Security Forces (SFs) have zeroed in on Rowta reserve forest in Udalguri District following reports that cadres of the anti-talks faction of the National Democratic Front of Bodoland (NDFB) have set up temporary camps in the area. "The NDFB cadres carry out strikes and vanish into the reserve forest. It is difficult to catch them because of the inaccessible areas where they take shelter," a Police official said. The Udalguri Superintendent of Police, A.K. Tiwari, said that SFs have specific information that the NDFB cadres are holed up in the reserve forest. He further added that a large number SFs including the Army, Central Reserve Police Force and Assam Police personnel have been deployed in the forest and are carrying out a house-to-house search operation for the past couple of days.

The new Hynniewtrep Liberation Front (HLF) outfit, backed by the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), has been neutralised at the nascent stage, a senior Police officer said, according to Shillong Times. "We have netted five key members of the new group, including its commander-in-chief and chairman. I think we have picked up almost all of them," Shillong city Superintendent of Police (SP) Claudia Lyngwa said. She said there was "hard evidence" that the new outfit had close links with the NSCN-IM. The HLF ‘commander-in-chief’ Shembhalang Dkhar, ‘chairman’ Roykupar Marbaniang and three others were arrested in a series of operations in January, nipping the nascent outfit in the bud, the SP said. According to Police, NSCN-IM had floated the group primarily to extort money in the State. "Void of any objective, the activists didn't even know what they were up to. They were unarmed and were told by NSCN that they would be taken to Nagaland for training soon," Police officials who interrogated them said, adding that the leadership was caught before they could mobilise youths to join them. After completion of the investigation, the State Government would send a report to the Centre informing about the NSCN-IM's activities in the State, Police said.

Army has launched an extensive drive to locate the hideouts of criminals who masquerade as militants and indulge in extortion and abduction in Hailakandi District. During the past 10 days, a Khasi landowner was abducted and threat letters were dispatched to a large number of rich farmers, shopkeepers and schoolteachers. The activity of the armed criminals have recently gathered momentum in the District with at least three groups — the United Democratic Liberation Front-Barak (UDLF-B), Atabur Bahini and United Democratic Liberation Army (UDLA) engaged in the anti-social activities. These militant groups continue their extortion and abduction drives even after the surrender of one militant gang led by Pauchau Ram Reang two years back and capture of Dhanyaram Reang, a self-styled leader of the UDLA, in July 2009 at Hailakandi’s border with Mizoram. The present groups operating in the south Hailakandi areas comprise young Reangs and a section of Bengali Muslims. The official sources in Hailakandi admit that a sense of apprehension prevails among the people in Hailakandi area despite the presence of the Army, which was deployed recently.

Troop claimed of having established a link between the National Democratic Front of Bodoland (NDFB) and the Manipur-based People’s Liberation Army (PLA) with the arrest of three PLA militants, including self-styled captain R.K. Tumba alias Benjamin, from a rented house at Chandmari in Guwahati in the night of July 15. A Central Reserve Police Force (CRPF) official involved in the operation said documents indicating links between the two outfits had been recovered from the arrested militants. The official said all police stations in lower Assam, where the NDFB had a presence, had been alerted to the possibility of strikes. He said notwithstanding the alerts, the militants had an advantage over security forces as they could decide the time and place of the strikes. “Impeccable intelligence, and not just the number of security personnel at our command, is the only guard against such attacks. In this cat-and-mouse game, you win some but you also lose some,” he added.

At least five Central Reserve Police Force (CRPF) troopers were killed and 33 others injured, when the United Liberation Front of Asom (ULFA) triggered an Improvised Explosive Device (IED) blast by damaging a bus at Bhalukdubi under Goalpara District on July 30, reports Telegraph. Anu Buragohain, who introduced himself as the ‘spokesperson’ of ULFA, called up a local television channel claiming that the blast was carried out by the outfit. He said though ULFA had ‘remained quiet’ for some time, Security Forces continued to target its cadres and that is why it had retaliated. He warned of more such strikes. Intelligence sources, however, did not rule out the possibility of the anti-talks faction of the National Democratic Front of Bodoland (NDFB) militants executing the blast at the behest of ULFA. “The precision of the execution certainly points to such a possibility,” a source said. Goalpara Superintendent of Police Louis Aind said the IED was powerful. “We have collected a 30-metre wire, splinter, residue of explosives and other substances and these are being examined by explosives expert to ascertain the nature of explosive used in the IED,” he said. SFs have launched an operation against ULFA in the entire forest area, Aind added.
