ANI reports that Chhattisgarh Police said that it has devised a new strategy to combat the Communist Party of India-Maoist (CPI-Maoist) by packing a small area with adequate security personnel to force the Maoists to flee and develop it later. Speaking to ANI on January 2, Chhattisgarh Director General of Police Vishwa Ranjan said: “We have started a new form of joint operation in Rajnandagaon and northern Bastar. The objective is to pack a small area with adequate force, so that Naxals [Left Wing Extremists] are forced to flee the area.” “Once they have retreated we will develop the area. When that area has developed will move to another geographical area and develop it,” he added. Earlier in December 2009, after a meeting with the Director Generals of Police of five Naxal affected States -West Bengal, Jharkhand, Orissa, Chattisgarh and Bihar the Home Ministry had reportedly agreed to depute 33 more battalions of the Central forces to the anti Naxal offensive. The Union Home Ministry has stationed 25 battalions of central forces in Chhattisgarh as the State is witnessing the heavy movement of the red rebels. The CPI-Maoist cannot survive in the jungles without having a urban base as they rely on logistics support from their network in the cities, Chhattisgarh Police chief Vishwa Ranjan said, according to IANS. “Without an urban base, the Maoists can’t operate an underground movement in the forests. They rely on logistics support from their urban network,” Ranjan, a former additional director of the Intelligence Bureau (IB), said at a press conference here. “They (the Maoists) can’t survive without an urban base. Police in Chhattisgarh have cracked down hard on rebels’ urban network throughout 2009 and the Maoists have now been put under severe Police pressure in the State,” Ranjan maintained. Responding to a question, he denied that the Police were not getting the support of the locals in their operations against the Maoists in the interiors. “Police are getting good support from the local population in the drive against insurgents as the people are with Maoists only because of fear, not because of the heart,” Ranjan remarked.

They target 10 to 15 year olds from poor families. Children are often recruited by force. Experts said these recruitment drives are happening in bordering areas of eastern and central Jharkhand and Chhattisgarh and Orissa States. "Maoists have a separate department to recruit children. They say it is baal (children) militia. It is very operational in bordering areas of Orissa-Jharkhand and Orissa-Chhattisgarh. Their job is only to recruit children to train them and brainwash them," experts said.

The Communist Party of India-Maoist (CPI-Maoist)-infested States, including Jharkhand and Maharashtra, have set up a Special Task Force (STF) in their bid to jointly tackle the Maoist problem, Director General of Police of West Bengal Bhupinder Singh told PTI. West Bengal, Bihar, Jharkhand, Chhattisgarh, Orissa, Andhra Pradesh, Maharashtra and some other Maoist-hit States have selected 30 officers for the STF to deal with the Maoist problem, he said. The 30 selected officers had undergone a month-long training programme at Ghatsila in Jharkhand. Some foreign army officials, who have experience in tackling guerrilla warfare, also imparted them training, the Police officer said. Of the 30 officers selected for the task force, four are from West Bengal, the officer said, adding, "The force would be named soon and it will be pressed into action as and when the training programme is completed."

The marijuana plants were traced when a Police team visited the interior pocket of Bastar region's Tarud village. "It was a 10 acre plot in a Maoist-commanded area where ganja (marijuana) plantations were found. After spotting the plants, a massive contingent of Policemen visited the field Tuesday [January 6] and uprooted the plants which were estimated to be worth millions," T. J. Longkumer, Inspector General of Police (Bastar range), told IANS. Describing this as the "first ever case in the state of Maoists' involvement in ganja plantations", Longkumer said that two people who originally belonged to Tamil Nadu were arrested while four others who were taking care of the plants were absconding. "A team of about 100 Policemen was rushed Wednesday [January 6] to track down the absconding men and the Maoists who were involved in the plantations. We are gathering details whether Maoists have more such plantations in the area," Longkumer added.

