The three hawala (illegal money transfer) conduits, including Ghulam Mohammad Bhat, a close associate of All Party Hurriyat Conference-Geelani (APHC-G) chairman Syed Ali Shah Geelani, who were arrested on January 23 by Srinagar Police and Delhi Police's special cell from Srinagar along with INR 21 lakh made a revelation that this money was being sent to Jammu & Kashmir via Delhi by the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, for stone-pelters, to deliberately create unrest in the valley. The money is being routed to J&K from Pakistan through a Delhi-based hawala dealer, who is yet to be arrested. During interrogation in Delhi, the three hawala operatives disclosed that the money is delivered to several leaders in J&K to further give it to local politicians to stage violent protests and create law and order problems. Also, terrorist organizations are being delivered money through a Delhi-based hawala dealer. The accused also disclosed that money is being sent every two months through hawala. "As per their disclosure, approximately INR 20 lakh is sent every month, over one crore every year. This money is given to conduits here in Delhi by the Delhi-based dealer and then it goes to Jammu & Kashmir," said an unnamed official.

Indian security and intelligence agencies are probing into possible links between Pakistan-based militant outfits and Somali pirates, who are now operating much closer to Indian waters off the Lakshadweep Islands, Times of India reported on February 1. This comes even as the Indian Coast Guard (ICG) is on course to "triple'' its force-levels to around 200 ships and 100 aircraft by 2018 to effectively tackle piracy and the terror threat emanating from sea, among other operational tasks. Recently, intensive patrolling by Navy and Coast Guard under "Operation Island Watch'' led to the sinking of Prantalay, a hijacked Thai trawler being used as "a mother vessel'' by Somali pirates, after a hot chase off the Lakshadweep Islands on the night of January 28. The 15 pirates arrested in the operation were brought to Mumbai for further legal proceedings.

The National Investigating Agency (NIA) on February 16 filed the final charge sheet in a special court in Kochi against 24 accused, including a Pakistan national, in the "Kashmir terror recruitment” case, relating to enrolment of several youths from Kerala for anti-national activities, reports Daily Excelsior. The case against the accused, including Pakistani national Wali Abdul Rahiman, was that they had conspired with the Lashkar-e-Toiba (LeT) and recruited several youths from Kerala to carry out anti-national activities in Jammu and Kashmir. The youths, recruited in 2006, were given armed training in terrorist modules to wage war against India, the charge sheet said. Wali, the main link between the LeT and the Keralites, has been absconding while four youths recruited from northern districts of Kerala, died in encounters with security forces in 2008. So far 10 persons had been arrested in the case while the absconding included the first accused Abdul Jaleel from Kerala. The accused included four youths killed in encounters with the Security Force personnel in October 2008 and T. Nazir, who is now in jail in connection with the Bangalore bomb blasts case.

Daily Excelsior reports that three militants, including one who worked as a communication expert with Hizb-ul-Mujahideen (HM), were arrested near Khan Market area of New Delhi for allegedly running a fake currency racket on March 7. The arrestees were identified as Mohammad Yunus (32), who allegedly has links with HM, Sirajuddin (26) and a graphic designer Mohammad Asif (26). Counterfeit notes with a value of INR one Million were recovered from the possession of the arrestee. Yunus, who hails from Ramban District of Jammu and Kashmir, was earlier arrested in September 2003 for allegedly possessing a hand grenade, pistol and knife. He was released on bail in December 2005 but stopped attending Court in 2008.

In a breakthrough in anti-piracy operations, the Indian Navy intercepted a mother vessel of Somali pirates in the Arabian Sea about 700 nautical miles off Kochi on March 12 and rescued 13 crew members apart from arresting 61 pirates, according to The Hindu. The operation was executed by the fast attack craft INS Kalpeni based at the Southern Naval Command, Kochi. The intercepted vessel called Vega 5 is a 24-metre-long trawler owned by the Mozambican company Efripel, and it was hijacked by the Somali pirates on December 28. They were using this fishing vessel as the mother vessel for carrying out piracy operations since. The vessel has been destroyed in the anti-piracy operations.

Sangai Express reports on May 10 that ‘commander-in-chief’ of Kangleipak Communist Party-Military Council (KCP-MC), identified as Nongthombam Anand alias Malemnganba (36), was arrested from Bangalore on May 5 following investigations into the seizure of 200 kilograms ephedirine worth INR 20 million from an alleged KCP-MC militant on April 1. He was working with one Robindro as a trade partner who was operating from Karnataka. A laptop, seven mobile phones, pen drives, internet broadband connection and documents, threat e-mails and extortion letters related to KCP-MC have been recovered. Anand was allegedly involved in hurling bombs into Imphal Raj Bhavan in 2008. In 2002, he was arrested in a criminal case and thus met with one Thokchom Nando, who motivated him to join his outfit KCP-Tabungba Group. Subsequently in 2009, Nando met him in the jail again and directed him to raise another faction in the name of KCP-Malemnganba. Anand allegedly used to get directions from Nando from Central Jail in Sajiwa from his mobile phone. Nando used to recruit cadre from jail and give the detainee's contact number to Anand. Nando also assigned him the task of getting protection money from mobile phone companies and tower operators. Anand also allegedly threatened some Members of Legislative Assembly (MLAs) warning them against contesting elections and also extorted money worth lakhs of rupees.

