Chairman of Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Pushpa Kamal Dahal addressing a joint program organized on the occasion of Labor Day on May 1 said that the party unification between Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) and CPN-Maoist Center will be announced on May 5, reports Republica. Dahal has stated both party chairs have planned to announce the party unification on May 5, coinciding the 200th birth anniversary of Karl Marx. He further added that all the disputed issues will be solved within one or two days. "The communist coalition has not a back gear, it's moving ahead" Dahal said.

Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) Central Disciplinary Commission has urged the senior leaders of CPN-UML and Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) to finalize the party merger bid between two leftist parties as soon as possible, reports The Himalayan Times on May 2. The meeting was chaired by Commission Chairman Amrit Bohara. The members at the secretariat are Bohara, Shiva Bahadur Deuja, Bharat Pahadi, Bhojraj Joshi, Shanti Khanal, Nirmal Subedi, Karna Bahadur Ghale and Chakra Bahadur Parajuli.

Police said as the Netra Bikram Chand-led Communist Party of Nepal (CPN) cadres enforced a strike in order to pile pressure on the Government for the release of its cadres, the cadres of the same outfit are suspected responsible for the blast.

Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Chairman Pushpa Kamal Dahal addressing a function organized by Young Communist League (YCL), the party’s youth wing, in Kathmandu on May 7 said that give due credit to “people’s war”, reports Republica. The “people’s war” was a significant political event born out of historical necessity and any effort to undermine its contribution in social and political changes could put left unity in jeopardy, Dahal has said. The Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) and CPN-Maoist Center, two left parties which are in the process of unification, are divided over significance of a decade-long armed insurgency in Nepal’s class struggle. The war, led by Dahal, had claimed over 13,000 lives and displaced millions.

A man succumbed to injuries after cadres of the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) clashed at Jungu of Gaurishankar Rural Municipality in Dolakha District on May 9 during their campaigns for the upcoming local level elections, reports Republica. CPN-UML cadre Kul Bahadur Tamang succumbed to the injuries when he was being rushed to a hospital. In the same brawl, a local teacher Dil Bahadur Budhathoki, who is believed to be close to the CPN-UML and Maoist Center's candidate for ward-chairman Bharat Karki have sustained serious injuries.

A nationwide band (general shutdown) enforced by the Netra Bikram Chand-led Communist Party of Nepal (CPN) on May 13 was marked by sporadic incidents of arson and explosion in some places, reports Kathmandu Post. The shutdown, which was called to protest against the agreements signed by Nepal and India during Indian Prime Minister Narendra Modi’s latest Nepal visit, had no impact on Kathmandu Valley, but daily life in several other Districts were brought to a grinding halt.In Palpa District of Province 5, IEDs were detonated at Srinagardanda and Tansen. There were no casualties. Normal life in the District was greatly affected because of the band.In Chitwan District of Province 3, an early morning explosion near the Bharatpur-based Bhatbhateni Supermarket shattered some windows and damaged the building wall. The blast occurred at the passage between Hotel Royal Century and Bhatbhateni Supermarket at 3:45 am.Another early morning attack allegedly perpetrated by the CPN workers, explosives was hurled at two parked buses belonging to Suryodaya Yatayat at a garage in Mechinagar, Jhapa District of Province 1.Similarly, suspected CPN activists set ablaze two Lorries parked at Dharke Bazaar in Dhunibeshi Municipality, Dhading District of Province 3. The two cargo tranporters from India (R J 42 GA 5021 and R J 42 GA 0756) were torched at around 3 am, causing panic at the highway settlement that has a LPG bottling plant and a petrol station nearby.In Sunsari District of Province 1, a group set fire to the office vehicle of NHIDCL, the consultancy firm for Postal Road Project which is being undertaken by the Indian government, at around 1:00 am. The front section of the car was damaged in the incident.In Banke District of Province 5, the generators of the telecom company, Ncell, were torched at Khajura and Baijanath area, police said.

Following a month of hiatus, the process of unification between left alliance constituents — the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) and the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) — seems to have gathered some momentum, with alliance leaders on May 15 claiming that a formal unification announcement will be made on May 21, reports The Himalayan Times. CPN-Maoist Center Chairman Pushpa Kamal Dahal held meetings with senior CPN-UML leader Madhav Kumar Nepal and Deputy General Secretary Bishnu Poudel. Dahal and Nepal deliberated on ideological aspects, political document and statute of the unified party. If the CPN-UML agrees to sign written agreement on understandings reached verbally, the unification will be announced on May 21, said a CPN-Maoist Center leader.

The newly-formed Nepal Communist Party (NCP) plans to form panels to complete the unification process at the province, district and village levels, reports Republica on May 18. A day after uniting the two major communist parties - Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) and the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) - leaders from both sides have agreed to form panels at the provincial and local levels and complete the unification process from top to bottom. The panels will get three months to complete the remaining unification process. An action plan is being formulated shortly on how to make the unification process respectable in the party’s organization across the country. “So far, we have not finalized the action plan on how to complete the remaining unification works. A joint meeting of the standing committee and the secretariat will decide it,” said Narayan Kaji Shrestha, spokesperson for NCP.

Khanal, who ranked second in the party hierarchy in the erstwhile Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML), was placed in the fourth position behind two chairmen – KP Oli and Pushpa Kamal Dahal – and Madhav Kumar Nepal in the new hierarchy designed after the party’s merger with the erstwhile Communist Party of Nepal-Maoist Centre (CPN-Maoist Center). Khanal’s formal objection comes a day after he publicly announced that he would not accept the party’s decision. Though Khanal is the only leader to voice objection over the new hierarchy, there is growing discontent among second-rung leaders who claim that the merger had given unfair advantage to a few leaders.

As per the Party Registration Act, any party needs to ensure 33 percent women representation from central to local level. NCP, which was formed after a merger between the Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) and the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center), however, has inducted only 73 women leaders in its 441-member central committee. A list of CC members made public by the party reveals that women make up merely 16 percent of the party's most powerful committee, while a staggering 84 percent (368 members) are men.

He said this in response to questions posed by lawmakers during the debate in the House on the Government’s policies and programmes. Some lawmakers representing the Rastriya Janata Party-Nepal (RJP-N) and the Federal Socialist Forum-Nepal (FSF-N) had raised question about the Government’s policies and programmes being silent on the issue of constitution amendment. “We will amend the constitution as per the consensus forged between us on constitutional issues. The constitution will be amended keeping in mind the people’s aspiration and the country’s interest,” he said and added that the amendment should aid the goals of prosperity. The government is always ready to resolve the problem.

NCP Co-Chair duo Prime Minister KP Sharma Oli and Pushpa Kamal Dahal and FSFN Chairman Upendra Yadav signed the agreement during a meeting held in Baluwatar, Kathmandu. Following the agreement, Upendra Yadav-led FSFN has decided to join the Government. As per the agreement the demands raised by the FSFN during its agitation as well as issues related to constitution amendment would be addressed, on the basis of mutual understanding.

A former lawmaker, Dhungel was serving life sentence at Dillibazaar Prison for murdering Ujjan Kumar Shrestha of Okhaldhunga on June 24, 1998.
