCPN-M and CPN-UML leaders have said they are ready to accept a candidate from NC to lead the Government of national consensus. A meeting of the four major political forces - Unified Communist Party of Nepal-Maoist (UCPN-M), Nepal Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and United Democratic Madheshi Front (UDMF) - to forge consensus ended inconclusively on December 6 as the parties remained adamant on their respective stance, reports Nepal News. In a move that marks the closure of the integration chapter of former Peoples’ Liberation Army (PLA) commanders, the Prime Minister-led Special Committee on December 14 gave the go-ahead to the Government to establish a general directorate in the Nepal Army (NA), reports ekantipur.com. The cross-party committee decided to close its secretariat effective from December 15 and form a three-member coordination committee to resolve possible disputes during training of the 1,442 former fighters. The committee will be headed by Secretariat Coordinator Balananda Sharma and will have a representative each from the Nepal Army and Unified Communist Party of Nepal-Maoist (UCPN-M). According to myrepublica.com, the latest draft proposal discussed at the cross-party special committee shows that the highest position the PLA commanders will get is major. However, UCPN-M leaders had promised senior positions such as colonel and lieutenant-colonel to the former commanders. The proposed NA directorate draft has allocated 16 majors for the former PLA commanders while the higher positions will be taken up by Nepal Army officers. Nepal News reports that the general directorate strength will be 4171, will be comprised of 2711 personnel from different security agencies and 1460 former PLA commanders. It will have four Brigadier Generals, seven Colonels, five Lieutenant Colonel, 78 Majors, 90 Captains and 48 Second Lieutenants. It also decided to allow any commander currently participating in army training for integration to choose voluntary retirement if s/he so wished.
