The Jharkhand Police have reportedly chalked out a comprehensive plan, including aerial surveillance, to deal with the CPI-Maoist, who have given a boycott call for the three-phase Legislative Assembly elections in February 2005. The Union Home Minister, Shivraj Patil, on February 20 assured the Chhattisgarh Government of all possible assistance in dealing with the left-wing extremist (also known as Naxalite) problem in the State. "The Centre is with Chhattisgarh on dealing with Naxalite problems,'' Patil told a high-level meeting on internal security at Chief Minister Raman Singh's residence in Raipur. He further said, "It has to be a multi-pronged approach. You can't try to tackle this problem just with the help of force or you can't expect that only by talking this problem can be solved… Wherever it is necessary to talk, you should talk (but) you should not treat them as enemies but as persons who are angry, misguided and not understanding the situation," he added. Underlining the need for a "national level" solution to the Naxalite problem, the Chhattisgarh Government also asked the Union Government to evolve an integrated action plan involving all States afflicted by the problem and formulate uniform guidelines for peace talks.

Gen (Retd) Krishna Mohan Seth, said the State Government was in the process of setting up a Jjungle Warfare School in Kanker district for imparting special training to the police to counter left-wing extremism. Seth stated that seven battalions of Central Reserve Police Force (CRPF) had been allocated for the State and approval had also been received for raising another battalion. He added that a rehabilitation scheme had already been announced to motivate the extremists to surrender and return to the political mainstream.

In a written reply on March 9 in the Rajya Sabha (Upper House of Parliament), the Union Minister of State for Home, Shriprakash Jaiswal, stated that eight left-wing extremist (also known as Naxalite) affected States are to be provided 60 to 75 per cent Central funding under the revised scheme for modernisation of State Police Forces. Four States - Andhra Pradesh, Bihar, Chhattisgarh and Jharkhand - will be provided 75 per cent and Maharashtra, Madhya Pradesh, Orissa, Uttar Pradesh and West Bengal will be given 60 per cent. Jaiswal also said that the Backward Districts Initiative component of the Rashtriya Sam Vikas Yojana covers 55 Naxalite-affected districts in nine States.

At the conclusion of the Commander’s conference on April 7 in New Delhi, Army Chief, Gen. J. J. Singh, reportedly stated that the army is likely to extend support to the police and paramilitary forces in countering left-wing extremist (also called Naxalite) violence. "The issue has been discussed at the army commanders’ conference. We have analysed the state of extremism in the Naxalite corridor from Andhra Pradesh to Bihar to forest areas along the Nepal border. We are in touch with the Ministry of Home Affairs," the Army Chief said. Media reports also added that the Chhattisgarh Government has invited the Army to help set up a school to train the State’s paramilitary forces in low-intensity conflict and specifically, ways to deal with Naxalite violence. "One of our best Brigadiers is being sent as commandant to this school", the Army chief added.

The Chhattisgarh Government on July 12 ruled out conditional talks with the Maoists, saying a dialogue was possible only if the latter affirmed their faith in democracy and agreed to end the insurgency. "Andhra Pradesh had a bitter experience when it initiated a dialogue (with the Maoists) last year. I do not want to go on the Andhra Pradesh pattern of conditional dialogue," Home Minister Ramvichar Netam stated in the State Legislative Assembly. "The rebels should affirm their faith in democracy and agree to an unconditional dialogue for a solution to the (decade-old) insurgency," he added. Netam also informed the Assembly that there had been 237 gun battles between police and the Maoists between January 1, 2004 and June 14, 2005 in which 57 people, including 30 police personnel, 18 Maoists and nine civilians were killed, besides 97 Maoists arrested. He also disclosed that the Central Government had provided Chhattisgarh seven battalions of the paramilitary Central Reserve Police Force for anti-Maoist operations. They had been deployed in the eight violence-affected districts of Bastar, Dantewada, Jashpur, Kanker, Kawardha, Koriya, Rajnandgaon and Surguja.

Cadres of the Communist Party of India-Maoist (CPI-Maoist) killed two persons related to Chhattisgarh's Leader of Opposition in the State Legislative Assembly, Mahendra Karma, on August 9 in the Dantewada district. According to Home Minister Ram Vichar Netam, the Maoists attacked Karma's native Pharaspal village and killed two of his relatives identified as his brother, Suku Karma, and a distant relative, Sukhdev. Karma is reported to be actively involved in the ongoing movement against the Maoists by tribals in the Dantewada district.

He was quoted by The Hindu as saying, "state governments do not know what to do... Delhi does not know what it is doing. This confusion must be cleared immediately." Security forces freed two civilians, who were abducted by the Communist Party of India-Maoist (CPI-Maoist), and also arrested three Maoists from Pallevaya village in the Bastar district. Inspector General of Police (Bastar range) M. W. Ansari said that Maoists had abducted Lakshman and Budhiram on the night of August 17 and were taking them to the nearby hills when on receiving information security forces cordoned off the area and arrested the three Maoists.

22 personnel belonging to the paramilitary Central Reserve Police Force (CRPF) and two from the State police were killed in a landmine explosion triggered by the Communist Party of India-Maoist (CPI-Maoist) cadres near Padeda village in Dantewada district on September 3. Earlier reports had indicated that only one security force personnel had been killed in the blast. Home Minister Ram Vichar Netam said the Maoists used 100 kilograms of explosives to blast the vehicle as it was negotiating a turn near the Panjor rivulet. Following the blast, Chief Minister Raman Singh stated that he had convened a high-level meeting to consider proscribing the CPI-Maoist. Further, a Union Home Ministry spokesperson stated that "the Home Ministry will make a comprehensive review of the Naxalite situation in Chhattisgarh with senior State Government officers and decide on appropriate counter measures.''

Following the September 3 landmine blast in the Dantewada district that claimed the lives of 24 security force personnel, the Chhattisgarh Government, after an emergency meeting of the Cabinet in Raipur on September 5, decided to ban the CPI-Maoist and its front organisations through an ordinance. Chief Minister Raman Singh said that the draft ordinance would be sent to the Union Home Ministry for approval after which it would be sent to the President, through State Governor Sushilkumar Shinde, for his approval. State Home Minister Ram Vichar Netam said: "any organisation or group of individuals, involved in illegal activities or terrorist activities, will be initially banned for one year through this ordinance and after examining their activities the period can be extended."

"As many as 90 villagers associated with salwa judum have been killed by Maoist rebels so far in Bastar," Netam said. He added that 271 people were killed in the State in 968 incidents of Maoist violence between January 2004 and November 20, 2005, including 175 civilians, 54 police personnel, 35 Maoists and seven home guards. In the same period, Police arrested 209 Maoists, including 50 from Kanker district, 41 from Bastar and 29 from Surguja.