A Union Home Ministry report revealed that among the worst Naxal (left wing extremism)-infested states, maximum Naxalites were killed in Chhattisgarh, Director General of Police (DGP) Vishwa Ranjan said, according to Business Standard. Minimum Naxal incidents had taken place in the state in the last one year as well, he added. Ranjan said 217 encounters took place between the Security personnel and Naxalites in various parts of the state in 2009. During the encounters, 107 Naxalites were gunned down, the DGP said. The figure could be much more as the Police officially take down the number on the basis of bodies found. Since the rebels carry away the bodies, Police suspect that the number will be more. "Even the Naxal literatures underline heavy casualties in Chhattisgarh," Ranjan added. Referring to the operation against the Naxalites, Ranjan said the drive of Chhattisgarh Police was on while the joint operation with the central forces would be launched soon. "We are getting support from the villagers to the Centre in our operation against the Naxalites," he added. The central Government had provided adequate forces for the operation against the ultras while the assistance would continue in future as well, Ranjan said, adding that after the inhuman acts of the Naxalites, villagers in the interior areas of red zone are helping the Security personnel. The Police chief said the urban network of the Naxalites was under scanner and Police were keeping a close vigil as without an urban base, the Naxals cannot operate an underground movement in the forests

Chakraborti said on January 11, reported The Hindu. He said, “We will talk about additional forces as well as a few other things—I will say a few more things.” On the need for a joint operation with the three other States affected by Maoist activity, he said, “West Bengal, Orissa, Jharkhand and Chhattisgarh have a common corridor through which joint action could be conducted. Taking advantage of the prevailing volatile political situation in Andhra Pradesh, the Communist Party of India-Maoist (CPI-Maoist) may try to strengthen their base, Police officials have warned, according to PTI. The Maoists, who have reportedly supported the Telangana agitation, may utilise the current unrest to strengthen their base in the backward region, once a stronghold of Maoist activity, they said. There is always a danger of Maoists coming back to the State and regaining the lost ground, given the turmoil prevailing in the last few months, according to an unnamed senior Police official. DNA reports on February 4 that senior officers in the Central Para-military Forces said violence levels had gone down in Chhattisgarh and Maharashtra primarily because of the increased deployment of Security Forces (SFs). An officer said there were over 45,000 SFs in Chhattisgarh and Maharashtra, while the figure in Jharkhand stood at 35,000 (350 companies). Starting April 2009, at least 65 people, including the Communist Party of India-Maoist (CPI-Maoist) cadres, SF personnel and civilians, were killed every month in Maoist violence. In October 2009, over 100 persons were killed. There is significant improvement in the situation. From October 2009 to January 26, 2010, only 57 casualties were registered. In January 2010, there was just one death due to the Maoist violence in Maharashtra, whereas there were 87 deaths in Left-Wing Extremism in January 2009. The report quoted an unnamed senior official who is part of the anti-Maoist operations saying, “We want to first dominate these areas and then operate on the basis of specific information.” The officer added that the SFs killed 68 Maoists, arrested 1,858, and uncovered 234 landmines and bombs, 1,778 kilograms of explosives, over 33,000 rounds of ammunition and over 300 weapons from the Maoists in 2009.

At least 70 Central Reserve Police Force (CRPF) personnel were killed in an attack by the Communist Party of India-Maoist (CPI-Maoist) in Dantewada District early on April 6, reports Times of India. The attack took place when a CRPF patrol party was returning from a road opening duty in the naxalite-infested Mukrana forest in the District between 6 to 7 am. "We have rushed helicopters to evacuate the casualties," Chhattisgarh Director General of Police Viswa Ranjan told PTI. The death toll in the attack may rise as many of the personnel have been seriously injured. The CRPF patrol party was totally taken aback by the Maoists who surfaced at a hillock to carry out the attack. Dantewada Superintendent of Police Amresh Mishra said that the Maoists blew up a vehicle carrying the CRPF personnel. The incident took place in the early hours near Chintalnar -Tarmetla village in the District when Maoists attacked a joint team comprising personnel from CRPF, District Forces and Special Police, he said. The team had been camping in interiors of Tarmetla forest for the last three days as part of a combing operation, Mishra said. Four Policemen have been injured in the blast. The landmine had exploded in Tanginiguda area when a van carrying personnel of the elite anti-Naxalite Special Operation Group was returning from an operation in adjacent Malkangiri District in Orissa.

