Prime Minister (PM) Manmohan Singh has reiterated that the Union Government was “serious about the Naga problem” and added that “the issue will be solved soon”. PM made the assurance when State Minister of School Education, C.M.Chang, met him in New Delhi recently. According to a communiqué issued by Public Relations Officer, Nagaland House, New Delhi, Kuolie Mere, the PM had stated this in response to an appeal made by Chang to solve the Naga political issue. The Prime Minister had reportedly enquired about the collective leadership of the NSCN-Isak-Muivah (NSCN-IM) form Chang. Chang had urged the Prime Minister to resolve the Naga political issue during his (Dr Singh’s) tenure and leadership. He told the Prime Minister that Nagas were “expecting solution before the next general elections (2014)”. Chang further told the PM that the Naga people longed for a permanent settlement that was “honourable and acceptable to the Nagas”. During his meeting, Chang also requested the Prime Minister for more funds for Nagaland. In response, the PM informed Chang that more funds would be granted to Nagaland in September 2012 and that additional funds would be provided to all North East States during the current financial year [2013]. The PM also mentioned that he had assured State Chief Minister Neiphiu Rio in their last meeting about the additional fund for the State and an early solution to the Naga political issue.

On July 11 citing National Investigating Agency (NIA) investigation reported that Naga militants are getting ammunition from Police. The NIA which has registered a case in this regard has already arrested four Police officials, including Wokha District Superintendent of Police (SP), S Sangtam, one Sub Divisional Police officer (SDPO), one Assistant Sub-Inspector (ASI) and one havildar, who was in charge of the armoury from where the ammunition was taken out. Sources said that at the end of 2012 it was found that a group of police officers were involved in handing over of huge quantities of ammunition of AK series rifles and SLR to the militants belonging to the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). On Police records, it was shown that the ammunition was used in the firing ranges, while, the live cartridges given to the militants were replaced by the empty shells provided by the ultras.

Socialist Council of Nagaland-Khole-Kitovi (NSCN-KK), on July 12, held a formal reception programme for the members from NSCN-Isak Muivah (NSCN-IM), NSCN-Khaplang (NSCN-K), Federal Government of Nagaland (FGN) and Naga National Council (NNC) who joined its fold at designated camp Khehoi, stated NSCN-KK in a release. A total of 66 home-comers, comprising of a deputy kilonsers (deputy ministers), tatars (members of parliament) and ‘officers’, joined the NSCN-KK fold.

A source said the shoot-out took place between cadres of Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and a suspected militant group active in the area. The source confirmed the death of one cadre of the NSCN-IM cadre and injury of two others.

Nagaland Post reports that responding to the Cease-Fire Monitoring Group (CFMG) chairman Lieutenant General (Rtd) N.K Singh’s statement, which asked the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) not to vitiate the spirit of the Cease-Fire Ground Rules (CFGR) and to stop “extortion”, NSCN-IM’s Cease-Fire Monitoring Cell (CFMC) office, on July 15, reiterated that NSCN as the “de-facto Government” has “legitimate right to levy tax in Nagalim.” In a statement, CFMC secretary Imcha Longkumer said its right to levy tax should not be interpreted as “extortion”, saying nowhere in the CFGR it was mentioned NSCN could not levy ‘tax’. Pointing out that CFGR was a bi-lateral agreement signed between Government of India and the NSCN, CFMC said whenever there were differences it had to be resolved by a higher cease-fire review committee meeting in Delhi. CFMC had also raised the issue of “frequent” raids by Assam Rifles on the residences of NSCN functionaries, which it said was violation of CFGR.

On July 15 that attending his first meeting after being appointed as the chairman of Cease-Fire Monitoring Group (CFMG), Lieutenant General (Rtd), N.K Singh told an Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) delegation that the spirit of Cease-Fire Ground Rules (CFGR) was being vitiated by the “undesirable” activities of the group and other factions. According to a statement issued by the CFMG chairman through CFMG staff officer G. Rengma, during the meeting NK Singh highlighted that the people of Nagaland have “suffered enough” due to what he called “self-serving distorted interpretation” of CFGR. N.K Singh asked the NSCN-IM delegation led by CFMC convernor Kraibo Chawang to confine the group’s cadres to the designated camps and not to “infringe” upon the functioning of the legitimate organs of the state and central governments.

State Forest Minister Rockybul Hussain on July 15 stated in the Assembly that altogether 78 persons were killed and 191 abducted by different insurgent outfits in 601 incidents, during the last two years, when 20 security personnel were also killed, reports The Shillong Times. The anti-talks faction of United Liberation Front of Asom/ independent faction (ULFA-I) had killed 16 persons, including a 10-year-old girl, a four-year-old boy and girl each, while the anti-talks faction of National Democratic Front of Bodoland (NDFB-ATF) had killed 12 civilians including a 10-year-old-boy, Hussain said. The Karbi Peoples Liberation Tigers (KPLT) killed 12 persons, Nationalist Socialist Council of Nagaland-Isak-Muivah / Khaplang (NSCN-IM/K) killed four, Meghalaya based Garo National Liberation Army (GNLA) killed three, Kamatapur Liberation Organisation (KLO), Kuki Revolutionary Army (KRA), DNRF, Hmar People’s Conference (HPC) and Dima Halim Daogah- Jewel Garlosa (DHD-Jewel) killed one each, besides 25 by other militant formations. A total of 135 militants were killed and 2,749 arrested during the period, he said. To another question, the minister said five underground outfits are active in Assam and they are ULFA-Liberation, National Democratic Front of Bodoland (NDFB), KPLT, KLO, Muslim United Tigers of Assam (MULTA) and Harkat-ul-Mujahideen (HUM) Assam unit.

The NSCN-Khole-Kitovi (NSCN-KK) group has said that no militant outfit should dictate another militant organisation in the interest of maintaining peace in the region. On July 15, NSCN-KK, Zeliangrong Region supervisor, Felix, who is also a 'deputy kilonser' (deputy minister) alleged that the NSCN-IM has been asking the public not to pay 'tax' to the NSCN-KK group. "In short, the NSCN-IM is banning our outfit from collecting tax from the people. This move of the NSCN-IM is nothing but inviting violence," warns Felix while adding that "No underground organisation has the authority to ban another outfit from collecting tax."

ACAUT maintained it was engaged in “nation building” as much as any Naga Underground groups, through its agitations against unabated ‘taxation’. It said that ACAUT members not only “believe in political sovereignty, we also believe in economic sovereignty of Naga people.” The ACAUT was formed by several organizations under the aegis of Naga Council in May 2013 in an effort to abolish the rampant illegal ‘taxation’ by various Naga underground factions and the menace of syndicate system.
