The Telegraph reports that a total 676 militants belonging to seven militant formations surrendered along with 202 small and big arms at a function held at the indoor stadium inside the Sarusajai Sports Complex, in the presence of Union Home Minister P. Chidambaram and Chief Minister Tarun Gogoi on January 24. The militant outfits that surrendered were Adivasi People’s Army (APA), All Adivasi National Liberation Army (AANLA), Santhal Tiger Force (STF), United Kukigam Defence Army (UKDA), Kuki Revolutionary Army (KRA), Kuki Liberation Army (KLA) and Hmar Peoples’ Convention (HPC). Meanwhile, the Birsa Commando Force (BCF) and the Adivasi Cobra Military of Assam (ACMA) only submitted their charter of demands to Chief Minister Tarun Gogoi and Union Home Minister P.Chidambaram. P.Chidambaram on the occasion said, “Not often do we see so many groups return to the path of peace, development and brotherhood and join the process of reconciliation. This development means that the other groups will follow suit. I want to assure you all that both the governments of Assam and India will treat you with honour and dignity. I ask you to join us in building a new India, a new Assam. You will feel proud when you look back to this day.” Further, Chief Minister Tarun Gogoi appealed to other militant and said, “I am once again appealing to Paresh Barua and others to come forward for talks. The Centre, the Prime Minister, the home minister and the UPA chairperson are keen to solve the problems of Assam.” According to, Farewell to Arms, Welcome to the mainstream, a booklet distributed during the ceremony, the APA has around 70 cadres, AANLA 90, STF 134, BCF 557, ACMA 453, KLA 83, HPC (D) 50, UKDA 120 and KRA 138. ACMA and BCF had signed suspension of operations (SoOs) in 2001 and 2004 respectively. However, 1855 militants surrendered during the ceremony, reports The Hindu.

Jaintia Hills Police arrested former HNLC ‘chief’ Julius Dorphang and seven of his associates, all surrendered HNLC cadres, at Khliehriat in Jaintia hills District on February 23, reports The Shillong Times. The arrested seven former cadres include Iitjanai Sunn, Meborn Rapthap, Hermon Pakyntein, Richard Mawthoh, Armstrong Batiar, James Lyngwah and Roning Dohling. The arrests were made on the basis of a complaint lodged by Testlang Rymbai, a local coal merchant of Wapungskur on February 16, wherein he had alleged that the former HNLC ‘chief’ along with some of his accomplices had trespassed into Rymbai’s coal mine at Madan Briwar and assaulted his drivers and also demanded INR 500, 000 from him. Three cadres of Hynniewtrep National Liberation Council (HNLC) surrendered at Dawki Police Station. The surrendered cadres were identified as, ‘sergeant’ Wankerlang Kharnaior alias Balam alias Mawsynram, Thakur Pohlong alias Lurshai and ‘lance corporal’ Thimos Jana alias Khlur. The trio joined the outfit in 2002 and completed their training in 2003. The surrendered cadres informed that they have left the training camp at Chittagong hill track in Bangladesh after serving the outfit for more than 10 years in the training camp. Kharnaior was one of the ‘instructors’ in the camp. After crossing Bangladesh border, the three were first arrested by the Border Security Force (BSF) and later handed over to the Police. Kharnaior informed that they decided to leave the training camp with a motive to surrender before the Police but before reaching any Police Station they were arrested by the BSF guarding the international border.

The surrendered cadres brought 42 high quality automatic weapons, which include nine weapons looted during their raid on India Reserve Battalion (IRB) Post at Chekra Cham in South Assam on November 13, 2009. Speaking at the occasion, Chief Minister O Ibobi said prolonged armed movement in Manipur could not achieve anything for the people of the State except bring disorder and chaos in the society. Maintaining that there is no place for violence in a democratic country, the Chief Minister observed that violence does not solve any problem but creates more problems. For bringing peace and normalcy, Government’s door is always kept open for negotiation and talk with all concerned, he reiterated. A ‘corporal’ of Hynniewtrep National Liberation Council (HNLC) outfit, identified as Jingkyrmen Wanniang, surrendered before the Border Security Force (BSF) on September 18. While depositing a pistol along with four rounds of ammunition, the ultra revealed that the outfit currently has 10 AK 47 machine guns at its disposal. The HNLC still has around 50 cadres, he said adding that the outfit has four camps in Bangladesh. He also informed that a couple of his colleagues wanted to join the mainstream as well. Wanniang had joined the outfit in December 2002 and entered Bangladesh through Mawsynram. He was closely associated with senior HNLC cadre Hep Koit, the ‘area commander’ of Dawki and was involved in several extortion cases. He further revealed that with an aim to expand its network and revamp its activities, the HNLC recently recruited 30 new cadres. His revelation comes at a time when the HNLC is trying to resurface by making claims of regrouping its cadres.

The 114 militants who surrendered included 16 People’s United Liberation Front (PULF) cadres, 18 United National Liberation Front (UNLF) cadres, 17 Kanglei Yawol Kanna Lup (KYKL) cadres, 18 People’s Revolutionary Party of Kangleipak (PREPAK) cadres, 12 Kuki National Liberation Front (KNLF) cadres, nine Kangleipak Communist Party (KCP) cadres, 11 People’s Liberation Army (PLA) cadres, one United People's Revolutionary Front (UPRF) cadre, two Kuki National Liberation Army (KNLA) cadres, six United Peoples Party of Kangleipak (UPPK) cadres and four United Naga People's Council (UNPC) cadres. The names and other details of the surrendered cadres were however not divulged. The cadres including some women laid down various weapons including AK-47 and HK rifles, lethod guns, carbines, pistols and revolvers. The Shillong Times reports that that a covert operation undertaken by Tura Police commandos who crossed over to the South West Garo Hills District resulted in a major gun fight at Salmanpara village in which one Garo National Liberation Army (GNLA) militant, identified as Liluti Sangma, was shot dead while a second one surrendered on October 6. The third militant escaped from the site. The well planned operation began during the morning hours when a hardcore GNLA sympathizer, Sabithson Sangma was arrested by Policemen in plain clothes when the former had come to Tura to purchase a mobile phone for a senior militant of the outfit. Police recovered one AK 47 rifle, 40 rounds of ammunition, 5 detonators and GNLA documents from the site of the encounter.
