Meanwhile, eleven CPI-Maoist cadres “impressed” by the surrender policy of Chhattisgarh government, surrendered on January 3 in Kondagaon District, while citing disappointment with the “ill-treatment” by senior cadres, Police said, reports The Hindu. Two of the cadres, Ganesh Korram (23) and Lalit Kashyap (22), were carrying a reward of INR 300,000 each on their head and were acting as key Maoist couriers in Bastar region. Besides, Kolsai alias Panku (30), a military platoon member, was carrying INR 200,000 reward, while INR 100,000 each was announced for the arrest of Dhaniram (23) and Folsingh Salaam, who were local operation squad member and head of Maoists’ cultural outfit Chetna Natya Mandli, respectively. The others who surrendered were lower rung members.

"The five cadres surrendered before senior police officials in Bijapur district headquarters citing ill-treatment by senior cadres and disappointment with ideology of the outlawed Naxal [Left Wing Extremism, LWE] movement," Bijapur Additional Superintendent of Police (ASP) Indira Kalyan Elesela said. Surrendered Maoists were identified as Hemla Paklu (28), Budhram Kowasi (24), Hemla Pandu (25), Motu Parsa (19) and Hemla Budhram (35), he said. Of them, Paklu, a member of military platoon no. 12 was carrying a reward of INR 200, 000, while INR 100, 000 each was announced for the arrest of militia company commander Budhram and Awapalli militia commander Pandu, he added.

He further said "After the death of Naxal commander Chainu in Chandameta (in Bastar District) on December 25 in a Police encounter, the Naxal movement in this region has diminished considerably and cadres are deciding to surrender. The movement of Security Forces in the interior parts of Lohandiguda has also compelled them to put down their weapons," the police officer added.

Each of the women Maoists, wanted for their alleged role in various encounters with the police, carried reward of INR 200,000 on their heads. “Baburao Pesu Devu Wachami, the platoon commander of ’Chamorshi Dalam’ (armed squad), was allegedly involved in four serious offences including three encounters with police and a bomb blast,” the Police stated in a press release. Wachami’s wife Payki Girija Madika Barse, working for ‘Sitapur Dalam’, also laid down arms.

"We joined the CPI (Maoist) being motivated by the Red revolution. When we realised that the Maoists did nothing for the poor and tribals, we decided to return to the mainstream," said a surrendered Maoist. Police said the surrendered Maoists joined the Maoist organization between 2008 and 2010 and were working for the Kalimela ‘area committee’ of the Malkangiri division. The top catch was Ramji Mattami alias Sunil (32) recently promoted as member of Kasansur divisional committee. He carried a reward of INR 1.6 million. Sources told that Mattami, active for over 15 years, was removed from the committee for alleged sexual misconduct with a woman cadre and had been staying at his native village. When the Police arrested him, Mattami was found to be working for the Maoists from home. “It was due to his promise to help the Police in sharing vital information about Naxal activities that the Police got him surrendered,” said a source.Among others who surrendered are Sattu Narote alias Shiva (26) and his wife Rekha Timma (27) were ‘section commanders’ of company 4 and each of them carried a reward of INR 800,000.The other six cadres are Mira Narote (24), Kamla Hidko (35), Somji Atlami (28), Lakshman Narote (28), Dogde Atram (34), and Mangu Mattami (30) — had been active Maoists for years ranging between five and 14 years. While Mira had INR 400,000 reward on account of being a member of company dalam (armed squad), others carried a reward of INR 200,000 each on their heads. The Maoist turned themselves in before Senior Police and administration officials, saying they were frustrated with the violent and anti-development activities of its leaders, Bastar Superintendent of Police (SP) R N Dash said. Of them, three cadres - Kamlesh Naag and Tulsi Ram Naag - who were janmilitia 'commander' and Naresh Kumar Kashyap - a janmilitia 'platoon commander', were carrying a reward of INR 100,000 each on their heads. A janmilitia 'deputy commander', Pramod Thakur, was also among the surrendered cadres, Dash said. Rest of the surrendered Maoists belonged to lower rung of the banned outfit, he added. "All the surrendered cadres possess ration and Aadhaar cards. Besides, 14 of them have bank accounts. Sukaru Salaam (22), a native of Manpur area in Rajnandgaon District, surrendered before senior Police and Indo-Tibetan Border Police (ITBP) officials at Narayanpur District headquarters, Superintendent of Police (SP) Abhishek Meena said. She was allegedly involved in several Maoist offences, including the attack on SFs in Aundhi area of Rajnandgaon during the 2014 Lok Sabha polls, he said, adding that she was carrying a reward of INR 100, 000 on her head. Sukaru was active in Aundhi Local Organisation Squad (LOS) in Rajnandgaon where she fell in love with the squad’s ‘deputy commander’, Bharat. When the senior cadres objected to their relationship, the couple fled and shifted to Koyalibeda in Kanker District, Meena said. They were well aware of the Maoist ‘diktat’ that cadres are not allowed to have children. After giving birth to a baby girl, Sukaru decided to quit the movement to give a better life to her child, he said.

