Tension gripped Mohmand Agency on November 5 after tribesmen interpreted an appeal by the government to expel militants and vacate houses as an indication of an impending military action. An exodus started from Anbar subdivision and people headed towards Peshawar, Mardan and other areas. The authorities dropped pamphlets from planes in parts of the area adjacent to Peshawar on November 4, seeking local people’s support against pro-Taliban militants. "The government has banned the Tehrik-i-Taliban Pakistan (TTP) and its leadership has been declared proclaimed offender. Its leaders are receiving funds, weapons and other incentives from non-Muslims and anti-Pakistan states for their activities," the pamphlet said. "They are not Mujahideen and they spread militancy. They are involved in killing innocent people." It urged the tribesmen to follow the example of their kindred in Bajaur, Darra Adamkhel and Orakzai and raise a lashkar (militia) against militants. Sources said militants had established their hold in three of the five subdivisions of Mohmand — Lakaro, Pendiali and Anbar. They had also set up parallel courts in the areas. A curfew has been in place in the region for the past 10 days. All government offices and educational institutions have been closed. The main road between Mohmand and Bajaur has been closed, causing shortage of food in several areas. Local people complained that hospitals were facing a shortage of doctors and paramedics and patients could not be taken to Peshawar because the road had been blocked.

Officials said the dead, include Taliban commander Wali Rehman who was known to shelter foreign al Qaeda militants. An unnamed Frontier Constabulary official said the house of Tehreek-e-Taliban Pakistan (TTP) deputy commander Maulvi Faqir Muhammad was destroyed in an air strike in Damadola, adding, a major Taliban ammunition dump was also destroyed in the raid.

Dawn reports that the outlawed Tehrik-i-Taliban Pakistan (TTP) has renewed its offer to hold talks with the government and said that use of tribal lashkars (militia) is not a solution to the problem in the tribal region. The group’s spokesman Maulvi Omar told newsmen that the TTP wanted dialogue with the government for restoring peace in the tribal areas and other parts of the country. He claimed that the Taliban were sincere in their offer because violence was in no-one’s interest. He, however, said that the Taliban would not lay down weapons before the opening of dialogue but they would do so if talks proved to be fruitful. Claiming that the Taliban had reduced their activities over the past three months and taken only defensive measures in Bajaur, he threatened to launch major attacks on government installations if the military action was not stopped. He warned the government against pitting tribal people against the Taliban by setting up lashkars and said the government had resorted to the move after having failed to achieve its objective through military operations. He also warned tribal elders against “playing in the hands of the government,” and said the Taliban would wage a war against them if they formed lashkars.

Daily Times reports that on November 13 the Mohmand agency political administration warned the tribes Mohmand tribes of imminent military operation if they did not sever ties with local and foreign Taliban. Pamphlets printed in Urdu language were distributed to the people. “We inform the people of Mohmand Agency that the (outlawed) Tehreek-e-Taliban Pakistan has attacked Islam and Pakistan by killing innocent Muslims. The TTP has [hurt the cause of] Islam more than ever before,” the pamphlet read. It further said, “We warn the Mohmand tribes to sever ties with Tehreek-e-Taliban’s Abdul Wali group as the government is planning action against the group.” “Get all elements of Abdul Wali group out of your homes, otherwise they will be targeted by helicopters and jet bombers”, it added. The report further said that almost 50 percent of the population in Machni area have left their homes following a troop build-up in the area close to Mohmand Agency. Separately, Dawn reports that the Taliban were regrouping in the Mohmand agency after they suffered heavy losses in the Bajaur agency.

According to Daily Times, security agencies arrested two suspected terrorists late on November 16 and seized a suicide bombing jacket, weapons, foreign currency and a map of Lahore from them. According to intelligence sources, an investigation team from Rawalpindi raided a flat in the Kot Lakhpat Police Station precincts and held the two men — Hafiz Irfan Ullah Mehsud, a close relative of Tehreek-e-Taliban Pakistan (TTP) chief Baitullah Mehsud and Qari Ameer Gull, a resident of Afghanistan. The team had been looking for a suspected TTP militant who had come to Lahore to meet a prisoner in the Kot Lakhpat Central Jail when it came to know that the two suspects were living in a Kot Lakhpat house, the sources said.

According to Daily Times, the Tehreek-e-Taliban Pakistan (TTP) has announced it will not negotiate with the Government in future because the Government is ‘inciting common people against’ the Taliban, BBC Urdu reported on November 16. TTP spokesman Maulvi Umar also claimed killing 100 members of a tribal lashkar in a clash in Bajaur on November 16, and said 25 of them had been captured. He said the Taliban attempted to resolve their issues with the Government through a dialogue but the lashkar leaders were planning to eliminate them at the Government’s behest. “Anyone who tries to stand against the Taliban in future will meet the same fate as those killed in today’s (Sunday’s) clash,” he warned.

