The Tehrik-e-Taliban Pakistan (TTP) has urged the government to honour its pledge regarding holding negotiations with the Taliban to pave way for durable peace in the FATA, The News reported. This was stated by Maulana Umar, spokesperson for the TTP, while talking to reporters from an undisclosed location on April 14. He asked the Government to stop use of force for restoration of peace and launch a dialogue process to resolve all the issues. He said the TTP was expected to make an important announcement about peace in the "Ghazi Islam Conference" which will be held in the Lal Masjid (Red Mosque) of the Mohmand Agency on April 15 (today). Umar said top TTP leaders and tribal elders would address the conference and would make an important announcement about peace in the country. "The Ghazi Islam Conference will again prove our loyalty to Pakistan as our struggle is aimed at only expelling the US and coalition forces from Afghanistan", he added. Maulana Umar added that previously the tribesmen in Mohmand Agency used to celebrate the annual Urs, which was against the spirit of Islam and tribal traditions, adding that the Ghazi Islam Conference would be a purely spiritual gathering.

A two-day ‘Ghazi Islam Conference’ organized by the Tehreek-e-Taliban Pakistan (TTP) began in the Mohmand Agency of the FATA at the mausoleum of Haji Sahib Turangzai on April 15, Daily Times reported. Local ulema (religious scholars), Taliban leaders and delegations from the Tank and Swat districts of the NWFP, and the North and South Waziristan, Kurram Agency, Orakzai Agency and Bajaur Agency participated in the conference. Umar told Daily Times that Sahib had remained engaged in a jihad against British imperialism throughout his life and that Taliban were his real heirs. He also said that jirgas held with the Government differ in nature, and that jirgas would be held in the Mohmand Agency, Bajaur, Swat and Wazirstan in the coming days. He expected positive results from these jirgas within a week and said both the Government and TTP want peace. He said that object of the conference was to enable the Taliban to spread the message of jihad. He said that a formal invitation has been extended to TTP naib ameer (deputy chief) Maulana Faqeer Muhammad of Bajaur and he is likely to attend the conference, and added that TTP leader Baitullah Mehsud would not be able to participate in the conference due to personal engagements and security reasons.

The Tehreek-e-Taliban Pakistan (TTP) Mohmand Agency chief Umar Khalid announced a six-point agenda to run the affairs of the tribal agency, Daily Times reported. Addressing the concluding session of a two-day ‘Ghazi Islam Conference’ on April 16, the Taliban leader said they would "fight against the oppressors and stand by the oppressed." He declared a general amnesty for the people who left the area fearing their lives and ordered women to observe the pardah (veil). Umar also warned those dealing in interest-based business to stop un-Islamic practices. Only local Taliban would be authorised to take any action in the area, he stated. He also announced the establishment of a complaint cell to hear complaints against the Taliban.

The abductors of missing Pakistan envoy Tariq Azizuddin have demanded the release of 12 prisoners, including the men suspected of plotting Benazir Bhutto’s assassination, in exchange for his freedom, the BBC reported on April 20, according to Daily Times. The kidnappers have demanded the release of Lal Masjid cleric Maulana Abdul Aziz, the Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TSNM) chief Maulana Sufi, five Afghan Taliban militants and the three men arrested on charges of allegedly plotting Benazir Bhutto’s assassination — Aitzaz Shah, Hussnain and Rafaqat. According to reports, the people demanded by the abductors in exchange for the release of the envoy are all linked to militant commander Baitullah Mehsud. Maulana Umar, spokesman for the Tehreek-e-Taliban Pakistan (TTP), however told the BBC that his group had no involvement in the kidnapping of Azizuddin, adding that they also had no knowledge of the abduction.

The Lashkar-e-Islam chief Mangal Bagh has claimed that he was repeatedly asked by Taliban militants in Waziristan and elsewhere in the FATA to make his armed group part of the Tehrik-i-Taliban Pakistan (TTP) but he rejected the demand, as he didn’t want to do anything that could harm the country. In an interview with The News at his base in a remote part of Bara in the Khyber Agency, he said that he has never fought Pakistan’s security forces and had no intention of doing so in future. "There is a Pakistan Army camp in Bara area and we also have Frontier Corps troops and Khasadars operating here. We have had no problem with the presence of these forces in our area," he said. Mangal Bagh also said he had no links with al Qaeda or Afghan and Pakistani Taliban. He said he didn’t send his fighters to fight on the side of Taliban in Waziristan, Swat and Darra Adam Khel. Mangal Bagh stated that "Ours is a reformist organization trying to promote virtue and prevent vice. We have rid Bara of drug-traffickers, gamblers, kidnappers, car-snatchers and other criminals and we want to cleanse Jamrud as well of those selling drugs and liquor and running gambling dens. That was the reason for us to send our mujahideen to Jamrud to accomplish the job." He claimed that the Lashkar-e-Islam was now able to enforce its code of conduct in almost the whole of Khyber Agency except parts of Jamrud inhabited by the Kukikhel tribe and a two-kilometer stretch of territory in the Maidan area of Tirah valley. "We have 120,000 men under arms who at a short notice would be able to assemble in case of need. All I have to do is to make an announcement on our FM radio channel and my mujahideen volunteers would be ready to fight for the Lashkar-e-Islam," he maintained. He added that about 70 vehicles, almost all double-door pickups, had been donated by pious and wealthy tribesmen for use by Lashkar-e-Islam volunteers.