Of them, Phulo Madkami, who was carrying a reward of INR 300,000 on her head, was active as regional committee supply member of the Maoists and a prominent cadre in the region, the SP said. Another cadre, Jibo Kawadi, was carrying a reward of INR 100,000 on his head, while the rest belonged to different lower rank squads of the outfit including Janmilitia, Sangham and Chetna Natya Manch (CNM), a cultural wing of the Maoists, Dash said. Police claimed that with this surrender, Katekalyan Area Committee of Darbha Division of the Maoists, which has allegedly been instrumental in executing several deadly attacks in south Bastar, has collapsed. At least 34 of the surrendered Maoists belong to Mudenar village which comes under Katekalyan area committee of the ultras. With the surrender, it appears that this area committee has completely vanished, the officer said. They all will be provided with facilities as per the surrender and rehabilitation policy, he said, adding 247 Naxals [Left Wing Extremists (LWEs) and their supporters have surrendered in Bastar district in the past three months.

Khunti Superintendent of Police (SP) Anish Gupta said one person who has links with the CPI-Maoist surrendered during the meeting. His decision was hailed by other participants. The villagers, mostly from the tribal belt of Arki, came to the meeting 'Shanti Sabha' with traditional weapons, but the district Police reportedly asked them to abstain from violence while resisting Left-Wing Extremism. When there was a need of a Maoist, who could speak Odia in Darbha region, she was brought back as CNM commander.Meanwhile, she fell in love with Local Operating Squad (LOS) commander Shankar alias Joga Sori and married him. Though they kept their marital status secret, it came out in open when she conceived. Senior leaders decided to punish her and military company commander Dewa transferred her husband to an unknown place. Divisional committee leader Kudabala Lakshmi alias Sarita (29) of Chamagedda village in GK Veedhi mandal (administrative unit), ‘area committee member’ Bonangi Ramulamma alias Bharati alias Saroja of Labadampalli village in GK Veedhi mandal and Tambelu Tummu alias Vijaya (24) of Tartal village in G Madugula mandal had apparently decided to surrender due to severe oppression by the Security Forces (SFs), ill health and differences with senior leader and east division secretary Chalapathi.Visakha Rural Superintendent of Police (SP) Rahul Dev Sharma said Sarita joined the Maoists rank and file in 2000 as a Jana Natya Mandali (JNM) cadre. She was inducted into the Naxal [Left-Wing extremism, LWE] military formation in 2003 and worked as bodyguard to ‘central committee member’ Vadkapur Chandramouli. "She was a military trainer and the only woman selected for central military training from all the Naxal-affected states in 2008. She was sent to the Andhra-Odisha Border (AOB) as a central military instructor. She has trained almost all the squads in the AOB and was promoted as ‘deputy commander’ for the first central regional committee (CRC) company, the military wing of the naxals," the SP said. There are 30 cases registered against Sarita in Visakhapatnam District alone and an unknown number of cases in Odisha and Chhattisgarh. Sarita was also involved in eight exchanges of fire with SF personnel. "The cadre was demoralised with the attitude of senior leader Chalapathi, who did not have cordial relations with the party members. After senior leader Kudumula Venkata Rao alias Ravi and Azad died, there was a gap in leadership," Sarita said and claimed that many more cadres would surrender in the future due to differences with Chalapathi. Bonangi Ramulamma had worked in Korukonda and Pedabayalu and also in Chhattisgarh. There are around 23 Police cases registered against her in Visakhapatnam including at Darakonda outpost and Anakapalli Police Station. Ramulamma was also involved in eight exchanges of fire incidents and ambushes and carried a reward of INR 400,000 on her head, Sharma said. Vijaya, the third woman Maoist who surrendered, had fled the movement along with her husband few months ago and settled in a village on the Odisha border and she returned to her native village Tartal recently after the death of her husband, the SP said. After she learned of the surrender of a few woman Maoists including Lalita, she decided to follow suit, he said. Vijaya was involved in the abduction of Malkangiri collector Vineel Krishna in 2011 and carried a reward of INR 100,000 on her head.

