A Babbar Khalsa International (BKI) terrorist who was involved in an assassination attempt on a senior police official in Punjab and wanted by the Federal Bureau of Investigation (FBI) for various crimes in the US was arrested by the Delhi Police on January 3. Prem Pal Singh had stayed in the US, UK, Germany and Thailand for over 16 years using fake passports, said Deputy Commissioner of Police, Deependra Pathak. He was reportedly arrested at a passport office in Delhi when he was approaching agents to procure a US visa on its forged passport. A resident of Bassi Pathana in Fatehgarh Sahib, Prem Pal worked as a Government employee before joining the Punjab terrorist outfit, Babbar Khalsa International, in 1985. In July 1985, he and his associates attempted to assassinate Punjab Police Additional Directorate of General (Vigilance), A P Pandey, in Ludhiana.

A native of Shorra in the Kashmir Valley, Manzoor has reportedly been involved in terrorist activities since 1993. His arrest came close on the heels of the arrest of a Pakistani spy who had been arrested from the Connaught Place area on the same day. Mohammed Ahsan Untoo and Gulam Nabi Najar were arrested earlier on the suspicion of passing on military secrets. According to DP sources, Untoo, who was associated with the International Forum for Justice and Human Rights Forum in Jammu and Kashmir and Najar, general secretary of the People’s League Party, have confessed to their involvement in espionage activities. Three terrorists belonging to the Lashkar-e-Toiba (LeT) were shot dead in an encounter with the Special Cell of the Delhi police at Kakrola Mor in South-West Delhi on March 5 evening. A huge quantity of ammunition, including three AK-56 assault rifles, hand-grenades, live cartridges, satellite phones and some documents were recovered from their hideout. According to the police, the terrorists were allegedly planning to target the Indian Military Academy in Dehra Dun. The encounter was a sequel to the arrest of Hamid and Sariq, residents of Seelampur in North-East Delhi at Mubarak Chowk on G.T. Karnal Road. The police recovered 10.5 kg of RDX from the jeep in which they were travelling. They also confessed that about half-a-dozen other militants were living in a house at Bharat Vihar in South-West Delhi. As the police laid siege to the house, a heavy exchange of fire followed for about an hour, and three terrorists were killed. The police suspect that at least two terrorists could have escaped and have launched a hunt for them.

According to Daily Excelsior, a front ranking Lashkar-e-Toiba (LeT) terrorist, Nazir Ahmed Khan alias Muslim Inqilabi, was arrested on March 21 from a village near Kaliachak in the Malda district of West Bengal by the joint squad of the West Bengal and Jammu and Kashmir (J&K) Police. Two persons were also arrested for giving shelter to Nazir Ahmed. Police said he had been charged with killing 18 people, including a Major of the Army in J&K. The accused, Ijju Ibrahim Sheikh, absconding for over a decade, was on April 28 arrested from a hotel in Andheri, Mumbai. A police team from Valsad arrested Sheikh for his role in transporting RDX, which landed off Porbandar's coast in Gujarat and was shifted to Mumbai via trucks. Police arrested a person, identified as Ramaswamy, and seized a huge quantity of explosive material from him at Perkit Chowrasta in the Nizamabad district on October 9, according to The Hindu. Deputy Inspector General of Police, Anjini Kumar, said that the seizure consisted of 5,200 electrical detonators, 1950 standards ordinary detonators, 220 gelatine sticks, 10 fuse-wire bundles and 125 pieces of slurry (liquid blasting material). On interrogation, Ramaswamy revealed that he had purchased the explosive material from one Vanga Ravinder Reddy of Kaluva village in the Adilabad district.

On October 17, the Haryana Police is reported to have arrested a Babbar Khalsa terrorist, identified as Gurdip Singh, who assisted in the escape of the main accused in the Beant Singh assassination case, Jagtar Singh Hawara, and three of his accomplices from the Burail jail in January 2004. A police spokesperson said 34-year old Gurdip Singh, a resident of Fatehgarh district in Punjab, was arrested from Sujra village of Kurukshetra district where he was living for the past three months on a fictitious identity. Police also seized a Chinese-make pistol and 14 live cartridges from his possession. The spokesperson added that Gurdeep Singh used to collect funds for terrorist activities of Hawara and also used to receive and hide arms and ammunition for the Babbar Khalsa group.

