Four Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before Chief Minister Mamata Banerjee in Jhargram in West Midnapore District on January 12, reports The Hindu. The four surrendered cadres are identified as Lambodar Majhi, Bhajohari Mahato and Karan Kaibarta and Sukhdev Mahato. While was involved in Maoist activities in the West Midnapore District, the other three were active in Purulia District. The Maoists surrendered at an event marking the culmination of a two-day youth festival organised by the State Government on the occasion of the 150th birth anniversary of Swami Vivekananda.

Zee News reports that a woman cadre of Communist party of India-Maoist (CPI-Maoist), allegedly involved in several criminal activities, surrendered on January 25 before the Police in Gajapati District. "The Maoist cadre Tabita Mallick of Gangamunda village in Adaba Police Station area of the District was active in Maoist activities since 2009," Superintendent of Police (SP) Sarthak Sarangi said. Tabita, who was inducted into Maoist outfit under the supervision of Azad, was subsequently shifted to Ghumsar division and working under Nikhil before surrender. She was involved in killing of a Panchayat Samiti (block level local self government institution) member of Srirampur in Kotagad block (administrative division) of Kandhamal during an exchange of fire with the Police in Gopinathpur and Kharimera, SP Sarangi said. Tabita, who was produced before media persons, said that she was neglected, exploited and was not given money for day to day requirement. She said she was not allowed to marry on her choice.

Khunti Sub-Divisional Police Officer (SDPO) Ashwini Kumar said that Maoist Ranjit Bodra and PLFI cadre Sundar Pahan alias Nageshwar were in contact with Khunti SP Tamil Vanan and were convinced to surrender with two Maoists - Rohit Oraon and Narua Tirky of Nagri - whereas PLFI activist Arjun Singh surrendered with Pahan who was accused in many cases of arson, abduction and killing. Pahan was designated as area commander of the banned PLFI. The Naxalites also surrendered four single barrel guns, one 9mm pistol, live cartridges and five landmines weighing between 15-20 kilogrammes. Kumar said that all five cadres who surrendered before the Khunti Police would be entitled for compensation under the State Government's surrender policy.

"The surrendered Maoists carry a cash reward of varying amounts from INR 5, 000 to INR 300, 000 cash. This is the first time that the members of the divisional committee have surrendered before the Police," Langkumer told PTI. Among those surrendered include ‘platoon commander’ of the East Bastar Divisional Committee, Sunil Kumar Matlam alias Rajesh Kumar and his wife Jenni alias Jayanti Kutari, who is a ‘commander’ of the Maoist cultural division called Chetna Natya Mandali; Jan Militia ‘commander’ of Pratappur range Ramdas and his wife Panidobir, Koelibera ‘deputy commander’ Susheela, Sitapur Local Organising Squad ‘commander’ Jaylal and his wife Asmani alias Sanay, besides Samo Mandvi, cadre of the ‘platoon number 25’ being operational in the Raoghat area of Kanker. SP Bhagat said, "Sunil was active in Corer area and has had 46 cases registered against him in the last eleven years, while his wife Jayanti too has a number of cases, ranging from launching attacks on Police teams, murder, looting, arson, pending against her in the last three years." Similarly, other Maoist namely Ramdas, his wife Susheela have eleven and twelve cases registered against them, respectively. Another Maoist Jaylal and his wife Asmani too have three cases each registered against them with Koelibera station. "The Maoists were in touch with Police and were encouraged to surrender and their rehabilitation was assured as per Government rules," SP Bhagat said. "The Maoists fell out with their cadres mainly on the operational issues which included discrimination on regional lines besides the hardships they have to face for staying in hiding from Police," said SP Bhagat.

