Calling Communist Party of India-Maoist (CPI-Maoist) anti-national, Chhattisgarh Governor Shekhar Dutt urged people on the occasion of Republic Day on January 26 to help the authorities to crush them, reports Economic Times. "We have to stamp out anti-national Maoists to protect our glorious democracy," he said in his Republic Day speech at the Police parade ground in Raipur after unfurling the national flag in front of 5,000 people. The State Government is giving priority to increase morale of the Security Forces (SFs) by increasing their strength, and recruiting local youths from tribal areas, he said, adds Daily Bhaskar. "On one hand the State is touching new highs in development, on the other the Maoists have made the life of forested residents worse," he said. Chief Minister Raman Singh hoisted the national flag at Jagdalpur, headquarters of the Bastar region.

Two Central Reserve Police Force (CRPF) troopers were injured during a joint operation of Chhattisgarh Police and CRPF in and around in Abujmaadh region in Bastar District for about two weeks, Chhattisgarh Director General of Police (DGP) Anil M Navaney said on March 19, reports Daily Bhaskar. Navaney said that during the operation, there were exchanges of fire between the Security Forces and the cadres of the CPI-Maoist on at least 12 occasions, in which, the two CRPF troopers were injured. Further, 13 Maoists were arrested and rifles, explosive material, detonators, explosive computer printer, cameras, medicines, solar panels and other equipment was recovered during the operation, Navaney added.

The Communist Party of India-Maoist (CPI-Maoist) on March 24 alleged atrocities by Security Forces (SFs) on tribals during the last week’s anti-Naxal operations in Abujhmad area, a densely forested area extending from south Bastar in Chhattisgarh to Gadchiroli in Maharashtra, reports Deccan Chronicle. The North-Bastar Divisional Committee (NBDC) in a statement issued to different media organisations here alleged that SFs had unleashed reign of terror against tribals in Abujhmad, said to be the Maoist capital, under the pretext of the anti-Naxal operations in March 13-18, 2012 assaulting scores of innocent tribals, leading to death of one of them, torching their houses and looting their foodgrains.

Meanwhile, addressing a function in Raipur District, Chief Minister Raman Singh said, "It (Maoist violence) is an international conspiracy that in areas, where there are mines, minerals and precious natural resources are found, they are finding ways to spread instability and terror to deviate the country from the main stream, so that the country becomes economically weak and is not able to make use of those resources," reports The Times of India. "The red corridor, which we talk about in the Indian map, is economically rich corridor but they are trying to weaken the country and locals are being used as scapegoats," he added. "The arms, which are available with them (Maoists), are neither made in Bastar or Chhattisgarh or Maharashtra. They are connected with the international terrorism and these are the main centers of their survival. There focus is to make this country instable and to recruit poor and illiterate people into their groups," Singh added. Singh also unveiled a book on Maoist movement.

The South Bastar Divisional Committee of the Communist Party of India-Maoist (CPI-Maoist) released an audio tape, demanding the release of their eight top Maoists: Markam Gopanna alias Satyam Reddy, Nirmal Akka alias Vijay Laxmi, Devpal Chandrashekhar Reddy, Shantipriya Reddy, Meena Choudhari, Korsa Sunny, Markam Sunny and Asit Kumar Sen within 72 hours to secure the release of Alex Menon, District Magistrate of Sukma District, reports The Times of India. The Maoists also want anti-Naxal Operation Green Hunt to be cancelled, Security Forces (SFs) to be withdrawn from the region and individuals falsely implicated in Maoist cases should be released from jails. The Maoists have put up a deadline of April 25 before the Government, after which, they would take a decision about the abducted Collector in a Jan Adalat (people’s court), the Police said. As reported earlier, Menon was abducted on April 21, 2012.

An all-party meeting held in Raipur on April 23 to discuss proposals to secure the release of abducted Sukma District Magistrate, Alex P. Menon, concluded with the Chhattisgarh Government calling off Security Force (SF) operations in Bastar and agreeing to negotiate with the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. As reported earlier, Menon was abducted on April 21, 2012. Later in the night, Maoists named three mediators – Supreme Court lawyer Prashant Bhushan, former National SC/ST Commission chairperson B D Sharma and President of All India Adivasi Mahasabha Manish Kunjam - for negotiations. In a statement, the Maoists also termed Menon’s health as critical and asked the mediators to bring medicines along with them. Vij said the duo had surrendered to Dhamtari police on June 8 and were living in a room adjacent to Sihawa Police Station in the District. According to the officer, the couple decamped with 1 INSAS rifle, 2 SLRs and 90 cartridges from the Police Station in the night of July 5, following which the teams of STF and CRPF troopers were fanned out on their trail. Meanwhile, four police constables of Sihawa station were suspended for dereliction of duty, he said.