At least 70 persons were killed and 155 others were injured in three powerful serial bomb explosions in the national capital Delhi on October 29-evening. While two bombs exploded at busy marketplaces, one exploded inside a Delhi Transport Corporation bus. No terrorist outfit has claimed responsibility for these explosions thus far. The first explosion occurred around 5.25 p.m. (IST) at Chheh Tuti Chowk in Paharganj, central Delhi, the bus blast at 5.40 p.m. at Govindpuri in South Delhi and the third at 5.45 p.m. at the Sarojini Nagar market in South-West Delhi. An explosive device was defused outside the State Bank of Bikaner in the Chandni Chowk area. At Sarojini Nagar, police suspect that the bombwas planted inside a van parked near the shops. Approximately 40 persons died in the blast here. The bomb at Paharganj is suspected to have been planted in a motorcycle or a rickshaw parked near a jewellery shop. According to police sources, at least 25 persons were killed and over 45 injured in this blast. The explosion in the bus near the Kalkaji Depot injured six persons, including the driver and the conductor. Unconfirmed reports said two persons from Kashmir were detained at the New Delhi railway station.

According to Joint Commissioner of Police (Special Cell), Karnal Singh, a police team had been following the movements of the Ayodhya attack suspects for the past four months and a team stationed in Kolkata, capital of West Bengal, received information on November 10 that one of the suspects would go to Delhi on board the Poorva Express. During his interrogation, he purportedly identified himself as Abdul Baqi, resident of a village near the India-Bangladesh border in West Bengal. He allegedly disclosed that he had been working as a conduit for the JeM for the past three years. His job was to help terrorists cross over to India. On several occasions he ferried them up to Delhi, and also took them back to Bangladesh. This time he had been directed to ferry two persons staying in an Old Delhi guesthouse to Bangladesh.

Tariq Ahmed Dar, who was working as a sales representative with the pharmaceutical firm Johnson and Johnson, had allegedly hatched the plot along with two LeT cadres, Abu Al Qama and Abu Huzefa, DP Commissioner K. K. Paul informed at a press conference in Delhi. Huzefa was a Pakistani and a LeT commander in Kashmir Valley. Just days before the blasts, Rupees 4.86 lakh had been deposited to Tariq’s bank account in Srinagar from a Middle-East country. The money was meant for financing the blasts in which RDX, though not in its pure form, was used, Paul said. Dar had been arrested by DP from Srinagar on November 10 and was brought to Delhi the next day where a local court remanded him to 14 days police custody, Paul informed. He also said that at least four persons were involved in the blasts, which killed at least 62 people and injured more than 200 others. While two of the conspirators and executers are from Jammu and Kashmir, the others were "foreign nationals," Paul said without identifying their nationality. The Commissioner said that though Dar himself was "probably" not in Delhi at the time of the blasts, he was the "financer, coordinator, spokesperson and front-man" of the LeT.

Ghulam Ahmed Khan and Rafiq were arrested in Jammu and Kashmir by a Delhi Police team on the basis of information provided by Tariq Ahmed Dar who was arrested on November 10. Khan, who was detained in Srinagar, was produced before a local court which remanded him to police custody till December 7. Khan and Rafiq are believed to have been instrumental in arranging of funds for carrying out the blasts.

A Hizb-ul-Mujahideen (HM) cadre, identified as Sabir Ahmed, was arrested on December 26 from the Ajmer district in Rajasthan and three AK-47 rifles along with a huge cache of ammunition were recovered from his possession, according to Press Trust of India. Ahmed was arrested while he was en route to Hyderabad from Kashmir via Ajmer driving a truck with a J-K registration number, Director General of Police A. S. Gill said. Three AK-47 rifles, 15 detonators and 299 cartridges were recovered from his possession.