Chidambaram, who visited Jagdalpur in Chhattisgarh to review the security situation in the wake of the Maoist attack and pay tributes to martyred CRPF personnel, said the Naxalites have answered the call for talks after giving up violence by a “savage and brutal act of violence.'' “It is the Naxalites who have described the State as the ‘enemy' and the conflict as a ‘war.' If this is a war – and I wish to say that we have never used that word – it is a war that has been thrust upon the State by those who do not have a legitimate right to carry weapons or to kill. The State – the Central government and the affected State governments – are discharging their legal and constitutional duty to protect the people,'' he said in a statement. He further said that the goal of the Naxalites was to overthrow the established authority of the government through armed liberation struggle. “We cannot – and we shall not – allow them to succeed in that goal.'' Chidambaram also said while the Government had refrained from using air power against Maoists, the situation could change. "At present there is no mandate to use the air force or any aircraft. But, if necessary, we will have to revisit the mandate to make some changes." Meanwhile, Chidambaram insisted that there was no "Operation Green Hunt" against Maoists as has been widely reported. During the course of my inquiry into the (April 6) Dantewada ambush, I had told the Police authorities in New Delhi and Raipur that the Maoists may unleash fresh attacks. The primary reason for Tuesday's [June 29] attack was snatching weapons from the Security Forces. Earlier, the Andhra Pradesh unit of the Maoists got some AK-47 rifles from the LTTE (Liberation Tigers of Tamil Eelam). Some of these might have reached the Chhattisgarh Maoists. They had also got some grenades from the Nepal Maoists. But now, all their sources appear to have dried up. That is why they are attacking the Security Forces to procure weapons. He also noted that 'the case of the Maoists in central India is a peculiar one'. "Kashmiri militants get weapons from Pakistan while the northeast ultras get it from China and Bangladesh. With no international arms channels or bazars nearby, the Maoists have to rely on attacks on Security Forces and pilferage to acquire weapons," the former BSF chief said.

Chhattisgarh Chief Minister Raman Singh on July 14 advocated a concerted national strategy to combat the Naxal (Left Wing Extremist) menace and made a fervent plea that the country must rise above the constriction that Naxalism was the concern of any single State, reports The Hindu. Raman Singh was speaking at a meeting of Chief Ministers of the Naxal (Left Wing Extremism)-affected States, specially convened by Prime Minister Manmohan Singh. He said there was no alternative, except armed response to the Naxalite violence as Naxals were against the Indian Constitution, democracy, poor people and development. According to intelligence reports of the State machinery, he said, the Dandakarnaya special zonal committee of the Communist Party of India-Maoist (CPI-Maoist) had seven divisions and 32 area committees, under which 50,000 Naxal and Jan-militia cadres were engaged in waging a war against the country's democratic set-up. More than 40 per cent of the encounters in the country with Maoists took place in Bastar. “Naxalites are trying to make Bastar their base area. They have formed a battalion and now they are working to form a brigade.'' The Chief Minister said the State Government was recruiting 3,000 to 4,000 Police personnel every year. In 2009, about 6,700 personnel were recruited and the number of recruitments would be 4,000 in 2010. With the Union Government's support, he said, three Counter Insurgency and Anti-Terrorist schools were being opened within a month. “It is our estimate that at least 10 more battalions are urgently required for fighting Naxalites.'' He said 119 Naxalites were killed in the State and this was the highest in the country.

The Union Government on July 14 asked Chhattisgarh, Orissa, Jharkhand and West Bengal Governments to set up a Unified Command to fight the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. The proposal was made at a meeting of the Chief Ministers of the Maoist-affected States presided over by the Prime Minister. Union Home Minister P. Chidambaram told journalists after the meeting that the proposed Unified Command would be headed by the four States' Chief Secretaries. The Unified Command will have a retired Major General as a member. The four States were asked to appoint an Inspector-General (IG)-rank Police officer to take care of anti-Naxal operations; and appoint an IG Central Reserve Police Force (CRPF) as IG (Operations) for that State to work in close coordination with the IG (Anti-Naxal operations) of that State. The Centre also offered the four States more helicopters, logistics support and intelligence sharing to fight the Maoist menace. It sanctioned about 16,000 additional Special Police Officers, taking the total number of such posts to about 30,000. It also decided to fund the establishment or strengthening of 400 Police Stations in the affected districts at INR 20 million a Police Station on an 80:20 basis over two years. The States were asked to set up an empowered group, chaired by the Member-Secretary, Planning Commission, to modify the norms and guidelines to implement development schemes having regard to the local needs and conditions in the affected Districts. It was decided to improve road connectivity in 34 worst affected Districts. A number of roads and bridges are proposed to be included at a cost of INR 9.5 billion by the Road Transport and Highways Ministry. The Chief Ministers were told that the Planning Commission was considering a Special Development Plan for the affected districts with the focus on primary education, healthcare, drinking water and road connectivity. Chidambaram said, “There was complete unanimity on the Centre's approach of development and police action. All the Chief Ministers and the Governor [of Jharkhand] were positive in their approach, fully cooperative and committed to working together to deal with the Maoist menace. In the medium to long-term, we can overcome the challenge of Left-wing extremism.” Bihar, Andhra Pradesh and Maharashtra, however, felt there was no immediate need for a unified command. Even the Cabinet Committee on Security (CCS) did not consider it necessary to have such a command in these three states.