A Communist Party of India-Maoist (CPI-Maoist) cadre, serving as the bodyguard of top Maoist leader Sabyasachi Panda, surrendered before Police in Chhatarpur in Ganjam District on February 3, reports The Times of India. The Maoist, identified as Rajendra Kumar Ratia alias Suraj alias Sangram (23), from Kutuniganda village in Adaba Police Station area, was reportedly involved in several major Maoist offensives in Ganjam, Gajapati and Rayagada Districts in the last two years, including the firing incident at Kerubadi. Sources said Ratia was an active member of the Ghumusara division of the CPI-Maoist. He also imparted training to new cadres about the Maoist ideology and the party's social and political views. Ratia reportedly decided to leave the organization after seeing women cadres being exploited in the Maoist camps, mainly by leaders from Chhattisgarh and Andhra Pradesh. Toffan, hailing from Gangapur village under Baragada Police Station in Ganjam District, said he decided to surrender to SP Rajesh Pandit after witnessing exploitation of Odia cadres in the state Maoist organization, which is being dominated by Chhattisgarh cadres. "According to him, there is a conflict between Odia and non-Odia cadres over leadership in the organization," the SP said. Toffan has provided the names of several militia members of Ghumusara Division of the CPI-Maoist, the SP added. Toffan, joined the Maoist organization in 2009, was acting as a courier for the Maoists, supplying rations and tiffins for the preparation of tiffin bombs. He was also closely associated with Sudarshan Mandal alias Shankarshan, one of the Maoist leaders, who was arrested in June 24, 2011 by Ganjam Police. Sudarshan was known to be active in preparing landmines and operating rifles.

The Maoists were produced at the press conference addressed by Deputy Inspector General (DIG) of Police (Visakha Range) Swati Lakra and Superintendent of Police (SP) G. Srinivasa Rao at Narsipatnam. All of them belong to Galikonda area committee. The 25 Maoists were arrested in a forest between Cheepurugondi and Erragonda in GK Veedhi mandal (administrative unit) in Vishakhapatnam District. Among them were two senior members of the party-Tambelu Lambangi and Pangi Bheemaraju. Along with them, 11 armed militia and eight ordinary militia members were arrested. Three .303 riffles, one SBLD riffle and INR 100, 000 in cash were recovered from them. The arrested persons were being sent to remand, the officers said. According to unconfirmed reports, 200 Policemen surrounded the place where the Maoists were holding a meeting on July 1, but two important leaders of the party-divisional committee members Jambri and Azad escaped the dragnet.

Three Policemen and a prisoner were killed when about 100 armed Communist Party of India-Maoist (CPI-Maoist) cadres, including women cadres, attacked a Police van carrying 32 prisoners from Giridih court to the divisional jail at Mahadev Chauk in Giridih District on November 9, reported The Times of India. The Maoists succeeded in freeing eight of their comrades from the prison van. Police said over two dozen prisoners in the van also escaped after the attack. One prisoner, Sanjay Mahto, who refused to alight from the van, was gunned down by the Maoists. Director General of Police (DGP), G S Rath confirmed that three Policemen including Assistant Sub-Inspector of Police (ASI) Prabhu Nath Singh, Constable Raj Kumar Das, driver Sadanand Gagarai, lost their lives while six Policemen and three prisoners were injured in the attack. According to Police, the Maoists had put a tractor on Giridih-Tundi road near Ajjidih Mode which is close to the jail at the Mohanpur industrial estate to prevent the movement of vehicles on the highway linking Giridih to Dhanbad. The Maoists later triggered blasts on a truck which was damaged and the traffic was disrupted. The armed Maoists hurled bombs on the Police van and started firing on the vehicle. The Police van was attacked from all corners by the Maoists, witnesses said and claimed even the houses close to the road were damaged. One of the huts got burnt in the series of explosions. Giridih Police confirmed the Maoists had looted three rifles from the Policemen escorting the prisoners. Late in the evening, Police claimed that they arrested two Maoists, involved in the attack, from Bengabad. The eight Maoists who escaped after the attack have been identified as Baijnath Tiwari, Mithilesh Mandal, Nemchand Mahto, Sahdeo Soren, Chotaka Marandi, Bipin Mandal, Pantosh Hembrom and Rampravesh alias Ramesh Mandal, according to jail superintendent Ashok Chaudhury. Jail officials later said, four prisoners Ramesh Mandal, Surendra Hajra, Arjun Yadav and Babloo alias Sanjay Verma returned to the jail on their own.

