Sixteen Communist Party of India-Maoist (CPI-Maoist) cadres, two of them carrying cash rewards on their heads, surrendered to the Police and Central Reserve Police Force (CRPF) in Dantewada District of Chhattisgarh on January 30, reports The Pioneer. The lower rung cadres who were active in Bacheli and Kirandul areas and surrendered in Kirandul town citing they were impressed by the rehabilitation of their former colleagues, Dantewada, Superintendent of Police (SP), Abhishek Pallava said. With this, 288 Naxalites [Left Wing Extremists, LWEs] have so far given up violence in the district under the 'Lon Varratu' (Return to your home) campaign, launched in June last year, Pallava said. Of the 16, Madkam Hurra (28), a Maoist ‘militia commander’, and Hunga Barsa (35), head of the local unit of the Dandakaranya Adivasi Kisan Majdoor Sangathan (DAKMS), carried rewards of INR 100,000 each on their heads, Pallava added. 14 among the surrendered belonged to Madakamiras village. All the 16 were given immediate assistance of Rs 10,000 and will get facilities further as per the government's surrender and rehabilitation policy, the officer said.

On February 25, Inspector General of Police (IGP), Bastar, Sundarraj P, said, “In the last three days [February 22-24], seven Naxalite [Left Wing Extremist, LWE] hideouts were demolished.” The IGP said the District Reserve Group (DRG), Special Task Force (STF), Indo-Tibetan Border Police (ITBP) and Border Security Force (BSF) launched operation ‘Sangam’ on the tri-junction of Narayanpur, Kanker and Gadchiroli Districts near the Maharashtra border.Huge quantities of arms, ammunition, camping materials and medicines were recovered from the hideouts, suspected to have been occupied by senior cadres of the North Bastar and Maad Division of DKSZC (Dandakaranya Special Zonal Committee).

The Communist Party of India-Maoist (CPI-Maoist) on March 18 expressed its readiness for the peace talks with the Chhattisgarh Government, but laid down three pre-conditions, reports The New Indian Express. “We are willing for peace talks for the benefit of the people provided the government first removes the camps of armed forces from the conflict-ridden areas, revoke the ban imposed on the CPI-Maoist, and release our party leaders languishing in jails,” Vikalp, the spokesperson of ‘Dandakaranya Special Zonal Committee (DKSZC)’ of CPI-Maoist stated in the press statement issued in Hindi. The spokesperson asserted that the present exploiters are the rulers (ruling class of political parties) and the real cause of the unrest of oppressed masses is not the Maoists. “The exercise of peace should be in the direction of ending the roots of the unrest. The civil society should focus on exposing the real problems faced by the masses,” he added.

The Print on March 21 reports that Chhattisgarh Chief Minister (CM) Bhupesh Baghel acknowledged the Maoists’ offer for peace talks with the government, but with a condition that they should abandon the path of violence before peace talks can be held. “The Naxalites (Left Wing Extremists, LWEs) cannot impose their conditions on us. First of all, they will have to leave the path of violence and armed struggle; only then is it possible to have any sort of talks with them,” Baghel told The Print in an interview. “The state government is not shying away from holding negotiations with the Naxalites, but the negotiations can only be held within the framework of the Constitution of the country and according to our government’s policy,” the CM continued. “They will have to first give up arms and swear allegiance to the Constitution of India, only then can any sort of peace talks be held. There can be no dialogue with conditions from the Naxalites,” he added.

The Communist Party of India-Maoist (CPI-Maoist), on April 6, admitted that four cadres were killed in the encounter in Sukma District of Chhattisgarh on April 3 and the body of the slain woman cadre could not be retrieved from the spot, reports Outlook. The body of a woman Maoist was recovered by Security Forces (SFs) from the encounter spot. The Maoists also claimed to have seized 14 weapons, 2,000 cartridges and other materials from the encounter site. Also, the Maoists on April 6 asked the Government to name interlocutors for the release of the Central Reserve Police Force (CRPF) trooper from its elite CoBRA (Commando Battalion for Resolute Action) unit from their custody, reports The Indian Express. In a press note issued on April 6, Vikalp, spokesperson of the Dandakaranya Special Zonal Committee (DKSZC) of the Communist Party of India-Maoist (CPI-Maoist), said, “The government must declare the names of interlocutors. After that, we will release the policeman in our custody. Till then, he will be safe under our security.” The Police on April 4 had said Rakeshwar Singh Manhas, a constable with CoBRA unit of the CRPF, was missing. Subsequently, a senior CRPF officer also met the family of Manhas in Jammu, and assured his relatives the Government was fully behind them and trying its best to get him back.

