During discussions, Singh said Chhattisgarh shares a long border with Jharkhand (in its northern part) and better coordination between the forces of the two States would help in strengthening the surveillance system on the inter-State border and thereby controlling Naxal activities, an official release issued said.In the interim, Jharkhand CM reiterated commitment of his State to control Naxal menace, adds The Hindu “The Jharkhand CM assured Singh that State Police and armed forces will work in better coordination with Chhattisgarh Police to check Naxal menace,” the official release said.

UHM approved 50 new Police Stations, installation of 35 additional mobile towers and improving the road network. 850 kilometres will be constructed new roads in the Naxal-affected areas. Sixteen out of the 27 Districts of Chhattisgarh have the presence of rebels. CM Raman Singh told that the Communist Party of India-Maoist (CPI-Maoist) cadre’s activities in the northern region of the State like Surguja Division were almost under control while activities were on the decline in Bastar region in the South, reports the Times of India.

The rural ‘haats’ were facing closure due to Naxal Left Wing Extremist (LWE) violence in Bastar District for a decade. Netanar’s sarpanch
(localself government institution head),Sahadev Naag told, “We always wanted to restart the market here but fearing Naxal violence, which breaks out at any time in the area, local traders and villagers avoided it.” It is important to note that in 2011, six SFs, including Darbha Police Station House Officer (SHO), were killed in an ambush of with the Communist Party of India (CPIMaoist) cadres at the place which is very close to where the weekly market is being held.

Hundreds of villagers of Malkangiri District of Odisha on January 23, gathered in an antiCommunist Party of IndiaMaoist (CPIMaoist) rally in Jagdalpur, administrative headquarters of Bastar District of Chhattisgarh, in the bordering region of Odisha and Chhattisgarh, and raised voice against the ‘torture’ by the Maoists, reports odishatv.in. The Jana Varjan SamabeshPrajameli (public meeting) was attended by inhabitants of at least 15 villages in the region. “In the absence of security forces and DVF (District Voluntary Force) jawans, Maoists enter some remote villages and start torturing the villagers. Sometime they even rob the villagers their belongings,” said a villager. “If security is tightened in these Maoistprone areas, then they will not dare to enter these places to trouble the innocent villagers,” stated another villager. Meanwhile Police said it will analyse the situation and take proper step. “Attending a large gathering here (Jagdalpur), the villagers of Tulsi, Mahupadar, Dundipadar and Kirmiti (Odisha) allege that a lady along with some other Maoists is torturing them. We have intensified antiMaoist operation and deployed some forces in those regions. Very soon we will neutralize the Red Rebels who are active in the area”, said Bastar (Chhattisgarh) Superintendent of Police (SP), RN Dash.

The Home Minister of Chhattisgarh, Ramsewak Paikra, informed Chhattisgarh Assembly, in Raipur District, on March 2, that a total of 3,507 Naxal Left Wing Extremists (LWEs) incidents took place in the State between 2010 to 2016, reports The Pioneer. The Minister informed that a total of 205 CRPF jawans, 43 Special Police Officer (SPO), 210 Chhattisgarh Police and 49 of other SFs were martyred during the period. He stated, a total of 2057 Maoists surrendered during the period, 4939 were arrested and 140 prosecuted. There are 34 Maoists against whom trials are yet to start.

A senior Police officer posted in the region disclosed on March 6, that Maoists, mounted on horses, were seen ambushing Security Forces (SFs) at Chareli under Mirtur Police limits in Bijapur District on March 3, leaving two Policemen dead.Two Chhattisgarh Armed Force (CAF) jawans, Budharam and Gabbaram Kashyap, claimed to have seen Maoists opening fire on them from AK-47 rifles and other sophisticated weapons while riding horses in the forest area. The officer said, intelligence earlier tipped-off on Maoists’ move to upgrade guerrilla warfare tactics to make it mobile and deadly. Union Home Minister (UHM) Rajnath Singh told Lok Sabha (Lower House of Parliament) on March 14 that “unprecedented success’’ by Security Forces (SFs) led to “uneasiness” among Naxal [Left Wing Extremists (LWEs)] groups, reports Asian Age. UHM Singh told that improved efficacy of the SF is evident from the fact that the number of Leftwing extremist killed increased by 150 per cent in 2016. Similarly, surrenders and arrests registered a combined increase of 47 per cent over 2015. In 2016, SFs arrested 779 Naxals while 1,198 surrendered and 135 were eliminated. In 2016 there were 67 per cent encounters and exchange of fire that resulted in neutralization of LWE cadres as against only 36 per cent in 2015.Mr Singh said sustained operations by the security forces ensured that South Bastar districts saw a considerable fall in violence in 2016 — 252 incidents, as against 326 in 2015.

