Nagaland Post reports that in a joint search operation, Security Forces (SFs) recovered a cache of illegal arms and ammunition from the house of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) deputy kilonser (minister), ‘’ministry of trade and transport, Kahoi Swu located in Nuton Basti in Dimapur. According to a press release by Assam Rifles, the arms and ammunition recovered include one .22mm GSG-5P Semi Auto Rifle (Made in Germany); one 7.62 mm AK-47 Rifle; one .22mm Beretta Pistol (Made in Italy); one 9mm Pistol Norinco (Made in China); five magazines and 141 rounds of assorted ammunition. After the operation, Kahoi Swu along with three others identified as Sanjay Sharma, Sujit Kar and Sanjay Kumar Gupta were arrested. On questioning, the arrested revealed that they were hired to repair arms which were kept in the house of Kahoi Swu.

National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), on May 2, said it was investigating into the April 19 incident in which former speaker of Eastern Naga Students’ Federation (ENSF), Throngso Yimchunger was physically assaulted. In a statement, NSCN-IM expressed its “deep regret and anguish” over the assault of the former ENSF speaker along with his family members by some persons claiming to be NSCN members. While strongly condemning such physical assault said it was investigating the matter to ascertain whether the culprits were NSCN-IM members or not.

Nagaland Post reports on May 9 that consequent upon the expiry of 48-hours deadline extension to the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to hand over the April 19 culprits, Eastern Nagaland People’s Organization (ENPO) have declared “Non-cooperation” to the NSCN-IM with immediate effect. This declaration, ENPO said comes as per the decision of the central executive, federating organizations and frontal organizations meeting held on May 4, 2013 in Kohima. The ‘non-cooperation’ call was in connection with the assault on former ENSF Speaker by some NSCN-IM cadres.

In a joint statement signed by Eastern Naga People’s Organisation (ENPO) ‘president’ P.Pongom, ENSF ‘president’ Likhumse Sangtam, Eastern Naga Women Organisation (ENWO) ‘president’ Menlei said the three organizations along with six tribal hohos and ENSF federating units had in a meeting held on May 4 resolved that NSCN-IM ‘CFMG additional secretary’ Joseph Lotha and his accomplices must be produced before the law enforcing agency in connection with the assault on former ENSF ‘speaker’ Throngso Yimchunger and for using “abusive words” against Eastern Naga leaders and frontal organizations.

The Sangai Express reports that the United Committee Manipur (UCM) and All Manipur United Clubs’ Organisation (AMUCO) have decided to jointly observe the June 18 anniversary at Kekrupat in Imphal West District from 2013. 18 protesters were killed while several others sustained injuries while protesting the Bangkok declaration of the Government of India and NSCN-IM granting ceasefire without territorial limits on June 18, 2001. The UCM had since then observed the day separately as ‘The Great June Uprising’ while the same day had been observed as ‘Unity Day’ by the AMUCO.

SFs also arrested one of Haokip associate, Pradip Das (30), from Amrajan near Sukanjan under Bokajan Police Station of Karbi Anglong on May 11.“We have reports that Haokip attended the Dimapur meeting [with NSCN-IM] and was entrusted with the task of floating a new Kuki rebel outfit. Pradip is reportedly a close associate of Haokip and is assisting him in the mission,” the Police Source said. According to the source, work on floating the Kuki group was in the preliminary stage and the youths had only been provided some weapons to start the groundwork. The Times of India reports that the Naga People's Movement for Human Rights (NPMHR), while seeking Prime Minister Manmohan Singh's intervention in expediting the 'Indo-Naga' peace talks, also demanded the release of all Naga "political prisoners". In a memorandum submitted to Singh on May 13, the NPMHR said the 'Indo-Naga' ceasefire and peace talks have been in process since 1997. The Naga people have been waiting patiently for a solution that will end the cycle of violence and bloodshed that took place before the start of the peace talks, the memo said. "However, almost 16 years since the ceasefire, no end or honorable solution is in sight," the memo added. The memo said the "Indian state forces" and their various agencies were functioning with total impunity, which is against the spirit of the ceasefire in which Indian representatives and Naga leaders are collectively working towards an honorable solution for all concerned. The NPMHR added that the National Investigation Agency (NIA) had on September 27, 2010, "illegally" arrested Ningkhan Anthony Shimray, head of "foreign affairs" of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) from the Kathmandu international airport on the allegation that he was to procure arms to wage war against India. Shimray was on his way to New Delhi on the invitation of the NSCN-IM leadership to participate in the 'Indo-Naga' peace talks, which was scheduled to be held on September 29, 2010 in New Delhi, the memo said. "We urge you and your office to expedite the peace process. Further, we urge that political prisoners like Ningkhan Anthony Shimray be released immediately in the greater interest of peace and respect for rights and dignity," the memo said.

