The Delhi Police on January 4 claimed to have foiled an attempt to kill Baba Pyara Singh Paniharewala, a Ropar-based religious leader, with the arrest of four alleged Babbar Khalsa International (BKI) terrorists, according to The Hindu. On the hit list of the terrorists were four other prominent personalities of Punjab, the police said. Four pistols and 124 live cartridges were allegedly seized from their possession. Addressing a press conference in Delhi, the Joint Commissioner (Special Cell) of Police, Karnal Singh, said the terrorists - Baljeet Singh, Bikkar Singh, Kulwinderjeet Singh and Tirlochan Singh - had carried out a dry run and were planning to assassinate the religious leader on January 5. “The four monitored the security arrangements for the religious leader and planned to smuggle in weapons in a milk container,” said Karnal Singh, who, citing security reasons, refused to disclose the other targets. The police reportedly arrested Baljeet and Bikkar at Patiala and Sangrur in Punjab over the weekend. Kulwinderjeet and Tirlochan were arrested in Ludhiana and Panchkula in Haryana two days later.

Police claimed to have arrested a militant of the Hizb-ul-Mujahideen (HM) group from Kumili in the Idukki district. Altaf Ahammed, a 29-year old native of Jammu and Kashmir, was involved in various crimes against the government, Assistant Superintendent of Police Vikramjith Singh told UNI. Altaf was arrested on January 6 following information from the Jammu and Kashmir Police. He had reportedly applied for a passport in Idukki and the Kerala Police had sent his documents to their counterparts in Jammu and Kashmir for verification when his identity came to light, police said adding the accused got training from Pakistan.

The ‘Q’ Branch of the State Police on January 8 intercepted a consignment of explosives bound for Sri Lanka and took six persons into custody, who admitted that they were meant for use by the Liberation Tigers of Tamil Eelam (LTTE), reports The Hindu. Based on intelligence inputs of an attempt to smuggle large quantities of detonators, police personnel intercepted two persons moving in a suspicious manner near the railway station in Madurai. S. Sivakrishnan alias Nandan of Sri Lanka and S. Muthuramalingam of Kamuthi were found to be in possession of 5,000 detonators concealed in a travel bag. During interrogation, Sivakrishnan confessed he had delivered a consignment of explosives to the LTTE on January 3 through K. Murugapandi of Kamuthi and a couple of agents. The police arrested Murugapandi from a lodge in the city. He admitted to smuggling as instructed by an LTTE leader. Investigators said Murugapandi was paid INR 150000 through a hawala transaction. The money has been recovered. Special teams formed to arrest others involved in the smuggling arrested an auto rickshaw driver R. Raja, M. Poo Murugan of Kadaladi, S. Chandra and M. Senthilmurugan of Mudukulathur. Police are on the lookout for Raghu of Chennai, who allegedly supplied the explosives.

On January 10, a suspected Lashkar-e-Toiba (LeT) cadre, Abbas Khan alias Akhdas Khan alias Mohsin Alam, was arrested for his alleged involvement in a fake currency racket in Kolkata, by the detective department from a house at Chamru Singh Lane in East Kolkata’s Narkeldanga area, reports Times of India. He had earlier been convicted by a Gujarat court for the Godhra violence but was released on bail. He had jumped parole and remained untraceable. An unspecified amount of fake currency notes of INR 500 and INR 1,000 denomination were recovered from him. Khan was subsequently remanded in police custody till January 15.