In an address to a conference, via video conferencing from Raipur District, on ‘’Counter-Terrorism’’ in New Delhi, Chief Minister (CM) Raman Singh, on March 15, said that effective and good governance will spell the death-knell of Naxalism [Left Wing Extremism (LWE)] and terrorism, reports The Pioneer. He added that LWE had been brought to an end in Surguja division. The authorities are working on the socio-economic front in Bastar division and the results will be known soon. Further, he told that the LWE had destroyed education, health, roads and communications links in the far-flung regions of Bastar division. Addressing a press conference in Raipur District, Chouhan said that an audio clip released by a top Naxal leader named Vikalp has now confirmed that 15 Maoists killed in an anti-Naxal operation between May 12 and May 16 were actually members of the PLGA. "The security forces (SFs) launched an anti-Naxal operation between May 12, 2017 and May 16 in Sukma district. The operation by the CRPF’s CoBRA (Commando Battalion for resolute Action), District Reserve Group (DRG) and local Police killed at least 15 Naxalites but their bodies were not recovered," said Chouhan, adding that "the security forces gauged the number of the killed Naxalites on the basis of blood stains and intercept of seized wireless sets". He further added that "initially the Naxalites rebuffed the security forces' claim but now a top Maoist, Vikalp, in an audio tape has admitted that their 15 associates were killed between May 11 and May 16. Though, he claimed that these encounters were fake and the killed ones were innocent adivasis". The Central Reserve Police Force (CRPF), on July 26, claimed that area controlled by Communist Party of India-Maoist (CPI-Maoist) has "shrunk in three states in last two and a half years", reports DNA. Rajiv Rai Bhatnagar, the CRPF Director General (DG), however, admitted that South Bastar remains to be an area of problem. He said, "There is substantial decline in areas controlled by Naxals in Bihar, Jharkhand, and West Bengal. Disturbance in these areas are very less. Our major concern is in South Bastar of Chhattisgarh." He said that after the attack, in which 25 men of the CRPF died in April in Sukma area, the force has changed their strategy to deal with Maoists. "In all ten left wing affected extremism states CRPF is deployed and working in close collaboration with state police forces and other central agencies," he said. Further he stressed that in last two and half years, there has been an overall reduction in violence and increase in surrenders, apprehensions and neutralization of Maoists. It is a reflection of efficacy of our operations and capacity building measures adopted by the force. He also said that to deal with Naxals in Bastar, CRPF is raising one Bastariya battalion comprising of local tribals of south Bastar having good knowledge of local language, terrain and modus operandi of Maoists outfits. "It'll provide tactical advantage to the force in fighting Maoists and also bring the tribals to mainstream," he said. He said that in last year from July 20, 2016 to July 20, 2017, the force neutralized 51 Maoists, apprehended 1,111, facilitated 834 surrenders. The force managed to recover 562 arms and 1180 improvised explosive device. Due to the pressure mounted on the Maoists through sustained operations, 834 Maoists surrendered including the important Maoist leaders Kundan Pahan, Member of Jharkhand Regional Committee (JRC), Nakul Yadav, Member of Bihar Regional Committee (BRC), Kanhu Ram Munda, Secretary, Bihar Jharkhand Odisha Border Regional Committee (BJOBRC) and Dimba Pahan, Member of Jharkhand Regional Committee (JRC).

