The US ambassador to Nepal, Nancy Powell, met with CPN-Maoist Chairman Prachanda at the latter's residence at Nayabazaar in Kathmandu on May 1, reports Kantipuronline. According to a Maoist source, Prachanda during the meeting said the US government should remove the Maoists from its terrorist list. Powell assured Prachanda that her government would soon remove the Maoists from the terrorist list. "Powell said the act of removing the Maoists from the US terrorist list is delayed due to bureaucratic process," the source said. The US embassy in a press statement issued on May 2 said the meeting was held to discuss the result of the Constituent Assembly (CA) election. The statement added that Powell provided Prachanda an overview of current US government assistance to this country, designed to help create a more prosperous, democratic and stable Nepal. The envoy sought assurances from Maoist Chairman Prachanda that the new government would respect current donor agreements and ensure the safety of those implementing them. This is the first ever meeting of a US official with the Maoist leadership in Nepal.

Despite their commitment to return land confiscated during the insurgency period, the CPN-Maoists have confiscated 40 bighas (6.422 hectares) of land in the Bara district on May 2, Kathmandu Post reported. 106 local residents of the Gadahal Village Development Committee (VDC) in the district claimed that their land have been seized by the Maoists. The villagers also claimed that the Maoists threatened to kill them if they tried to till the confiscated land.

The Maoists attacked meeting coordinator and teacher Deepak Subedi when the issue of CPN-Maoist district adviser Dharma KC having grabbed some land belonging to Jankalyan Lower Secondary School was raised. Mahendra Yadav of Thegahi Tole in Siraha-9 said the YCL cadres led by Kamal Roy abducted him from his house and assaulted him with bamboo sticks. Prachanda gave this assurance during discussions with the divisional commanders of the PLA, the party's military wing, in his residence at Nayabazaar in Kathmandu. The Peace and Reconstruction Minister Ram Chandra Poudel has asked the Maoist leadership to clarify the future of the People's Liberation Army (PLA) before they lead the new Government, Nepal News reported. Talking to reporters at Damauli in Gulmi on May 6, Poudel, who is also the vice president of Nepali Congress (NC), said the Maoists should dissolve the military wing. Maoist leaders have reiterated their stand in favour of merging the PLA and Nepal Army (NA) while the NA, the NC and others have objected merging a politically indoctrinated force into the national army. Poudel also raised objection against the use of Maoists to take over the responsibility given to police. He further said that the CPN-Maoist Chairman Prachanda must be relieved from the post of supreme commander of the PLA if he would be leading the new Government.

He was commenting on the issue in the backdrop of a meeting last week between US ambassador to Nepal Nancy J Powell and Maoist Chairman Prachanda. McCormack added, "There's a particular listing. And I don't have in front of me what exactly what it is, but at this point there's no change." The US had listed the CPN-Maoist as a terrorist organisation in 2004.

Kantipuronline reports that a board meeting of the World Bank held on May 7 approved a grant assistance of US$ 127 million (NPR 8.26 billion) to Nepal to support the ongoing peace process, expand primary health services in rural areas and improve rural water supply and sanitation. According to a press statement, the bank will provide US$ 50 million under the Emergency Peace Support Project to help the Government fulfil commitments made under the Comprehensive Peace Agreement and the subsequent 23-Point Agreement inked between the Government and Maoists. The grant will be used to pay compensation of NPR 100,000 each to the families of the war deceased. Likewise, the money will also support payment of NPR 3,000 per month to approximately 19,600 verified Maoists in cantonments, including arrears on these payments that have built up over the past 10 months, the statement said and added, "The project will also help the government pilot reintegration initiatives."

"I'm saying this sincerely. There is a possibility of counter-revolution in the country," Prachanda said during a picnic programme organised by Human Rights Concern Centre at Matatirtha in Kathmandu.