The Tamil Nadu Police arrested on January 16-night Nathan alias Suruli alias Thambithurai Parameswaran, the Liberation Tigers of Tamil Eelam’s (LTTE) Tamil Nadu intelligence unit chief, from a hideout at Madipakkam, reports New Indian Express. The police also arrested seven other Sri Lankan nationals, who worked under him as helpers to collect information about anti-LTTE leaders like Varadaraja Perumal and Douglas Devananda, besides posing as traders to buy items like spare parts for two-wheelers and boats to be sent back to Sri Lanka. According to police sources, Suruli, a resident of Jaffna in Sri Lanka, embarked on a Tamil Nadu mission a year ago after his leader Sanjeevi Master ordered him to increase intelligence inputs from the State. Sanjeevi Master is next to Pottu Amman, LTTE’s intelligence wing chief, in hierarchy and is reportedly in charge of the Indian subcontinent. He, along with the others in Tamil Nadu, had made several ‘business’ trips to Puducherry (formerly Pondicherry) and Rameswaram to send a variety of goods and raw materials, including steel balls, to the LTTE. While staying in Chennai, he worked as a driver of a car (which has now been seized), which was allegedly bought with hawala money sent by the LTTE.

Tamil Nadu Police on January 20 arrested two more persons in connection with the smuggling of ball bearings, reportedly used by the Liberation Tigers of Tamil Eelam (LTTE) to make explosives, to Sri Lanka, reports New Indian Express. Following the trail of cell phone contacts of Nathan alias Suruli, arrested along with seven others at Madipakkam on January 17 in the same case, ‘Q’ Branch police on January 20 intercepted Selvaraj, working in a sweet stall in Mumbai for the last 25 years, and seized small packets of ball bearings he had bought as samples. "Selvaraj did not know about the arrest of Nathan and had come down to strike a deal with him for the sale of ball bearings. We picked him up here with the sample packets," ‘Q’ Branch Superintendent of Police Ashok Kumar said in Chennai, adding, Selvaraj was in regular contact with Nathan, who worked as the intelligence chief of the LTTE in Tamil Nadu. "We are scrutinising the cell phone contacts of Selvaraj. We have not got any other leads," he further said.

Three persons, including an Inter-Services Intelligence (ISI) agent from Pakistan, were arrested by the Madhya Pradesh Special Task Force (STF) from capital Bhopal for allegedly passing on sensitive information about the Indian Army, PTI reported. "Mohammed Imran Warsi, the ISI agent hailing from Karachi, was arrested in Bhopal yesterday with sensitive information regarding deployment, unit details and important phone numbers of the Indian Army," Inspector General of Police (STF), Sanjeev Singh, told reporters in Bhopal. On information gathered from him, police arrested two others — Iqbal and Akhtar—, who were acting as his local contacts and supplying him sensitive information, Singh said. The duo revealed that they had plans of bombing the Hubli airport. During the interrogation of Mohammad Ghouse and his associate Assadullah Abbubukar, the police learnt that Ghouse's father Mohammad Naseeruddin is a Lashkar-e-Toiba (LeT) operative and has received training in Pakistan. Intelligence Bureau sources said that Naseerruddin is a trained suicide bomber, who was trained at Muzafarabad in Pakistan occupied Kashmir. Assadullah reportedly met Ghouse at a religious meeting in Hubli in 2007, and was influenced by the latter to take up the jihadi cause. There were five persons on board, identified as Oomaiyan alias Christhu, Vellaiyan, the owner of the boat Chellaiah, Murugan and Arasu, who possessed photographs of model uniforms, which were supposed to be delivered to a group of tailors in Tamil Nadu. A sum of INR 3000 and 50 soaps were also seized. G. Venugopal, CSG Inspector who carried out the raid, told The Hindu that the group had ventured into the sea in the guise of fishermen. At least 80 persons were killed and over 150 others wounded when eight serial bomb blasts were triggered at Johari Bazaar, Hanuman temple, Hawa Mahal, Badi Chaupad, Tripolia Bazaar and Chandpole in Jaipur, capital city of Rajasthan, on May 13-evening, according to Times of India. The first blast took place at 7.20pm (IST) in the crowded Johari Bazaar and within 15 minutes seven more blasts occurred in adjoining areas in the walled city area - near the Hanuman Mandir, which was reportedly crowded with devotees, near Hawa Mahal, at Badi Chaupad, Tripolia Bazaar and Chandpole. "We have information that 80 people have died," Rajasthan Home Minister Gulab Chand Kataria was quoted by AFP as saying. Earlier, Chief Minister Vasundhara Raje told reporters that 60 people had died and 150 were injured. Meanwhile, Indian Express quoting unofficial sources has put the death toll at 85. Initial reports suggested that the terrorists used vehicles, including a car, cycle rickshaws and auto rickshaws to plant the bombs, which were detonated with remote-controlled devices, The Hindu reported. No one has so far claimed responsibility for the blasts. The Bangladesh-based Harkut-ul-Jehadi Islami (HuJI) is suspected to be behind the blasts, Home Ministry sources said, according to The Hindu. Meanwhile, eight persons have been detained for questioning in connection with the blasts. The eight included a man who was injured in the explosions and a rickshaw puller, police said on May 14. Preliminary examination of the blast site indicated the possibility of ammonium nitrate being planted in new cycles and filled with ball bearings and small iron pipes to act as splinters, sources said.