A copy of the six-point agreement issued to media late on April 21 said suicide bombings and the killing of innocent people had necessitated the accord. Under the agreement, the TNSM will continue to pursue a peaceful struggle for the enforcement of Shariah, while respecting the law and condemning those who commit violence. It was not known if rebel cleric Maulana Fazlullah, Sufi Muhammad’s son-in-law, has agreed to the pact. Sufi Muhammad was arrested in 2001 while attempting to return from Afghanistan, where he led thousands of Muslim volunteers in the Taliban’s fight against the US-backed war on terror. A spokesman of Fazlullah hailed his father-in-law’s release, saying that they hoped the NWFP Government would continue these efforts. The Tehreek-e-Taliban Pakistan also welcomed Sufi Muhammad’s release.

The leader of Tehreek-e-Taliban Pakistan (TTP), Baitullah Mehsud, has ordered his militants to "immediately cease their activities" in the FATA and NWFP, Dawn reported. "Baitullah Mehsud has issued directives to all his comrades that in order to restore peace in the region, they should cease their activities forthwith both in the tribal region as well as the settled districts of the NWFP," said a pamphlet released on April 23. "He has warned that his directives should be complied with and those violating them will be publicly punished," it said. A spokesman for Baitullah confirmed the contents of the pamphlet circulated in South Waziristan in FATA and the adjoining districts of Tank and Dera Ismail Khan in the NWFP. The development follows negotiations between the TTP and the Government, conducted through tribal interlocutors. A 15-point draft agreement, to be signed between the Mehsud tribe of South Waziristan and the local political administration, calls for an end to militancy, exchange of prisoners, withdrawal of the military and resolution of issues in accordance with local customs and the Frontier Crimes Regulation. TTP spokesman Maulana Omar told Dawn that the military had begun pulling out of the Mehsud area as a result of the talks. The draft agreement envisages the Frontier Corps would replace the military in the area. A military spokesman, however, denied that any orders had been issued to pull out the army. "Not yet… So far we have not received any orders from the government," Major General Athar Abbas said. Omar said talks between the two sides were "coming to fruition". The agreement would incorporate demands from the two sides, he added. He claimed that the TTP had in custody more than 100 military, paramilitary and Government officials. They would be released after the signing of the peace accord through a grand tribal jirga. He said the Government had released three of their people, including TNSM chief Maulana Sufi Mohammad. At least three people were killed and 26 injured when a car bomb exploded near Mardan City Police Station in the NWFP on April 25, Daily Times reported. Mardan district Superintendent of Police Ijaz Abid said the bomb, planted in a car parked near the police station, detonated around 6am, killing two civilians and a police official, and injuring around 17 policemen and nine civilians. He also said that nearly 35 to 40 kilograms of explosives were used and the police station and adjacent shops were badly damaged. The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the attack. "This attack was carried out by our mujahideen to avenge the earlier killing of one of our commanders by police in Mardan," TTP spokesman Maulana Omar told Reuters by telephone.

The cease-fire announced by Mehsud last week would continue, spokesman Maulana Umar added. The truce was declared after officials announced that a peace agreement had been drafted that included the withdrawal of Government soldiers from some border areas, as well as the exchange of captives on both sides and a pledge not to launch attacks, AFP reported. "TTP chief Baitullah Mehsud ordered the cancellation of negotiations with the Government through a tribal jirga [council]," Umar told reporters by telephone. He said that Mehsud had taken the decision after learning of the continued presence of troops in the FATA. "Some hidden hands are not sincere in (a) deal with the Taliban and there are elements that do not want peace," Umar quoted Mehsud. He said the negotiating team had been ‘disappointed’ by the Government’s inaction. He said the Taliban would resume dialogue if their demands were accepted, adding that the Taliban required the Government to show that it was committed to the peace agreement. He warned that the Taliban would "take revenge" if the Government launched any military operation, Reuters reported. Talking to The News from an undisclosed location, the TTP spokesman Maulana Omar rejected the reports as baseless which claimed that talks between militants and the Government had resumed to resolve the conflict in FATA, Swat and Darra Adam Khel. "Yes, the government approached us once again on Wednesday and sent even a Jirga that wanted us to resume the talks. But we declined the offer as the talks have no purpose," remarked the militants' spokesman and a close aide to TTP chief and deputy chief Baitullah Mehsud and Maulana Faqir Mohammad, respectively. "Once again I fear clouds of violence are hovering over the tribal areas and some settled districts of NWFP if the present government repeats the blunders of the previous one led by Gen Musharraf," Omar said. He added that "We will never lay down arms till the army is present in the tribal areas and Swat."