The Chhattisgarh Police did not release any Communist Party of India-Maoist (CPI-Maoist) cadre in exchange for the freedom of the Central Reserve Police Force (CRFP) trooper who was captured by Maoists in Bastar region of Chhattisgarh, Police said on April 9, reports The Pioneer. Inspector General of Police (IGP), Bastar range, Sundarraj P said, “In certain media/social media reports it is being published that one arrested Maoist cadre have been handed over as an exchange for the safe release of CoBRA [Commando Battalion for Resolute Action] jawan (Trooper) Rakeshwar Singh Manhas abducted by Maoists on April 3 in Bijapur district.” He also said, “No arrested Maoist has been released to secure the release of the abducted jawan. So far no one has been arrested in relation to the Tekalgudem encounter case.” The IGP said a few villagers had accompanied the troopers after the encounter till the base camp and the villagers returned to their respective villages. The State Police in Bastar reiterated that with the CPI-Maoists restricted to limited pockets in the affected districts, the SFs will continue with their operation as the CPI-Maoist cadres attempt to upgrade their annual Tactical Counter Offensive Campaign (TCOC) that usually begins from March-April onwards and continues till mid-June. During the TCOC, the Naxals [Left Wing Extremism (LWE)] aim to regain their military strength, infuse confidence among their cadres, recruit new cadres and simultaneously mount pressure on security forces. The SFs had made gains in the previous year even when the pandemic started. CM Baghel, paying his respects to the deceased during the Jhiram Shraddhanjali Diwas, reiterated his government’s commitment to get to the bottom of the case. Chhattisgarh CM, Baghel told reporters “8 years ago, on May 25, 2013, several Congress leaders lost their lives after their convoy got attacked by Naxals. It was our Congress government at the Centre in 2013 that had handed over the investigation to National Investigation Agency (NIA) at that time. However, due to pressure created by the current Central government, neither the NIA nor the State Government is allowed to investigate upon the matter.” The NIA and the State Government have been at loggerheads over the investigation of the attack. Within a day of assuming charge, the Congress government in Chhattisgarh had announced a Special Investigative Team (SIT) to look into the incident in 2013.

State Government claimed that its strategy of establishing camps of SFs in Naxal [Left Wing Extremism (LWE)] affected areas of Bastar has pushed CPI-Maoist cadres to a very limited zone and facilitated development works in the region, reports The New Indian Express on May 25. Most of the camps were set up in inaccessible and remote areas where development remained secluded. However, after setting up these camps, the recent construction of roads is widely visible. Taking on the Naxals in their own style, SFs had decided to establish camps inside dense forests which were earlier unapproachable. These camps have been set up after pursuing a carefully chalked out strategy where each camp can have access to others in time of distress. The establishment of these advanced camps has restricted movement of the CPI-Maoist cadres in these areas. These camps have facilitated construction of roads, bridges, culverts and other infrastructure in the areas dominated by tribals, thereby giving them access to development schemes. Frustrated with the establishment of camps, the Naxals often make futile attempts to target these infrastructure facilities and attempt to create misunderstanding among villagers and trick them to go against the SFs. New avenues of communication and dialogue are getting opened, leading to a constructive partnership between the villagers and the administration, said a statement issued by the Chhattisgarh State Government.

