On January 13, two militants belonging to the National Socialist Council of Nagaland-Khaplang (NSCN-K) and United Liberation Front of Asom (ULFA) respectively surrendered before the 29 Assam Rifles at Jairampur in Arunachal Pradesh. On 10 February, at least nine militants of the Meghalaya based Hynniewtrep National Liberation Council (HNLC), including its senior leader Herman Pakyntein, surrendered with arms and ammunitions at Panisagar in the North Tripura district. They deposited a rifle and two shot guns. They also escaped from their hideout in Bangladesh. Shillong Times quoting police sources reported that the present cadre strength of the HNLC is estimated to be around 60 to 70, following the surrender.

Two Hynniewtrep National Liberation Council (HNLC) cadres, Lord Canning Thongni and Everywell Leroy, who surrendered in Shillong on February 20, confessed that they used to hand over the extortion money to a Bangladeshi national, Abdus Salam, according to Shillong Times. Police suspect that the top HNLC leaders are using Bangladeshi nationals as couriers to bring extortion money, since they had lost faith in the lower rung cadres. Superintendent of Police of the East Khasi Hills district, A. R. Mawthoh, said that around 130 militants had so far surrendered in East Khasi Hills. "More and more cadres are leaving the outfit as the extorted money has been pocketed by the top leaders," Mawthoh added.

They were identified as self-styled 'second lieutenant' John Lithungo, 'sergeant major' Jackov Lovingson, 'sergeant' Dickson, 'sergeant' Ashin, 'sergeant' Manush, 'corporal' Shetoy and 'captain' David Tpung. They deposited one AK-56 assault rifle, one AK-47 assault rifle, four M-21 rifles, one sniper and one 7.62 rifle, eight Chinese-hand grenades, 1,306 rounds of assorted ammunition and eight magazines. The report added that altogether 10 cadres deserted the camp on February 12, and on their way to India they had an encounter with 17 militants sent from the Paithal camp to chase them. Following the encounter, three of them were dragged back to the NSCN-IM camp while the rest seven managed to escape.

Bhaskar Bora, a ‘sergeant’ of the ULFA from Tinsukia district, said, "The revolutionary ideals of the ULFA, which drew me to the outfit, are as good as non-existent now. There is an all-pervasive depression and gloom among the cadres due to the complete absence of internal democracy in the outfit’s functioning. The ULFA is running out of time to reform it and restore internal democracy." The Inspector General of Police (Special Branch), Khagen Sharma, said that 13,269 militants, including 8718 of the ULFA, had surrendered since 1991.

While one of the surrendered militants was a ‘sergeant major’ another was a 17-year-old cadre who had joined the outfit while he was studying in Class X standard in Goalpara High School in western Assam. They deposited one Chinese made pistol with two magazines and 20 rounds of live ammunition, few grenades, four explosive fitted with programmable timer devices at the time of surrender.