A member of the Bihar-Jharkhand-North Chhattisgarh Special Area Committee of the CPI-Maoist, Vikas was wanted in over 70 cases of violence. DGP Pandey handed over three cheques to the Maoist under ‘Nayi Dishayen’ - a bloodless operation to bring Maoists to mainstream of society and give them an opportunity to lead a normal life. The first cheque was of INR 2.5 million, the second one was of INR 50,000 and the third was of INR 15,000. Commenting on the surrender Additional Director General of Police (ADGP) (Operations) S.N. Pradhan said that "It is a historic moment... one of top-most tribal members of the Maoist special area committee surrendered today. Total 74 cases are pending against him at various police stations of Latehar, Garhwa and Balrampur district (Chhattisgarh). He was the third in command after Maoist central committee member Deo Kumar Singh, alias Arvind ji, and Sudharkar Reddy. Now, it is expected that several others trained by Vikas will also follow suit and surrender." Latehar SP Anoop Birtharay said that "All cases against him will be withdrawn and he will be provided vocational training. He will also get an opportunity to get a job in the police."

Sources from a remote part of Gadchiroli District claimed that Maoists, mostly from Chhattisgarh, were sent from the Maoist stronghold of Abujamarh after intensive training for taking on the Security Forces (SFs). "The dalams have now been amalgamated with rest of the other formations like Local Guerrilla Squads (LGS) and Local Organizational Squads (LOS). Two or three dalams are often working together and also getting conjoined with platoons as the Naxalites are facing manpower shortages," said a security intelligence source. "Now, the additional manpower that has come from Abujamarh is being evenly distributed among different dalams, platoons and company in Gadchiroli to strengthen them," said the source. Superintendent of Police (SP), Gadchiroli, Abhinav Deshmukh said that migration of from Chhattisgarh in the period of Naxal saptah or martyrs' week is not surprising. "Though we may not know the exact numbers of Naxalites having sneaked into the district, it may have taken place which we would check. The Naxalites generally plan strikes before or after Naxal saptah," he said.

One Maoist ‘zonal commander’ Dipak Sahu alias Tilakman alias Tilak Main, who headed the rebel outfit's operations in Simdega and Gumla as well as bordering areas in Chhattisgarh, surrendered before Director General of Police (DGP) D.K. Pandey at Police headquarters in Dhurwa in Ranchi District on August 30, reports The Telegraph. Tilakman was involved in 34 cases of Maoist violence in Simdega and Gumla, including an attack on Bansjore Thana (Police Station) in Simdega on December 31, 2007, in which a Policeman was killed. Welcoming him to the mainstream, DGP Pandey gave Tilakman INR 50,000 ex-gratia apart from INR 500,000 reward that he carried on his head. The DGP also said the Police would take care of Tilakman's family's safety during the tenure the surrendered rebel would be behind bars, a provision present in Jharkhand's rebel surrender policy.Further, DGP Pandey said the Police had identified 786 remote villages across Jharkhand where the men in uniform would facilitate the execution of 10 welfare schemes in their fight against Naxalism [Left Wing Extremism (LWE)]. As many as seventeen Naxal [Left Wing Extremists (LWEs)] including two women cadres, surrendered before Police in Bastar District on September 3, reports The Pioneer. “One of the female surrendering ultras was a CNM (Chetna Natya Mandali) member which is banned outfit. She carried a cash reward of ` 1 lakh on her head,” Superintendent of Police (SP) Bastar, RN Dash said. A Naxal Local Organizing Squad (LOS) ‘commander’ who was operating in the Niyamgiri region of neighboring Odisha District was also among the persons surrendering, the SP added. “They were deeply unsatisfied with the dual standards adopted by Naxals and also were under the pressure of anti-Naxal operations being carried out by police forces’’, he added. He informed the cadres who surrendered were residents of Bodavada, Badhanpal, Govindpal, Badhrimau villages which are located near Darbha valley of Bastar region. According to the SP, they were involved in different kinds of Naxal activities. The rebels who have given up arms will be provided with benefits provisioned under the surrender policy adopted by the state government, he mentioned.

