Among those who surrendered were two women and two ‘deputy commanders’ of the outfit. Meanwhile, in a separate development, cases have been registered on January 11 against three Congress (I) local leaders for helping PWG Naxalites who conspired to blast the model police station at Kararam, Karimnagar. Speaking to the media, an unnamed police official said one of the three had supplied maps and other details of the police station to the PWG Naxalites. No details were provided on the nature of assistance provided by the other two politicians.

Sources said the surrenders came after the district police chief, D N Gupta, undertook a tour of the Sindranhna and Pakridayal regions, where the Naxalites are active, to convince them to lay down arms and make use of the surrender package announced by the State government. According to the package, Naxalites surrendering to the police with a rocket launcher or machine gun would be given Rs. 25,000, those giving themselves up with an assault rifle Rs. 15,000 and those with a .303 rifle or pistol Rs 3,000. The package also includes self-employment schemes involving an expenditure of up to Rs 200,000 to the surrendered Naxalite.

22 left-wing extremists, Naxalites of the People’s War Group (PWG), including five women, cadres surrendered before the State Director General of Police in Hyderabad on March 21, following the State government’s offer to rehabilitate Naxalites who would join the mainstream. The surrendered Naxalites hailed from Nizamabad, Adilabad, Karimnagar and Warangal districts, in North Telangana region. One Naxalite from Kurnool district also surrendered. Among the 22 surrendered Naxals were an ‘area committee secretary’, an ‘area committee member’, two ‘commanders’ of local guerrilla squads (LGS), a military platoon ‘section deputy commander’, three military platoon members, 10 LGS members, two members of the Jana Natya Mandali - the cultural wing of the PWG - and two den keepers. Police sources said these Naxalites were involved in a number of attacks on police stations and government installations, and attacks on activists of various political parties. Speaking to the media, one of the surrendered Naxalites, Maknuri Ashanna, said their leaders were planning attacks on police stations even while discussing the proposed talks with the government. He revealed that the proposal for holding talks with the government was political tactic. He said PWG’s ideology was good but its leadership had failed. "The leaders have gone astray and that is why we are unable to convince people", he added. Another naxalite, Bandakindi Gopi, an ‘area committee secretary’ in Nizamabad district pointed that the movement in district was almost dying out. "There are only seven or eight cadres in the district now, he said.'' Speaking on the occasion, the DGP said there appears to be duplicity in the thinking of the PWG on holding talks with the government. He said, "On the one hand they talk about peace initiative and on the other they prepare themselves to attack police stations". He added those who surrendered belonged to Scheduled Castes and Scheduled Tribes and were being used in the outfit’s protection platoon to facilitate the safe escape of the leaders in the event of an encounter with the police.

The district police chief said that on a tip off, police raided the village to arrest the Naxalites. After being challenged by the police, they returned fire and the encounter lasted for over an hour, he said adding, the Naxals, wanted in several cases of loot and murder, finally surrendered. The arms laid down included a police rifle looted by Naxalites earlier, a sten gun, two pistols, equipment used for detonating land mine blasts, approximately 130 live cartridges, police uniform and incriminating literature. The police have launched a combing operation to arrest the other Naxalites who managed to escape from the incident site.

The surrendered Naxalites told the media that the leaders of the Naxalite movement were deeply worried over the positive response to measures like the Parivartana Sadassu (transformation conclave), Swecha Sadassu (freedom conclave) and counseling initiated by the police. One of the surrendered Naxalites said his dalam (squad) had collected Rs 70 lakh per year from his area. Praveen Kumar said, despite extorting such hefty amounts, the Naxalites were doing nothing to ameliorate the lot of the poor. According to him, the Janashakti group alone had collected over Rs 100 crore during the past 30 years. He said the Naxalites were trying to stop development work in the rural areas. He urged the Naxalites to give up violence and become partners in rural development.

In another incident, a Naxalite couple surrendered before the Chittor district police chief on December 24. The couple, K Raja Sekhar Raju alias Sanjeev, a district committee member of the PWG, and his wife Gopalakrishnamma, carried a reward of Rs 1 lakh and Rs 50,000 respectively over their heads.
