A ‘sub zonal’ commander and three other cadres of Jharkhand Prastuti Committee (JPC) were arrested on January 7 and remanded in judicial custody on January 8, reports The Times of India. All four of them were dressed in camouflage uniform when Police got hold of them at Dulsulma village. Police recovered two country-made weapons and 17 sim cards along with five cell phones from them. Five other uniforms were recovered from beneath a banana shaft. Deputy Superintendent of Police (DSP) Ajay Kumar identified the four as Rang Bahadur Singh, sub zonal commander, Nand Deo Prasad, Indradeo Singh and Sanjay Singh. All of them in the age group of 24 to 27.

The Jharkhand High Court (HC) on January 10 again directed the State Government to dispose of all pending applications for compensation in cases of death in Naxalism-[(Left Wing Extremism (LWE)] related violence within six months and latest by one year in cases where enquiries are pending, reports The Times of India. Disposing of a Public Interest Litigation (PIL) filed by Gopinath Ghosh in 2011, a Division Bench of the HC comprising Chief Justice R Banumathi and Justice Aparesh Kumar Singh gave instructions to the State to not just expedite the processing of applications, but to also circulate copies of the order and ensure it reaches remote villages through block offices.

In a decision set to cause a flutter among Maharashtra Government officials, especially those working in the state's western parts, the Nagpur bench of Bombay High Court ruled that employees who never worked in tribal or Naxal [Left-Wing Extremism (LWE)]-affected areas should be posted there at least once during the course of their service, reports The Times of India on January 23. Chhattisgarh Government has decided to setup a ‘district’ and an ‘additional district’ court in Narayanpur and Dantewada Districts respectively, reports The Times of India on February 10. The move to set up the District Court at Narayanpur is primarily to speed up trials in cases related to Maoist violence. However, it would in general provide relief to other litigants too, as presently they have to travel to Kondagaon District, which is 56 km away, for court hearings. Confirming the move, Chhattisgarh Principal Secretary, Law and Legislative Affairs, Samanta Ray, said a provision has been made in the budget (2014-15) for setting up these Courts. He admitted that the move was primarily aimed at speeding Maoist-related trials, particularly in Narayanpur area.

Three members of a radical music group, Kabir Kala Manch, who were arrested in April, 2013 for their alleged role in supporting and funding Left Wing Extremism (LWE) activities in Maharashtra, will continue to remain in jail, with the Bombay High Court rejecting their bail pleas on April 11, reports DNA. Refusing to accept the petitioners' contention that they were mere cultural activists who took up social causes like poverty, corruption, superstition, gender discrimination, etc, Justice A R Joshi said that there was enough evidence against the trio to curtail their freedom. Sachin Mali, Sagar Gorkhe and Ramesh Gaichor were taken into Police custody along with another member, Mali's wife Sheetal Sathe, after they courted arrest outside the State legislature. Sathe was released in June 2013 on humanitarian grounds as she was pregnant. They had surfaced more than two years after going underground. All four were booked under the stringent provisions of Unlawful Activities Prevention Act (UAPA) and various sections of the Indian Penal Code, including criminal conspiracy.

Indian Mujahideen (IM) operative Haider Ali alias Black Beauty revealed to his interrogators that major terror outfits operating in the Kashmir Valley like Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) had joined hands with Indian Mujahideen (IM) and Student Islamic Movement of India (SIMI) with the objective of eliminating Prime Minister (PM)-elect Narendra Modi Deccan Chronicle reports on May 23. Following the Patna (Bihar) blast of October, 2013, Pakistan's Inter-Services Intelligence (ISI) top operatives directed that all major terror outfits should pool their resources in targeting Modi, he added. Ali, disclosed that ISI top brass was extremely unhappy with the failed attempt on Modi’s life at the Patna rally. The ISI, he claimed, felt that IM and SIMI which had jointly carried out the explosions was not competent enough to carry out such “major operations”. “The threat to Mr Modi is very high as these terror outfits are still on the lookout for an opportunity to target him. A few days ago some key SIMI operatives had openly raised slogans threatening the PM elect during a court hearing in Madhya Pradesh. So the threat perception remains high and we are closely monitoring activities of these subversive groups,” a top security official said.