The duo had sent huge quantities of explosives to the LTTE through agents along the Rameswaram coast. Following information, police intercepted a Tata Sumo vehicle near Villapuram and took into custody P. Jayaraja alias Viji alias Vijayan of Mannar and T. Chinnavan alias Padmaraja of Jaffna. They were in possession of 44 walkie-talkie sets and INR 4.59 lakh in cash. K. Senthil of Madurai who provided logistic support to the two was also arrested sources in the intelligence agencies said. Preliminary enquiries revealed that Jayaraja and Chinnavan had entered the country as refugees in 1990 and stayed on in different parts of the State without renewing their registration. They often visited Sri Lanka, mostly LTTE-controlled areas, with the help of clandestine boat operators. Besides supplying about 20,000 detonators, they also provided Global Positioning System devices to Sea Tigers (the sea wing of the LTTE). Operating from Arappalayam in Madurai, their modus operandi was to transport explosives, explosive substances and gadgets through vans and hand them over to agents at Uchupuli. From there, the consignments would be ferried to LTTE camps. Sasi, one of the close associates of Jayaraja, was shot dead by the Sri Lankan Navy in 2007 when he was found venturing into the sea with a consignment, the sources said and added that five cans of resin were seized from Senthil’s house. “They were also smuggling tobacco and beedi bundles. We are trying to establish the source of explosives and supply network of this smuggling module of the LTTE. Special teams are also probing the source of money. It is not clear whether these suspects were involved in the supply of a large explosives consignment seized from a boat at Thangachimadam recently,” an unnamed senior Police official said.

Police sources said that both persons were intercepted by the police when they alighted from the Gaya-Mughalsarai Passenger train at around 12-30 pm (IST). While Ravikant, who was carrying 1,400 detonators in a bag, was arrested by the police, the other person managed to escape leaving behind a consignment of 1,000 detonators. The detonators were manufactured by AP Explosive Private Limited, Nalgonda in Andhra Pradesh and Haryana Explosive Private Limited. Interrogation revealed that the two persons were carriers who had been given the consignment by an unidentified person at Dehri in Rohtas district. Ravikant told the police that twice before in May he had delivered two separate consignments of 1,000 and 700 detonators in Mirzapur. Previously, on the night of June 12-13, 3100 electronic detonators were seized by the police on Platform No. 3 of Mughalsarai station. Two persons carrying the consignment managed to flee after dropping the bag. These detonators were also made in the Nalgonda explosive manufacturing factory. Police sources said that the seizures indicate the possibility of a strike planned by the left-wing extremists in the region. In both the cases, the detonators were being taken to Mirzapur which along with Chandauli and Sonebhadra districts bordering Jharkhand and Bihar has been the base of extremist activities in Uttar Pradesh.

