The Chhattisgarh government on March 16 said an expert committee would be set up to firm up a new strategy to deal with left-wing extremism, reports Zee News. Chief Minister Raman Singh told the state assembly, “We want a new strategy on Naxalites (left-wing extremists) to end the menace for which a committee will be formed of experts on the Naxal issue.” Subsequently, the Chief Minister speaking to the media said that the committee would have senior officers, who are familiar with the Naxal issues, as members. According to The Hindu, the Centre has told the States that they could hold peace talks with Naxalite (left-wing extremist) groups, provided they laid down arms. At a conference of senior police officers of nine States, affected by Naxalite activity, in Hyderabad on April 13, the Ministry of Home Affairs offered to provide the states with all assistance to effectively deal with extremist violence. The nine naxal affected areas are Andhra Pradesh, Chattisgarh, Bihar, Jharkhand, Maharashtra, Uttar Pradesh, Orissa, West Bengal and Madhya Pradesh. M.L. Kumawat, Special Secretary (Internal Security), praised the Andhra Pradesh model of policing to tackle Naxalism, but regretted that Chhattisgarh accounted for 48 per cent of the country's Naxalite violence.

During the 23rd Co-ordination Centre meeting on left-wing extremism on April 26 in New Delhi, the Centre asked the Maoist-affected States to gear up their machinery to tackle the menace, which is posing a major threat to internal security, according to Telegraph. Union Home Secretary Madhukar Gupta, chairing the meeting, told the Chief Secretaries and Directors-General of Police of the Maoist-affected States to keep a constant vigil on the movement of Maoist groups, training camps, weapons, hideouts and sources of funds. Major affected States like Chhattisgarh, Jharkhand, Orissa and Bihar reportedly made detailed presentations of their action plans to counter the problem. During the meeting, it was decided that Orissa is to get a third India Reserve Battalion to combat the growing Maoist problem while Jharkhand was reportedly criticised for not following proper procedures in combating the problem. Some of the States, including Jharkhand, requested the Union Home Ministry to allow States to take the assistance of the army in evacuating police personnel from the venue of incidents, if the need arises.

The State government has said it would not arrest the police personnel who were reportedly involved in the killing of tribals on March 31 at Ponjer in the Bijapur district, even as an official probe confirmed that the villagers were branded as Maoists and killed, reports New Indian Express. Home Minister Ramvichar Netam told IANS on May 9 that police personnel are fighting a battle in the interior Bastar region in extremely difficult situations and the government will not arrest the police personnel involved in the killings of some civilians. Earlier, an unnamed police officer monitoring the investigation told IANS, "We exhumed some 4-5 bodies from a graveyard at Ponjer village on May 6 as part of the probe. An autopsy report confirms that three of them were hit by bullets at close range on the head and waist while others were axed to death."

A power blackout caused by Maoists in the Bastar region of Chhattisgarh has reportedly further worsened as they brought down three more high-tension power transmission towers in the Bastar region. So far, Maoists have blasted eight high-tension electricity transmission towers in the State since June 1, leading to power breakdown in the Dantewada, Bijapur, Narayanpur and Bastar districts. The health sector and water supply services are the worst affected in the region. A senior State-run National Mineral Development Corporation official told IANS, "Iron ore production and transportation to the domestic market and exports to China and Japan have come to a complete halt since the past five days and would continue to suffer for a week." According to police, the Maoists are disrupting power installations in order to target government offices, the police and even tribals who are part of the Salwa Judum (anti-Maoist movement).

The admission came through leaflets and posters found by police in the Dantewada district, reportedly the worst hit by the Maoist insurgency in Chhattisgarh, according to IANS. "We recovered dozens of leaflets and posters in which Maoists said they had lost 500 fighters in the past two years," said Sant Kumar Paswan, Chhattisgarh's acting Director General of Police. He said the Maoists described their slain comrades as 'martyrs' and have vowed to take 'revenge' in the leaflets found in Bailadila hills, known to have one of the finest quality of iron ore stocks.

The Acting Director General of Police, S. K. Paswan, said the Government has taken the decision after receiving intelligence inputs that Maoists were planning to spread to more parts of the state. "We believe these districts are next on target. The interrogation of Dandakaranya Divisional Committee chief Satyam Reddy alias Gopanna, who was arrested in May [from the Gariyaband area of Raipur district] has revealed that the extremists are now planning to spread their roots in these districts," Paswan added.

According to The Hindu, the Union Minister of State for Home, Sri Prakash Jaiswal, stated on July 13 that efforts to tackle the Maoist insurgency were lacking in Chhattisgarh. He said that the State was not getting its police personnel trained adequately to tackle the problem and it was a matter of concern that many Central Reserve Police Force personnel and some police personnel were killed in the recent Maoist attack on July 9 in the State. Citing the example of Andhra Pradesh, Jaiswal said that Chhattisgarh should take a cue from Andhra Pradesh, where the problem had been contained to a large extent. According to him, a massive development initiative, launched by the Andhra Pradesh government in the Maoist-affected regions had served as an answer to the problem of left-wing extremism.

A letter and a diary have been recovered from her possession. Meanwhile, some reports indicated that Padma has been hospitalised with symptoms of poisoning while in custody at the Bhatti Police station late on August 4-night. However, the Inspector General of Police (Raipur), Y. K. S. Thakur, denied that Padma had consumed poison. Thakur added that Padma had confirmed her links with Maoists, following sustained interrogation. “She confessed her husband, Bhaskar Rao alias Balkrishna, was a naxal commander and she had also come into contact with Rajhara dalam (squad) after arriving in Bhilai,” he informed.

State government banned activities of the Medecins Sans Frontieres (MSF), a non-profit international medical and humanitarian aid organisation, in the Bastar region accusing the organisation of providing medical assistance to Maoists. District Collector of Dantewada K. R. Pisda told Times of India, "The administration has been constantly receiving information about MSF's volunteers providing treatment to the injured and ailing Maoist cadres." State police sources said that the MSF doctors had been moving in the conflict zone without informing the local administration. "They do this despite a clear instruction to them to tell us about their movements and whereabouts," an unnamed senior police officer said. A MSF spokesperson, however, said the organisation maintained neutrality in providing medical treatment in camps for the displaced people in Dantewada. "MSF medical teams also provide mobile health services and nutritional support to those in need in remote rural areas. They have been providing free medical services to conflict-hit indigenous people in camps and villages since 2006," he said. MSF was given the Nobel Prize for Peace for its service in providing health care across the world, especially in disaster and conflict affected zones.

Addressing the Independence Day function in capital Raipur, he said, "Leave the path of bullets and adopt the path of ballots. We have made arrangements for the rehabilitation of the surrendered Naxalites." Verma, and six other police personnel for negligence, a day after 298 inmates, including several hardcore Maoists, escaped from the Dantewada district jail. Deputy Jailer B. S. Markam, who was earlier suspended, has now reportedly been arrested. The State Home Minister Ramvichar Netam told Hindustan Times that show cause notices have been served to Inspector General of Police (Bastar) Rajinder K. Vij and Dantewada Superintendent of Police Rahul Sharma for their failure to comply with the ministry’s instruction to ensure that at least 50 security force personnel were deployed in every jail in the Maoist-affected district. "It is a serious lapse on part of the officials," said Netam. Meanwhile, police arrested five inmates who had escaped from the prison.