"Citing frustration with empty Maoist ideology and their wrong policies, the ultras turned up before senior Police and Indo-Tibetan Border Police (ITBP) officials at Narayanpur District headquarters," said Narayanpur Superintendent of Police (SP), Abhishek Meena. Among the cadres was Punaye Bai (40), who was active as the head of Dandakaranya Adivasi Kisan Majdoor Sanghthan (DAKMS) in the region and was carrying a reward of INR 100,000 on her head, he said. Most of the surrendered Naxals are lower rung ultras allegedly involved in murder, loot and attacks on the Police. "In their statement, the ultras said they decided to quit the movement due to growing pressure on Naxals from security personnel, wrong policies and empty ideology of the Maoists," the SP said.

According to Police sources, Veko Joga alias Jangu, a SGS member, of Yerrampadu in Charla mandal (administrative unit) of Khammam District and his wife Nupa Paike, a Maoist squad member of Usoor in Bijapur District of neighbouring Chhattisgarh, gave themselves up to the Venkatapuram Police. Joga joined the CPI-Maoist around eight years ago and served as a militia member initially before being elevated as the SGS member of Khammam District in 2010. He married a fellow Maoist Nupa Paike while leading an underground life. He surrendered to the Police due to ill-health, sources said.

Among them were 62 Maoists and their 10 grass root level supporters, belonging to remote villages of Abujmarh, surrendered before Police and Indo-Tibetan Border Police (ITBP). Three of them were active Local Guerrilla Squad (LGS) members, eight are members of Maoists' cultural wing Chetna Natya Manch (CNM) and four are Janatana Sarkar (People’s government unit) group members. Narayanpur Additional Superintendent of Police (ASP) Anil Soni said the rebels themselves turned up at Kurushnar Police Station to surrender claiming being fed up with the Maoist way of life and violence and want to return to mainstream. He said one of the main reasons for Maoists surrendering was the pressure being mounted by the Security Forces (SFs) coupled with the attractive surrender and rehabilitation policy of the State Government. Earlier this month, 38 Maoists including three women had surrendered at Narayanpur. This was stated by Deputy Inspector General (DIG, south-west range) S Saini. The DIG and Kalahandi, Superintendent of Police (SP), Brijesh Rai said, the Special Operation Group (SOG) team and District Police were combing the Phulbari forest near Katland village under Bijepur Police limits when the exchange of fire took place in which, one woman Maoist cadre was killed. Her identity is yet to be established. Nikhil managed to escape from the Maoist camp during the gun-battle, Saini said, adding that two Self-Loading Rifle (SLR) rifles, one INSAS (Indian Small Arms System) rifle, two .303 rifles and live cartridges, 20 detonators, a tiffin bomb, electrical wires and Maoist literature were seized from the camp. Other logistic materials were also recovered from the spot. The DIG said so far seven Maoists have been killed in Kalahandi and among them, six are women cadres. So far, six Maoists have surrendered. Saini said Maoists are deploying women cadres in the first line of defence and in sentry duty and thus, the casualty of women cadres is high. While the women cadres provide cover to the Maoist group, the male cadres escape.

"The Naxals [Left Wing Extremism (LWEs)] turned themselves in expressing their desire to lead a normal family life and at the same time cited disappointment with Maoist policy," Special Director General of Police (SDGP) (Anti-Naxal operations/ SIB) DM Awasthi said. Of them, a ‘section Commander’ of Naxal Military Battalion number 1, Jhitru alias Jittu (27) and his wife Sapka Pojje (23) who was also a member of the same military battalion, were key cadres of the CPI-Maoist in south Bastar, he said.Jittu was allegedly involved in the tragic Tadmetla (now in Sukma district) ambush attack which Maoists had orchestrated in April 2010, in which 76 Central Reserve Police Force (CRPF) personnel were killed, the SDGP said. He was also the part of Naxal team that had ambushed a CRPF searching party at Kasalpada in Chintagufa area in December 2014, killing 14 paramilitary jawans. Likewise, Sapka was allegedly involved in Tadmetla incident and other Maoist attacks, he said, adding the duo carried a cash reward of INR 800,000 each on their heads. A native of Bijapur District, Jittu had joined Naxal organisation in 2005, while he was a student of class 8th in a tribal ashram school. He had worked as a bodyguard of prominent Naxal leaders Ramanna, a ‘Central Committee Member’ of Maoists, and Hidma, a Special Zonal Committee Member.