The two, identified as Dedy alias Samasan Mallick (25) and his associate Aruan Sonamaji (22) of Kandahamal Distrct, surrendered before Superintendent of Police (SP), Asish Kumar Singh, at Chhatrapur. Police said Samasan had worked as the personal courier of Panda and informed the Police that the outfit's strength had increased from 14 to 27 recently through recruitment of youths.

Three Maoists associated with the Sabyasachi Panda’s splinter group of Odisha Maovadi Party (OMP), surrendered before Superintendent of Police (SP) Ashis Kumar Singh at Chhatrapur in Ganjam District. The surrendered Maoists were identified as Laxman Raita alias Patu of Tudukapanka village in Gajapati District, and two women cadres, Mamita Gamang alias Manjula and Ester Raita alias Mamata of Patasala village in the same District. Police said Laxman, ‘area committee’ member of Ghumusara division of the CPI-Maoist, was involved in the abduction of two Italians nationals in March 2012 and shifting of weapons looted from the Nayagarh Police armoury in 2008 to the forest areas, while Mamita was involved in the mobile tower blast at Goudagotha in Ganjam District and served as a sentry during the exchange of fire between Security Forces and Maoists at Kerubadi in Kandhamal District and her associate, Ester, was engaged as a cook, adds The Times of India.

Two Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Jadu Rai Soi alias Chamara (36) and Bijay Honhaga alias Rakesh (30) of Jharkhand, and close aides of senior Maoist leader Samarji, surrendered before the Rourkela Police in Odisha on December 4, reports The Times of India. They are allegedly involved in 11 Maoist cases, including murder. Jadu and Rakesh are active Maoist cadres since the last five years and are the President and Secretary of Kisan Kranti Committee (Revolutionary Forces of Farmers), the farmer wing of CPI-Maoist. Commenting on their arrest, Sundergarh Superintendent of Police (SP), Himansu Lal said "Both are armed cadres and were occupying high position in the organisation’, reports The Business Standard. The officer further added that Soy was the second in command of Platoon-22 in Saranda jungle. "He (Soy) was a close associate of Anmol Hembram alias Samarji, the area head of Dakshin Chhotagpur Zonal Committee of the CPI-Maoist. Similarly Honhaga was the Secretary of Jan Militia Squad/Atmraksha Dal, of Saranda forest and President of Kisan Kranti Committee," the SP said.

A group of 26 Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before the Additional Director General of Police (ADGP), Muzaffarpur Zone, Gupteshwar Pandey, at the Zila (District) School campus on December 13, reports The Times of India. It is learnt that 20 of the Maoists were from Muzaffarpur District, three from Darbhanga, two from Sitamarhi and one from East Champaran, but none from Sheohar District, which is said to be completely in the grip of the Maoists for over a decade. One of the former area commanders of the Maoists, Lalanji, who had led the surrender of 23 Maoists in March, 2011, assured the public that more than 100 Maoists would be motivated to surrender and then one Bhulan Paswan from Darbhanga, who surrendered on December 13, assured that all the Maoists of North Bihar would lay down their arms soon.

Sudhakar, the Superintendent of Police (SP), Purulia, said “Bijoy Singh Sardar and Moumita Paharia surrendered before us. They have also handed in two double-barrel guns. Their surrender has been approved by the State Government.” Both Sardar and Paharia were active since 2008, and were associated with the Dalam squad and Ayodhya squad of the outfit, along the West Bengal-Jharkhand border, the SP added.
