Haji Muslim Khan, a spokesman for the Taliban, warned the NWFP Government of "retaliation" if the military operation is not stopped in the province. Further, a spokesman for the Tehrik-i-Taliban Pakistan’s chief Baitullah Mehsud threatened a ‘tit-for-tat response’ if the Government launched an operation in the tribal region. Maulvi Umar told Dawn that the Taliban believed in peace but they would ‘retaliate with full force’ if the Government ‘imposed a war’ on them. He said that while the Government was making offers for talks, the army was preparing for an operation. He also threatened suicide attacks if the operation was launched.

Karachi holds great significance for the Taliban movement, Tehrik-e-Taliban Pakistan (TTP) spokesman Maulvi Umar said on August 4, according to Daily Times. In an interview with BBC Urdu, Umar said that Taliban aim to establish themselves in the port capital to "end vulgarity in the city". He further said that foreign enemies were "setting their sight at Karachi", as it has become country’s economic lifeline. Taliban’s presence in Karachi will make it safe and bring peace to the city, he claimed. Umar also said the Taliban were present everywhere in the country and were the real heirs of Pakistan.

A militant leader associated with the Taliban commander Jalaluddin Haqqani has said that the Afghan Taliban have no links with the Tehreek-e-Taliban Pakistan (TTP), Daily Times reported. According to Dawn News, he said that the Afghan Taliban were operating independently and had no links with the Taliban working in Pakistan’s tribal areas. Highly-motivated ‘boys and girls’ are eager to mount suicide attacks all over the country, including Karachi, targeting high-profile Government functionaries, according to the Tehrik-i-Taliban Pakistan (TTP), Dawn reported. Addressing a press conference on August 5 in Anayat Kalley in the Bajaur Agency of the FATA, the TTP deputy chief Maulana Faqir Mohammad and spokesman Maulvi Omar said that a ‘Fidayeen Squad’, comprising 10- to 20-year-old boys and girls, was ready to carry out the attacks if the Government did not immediately stop the operation in Swat in the NWFP and did not reverse its decision to launch military operation in other tribal areas. Omar said the TTP chief, Baitullah Mehsud, had held consultations with key Taliban commanders and they were of the opinion that the only way to effectively counter the Government’s aggressive plans was to launch massive attacks. He said a plan had been finalised and the TTP had decided to launch suicide attacks in Peshawar, Mardan, Dir and other districts of the NWFP. The spokesman also said Taliban had set up ‘modern anti-aircraft and missile systems’ on their ‘check-posts’ along the Pakistan-Afghanistan border to avert any threat of incursion by the NATO and Afghan National Army into tribal areas. He said arrangements had been made to effectively wage a "Jihad against the infidels". Asking MQM chief Altaf Hussain to "wind up his group’s activities", Maulvi Omar said Karachi would soon fall into the hands of Taliban who were awaiting Baithullah’s orders to launch action in the city. He reportedly claimed that the Taliban had ‘massive’ support of Karachi’s residents and Mehsud could take control of the city whenever he wanted to. The Taliban spokesman said the Tehrik had responded "positively to the government’s peace overtures", but both the federal and the NWFP Governments had "failed to meet their commitments". According to him, the present Government was pursuing the policies of Pervez Musharraf and trying to complete the "unfinished American agenda".

Commander Ali Bakht, a close aide of Maulana Fazlullah, and 13 other militants were killed in the Swat district of the NWFP on August 6. Major Farooq of the Army Media Centre in Swat informed Dawn that nine top militants, including Ali Bakht and Fazal Wadood, had been killed during an operation in the Deolai area of Kabal sub-division early in the morning. Two security force (SF) personnel and an unspecified number of militants were injured in an exchange of fire. A militant, identified as Fazal Rahim, was arrested. The SFs also blew up the houses of Ali Bakht and local commander Fazalur Rehman during the operation. According to local people, both the commanders were in the houses during the attack. Ali Bakht was among the top 25 commanders of the Tehrik-i-Taliban (Swat chapter) who had negotiated the May 21 peace agreement with the Awami National Party (ANP)-led provincial Government. He also liaised between the Swat district administration and the Taliban. He was earlier in the ANP but quit and joined the Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM). He later joined the ranks of Fazlullah. He was reportedly the fourth Taliban commander killed in the current military operation in Swat. Earlier, key commander Hussain Ali alias Toor Mullah was killed in Peuchar, Khan Khetab was killed in Shakardar and Khan Agha in Sambat.