Sources said recent "trysts with near-death situations", counseling by senior Police officers and positive changes in the life of his friend Bada Vikas, a surrendered rebel, apparently had an impact on Bhanu and prompted him to shun the path of extremism. A native of Chinia area in Garhwa District, Bhanu, also known as Bhanu Singh Kharwar, had several close shaves during encounters with the Police in the recent times. Superintendent of police (SP) of Garhwa, Priyadarshi Alok said lately natives of China area were disillusioned with Bhanu due to various reasons and had decided to either kill him or get him arrested. "During community policing, I had told his parents that their son would be killed either by us or by local natives if did not surrender. About two months ago, Bhanu contacted me over telephone and said that he wanted to surrender," Alok elaborated. Bhanu was a member of Maoists' Bihar-Jharkhand Special Area Committee (BJSAC) and figured as a named accused in 18 cases of Maoist violence registered at different Police Stations of Garhwa alone. Marri Veera (25), carrying a reward of INR 100,000 on his head, a native of Veeravaram under Deverapalli panchayat (village level local self government institution) in G.K. Veedhi mandal (administrative unit), had moved mostly with Maoist leader Jambri when he was in the party. Veera had lost his parents when he was 15 years old and Jambri took him into the party in 2008 and worked with the Galikonda area committee and was made member of the first CRC in 2010 and also bodyguard of a top Maoist leader Kudumula Ravi. Veera was involved in four exchanges of fire in Andhra area and three in Odisha area between 2010 and 2012 and was also involved in famine raids. "Altogether 57 Maoist cadres and 297 sympathisers turned themselves in before the government, police and CRPF (Central Reserve Police Force) officials at Sukma district headquarters. Seventeen of these 57 Maoists were carrying a cash reward on their heads," SP of Sukma, Indira Kalyan Elesela said. Seventeen Maoists surrendered along with firearms, he said. "Cadres are getting increasingly fed up with violent Maoist activities and want to see development in their area," the SP said. He described the move as a good indicator in the conflict-ridden Bastar region. The Maoist supporters belong to Kerlapal, Manjhipara, Patelpara, Potampara, Borguda, Gondpalli Mosalpara, Jeerampal, Badesatti, Pandupara and other villages of the region, the SP said. According to the official, the cadres in their statements said that they decided to move away from the Maoists as they were frustrated with continuous exploitation, atrocities and violence by them. According to the figures provided by the Police, with this development, about 1,400 Maoists and their supporters have surrendered before Police in separate Districts of Bastar division so far this year.

All of them surrendered without any firearms. "The Maoists were not arrested as they were already granted bail by local courts. They furnished the bail papers at the time of surrender. They would, however, be under our surveillance," Mishra said. Sheohar, around 250 kilometres north of Patna, has been badly affected by Maoism. The SP said most of the Maoists, who surrendered on Saturday, were accused in multiple cases. "We have been pursuing all Maoists in Sheohar to come to the mainstream for the past six months. It is due to our efforts that crime figures in Sheohar have come down by almost 60%. Today's surrender programme is one of the milestones of the district administration," Mishra said.

Also, 2,500 Assistant Sub-Inspectors (ASIs) and equal number of associate constables will be hired. Total 33 per cent of the jobs will be reserved for women. According to the DGP, the department has worked out extensive plans to improve basic amenities in remote areas, paving the way for mobile phone connectivity, banking services, apart from education and power supply. "We have facilitated installation of 786 mobile phone towers in remote areas across the state. 125 such towers will soon provide 4G services, which will facilitate e-banking and ATM services in remote villages," he added.

