Unified communist Party of Nepal-Maoist (UCPN-Maoist) ‘chairman’ Pushpa Kamal Dahal aka Prachanda and Mohan Baidya led Communist party of Nepal-Maoist (CPN-Maoist-Baidya) ‘chairperson’ Mohan Baidya on September 3 agreed to share the property of the party between the two parties, reports Nepal News. A meeting of the taskforce formed for resolving the dispute over the ownership of party property Monday morning took the decision to this effect. According to the agreement, the party property will be shared based on strength of the respective parties from center to District level.

Former UCPN-M combatants led by deputy battalion commander Bhaktaraj Thapa who have chosen voluntary retirement submitted letter of memorandum to Army Integration Special Committee (AISC) putting forward various demands. The prominent demands being release of the second installment of the amount they are entitled to get under the voluntary retirement scheme by mid September. Earlier, the AISC had decided to provide them second installment by the end of October. The former combatants have also demanded free medical treatment to the combatants who were injured and disabled during warfare, employment to at least one member of martyr's family, free education to the martyrs' children and lifetime allowance to the disabled combatants.

Communist Party of Nepal-Maoist (CPN-UML) chairman Jhala Nath Khanal on September 12 claimed that the UCPN-M should be squarely blamed for the current political deadlock as they have not shown interest in resolving the crisis. Khanal said he didn't see the possibility of consensus emerging any time soon because the Maoists were not ready for it due to fear of losing power. He said the Prachanda’s unstable position had come in the way of the efforts of consensus. Arguing that the Maoists were clinging onto the government despite lacking the authority to rule, he said the opposition parties were going to launch agitations from September 27.

Top leaders of the Unified Communist Party of Nepal-Maoist (UCPN-M) and the Nepali Congress (NC) on September 12 agreed to go for elections if the parties do not reach consensus by the end of September 16, Nepal News. A meeting of the two parties arrived at the understanding and decided to initiate comprehensive talks between three major parties from September 13 (today). The NC general secretary Krishna Prasad Sitaula said the discussion dwelt mainly on the option of reinstatement of the Constituent Assembly for a brief period if the parties settle the disputed issues of the constitution. The leaders also agreed that the parties should opt for polls instead of prolonging the deadlock if they failed to arrive at an agreement by the end of September 16, Situala added. According to Sitaual, the NC reiterated that a NC-led national unity government should be formed irrespective of what the agreement would be and that Maoist chairman Pushpa Kamal Dahal aka Prachanda said his party was positive about the NC's demand.

The Nepali Congress (NC) on September 15 said it was ready to go for revival of the Constituent Assembly (CA) provided other parties accepted multi-ethnic 11-province federal model, reports Nepal News. NC vice president Ram Chandra Poudel told media persons after a meeting of party office-bearers held at party president Sushil Koirala's Maharajgunj residence that the CA could be revived if the parties agreed on multi-ethnic federal model. He claimed that major parties had agreed to carve out multi-ethnic provinces on May 15 and that they should hold onto that understanding. According to Poudel, the NC also decided to intensify talks with other parties including the Unified Communist Party of Nepal-Maoist (UCPN-Maoist) for a consensus. He said the NC and the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) would form a common view before sitting with the Maoists.

UCPN-M has postponed the national conventions of its sister organisations owing to dispute between factions loyal to party chairman Pushpa Kamal Dahal aka Prachanda and Prime Minister and vice chairman Baburam Bhattarai. Issuing a press statement on September 15, party spokesperson Agni Sapkota said the national conventions of the sister organisations had been deferred due to "technical problems and few other difficulties". According to him, the new dates for the conference will be fixed after a discussion between the office-bearers of the party and the leaders of the concerned sister organisations. The national conventions of the Maoist sister organisations were earlier scheduled to be held from September to November.

All the major political forces including Unified Communist Party of Nepal-Maoist (UCPN-M), Nepal Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and the United Democratic Madheshi Front (UDMF), agree in principle to form a new national consensus Government. But as the ruling UCPN-M and Madhesh-based parties are now averse to the idea of NC leadership of a new Government as per the five-point deal reached before the dissolution of the Constituent Assembly (CA) on May 27, 2012, the parties are at odds over the leadership of a new national consensus Government. As per the five-point deal, the UCPN-M, NC, CPN-UML and UDMF had reached an understanding to give NC the leadership of the Government once all the contentious issues of the new statute were resolved. The opposition parties have been maintaining that the current UCPN-M led Government must first step down if there is to be any consensus.

However, the Unified Communist Party of Nepal-Maoist (UCPN-M) rejected the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) proposal to form a Nepali Congress (NC)-led Government. Parties have got to settle several issues for holding CA election, such as the Government’s leadership, amendment to the Interim Constitution and electoral laws, number of seats, date, duration and electoral system. They have also initiated discussion on transforming the CA into the parliament once the new constitution is promulgated.

Altogether, 28 cantonments were set up across the country for the former People’s Liberation Army (PLA) fighters after the Comprehensive Peace Agreement (CPA) signed by the then Seven-Party Alliance Government and the Communist Party of Nepal-Maoist (CPN-M) in November 2006. Initially, 32,250 personnel were brought in the camps by the Maoists. However, 19,602 of them were verified as combatants by United Nation Mission in Nepal (UNMIN) in 2007.

A meeting of 19 opposition political parties, held at the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) head office at Balkhu failed to form a taskforce even though a meeting on September 26 of three parties -- NC, CPN-UML and CPN-Maoist-- had announced that they would make the protest programs public and form a taskforce to work out the details, on September 27. NC President Sushil Koirala, who was not present at the meeting on September 26, proposed at the meeting on 27th that the programs of agitation should be made public only after all the agitating political parties committed themselves to a set of principles. NC Spokesman Dilendra Prasad Badu told reporters, "Announcement of a ban on vehicles with Indian number plates and on Hindi films will have a negative impact on the movement."