Frontier Corps (FC) and Bajaur Levies personnel, backed by gunship helicopters, launched an operation against the Tehrik-e-Taliban Pakistan (TTP)-linked militants in the Bajaur Agency of the FATA on August 6, The News reported. Official sources said that gunship helicopters targeted suspected hideouts and locations of the militants led by TTP deputy chief, Maulana Faqir Mohammad, at Loisam area in Nawagai town. There were also reports of casualties suffered by the two sides in the fighting. Military spokesman Major General Athar Abbas said the troops took action against militants when they attacked a security post at Loisam. He said two gunship choppers targeted the militants’ suspected hideouts but there were no details about the casualties. Earlier in the morning, sources said the security forces backed by tanks moved towards Loisam town from Khar, the regional headquarters of Bajaur Agency, and recaptured a security post from the militants almost after eight months.

Hundreds of Taliban militants attacked a security check-post near the Afghan border late on August 6, sparking fierce clashes in which up to 10 soldiers and 25 militants were killed, officials said on August 7, Daily Times reported. The security forces (SFs) had deployed a large force at Loyesam, 12 kilometers from Khar, headquarters of the Bajaur Agency in FATA, in a bid to reclaim important nearby Taliban strongholds. A Frontier Corps officer told AFP that 300-400 militants armed with AK-47 assault rifles, rocket launchers and grenades, participated in the attack. "The firing continued the whole night. This morning reinforcements were sent. One vehicle was hit by an improvised explosive device on its way to the post and the convoy was then attacked by Taliban militants," the official said. "Up to 25 militants were killed and at least 10 Frontier Corps soldiers have also been martyred," an unidentified security official told AFP. However, the Tehrik-e-Taliban Pakistan (TTP) spokesman Maulvi Umar said 18 SF personnel were killed, a claim that is yet to be ascertained independently. Umar said the Taliban would use all resources to regain control of Loyesam area. He also claimed that 17 SF personnel had been held hostage, five of them with severe injuries, Dawn reported.