They have been identified as Karan alias Dursa Peka Narote (23), with a reward of INR 400,000; Pravin alias Vilas Devaji Kolha (23); Darju Kulle Usendi (23); Raiji Nalgu Kaatvo (30); and the sole woman Maoist Sharda alias Reena Vatte Pungati (20) — each carrying a reward of INR 200,000, said Superintendent of Police (SP) Abhinav Deshmukh. Narote was an active Maoist since June 2008 and served with Gatta Dalam (squad) and since December 2010 was with Platoon No 14. Kolha joined the Kasansoor Dalam in 2012 and was involved in encounters of Kundum and Dobeguda besides other serious subversive activities. AP Police, which filed a reply in the High Court, in response to a Public Interest Litigation (PIL) submitted by Civil Liberties Committee, said that the incident of firing took place outside of the territory of AP, in Odisha. In the reply, Visakhapatnam Rural District Superintendent of Police (SP) Rahul Dev Sharma said that on October 24, they got information about the presence of Maoists in the AOB (Andhra-Odisha Border) and Police parties of Odisha and AP reached the forest area of 'Ramagurah'. "On seeing the police parties, the Maoists, who were armed with latest automatic weapons, opened fire on the police parties resulting in injuries to two Greyhound Commandos, and one of them died. Despite the police calling upon the Maoists to surrender, they did not pay heed to the warning and continued firing, constraining the police parties to retaliate by counter-firing in self-defence," the SP said. As a result of this firing incident, some Maoists died and some more escaped. The incident was reported at Chitrakonda Police Station of Malkangiri District and a case was registered, which is under investigation by the Odisha Police. On ascertaining from the Chitrakonda Police, it was revealed that they found 24 bodies at the scene of offence (13 men and 11 women), the SP added. Civil rights activists had earlier moved the high court and filed a PIL seeking a thorough judicial probe into the incident. Advocate V Raghunath, on behalf of Civil Liberties Committee, had filed the litigation and demanded registration of murder cases against the AP Police. Seeking dismissal of the petition, Sharma said in the reply, "Police have not violated the law and the incident of firing has taken place in Odisha and is being investigated into. The writ petition seems to have been filed by twisting the facts of a legitimate joint-combing exercise and the counter-firing in self-defence." The court posted the matter for further hearing to November 8.

According to the Police, the rebel was deeply dissatisfied with the hollow ideology of Maoists and shabby treatment meted out to him by the fellow cadres. “Mangat alias Diwakar (35) resident of Maraskol village in Narayanpur district has given up arms,” Dantewada, Superintendent of Police (SP), Kamlochan Kashyap, said. Diwakar had joined Naxal [Left Wing extremism (LWE)] cadre in 2006 and was actively involved in various Naxal incidents, the SP said while adding that seeing his activity he was made the President of Naxal Jantana Sarkar (people’s government) of Panchayat (village level local-self government institution) level. “After working as Jantana Sarkar President, he was promoted in 2009 as Area Committee Member. In 2014 he was shifted to DKAMS (Dandakaranya Kisan Adivasi Majdoor Sangh),” the SP mentioned. Associated with Maoists for more than a decade, he was involved in several serious Naxal incidents like the attack on the party of 39th battalion Central reserve Police Force (CRPF) near Maharabeda under Dhaudai Police Station in 2010, in which 27 jawans were killed, SP Kashyap said. While Ganapathi and Swaroopa were carrying a reward of INR 500,000 and INR 400,000 on their heads respectively, said District Superintendent of Police (DSP) Bhaskaran. "Ganapathi, a native of Shappalli village, has been active since 1999. He was involved in seven cases, including a bomb blast that killed 11 people travelling in a bus at Chintapalli village in 2001," the Police Officer said. He said Ganpathi was also involved in attacks on Eturunagaram and Mahadevpur Police Stations and for triggering a blast targeting a Police van in Chhattisgarh."Swaroopa married Ganapathi in 2004. Of them, the woman ultra - Hemla Munni alias Rambati (25) was a key member of military platoon number 16 of the CPI-Maoist and has been allegedly instrumental in executing several Naxal incidents in the region, he said, adding she was carrying a reward of INR 200,000 on her head. Similarly, Awapalli LOS (local operation squad) member Kakem Nagesh (23), who was among the surrendered, carried cash reward of INR 100,000 on his head, the official said. The four other Naxalites who turned themselves in were Shivram Hemla (25), Korsa Sannu (24), Ramesh Sodhi (25) and Raja Ram Kadati (40).
