According to Tripurainfo, two ‘lieutenants’ of All Tripura Tiger Force (ATTF) ‘supremo’ Ranjit Debbarma surrendered before Security Forces (SFs) along with their wives at Khowai in West District on January 8. The surrendered cadres were identified as Raj Kumar Debbarma (38) alias Anthony, a self-styled ‘major’ and ‘chief’ of the outfit’s political wing Tripura Peoples Democratic Front (TPDF) and Biswajit Debbarma (36) alias Bukhrai. During surrender, they deposited one desktop computer with accessories, several incriminating documents of the banned group and other household goods. Police sources said that surrendered Raj Kumar as ‘Chief’ of the political wing was also the editor of ATTF’s monthly magazine, ‘Choba’, in Kokborok language.

Karbi Longri North Cachar Hills Liberation Front (KLNLF) surrenders in a formal surrender ceremony at Diphu, the headquarters of Karbi Anglong District, on February 11 (today), reports Telegraph. The issue of a separate Karbi homeland (Hemprak Kanthim) under Article 3 of the Constitution will form the main issue during talks with the Government. Preparations for the mass surrender began on February 7 with 403 KLNLF cadres walking into the designated camp set up at Diphu Polytechnic. Another batch of nine militants, including the outfit’s ‘publicity secretary’ Rejek Dera, reached the camp on February 8. “We are now hoping for a fruitful political dialogue on the Hemprak Kanthim (homeland) issue. Both New Delhi and Dispur promised to seriously consider the demand of the Karbis and it was only because of the assurance that we agreed to come forward for a negotiated settlement. If the political machinery and government system sincerely fulfill our peoples’ demands, there will be peace, development and prosperity for all,” Rejek Dera said over phone. The KLNLF had declared unilateral ceasefire in January 2009 and then extended it periodically.

PTI reports that Karbi Longri North Cachar Hills Liberation Front (KLNLF) laid down arms at a public function at the Kasa stadium in Diphu of Karbi Anglong District on February 11. Acting ‘chairman’ of the group Hage Khaathar led his top leaders including ‘commander-in-chief’ Songja Timong and ‘general secretary’ Thong Teron and 416 cadres for the decommissioning programme. Khaathar said, “We have realised our problems cannot be solved through an arms revolution but only through peace talks,” at the surrender ceremony. The Assam Chief Minister Tarun Gogoi and Union Joint Secretary of Home Department in-charge of Northeast Arvind Verma were also present at the programme. Gogoi said, “My government will help in speeding up the peace process. The rehabilitation package per decommissioned cadre will be increased to [INR] 2 lakh from [INR] 1.5 lakh. I will also give a development package of [INR] 50 crore for the district.” Verma said tripartite talks among the Centre, the Assam Government and the KLNLF would be held soon. Sentinel added that the KLNLF militants deposited 43 AK rifles, 11 7.62 SLRs, 1 RPG, 1 machine gun, 8 US carbine/sten guns, 32 pistols/revolvers, 1 LMG, 1 shot gun, eight SBBLs, 129 electronic detonators, 22 grenades, two DEBBLs, 29 SBBLs, 9471 rounds of assorted ammunition, 25 kilogram of Trinitrotoluene (TNT), two Improvised Explosive Devices (IEDs), 500 grams of Research and Development Explosives (RDX), 218 assorted magazines, 14 radio sets, etc.

They were identified as Sunil Singh alias Kiyamlakpa and Herojeet Singh alias Silongba. Kiyamlakpa joined ‘293rd battalion’ of the UNLF on October 27, 2007 and got training at Tuambual camp for 60 days. Silongba joined the People's Liberation Army (PLA) in 2005 before he defected to the UNLF on April 14, 2009. He was trained at Mintha camp for 45 days.

Telegraph reports that they were identified as Khemijay Debbarma and Samprai Debbarma. They revealed in detail picture of the privation and hardship in outfit’s camps in Sylhet and Habiganj Districts and Chittagong Hill Tracts in Bangladesh. The duo also revealed that ATTF had taken a major initiative to raise a force of women cadres to launch a fresh offensive against civilians and Security Forces (SFs). They said that altogether 187 women cadres of the outfit are being trained in Tarabon, Kalu Adam, Pancherri and Bandarban areas in Bangladesh’s Chittagong Hill Tracts over the past two months. But those camps would be shifted to the nearby Arakan areas of Myanmar in case the Bangladesh Government launched counter-insurgency operation. Source said, “The duo told us that 96 of the women cadres have finished training and are currently training others. They are being trained in the use of arms, tactics of guerrilla warfare and even the technique of making bombs.” The sources, however, expressed concern over the revelation that officers of the Bangladesh Rifles (BDR) attend and supervise the final phase of training in the use of heavy arms to guide the instructors. ATTF ‘chief’ Ranjit Debbarma had visited the training camps of women cadres and in a speech told them that their job would be not only to fight SFs but lay “honey-traps” for leaders of the rival National Liberation Front of Tripura (NLFT). Sources also said that Ranjit Debbarma is trying to strike a deal with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to buy arms.

The 10 National Liberation Front of Tripura (NLFT) militants escaped from their camps in different places of Bangladesh and crossed over to India and surrendered before the Border Security Force (BSF) and Assam Rifles troopers in different places of Tripura on June 24, a Police spokesman said, according to Sentinel. “The tribal guerrillas during interrogation told the police and para-military troopers that they fled from their base camps in Bangladesh few days back following raids by Bangladesh security forces,” the spokesman said, adding that the militants have been facing fund crisis. The report adds that with this, since June 21, 16 Bangladeshi trained NLFT cadres have laid down their arms. “During interrogation of the militants, we received vital information about militants from Northeast India taking shelter in the Bangladeshi territory,” the Police official told reporters. The militants were led by self-styled ‘Captain’ Jagadish Debbarma alias Jester. The ATTF militants, AR claimed, had fled from their Satcherri camp in Bangladesh recently. They crossed over the India-Bangladesh border and reached Daigyabari area in West District. From there they contacted the Border Security Force (BSF) and Police. The border guards then contacted the AR for surrender. This was the biggest surrender of the Tripura militants in recent time.