Some documents and maps showing details of army installations in north Bengal were recovered from the arrested person identified as Abid Khan alias Samir Ahmed Sagar, who did not possess a passport. A Siliguri sub-divisional court later remanded him to 12 days' custody. Subsequent interrogation revealed that Abid is a resident of Keru village under Bhawan Langra post office in Pakistan's Punjab province. He had been to Suncheri in Nepal, from where he sneaked into India about a week ago via Kakarvitta in eastern Nepal's Jhapa district. During the past week, he visited several places in Jalpaiguri and Darjeeling, from where he probably obtained the documents, which had information on the Binnaguri cantonment and the Hasimara air base. Intelligence sources believe that Abid has already developed a network in the region to get regular information on the defence installations.

In connection with the seizures, the Police team arrested Kumargurubaran, a resident of Chennai, Ramesh, hailing from Ramanathapuram, and Manamohan from Pesalai in Sri Lanka, from near the Kattumanadi bus stop near Manalmelkudi. The motors were meant to be transported to Sri Lanka for the LTTE in a boat kept ready by Ramesh. "The gang had transported the motors from Chennai to Pudukkottai and was planning to take them by sea to Sri Lanka. We are yet to ascertain whose name the import consignment had been booked under and who collected it from the Chennai Port. There are more persons involved in the procurement of the motors and the investigation is on to find them," an unnamed senior Police official told Times of India. He added, "The smuggling for LTTE has been going on in Tamil Nadu. But, of late, we have been detecting more cases. However, LTTE is now more dependent on the supply from India as they are suffering huge losses from the war… They procure these things from all over India and smuggle it via villages along the east coast. The smuggling cases are more in Tamil Nadu because of its geographical proximity. Apart from the procurement for LTTE, there is commercial smuggling also happening between Sri Lanka and India. Sheikh Abdul Gafoor, employed in a shop in T. Nagar in Chennai, was arrested from a relative's house at Pettai in Tiruneveli and materials for making improvised explosive devices were seized from him, Times of India reported. "He has confessed to planning to blow up the Tirunelveli collectorate, and plant bombs on trains and in various parts of Chennai," a police officer said. All these were to be carried out on or before August 15. Police said the plot was allegedly hatched in Puzhal jail in Chennai and the kingpin was believed to be Pallavaram Ali Abdullah, a life convict. Abdullah was involved in eight cases, and had visited Pakistan in 1997 for training with the Lashkar-e-Toiba (LeT). Abdullah, who is in jail since 2003, is a former member of the Jihad Committee and the Islamic Defence Force, both fundamentalist groups active in the last decade. Gafoor, police said, was an expelled member of the Towheed Jamaat, a political organisation dedicated to propagating Islamic religious precepts.

They were identified as Noor Mohammed, Dugga Meva and Dinesh Sharma. "The Pahadi police got a tip-off that explosives had been stored in huge quantity for mining in Nagal village. A team conducted the raid at the place from where three persons were arrested," said Bharatpur Superintendent of Police (SP) Rohit Mahajan. During the raid, more than 1,298 tubes, in which explosives are stored, were seized. "Each tube contained around 125 grams of gelatin. So, the team recovered about 162 kg of explosive," the SP added. Besides, the police team recovered 109 bundles of fuel wires and many detonators. Dinesh Sharma, who use to carry out illegal mining work in the area, is allegedly the mastermind.

Police found four fake passports, including a Pakistani one, fake currency notes, some Pakistani currency, some contraband substances, and drugs in his possession. According to the Senior Superintendent of Police of Hardwar, V Muruguran, Mohammed Afzal Pradhan is a resident of Mumbai who had been working under another ISI agent Jatah alias Bilal, wanted by the police for running the fake currency racket. Four more suspected cadres of the Students Islamic Movement of India (SIMI) were arrested in connection with the July 26 Ahmedabad bomb blasts from Ahmedabad and Bhuj towns on September 4, reports The Hindu. An Ahmedabad police spokesman said that while Naved Kadri, Aiyyaz Sayed and Zaved Ahmed were arrested from Ahmedabad, Abbas Asmeja was arrested from Bhuj. The arrests took place following confessions made by the 10 main accused SIMI cadres. Police sources said that Aiyyaz was among those who had actually placed some of the bombs. Naved Kadri was present at the final planning meeting held in Juhapura. Zaved Ahmed had procured a gas cylinder from Kalupur area, which was used in the car bomb placed at the trauma centre in the civil hospital. Asmeja had secured a house, under a false name on behalf of the SIMI, under rehabilitation projects for the people hit by the 2001 Kutch earthquake. The house was sold recently to part-finance the blasts.