The arrestee, identified as Ishhaq Ansari of Khargona village in Murshidabad District of West Bengal, during interrogation, said that he procured the fake notes from Murshidabad which were being smuggled into India from Bangladesh. According to Ashok Chand, Deputy Commissioner of Police (Crime and Railways), Ansari had paid 40 per cent of the face value of the fake notes while procuring them and sold them for 60 per cent of the face value in Delhi. The person to whom he sold the fake notes was presently absconding. According to the Police, the FICN of INR 500 denomination, have most of the security features like Water Mark, Intaglio printing, identification mark, micro-lettering and security thread were present like those in an original currency note, making it extremely difficult to identify them. The only way to differentiate between the original and fake notes was that when the fake one was tilted, the colour of the security thread did not change and remained green whereas the colour of thread in the original changed from green to dark.

The Police later recovered eight live crude bombs from a dry lake. Ahmadabad Police Commissioner Sudhir Sinha said, “Shehzad had brought these bombs from outside. He wanted to use these bombs before the Jagannath Rath Yatra in the city to create communal disharmony. Sources said the arrest of Dilip and Arun has also revealed the nexus between the banned group, People's Liberation Army (PLA), and Maoists. The Police claim they have the accused's laptop that contains important information related to future Maoist operations. "The laptop also has information about a training camp to be jointly organized by PLA and Naxals [Left-Wing Extremists] in Myanmar," said a source. During interrogation, the accused reportedly told Police they were planning to send a huge arms consignment to the Maoists in Ranchi (Jharkhand) so that the insurgents could carry out fresh attacks on Security Forces deployed in Maoist-affected areas. However, officers said the Police were yet to recover the consignment, and the two suspects had come to Delhi to plan a safe route to deliver it. The arrestees, identified as Mohammad Irshad Khan (50) and Abdul Rehman (20) are suspected of being members of the militant Islamist outfit Indian Mujahideen (IM). The special cell of Delhi Police arrested them while looking for Abdul Subhan alias Tauqeer, a top IM leader who played a key role in the 2008 Delhi serial blasts and is also suspected to be behind the September 7 Delhi high court blast, said sources. Sources added that Irshad belonged to Delhi and had been provided shelter in Chennai by Abdul Rehman for the past few days. The arrestees entered India through Sanouli border in Gorakhpur (Uttar Pradesh). Police said Soofia Kanwal, a Karachi resident, was assigned to recce Agra cantonment (Uttar Pradesh) and Akshardham temple in Ahmedabad (Gujarat). Documents seized from her show the temple had been surveyed. "The idea was to settle Soofia in Agra and wait for orders from Pakistan. In between, Imran was to hunt for a safe hideout at Ahmedabad. The deal between them and Inter Services Intelligence (ISI) runs into several lakhs,'' said an official source. The gang, Police said, concentrated on counterfeiting notes of only 50 and 100 denominations as these are hardly checked by the public. In addition, Police recently came across an ISI plan to flood India with low denomination FICN that can act as an irritant for the Security Forces (SFs) as these cases hardly get detected. The Uttar Pradesh (UP) Anti-Terror Squad (ATS) in coordination with Ahmadabad Crime branch team on December 28 arrested an alleged Students Islamic Movement of India (SIMI) operative wanted in 2008 Ahmadabad blast case, reports Indian Express. Habib alias Tayyab, a native of Nizamabad area of Azamgarh District, was arrested from Jahangirganj area of Ambedkar Nagar District. An ATS official said that Habib’s name had come to light in the interrogation of another SIMI cadre, Abu Bashar of Azamgarh who was arrested in August 2008 in Lucknow by Gujarat and UP ATS in connection with the same case. Habib allegedly had played role in conducting recce of places where the timer devices were planted in Ahmadabad and also in triggering off the blasts. The official added that Habib had studied at Islah madarsa (seminary) near Sarai Mir where he came in contact with SIMI operatives Abu Bashar, Abu Jafar and Anwar Azam, and then joined the outfit. He also had attended training camps at Khandwa in Madhya Pradesh and Ernakulum in Kerala between 2007 and 2008. The camps were organised by SIMI president Safdar Nagori, said the ATS official. Habib had been in regular contact with top SIMI men, including Nagori, Kayamuddin Kapadia and Tauqir before he played a role in the Ahmadabad serial blasts.

A 2006 Mumbai train serial blasts suspect was arrested from Darbhanga District, while a Samastipur-based person was let off after interrogation, reports Telegraph. The suspect, Naseem Ahmad, was arrested from Keoti block late in the night of December 31. Acting on a tip-off, the ATS members conducted a raid at Mohiuddin Nagar Police Station Chowk in Samastipur and detained one Mohammad Junaid, said to be a resident of Tedhi village. The ATS members later raided Keoti block in Darbhanga and arrested Naseem. Both the suspects were brought to Vidyapathi Nagar Police Station in Samastipur, where senior officers of the ATS and intelligence agencies quizzed them for several hours. Junaid was later released.