This is the second advisory issued to the railways within a month. PTI reports that not satisfied with the prevailing situation in the Naxal-affected areas in the eastern region, the Railways have decided to extend suspension of night movement of trains in parts of West Bengal and Jharkhand till August 3.The decision comes in the backdrop of Communist Party of India-Maoist (CPI-Maoist) observing a week-long 'martyrs week'. The Home Ministry has already issued an advisory to Maoist-affected states and asked the Railway authorities to tighten security in public places and around their properties to foil any attempt by the Naxalites to strike during this period. The suspension of night operations will remain in vogue from 10 pm to 5 am between Kharagpur and Tatanagar and between Kharagpur and Adra, said a Railway Ministry official. Both the South Eastern as well as the East Coast Railways have diverted or rescheduled several trains in view of the suspension notice. In view of the ‘martyr’s week’ observance by the Maoists, the Railways have also stepped up vigil in Naxal-hit states like West Bengal, Jharkhand, Orissa, Bihar, Chhattisgarh and Maharashtra. The MHA advisory has also asked the Railway Ministry to ensure proper security to trains and passengers travelling through these states and sought deployment of additional guards in bridges and railway stations. The Railway official said special task forces have been kept on standby to meet any eventuality, while trains are being run in bunches escorted by pilot engines, the official said. Speed restrictions have also been put on the locomotives.

Indian Express reports that 20 cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in a fierce encounter with the Central Reserve Police Force (CRPF, 111 Battalion) and State Police personnel near Aasrampura village of Jagargunda area in Dantewada District on November 23. A CRPF press release said, “More than 15 Naxals were injured. The bodies of nine Naxals and arms and ammunitions have been recovered. More than 150 Naxals opened fire on a CRPF party, which was conducting the area-domination operation. In the ensuing encounter, around 20 Maoists were killed. No casualty has been reported from the CRPF’s side. The appearance and combat fatigues of the dead Maoists showed that they were well trained.” The SFs also recovered nine weapons and explosives from the encounter site and a search operation has been launched in adjoining areas, the officer said.

Reviewing the Communist Party of India-Maoist (CPI-Maoist) insurgency in the country, the MHA said: “Naxal violence continued to cause concern. In Dantewada, Chhattisgarh, 75 Central Reserve Police Force (CRPF) and 1 State Police personnel were killed by the Maoists in an ambush on April 6, 2010.” “Unified Commands have been created in the States of Chhattisgarh, Jharkhand, Odisha and West Bengal.” “The honorarium for Special Police Officers (SPOs) has been raised from INR 1, 500 to INR 3, 000 per month. The ratio of cost sharing per SPO between the Centre and the States has been fixed at 80:20. 12,000 additional SPOs have been sanctioned to Andhra Pradesh, Chhattisgarh, Jharkhand, Maharashtra and Odisha.” On July 14, 2010, the Prime Minister Manmohan Singh chaired a meeting the Governors/Chief Ministers of 7 LWE-affected States in New Delhi. “On the development front, Government has approved an ambitious Integrated Action Plan (IAP) for sixty Districts, affected by Left Wing Extremism. It is proposed to make a block grant of INR 250 million to each District for the remaining four months of 2010-11 and INR 300 million to each District for 2011-12,” said the Ministry.