Komal, on behalf of the Government, had on July 31, submitted an affidavit stating that the Government had no objection if the court accepted the bail plea of Meena Choudhary, paving the way for the release of the Maoist on bail. Chaudhary, accused of running the urban network of the Maoists, is in prison since January 2008 for her alleged involvement in Maoist activities in Chhattisgarh.

However, another 6,000 square km of area, mostly in south Chhattisgarh and adjoining areas of Odisha, Andhra Pradesh and Maharashtra, continue to remain almost completely out of bounds for the SFs, Kumar, who retires on October 1, told The Sunday Express. “Slowly but steadily we have been able to establish our presence in many areas that were previously being held by the Maoists. Saranda (in Jharkhand) is a very successful example. There have been encouraging results in Jharkhand, and parts of Bihar and Orissa as well. We are now in a position to hand over these areas to the local and state administrations so that development and other works can begin,” said Kumar. “The biggest challenge now remains what is known as the Abujmaad area. South and southwest of Chhattisgarh, the adjoining Gadchiroli district in Maharashtra and Malkangiri area in Orissa are regions where the Naxal [Left Wing Extremist] groups continue to have near total control. This together is around 6,000 square km of area where we have little presence,” he said. “Apart from these areas, the influence of the Maoists is shrinking all over,” he claimed. Kumar said the government’s two-pronged strategy against the Maoists, police action combined with development work, perhaps needs to be supplemented with another simultaneous effort — revival of political activity in these areas. “This tripod has to be put in place in a balanced manner,” he said.

Parliamentary secretary for labour and employment and Congress legislator Raju Sahu said, "Inhabited by people of the tea tribe community, tea garden areas in the state have become fertile grounds for growth of Maoists. If we cannot stop this right now, we would soon reach a point of no return." Sahu added, "The Maoists have already made preliminary ground work in tea gardens. It is not easy to distinguish between an Adivasi of Chhattisgarh, Jharkhand or West Bengal.

Chhattisgarh Government on December 19, claimed that concerted efforts put in force by various security agencies in the State have substantially brought down the number of Naxal [Left Wing Extremism (LWE)]-related incidents this year, reports The Times of India. "A steep decline in Naxal incidents has been reported this year since 2004. Pro-active measures by the Security Forces have thwarted the Naxal attempts. Although, Maoists [Communist Party of India-Maoist (CPI-Maoist) cadres] were attempting to strengthen their hold in other Districts, regular cordoning operations have prevented them to do so," Chhattisgarh Home Minister Nankiram Kanwar said in reply to a calling attention motion on the floor of State Assembly. Claiming that Naxal-related incidents have fallen to half in the current year in comparison to 2006, Kanwar said the number of cases involving killing of innocent people has also come down.

The Ministry of Home Affairs (MHA) has advised Naxalite-affected states to set up joint task forces while choppers are provided for anti-Maoist operations, Andhra Pradesh Director-General of Police V Dinesh Reddy said on December 24, reports Zee News. "Recently the MHA took a decision to set up joint task force where MHA will give us choppers so that we can send them to a distance of about 10 kilometers across state borders from where joint operations could be carried out," he told reporters. Such joint operations were already being carried out at Gadchiroli in Maharashtra, Chhattisgarh and Andhra-Odisha border areas bordering the eight Maoist-affected Districts of Andhra Pradesh, he said. "There are over 300 underground cadres from Andhra Pradesh, of which around 200 migrated to other states, while the rest of the underground cadres stay in bordering Districts of other states and occasionally cross over into Andhra Pradesh. However, the Andhra Pradesh Police has been driving them back," he added. DGP V Dinesh Reddy further said that the State Police successfully kept left-wing extremism under check this year by arresting as many 299 extremists, including Maoist leaders while 304 Maoists surrendered. There were four exchanges of fire where three extremists died and 51 weapons were recovered, he said.