Times of India reports that two youths, identified as Mohammad Sohail and Azam, detained in Jodhpur on September 5 were arrested by the Special Investigation Team (SIT) on September 7 on charges of involvement in the May 13, 2008 Jaipur serial blasts case. During investigation, it was found that both had links with the banned Students Islamic Movement of India (SIMI) and the main accused of the Jaipur serial blasts, including Sajid, Karimudeen and Taukir. They had allegedly arranged hotel rooms for the meetings of Sajid and his accomplices. The SIT sources claimed, “Sajid and his associates like Taukir, Karimudeen and others had visited Jodhpur many times and generated funds from there. It was found that Sohail and Azam had also gathered Zakat (charity) for them”. With these two arrests, the total number of people arrested in connection with the Jaipur serial blasts has gone up to 14.

The arrested persons were identified as Ashok Kabira alias Umar Kabira who used to work as a sewage cleaner with the Ahmedabad Municipal Corporation (AMC) and Salim Sipahi who is considered to be an explosives expert. According crime branch officials, the arrests were made on the basis of information obtained from the 19 persons who have been arrested in the case. The crime branch accused Kabira of organising meetings of terror operatives at his Juhapura residence and participating in the serial blasts conspiracy. Deputy Commissioner of Police, Crime Branch, Abhay Chudasama said the second accused Salim Sipahi "has been with the radical groups since he was 15 years old. The police have booked the arrested terrorists under the Explosives Act, Arms Act, various sections of the Indian Penal Code and for criminal conspiracy. The recovered items from the arrested terrorists include 10 kilograms of gelatin or ammonium nitrate, 15 detonators, eight kilograms of ball bearings, four fully active electronic circuits, one sub-machine carbine, two .38 revolvers and 30 cartridges of 9 mm carbine and eight cartridges of .38 revolver.

Six other persons were also detained for questioning. Computers, two mobile handsets and material on jihad were recovered from Mohammed Ali and his son Javed. Based on information given by Javed, Naushad was arrested. Naushad led the cops to the house of Riyaz Bhatkal, against whom the Mumbai police have issued a nation-wide alert. Five grenades and improvised pipe bombs were seized along with 12 mobile handsets, SIM cards and jihadi material were recovered from the Subhash Nagar residence of Riyaz Bhatkal, who was away at the time of the raid. Naushad also led police to the house of Bhatkal’s accomplice Mudassar (24), where a laptop, a hard disk, INR 1.13 millions in cash, five mobile handsets, passports, CDs and jihadi material were recovered. Ahmed Bava was also picked up on Naushad’s information. Police sources said that the intelligence had zeroed in on IM presence in Mangalore after a month-long investigation.

Abdul Hakeem (22) from Azheekal in Guruvayur and Shameer (29) from Karukapadathu in Thrissur were arrested by a special investigation team on information that the duo attended a clandestine meeting of SIMI activists at Panayikulam on August 15, 2006. The police had taken 18 persons into custody. Five of them were arrested and the others released for lack of evidence. Shibili and Ansar, who were among those arrested from Panayikulam and later released on bail, were again arrested from Indore in Madhya Pradesh with firearms in their possession. They were produced before the Paravoor Judicial First Class Magistrate who remanded them to judicial custody till October 21.