Meanwhile, three years after being arrested for carrying books authored by architect of Indian Constitution Dr. Babasaheb Ambedkar, Communist Party of India-Marxist-Leninist (CPI-M-L) founder late Charu Mazumdar and late political theorist Suniti Kumar Ghosh, Mumbai-based activist Sudhir Dhawale was acquitted by a court on the grounds that the literature seized were freely available and even taught in universities, reports The Deccan Herald on May 25. Dhawale was taken into custody at the Wardha Railway Station in January 2011 while he was returning from ‘Ambedkar-Phule Sahitya Sammellan’ (Literature Festival), under the Unlawful Activities Prevention Act (UAPA) on charges of having nexus with Communist Party of India- Maoist (CPI-Maoist). The Gondia District Police of Maharashtra while framing the charges claimed that Dhawale’s name had cropped-up while interrogating one of the alleged members of CPI-Maoist.

A court in Koraput District of Odisha on June 10 sentenced Communist Party of India-Maoist (CPI-Maoist) leader Chenda Bhusanam alias Ghasi to 10 years rigorous imprisonment in connection with possession of arms and attack on Policemen, reports Zee News. The court of Additional District and Sessions Judge, Koraput, Pradip Kumar Mohanta found Ghasi guilty on June 9 and pronounced the quantum of punishment on June 10. The court also imposed a penalty of INR 35,000. Ghasi was convicted under section 27 of Arms Act, section 17 of Criminal Law (Amendment) Act and section 20 of Unlawful Activities Prevention Act (UAPA), said public prosecutor Sadananda Gouda.

Two years after the National Investigating Agency (NIA) filed a chargesheet against the ‘external affairs department chief’ of Manipur-based People’s Liberation Army (PLA), N Dilip Singh alias Wangba, and two other members from his outfit — identified as Senjam Dhiren Singh alias Raghu and Arnold Singh alias Becon — exposing nexus between the PLA and the Communist Party of India-Maoist (CPI-Maoist) in 2011, the NIA has now gone ahead and filed its supplementary chargesheet in the case, reports The Times of India. The NIA has now named two new persons in the chargesheet. Two accused persons namely Amit Bagchi alias Alok and G Jiteshwar Sharma alias Gypsy have been charged under several sections of the IPC and UA (P). A three-month long conspiracy culminated into the meticulously planned Communist Party of India-Maoist (CPI-Maoist) attack, which was rehearsed over six days, on the convoy of senior Congress leaders in Chhattisgarh on May 25 in 2013, the National Investigation Agency (NIA) has concluded after conducting a probe for nearly 16 months, reports The Economic Times on October 24. The report was submitted in a court in Bilaspur on September 23 and said the Maoists celebrated with a "macabre dance of death" on the spot after killing Karma. "Presence of Salwa Judum founder and Congress leader Mahendra Karma in the convoy was one of tempting and lucrative reason for CPI (Maoist) in taking decision to attack the convoy of Congress. The previous and post conduct of the accused persons establish their intention, conspiracy, reparation, and execution to lay ambush on the Congress Parivartan yatra to avenge against Mahendra Karma," said the 36-page NIA charge sheet. "A decision to carry out a big attack in Darbha region was hatched in the meeting of South Regional Unified Command (SRUC) of CPI (Maoist) held from February 16-25, 2013, somewhere in forest area near village Pidia of Bijapur district and various Maoist formations were asked to assemble in Darbha", the charge sheet said. A week before the attack, Maoists got "information" of possible movement of Karma and other Congress leaders in Darbha to participate in Parivartan Yatra and decided to target it, the NIA added. "In pursuant to the conspiracy to attack Parivartan Yatra, Maoist commanders conducted recce of Sukma - Jagdalpur Highway (NH221, now NH-31) and identified a suitable spot in Jheeram valley for ambush. The rehearsal / mock drills for the attack was carried out for five six days in the forest area near Ekkum-Chikpal. During mock drills, cadres were divided into various teams/groups like Assault group, Stop Group, Signal Group, Blast Squad, Seizing party and Senior Commanders briefed them about the terrain, possible situation, their individual role, snatching tactics & escape routes," the NIA said. The NIA investigation also brought out that Maoists planted a landmine under the NH- 221 near the culvert as well as at different places for defensive measures as well as to inflict causality on probable reinforcement/ rescue team.

Security Force personnel had arrested these four accused, Bulu Mallick (30), Kalia Mallick (25), Jalendra Mallick (27) and Surendra Mallick (26), during a combing operation in the jungle. The combing operation was intensified after an encounter took place between police and Maoists in the jungle on November 14, 2012.