15 militants were killed and several others sustained injuries in the ongoing military operation in the Swat Valley on November 18, The News reported. Gunship helicopters shelled alleged militant hideouts in Akhund and Zora Kellay in the Kabal sub-division, killing seven militants and injuring several persons, including civilians. Further, a soldier was killed and a civilian was wounded in an encounter between the security forces (SFs) and militants at Ningolai checkpoint. However, the banned Tehrik-e-Taliban Pakistan (TTP) spokesman, Muslim Khan, claimed to have killed five SF personnel in the shoot-out. The militants also opened fire on the security forces’ checkpoint in Tootano Bandai but no loss of life was reported in the incident.

The banned Sunni militant group Lashkar-e-Jhangvi (LeJ) may strike in Karachi and "we need to discourage them and increase the vigil," Adviser on Interior Affairs, Rehman Malik, said on November 21, according to Daily Times. The adviser said this in a meeting to review law and order in Karachi and Sindh with President Asif Ali Zardari in the chair at the Governor’s House in Karachi. Malik said there were 17,000 seminaries in the country and 3,000 of them were in Karachi alone. He said the Government would regularise them in consultation with religious scholars of all schools of thought. He stated that al Qaeda was using the LeJ, Sipah-e-Sahaba Pakistan (SSP) and Tehreek-e-Taliban Pakistan for carrying out its activities.

Omer said his organisation would not disrupt peace in the port city. “The Taliban have never been involved in any type of terrorism in Karachi,” he claimed, adding “and we will not be involved in any such activity in future until a political party or the government leaves us with no other choice.” Omer, also claimed that the TTP had no links with al Qaeda. According to him, “the name of Al Qaeda is being used to attack the Taliban ... the operation in the Tribal Areas is meant to target the Taliban.”

Liaqat Khan was traveling in a car, along with his friend Hassan Zeb, in the Wenai area when some unidentified persons opened fire on the vehicle, killing him on the spot while Hassan sustained bullet injuries. Talking to The News, a spokesman for the Swat chapter of the banned Tehrik-e-Taliban Pakistan (TTP) claimed that Liaqat was killed by security force personnel after an exchange of hot words with them for ‘harassing’ common people at the check-post they had established at Wenai. However, a spokesman for the Swat Media Centre denied having fired upon Liaqat and said it was part of the series of target killings. "We have not fired a single bullet upon the deceased," the spokesman clarified.

Hakeemullah Mehsud, deputy to Baitullah Mehsud, accused the ANP, PPP and MQM of "working to break up Pakistan in collaboration with the US". The TTP also threatened to ‘cut off’ supplies to American forces in Afghanistan if US drone attacks did not stop. Local people claimed that suspected militants belonging to the Tehrik-e-Taliban Pakistan (TTP) of Baitullah Mehsud were traveling in a vehicle when it hit a roadside landmine at Tiarza, around 25 kilometers north of Wana. Locals suspect that relations between the groups of Baitullah Mehsud and deceased militant commander Abdullah Mehsud soured during last couple of days, resulting in this incident. Earlier, a pamphlet carrying a message purportedly written by Qari Zainuddin Mehsud, the chief of Abdullah Mehsud’s Group, were distributed in Wana. In the said pamphlets, certain charges were leveled against Baitullah Mehsud accusing him of the killing other militant commanders and tribal elders. The pamphlet states that the activities of Baitullah Mehsud were aimed at defaming Islam and these were never part of a Holy war. The pamphlet also denounced suicide bombings and accused Baitullah Mehsud of orchestrating them.

Three security force (SF) personnel and eight militants were killed and 17 SF personnel sustained injuries in a gun-battle which followed a Taliban attack on a police checkpoint on the Bannu-Miranshah road in Bannu district on late November 29-night, Dawn reported. Police said the militants attacked the Baranpul checkpoint with rockets and mortars, killing three SF personnel and injuring 17 others. Bannu District Police Officer Mohammad Alam Khan Shinwari said the Taliban escaped with the bodies of seven militants, leaving one body behind. The Taliban also carried out another attack on November 30 but were repulsed. Ahmadullah Ahmedi, a spokesman for the Tehrik-i-Taliban Pakistan (Hafiz Gul Bahadar group), claimed responsibility for the attacks, which he said would continue till US drone attacks were stopped. He also said the agreement reached with SFs in North Waziristan would not be violated and attacks on Government installations and functionaries would be carried out only in the settled areas of the country.