The Centre, on November 3, assured all assistance to the Chhattisgarh Government to deal with Naxalism [Left Wing Extremism (LWE)], which continue to pose a threat to several States, reports India Today. Union Home Minister (UHM) Rajnath Singh gave the assurance to Chhattisgarh Chief Minister Raman Singh at a meeting in New Delhi, which was attended by senior officers of the Central and State Governments, a statement said. The two leaders noted that the declining trend of left- wing extremism continues across the country. Naxalism-related incidents have dropped by 21 per cent as compared to the corresponding period last year. Naxalites are under pressure with ever shrinking influence, both in terms of geographical spread and public support, they noted. Security and development-related measures required to achieve the same were discussed, the statement said. Important development schemes include the Road Requirement Plan (RRP) Phase I under which Chhattisgarh was sanctioned 1,988 kilometres of road out of which 1,351 kilometres have been completed. Under the newly launched RRP-II, Chhattisgarh has been sanctioned 891 kilometres of road. To improve mobile connectivity, 519 mobile towers have been installed in Phase-I. Another 1028 towers are being planned in Phase-II of the project. In addition, 11 India Reserve Battalions (IRB) and two Special IRBs have been sanctioned to the State. The Central Government provides security-related assistance to the State which includes provision for Central Armed Police Forces (CAPF) personnel, helicopters, UAVs among others.

A huge cache of explosives, including detonators and gelatin sticks, has been recovered from separate Communist Party of India-Maoist (CPI-Maoist) hideouts in the forests in Sukma District on November 9, during Operation Prahaar-2, reports India Today. The seizure included a tiffin bomb, 60 detonators, 50 gelatin rods, one grenade headed arrow, 500 grams of explosive powder, 3 kg gun powder, a couple of batteries and switches, one bundle cordex wire, splinters, three cameras flash, few live cartridges of Self Loading Rifle (SLR) rifle and a 12 bore gun, besides Maoist material, medicines and commodities of daily use. The Communist Party of India-Maoist (CPI-Maoist) documents recovered from the site of an encounter in Abujhmaad on November 7, show that they successfully exchanged demonetised INR 500 and INR 1000 notes adding up to INR 200,000, reports The Indian Express on November 23. D M Awasthi, Special Director General, (SDG, Anti-Naxal Operations), Chhattisgarh, confirmed that at least 20 pages of handwritten accounts, spanning several years, were recovered after the encounter in the jungles of Abujhmaad in Narayanpur District on November 7 in which six Maoists were reported to have been killed. A postscript in the ‘balance sheet’, maintained by the Nelnar area Janatana Sarkar (“local government”), for 2017 States: “Note bandi ke dauran 2 lakh jama kiya manta (Deposited 2 lakh during note ban).” While the year’s total expenditure has been put at INR 46,720, there is a line which says that a sewing machine worth INR 16,000 was damaged during an attack by Security Forces (SFs). The handwritten ‘balance sheets’, for 2013 to 2017, include sub-heads like expenditure incurred by the “vikas shakha”, “raksha shakha”, “school sanskriti shakha”, “jan sampark shakha” and so on. There are separate pages on expenditure incurred on “community infrastructure”, such as building of wells and small check dams as well. SDG, Anti-Naxal Operations, Awasthi, however, maintained that demonetisation had adversely affected Maoist operations in Chhattisgarh. “It is true that Maoist groups would have exchanged some amount of the demonetised cash. They could have used villagers, forcing them to deposit cash in their bank accounts, as also contractors who they ‘levy’ taxes from. After demonetisation, we had to deal with the situation sensitively, and did not make any arrests. But we did have information on certain bank accounts, details of which were given to the authorities concerned, and some money was seized as well,” he said. According to Police data, post-demonetisation, the Chhattisgarh Police seized banned notes adding up to INR 10.5 million from 27 people, including INR 4.4 million from one person, across seven of the worst Maoist-hit Districts in the State. “Although they would have exchanged some notes, and have an ecosystem that supports them in the region, I do feel that demonetisation affected their operations. We will compile data at the end of this year, and only then will we be able to say with certainty, but there is a sense that in operations in areas that were hitherto untouched, the Maoists are either avoiding an exchange of fire or preserving their ammunition. This is one indication of low finances,” said Awasthi. Another Police officer stated, “This balance sheet is only of one janatana sarkar. Every Maoist organisation, from the special zonal committee to the janatana sarkar, has separate accounts and would have exchanged their notes. We cannot even begin to quantify the amount,” he said. Narayanpur District, one of the worst-hit Districts in the country, has as many as 91 operational janatana sarkars, according to Police records.

Recently, 12 security personnel lost their lives, while trying to build a stretch of road. Infrastructure like schools and roads are being rebuilt whenever they have been destroyed in Naxal hotbeds such as Bastar, said Chhattisgarh Chief Minister (CM) Raman Singh at Hindustan Times Leadership Summit in New Delhi on December 1, reports Hindustan Times.