Kanglaonline reports that a National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadre was shot dead by suspected Zeliangrong United Front (ZUF) cadres on May 18 at around 2pm along Thongjaorok River bank at Lusai Chiru Village, some eight kilometres away from Bishnupur Police Station. The Police also recovered two empty cases of a 9mm pistol. From the identity card found from the youth, the deceased was identified as one Paosingdai Gonmei (29). Additionally, a press communiqué issued by information Secretary of the ZUF, A Dangmei said that Pousingdai Gonmei, Kapur (area administrator) of Zeilad Region of Duithanjang Khoupum in Tameglong District was ‘awarded capital punishment’ at Ngariyan village, Churachanpur District. It said that the deceased was arrested in 2011 for leading the NSCN-IM cadres in the first gun battle at Khoupum in 2010. After stern warning, he was released as he was a Zeliangrong. The ZUF went on to say that he was also among the cadres involved in the ambush at Soubunglong (Leishok) village in 2011. It also alleged that the deceased was found collecting ‘tax’ in the Zeliangrong region.

Nagaland Post reports on May 18 that drawing attention to a proposed meeting purportedly called by advisor Nagaland village chief’s federation, T.L Angami and president Shalem Konyak on May 22, the High Level Commission (HLC) of the three Naga political groups – Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), NSCN-Khole-Kitovi (NSCN-KK) and Naga National Council/Federal Government of Nagaland (NNC/FGN) - has asserted their inability to participate in any such “out of the way” discussion, which “only creates more confusion and serves as a tool for adversaries to exploit human frailties.” In a joint press release, NSCN-KK Kilonser (minister) C. Singson, NNC/FGN Kedallo Zhopra Vero and NSCN-IM Kilonser Angnaikham urged the organizers of the proposed meet to desist from carrying on the said proposal before it led to any kind of development that could become detrimental to the well-being of the Naga society as a whole. They said “a dubious 50 points of draft proposal” was set to be discussed in that proposed meeting for some kind of a political settlement between the Nagas and the Government of India (GoI). Meanwhile, the HLC signatories also affirmed to commit their sincere support to the ongoing Reconciliation process led by the Forum for Naga Reconciliation and towards any unity and peace efforts.

The Sangai Express reports on May 24 that during a meeting with the ‘titular king’ of Manipur Leishemba Sanajaoba at Hebron in Dimapur District of Nagaland, Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) ‘general secretary’, Thuingaleng Muivah stated, “Nagas and Meiteis should decide for their own future and our future will be the outcome of this decision”. According to the source, Muivah said, “It would be a blunder to believe lndia will solve our Meitei/Naga problem. Meiteis and Nagas should understand each other, not blame anyone. He said that mistake lies with the Meiteis as well as the Nagas and the problem will remain unless there is mutual understanding between the two”. Muivah further said that “We (Nagas and Meiteis) must decide for our own destiny and our future will be the outcome of this decision”. Muivah further said that since Naga-lndia and Meitei-lndia problems are different, their solutions would also be different. Nagas will extend any possible help in solving the Meiteis’ problem if a solution to the Nagas’ problem is brought about. Leishemba Sanajaoba is also reported to have said that there are numerous misunderstanding among the Nagas and Meiteis. And it is high time the Nagas and Meiteis clear up these misunderstandings. Leishemba Sanajaoba and Thuingaleng Muivah met in the early part of May 2013 at Hebron, the NSCN-lM Peace Camp in Dimapur, informed a source. Although there was no concrete agreement or commitment during the meeting, it was regarded as the first positive step to clear misunderstanding and promote rapport between the Meiteis and Nagas.