Its chief Maulana Sufi Mohammad told journalists after a meeting of the outfit’s Shura (executive council) in Amandara that two committees had been constituted to broker a cease-fire deal. The first committee, headed by TNSM’s deputy chief Maulana Mohammad Alam, has gone to the provincial capital Peshawar for talks with the ANP-led Government, and the second committee, headed by Maulana Abdul Haq, would contact the Taliban leadership in Swat. Sources said Abu Saeed al-Masri alias Mustafa Mohammad Ahmad was killed in the air strike. The Egyptian-born Abu Saeed was reported to be a senior member of the Majlis-i-Shura and financial chief of al Qaeda. They said that Cobra helicopters precisely targeted militants’ positions in Shahnari, Haji Lawang, Ragha Dagg and Takht areas where security forces had been using air power since August 8. The helicopters attacked militants’ hideouts in Shahnari, killing 13 Taliban militants. They also hit four vehicles in Takht, killing five militants and injuring three others. The sources said an influential person of Ningwalai, Musa Khan, was shot dead by unidentified assailants as soon as he stepped out of the mosque after prayers. A passerby, Islam Gul, also sustained injuries in the incident. Unidentified gunmen also opened fire on former union council official, Muhammad Amin, and his three friends when they were on their way back home after shifting the body of Musa Khan to the Saidu Sharif Hospital. Two suicide bombers blew themselves up on August 21 at the gates of the Pakistan Ordnance Factories (POF) in the high security cantonment town of Wah in Rawalpindi District of Punjab, killing at least 70 persons in what was described as the deadliest attack on a military installation in the country’s history, Dawn reported. The Tehrik-i-Taliban Pakistan claimed responsibility for the attack. The POF at Wah is a cluster of about 20 industrial units producing artillery, tank and anti-aircraft ammunition for the Pakistani armed forces, according to Daily Times. It employs around 25,000 to 30,000 workers. The bombers blew themselves up outside two gates of the factory at 2.35pm (PST) when hundreds of workers were leaving after a shift change. Most of the victims were civilian workers. The first explosion occurred outside the main gate and it was followed by an equally powerful blast at gate No.1 located close to a busy market. Witnesses said the bombers were on foot and they exploded themselves within a minute of each other. The death toll could increase as 35 of the injured were in critical condition, hospital sources said. Security force personnel found a ‘suicide vest’ in the toilet of a nearby mosque and arrested a suspected suicide bomber, Hameedullah of Khyber Agency, from the Mall Road. According to sources, police arrested three suspects. One of them was said to be "covering up" the suicide bombers. A belt filled with explosives was also found in a mosque, the sources said. Taliban spokesman Maulvi Omar claimed responsibility of the suicide attacks saying that they had been carried out in retaliation for military operations in Bajaur and Swat. A suicide bomber rammed an explosives-laden jeep into the Charbagh police station at 7.45am (PST), killing four policemen and three civilians. 20 others were wounded. About 100kg of explosives were reportedly used in the attack. Military spokesman in Swat, Major Nasir Ali, told Dawn that soon after the suicide attack, security forces (SFs), backed by helicopter gunships, targeted militants’ hideouts in the valley, killing 50 Taliban militants, including their top commanders and foreigners. Ten army soldiers were killed and seven others injured in the fighting and three army vehicles were damaged. Several militant hideouts, including their command and control centre in Kabal, were destroyed. Major Nasir said the operation would continue till all objectives were achieved and the government’s writ was restored. However, the Taliban dismissed the military version, claiming in turn that they had killed 33 SF personnel. Spokesman Muslim Khan said that the Taliban had carried out the suicide attack in reaction to the killing of 14 militants in Doaba in the Hangu district on August 22. Tension prevailed in the Kabal sub-division where the security forces (SFs), backed by gunship helicopters and artillery, carried out a daylong operation against militants. The military said that it had destroyed the centre, which served as one of the militants’ main command and control, logistic-cum-training and launching pads for terrorist activities and killed about 10-15 foreign militants, including Chechens, Uzbeks and Tajiks. According to the military, the slain foreigners belonged to Tahir Yuldeshev’s Islamic Movement of Uzbekistan (IMU). "We have credible information about the killing of 10-15 foreign militants out of the 45 killed on Saturday," the ISPR spokesman in Swat, Nasir Ali, told The News. He claimed most parts of Kabal had been cleared of the militants and action would continue till the elimination or eviction of the militants in other parts. However, a spokesman for the Swat unit of the Tehrik-e-Taliban Pakistan (TTP), Muslim Khan, rejected the military claim about the killing of foreign militants as baseless. The announcement comes a day after the Government rejected a unilateral cease-fire offer by the group in Bajaur Agency in the FATA. "This organisation is a terrorist organisation and created mayhem against public life," Interior Adviser Rehman Malik told reporters in Peshawar on August 25. However, a TTP spokesman claimed the ban was "meaningless". "Our organisation is neither registered nor do we have any bank accounts," Muslim Khan said. Anyone aiding a proscribed organisation - through financial assistance, promoting them in literature or in other ways - can be jailed for up to 10 years under the anti-terrorism laws. Malik also said the Government was considering announcing rewards for people who provide information leading to the arrest or killing of Taliban leaders.
