Nagaland Post reports that two militants, identified as K. Halem Raja Peyu and Temo Khiam, belonging to Federal Government of Nagaland (FGN) and National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), respectively, joined NSCN-K on June 1. NSCN-K, in a press release stated that the two ‘functionaries’ felt that the Naga sovereignty issue could only be brought about by NSCN under the “able and unquestionable leadership S.S.Khaplang”. The two functionaries further pledged to work for the Naga national cause till Nagas achieve full sovereignty under the leadership of S.S.Khaplang, added the release.

Meanwhile, a senior Police official on June 5 claimed that Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) was involved in the killing a farmer in Naginijan area along the disputed Assam-Nagaland border on June 3. “We have inputs, NSCN (IM) fired at him,” said SN Singh, Inspector General of Police (IGP, Law and Order), after taking stock of the current situation in the entire bordering area in Mariani. The rebels are now hiding in the jungles of Mokokchung District in Nagaland, he said. Police also denied existence of any rebel outfit called the Assam Tea Tribes’ Liberation Volunteers (ATTLV), which, according to the Nagaland Government, had started the trouble on June 3 by firing first at Naga farmers near the border behind the garden, adds The Telegraph.

Meanwhile, civil society organizations, including students and the business community, have taken a strong stand against the silence of NSCN-IM with regard to its demand seeking cooperation of the outfit to stop rampant illegal ‘taxation’ in Dimapur by various rebel outfits, reports The Times of India. The civil societies under the banner of Action Committee against Unabated Taxation (ACAUT) under the aegis of Naga Council Dimapur, on June 5, decided to call a bandh (shut down strike) on June 10 in protest against the rebel outfit's silence. In its memorandum to Ato Kilonser (prime minister) of NSCN-IM, the Naga civil society organizations and business community sought the cooperation of the outfit with regard to the public demand for only one ‘tax’ payable per rebel faction. It also sought abolishment of the multiple ‘taxes’ imposed on single items at New Field check gate, godowns and shops by rebel groups. It said that the yearly ‘tax’ payable to different rebel factions should not be increased arbitrarily under any circumstances and amount payable be kept same as 2012. Asserting that no individual can be ‘taxed’ twice in a year, the memorandum said a salaried person or businessmen once taxed cannot be imposed household tax or vice-versa. It said that only authorized personnel of Naga rebel groups should be allowed to collect ‘tax’ and asked Naga rebel outfits to bring out a "Tax brochure" to streamline taxation.

Action Committed against Unabated Taxation (ACAUT) held a meeting with Nationalist Socialist Council of Nagaland (NSCN-IM) leaders at Camp Hebron in Dimapur District on June 8 to deliberate on multiple ‘taxation’ imposed by various underground groups, which has crippled the commercial hub Dimapur, reports Nagaland Post. ACAUT informed that no clear–cut solution could be arrived at and that NSCN-IM asked for more time to study the matter. Meanwhile, with Nationalist Socialist Council of Nagaland- Isak-Muivah (NSCN-IM) refusing to return the weapons their cadres snatched from three cadres of Kuki national Organization/Kuki National Army (KNO/KNA), the latter has decided to block Imphal-Ukhrul road indefinitely with effect from 6pm on June 11 (today), reports The Sangai Express. KNO/KNA ‘information and publicity secretary’ Rex Kuki told The Sangai Express that the outfit has been compelled to block Imphal-Ukhrul road as NSCN-IM failed to return the confiscated weapons by June 9. Some NSCN-IM cadres who came in a Tata Winger van and a Bolero jeep overpowered three cadres of KNO/KNA at Mahadev Lamkhai along Imphal-Ukhrul road on June 8 and snatched a pistol. In addition, the three KNO/KNA cadres were physically assaulted by the NSCN-IM cadres, he said.

Security forces (SFs) on June 10 arrested two militants of the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and rescued a government official from the duo, during a joint operation near the Deputy Commissioner’s office in Khonsa in Tirap District, reports Times of India. The arrested militants were, identified as ‘Private’ Changwang Wangsu and ‘Private’ Nyuwang Chama. One Temen Yakyak, a Government official working in the urban development department, who was abducted by the duo on an unspecified date, was also rescued, the report said. The arrested rebels also had served an extortion notice to Julie Hamtok, wife of a former Zilla Parishad (local autonomous body at District level) member of Lazu (Tirap District).

Separately, close on the heels of the recent inconclusive meeting between NSCN-Isak Muivah (NSCN-IM) leadership and representatives of civil society organizations and business community, Action Committee Against Unabated Taxation (ACAUT) under the aegis of Naga Council, Dimapur (NCD) has urged the law enforcing agency to crack down on “illegal taxation” and also reveal high-profile names of people involved in “dealership/syndicate system” based on the arrest of some “agents” recently, reports Nagaland Post on June 11. ACAUT in a statement signed by secretary Solomon L. Awomi and co-convener L. Supong Ao further informed the public and the business community “not to pay any form of taxes” to any groups till the issue was resolved for the common interest of all. It may be recalled that ACAUT representing Dimapur civil societies and business community and NSCN-IM held a five-hour long marathon meeting on June 8 at Central Headquarter Church, Camp Hebron but failed to arrive at a conclusion with NSCN-IM asking for more time to deliberate on the issues. During the meeting ACAUT led civil society organizations put forth the grievances of the public on taxation, namely, multiple taxation system, dealership system and the points were also raised in the memorandum submitted to the collective leadership. In the interest of both the parties, ACAUT has decided to keep in abeyance the proposed bandh (shut down strike) of June 10 as NSCN-IM leaders expressed their inability to find solutions at such short period.

Separately, sources told Assam Tribune that in the recent clash in the Naginijan area of Jorhat District along Nagaland border, the involvement of militants belonging to the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) was confirmed. According to information gathered by the security agencies, a group of around 20 members of the militant group was camping in the area for some time and they first opened fire from Nagaland with shot guns, in which one farmer was killed. As the NSCN-IM is under cease-fire agreement with the Government of India, the matter was taken up with the Centre by the State Government and the militants later retreated back from that area.

Meanwhile, Security Forces (SFs) arrested six persons, including four cadres of NSCN-Isak-Muivah faction (NSCN-IM) and two civilians, for the abduction of a contractor, identified as Abdul Rehman (45), from different locations in and around the vicinity of Sovima village in Dimapur District. Rehman, who was abducted on June 9, managed to escape on June 11, after which he informed the Police. The six accused have been identified as - ‘sergeant’ Asing Jagoi (27), ‘sergeant major’ Ahei Konyak (32), ‘corporal’ Kevi Rupü (25) and ‘lieutenant’. Alha Mvun (38) the two civilians were identified as Pituo Zumvü (38), and Sombhu Monda (29). SFs recovered ten empty cases of AK Rifle ammunition, five empty cases of 9mm, and two empty cases of .32 and one empty case of .22 were recovered from the house where the victim was held hostage.

The Indian Express reports on June 16 that two weeks after more than a dozen civil society groups and trade bodies in Nagaland formed a joint platform and asked underground rebel outfits to stop collecting “tax” from the people, the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) has not only negated such a demand but has come out with a set of “rules” so that all pay for the “national cause”. The NSCN-IM has in fact issued a 17-point ‘Rules and guidelines for protection of the general public against illegal tax, 2013’ with the first point saying, “Every Naga and others residing in Nagalim shall pay tax to the Nation for the national cause.” The State Government however said it cannot let anybody impose illegal “taxes” on the people. “However it is for the Centre to do something because the NSCN (IM) is talking directly to the Centre,” state Home Minister G Kaito said in Kohima.