All of them are safe,” Inspector General of Police (IGP), Bastar range, Sundarraj P said. According to IGP, Sundarraj, seven persons had initially gone missing after attending a social gathering on July 18. A day later, four others, including a village head, had reportedly gone to hold talks with the rebels on the abduction but did not return. Chhattisgarh Chief Minister (CM) Bhupesh Baghel on October 10 said the preliminary revenue survey to compile the record of land holdings in 19 out of the nearly 246 villages in the Naxal [Left Wing Extremism, LWE]-affected Abujhmaad region of the State's Narayanpur District has completed, reports devdiscourse.com. CM Baghel said that based on the preliminary exercise, residents of these villages will get benefits of the Government schemes. In the 22nd edition of his monthly (recorded) radio address programme 'Lokvaani', Baghel spoke on various development initiatives started at the District level in the State. ''We have initiated taking concrete action to address the problems of people living in Abujhmaad and its positive results will soon be visible at the ground-level,'' he said. The thickly-forested area of Abujhmaad, which means 'unknown hill', falls in the state's Bastar division and is located around 350 kms from the capital Raipur in the south. Spread over about 4,000 square kilometres, Abujhmaad is said to be a stronghold of the outlawed Community Party of India-Maoist (CPI-Maoist) as its dense forest serves as a hideout for its leaders. CM Baghel said that as many as 237 villages in Orchha block and nine villages of Narayanpur block in Abujhmaad area of the District were un-surveyed, as a result of which farmers (mostly tribals) living there were unable to get the benefits of various Government schemes.

The Maoists build memorials [rebels cite them as Shaheed Smarak] as a tribute to their dead senior leaders and cadres to highlight their contribution to the banned outfit among the local masses in areas having their presence. Superintendent of Police (SP), Abhishek Pallava, said, “First time a team of Dantewada district reserve guards (DRG) traced three 'smarak', each separated by a distance of 3-4 kilometre. They were dismantled. These memorials were on the name of a hardcore Maoist leader Vinod Hemla who carried a reward of Rs 10 lakh on his head and Gundadhur (carrying a bounty of Rs 5 lakh).” The SFs were out on operation on a tip-off about the movement of Maoists along the Dantewada-Sukma border in south Bastar. There has been a significant decline in incidents of Naxalite violence. The perception that Chhattisgarh is a ‘Naxal-Garh is also changing fast”, CM Baghel said on the occasion of his completing three years in office as chief minister. Indicating that his government is keen to implement Panchayat (Extension to scheduled Areas) Act-1996 (PESA) soon, the CM said the Panchayat and Rural Development minister T S Singhdeo and his team are working on the draft rules to be notified to be formulated under PESA Act. “Once it is finalized and comes up before the cabinet, we will approve it for implementation”, he added. Asserting that his government is moving forward towards the development of Bastar keeping in view the needs and expectations of the people, Baghel said community participation and a system based on consensus and cooperation has now been established in the tribal region.

The Sarpanch was called for a meeting on December 20 by the Maoists, but was subsequently abducted and killed. Police denied that he was an informer, accusing Maoists of targeting locals to create terror. According to Police, Korasa Ramesh had gone to Bheemaram in Chhattisgarh along with one Kurusam Ramesh of Eturunagaram in Mulugu District of Telangana after receiving a phone call from Sudhakar, a Maoist from Jayashankar Bhupalpally, Mahabubabad, Warangal. “At Bheemaram, Maoist militia members detained them, covered their eyes and took them to an unknown location after a six-hour trek. At 8.30 am on Tuesday [December 21], Korasa Ramesh was shifted to another location and around 10.30 am Kurusam Ramesh was left at Pusuguppa village in Cherla mandal by the Maoists,” Mulugu Superintendent of Police (SP), Sangram Singh Patil said. On December 21, the abducted man’s wife Rajitha, a contract Auxiliary Nurse Midwife (ANM) in Eturunagaram, had appealed to the Maoists to free her husband. But on December 22, Police received alert about body of Korasa Ramesh being found on a forest road at Kottapalli village (Bijapur), Chhattisgarh. In a handwritten letter released by CPI-Maoist Wajedu-Venkatapuram ‘area committee secretary’ Shanta, the Maoists said that Ramesh had been working for Police since 2019 and Sub-Inspector (SI) B Tirupathi had convinced him to inform on what Maoists asked him to procure. “Ramesh was paid Rs 35,000 by police to work for them. Police had even given him poison-mixed milk powder to deliver to party members. After consuming it, several of our comrades fell ill and one of them, M Bikshapathi alias Vijayender, died. Ramesh was also responsible for one encounter for which he received Rs 2 lakh from police. Ramesh has been killed for betraying the people and the Maoist party,” the letter stated.