On November 7, the Special Task Force (STF) of the Kolkata Police and the Military Intelligence Unit of the Indian Army’s Eastern Command arrested eight suspected militants belonging to Manipur, reports Indian Express. They included People's Revolutionary Party of Kangleipak's (PREPAK) 'lieutenant' K. Kanta Singh and member of the outfit’s finance department Achom Jagat Singh, and People's Liberation Army's (PLA) 'finance department member' M. Chittaranjan Singh. "Both the PREPAK members belong to its "Shanti" faction. They have recently rechristened their faction as the United People's Liberation of Kangleipak (UPLK) and Kanta Singh is one of its founder-members," STF sources said. Five other arrested cadres of the UPLK have been identified as Chirom Iboyaima Singh, L. C. Deben Singh, Soram Tomba Singh, Koijam Ibomcha Singh. According to police sources, the arrested militants were present at the auction of old vehicles of the Border Road Task Force (BRTF) deployed in Manipur, to extort bidders from Manipur. A cash amount of INR 1.5 million was also recovered from their possession. Additional Commissioner of Police Rajiv Kumar, who headed the STF, said, “A group of nearly 15 Manipuri militants had come to Kolkata in response to an open tender from the BRTF for auctioning old vehicles worth crores of rupees. The militants usually operate in two modules. The first actually participates in the bidding. The other waits on the sidelines for the bidding to finish and then extorts at least 20 per cent of the final bid amount from the bidders.” STF sources added that the militants were living mostly in Madhyamgram in North 24 Parganas near the Dum Dum Airport. Intelligence sources claimed that similar extortion modules existed in Shillong, where Assam Rifles auctions are held, New Delhi, where the Union Ministry of Home Affairs (MHA) deals relating to Manipur are finalised and Guwahati, the transit point to Manipur.

The seizure includes one 9 mm pistol, five improvised firearms and seven rounds of live cartridge. Though the Assistant Superintendent of Police ruled out the possibility of any terrorist group's involvement in the incident, other sources indicated the possible involvement of the Kamtapuri militant outfits, who have intensified their activity in the district after the October 30 serial bomb blasts in Assam. The outfits reportedly held meetings at Tapan and Kumarganj in the district recently.

Rahil Abdul Rehman Sheikh was a resident of Mumbai’s Grant Road area and was reportedly hiding in Pakistan after the serial blasts, which claimed 185 lives. He became one of the top Indian operatives of the Lashkar-e-Toiba (LeT), through the banned Students Islamic Movement of India (SIMI), which he joined in 1999. "When we receive a formal notification of Mr. Sheikh’s arrest from our counterparts in the United Kingdom," said a Central Bureau of Investigation official. The Tamil Nadu Police on December 28 arrested an alleged supplier of explosives to the Liberation Tigers of Tamil Eelam (LTTE), Amir Anthony Paranthaman of Vavuniya (Sri Lanka), near Tambaram bus stand in capital Chennai and seized 500 kilograms of ammonium nitrate, eight Global Positioning System devices, three satellite phones and two Global System for Mobile repeater sets from his possession, reports Express Buzz. During interrogation, Paranthaman admitted that LTTE militants had asked him to collect material sent from Switzerland and dispatch them to Sri Lanka on a boat from Rameswaram. He revealed that based on the instructions from the LTTE cadres, Kannan and Prakash, Paranthaman collected these materials from one Rome alias Johnson and Suganthan of Switzerland.

A 30-year-old Sri Lankan national was arrested in Chennai by Police on charges of attempting to smuggle communication equipments to the Liberation Tigers of Tamil Eelam (LTTE), according to PTI. The youth, identified as Dileepan, was arrested in the night of December 30 along with three satellite phones meant for the LTTE. Dileepan was a supporter of the LTTE and had come to the city to handover the satellite phones to a contact. According to Police, Dileepan had left Sri Lanka a few years back and was employed in a bakery in Switzerland from where he had come to India recently. Earlier, on December 27, one Antony was arrested in the city along with satellite phones, GPS equipment and ammonium nitrate in his possession.
