Senior Communist Party of India-Maoist (CPI-Maoist) leader GVK Prasad alias Gudsa Usendi surrendered before Andhra Pradesh Police after taking due permission from CPI-Maoist chief Ganapathy and was allowed to go unharmed in view of his seniority and loyalty to the party, reports The Times of India on January 11. However, several others who attempted to surrender were allegedly killed. A Union Ministry of Home Affairs (UMHA) source said "He has surrendered because of failing health and being unable to continue the struggle. He has done so after taking due permission from the leadership. Though he must have been discouraged, he was allowed to go unharmed because of his seniority and the three-decade long service that he gave the party. Many others in the lower rung have met fatal ends to such decisions".

A key Communist Party of India-Maoist (CPI-Maoist) ‘commander’ Rupjee alias Sobhrai Potai surrendered at a Border Security Force (BSF) camp in Kanker District on January 12, reports The Times of India. Rupjee was the ‘area commander’ of Pratappur, Surguja District. Kanker Superintendent of Police (SP), R N Das said Rupjee was involved in more than 18 criminal cases, including the murder of five police informers in 2008 and 2010. He told police that he surrendered as Maoists from Chhattisgarh were mistreated by their Andhra counterparts. He added that Chhattisgarh guerrillas were forced to battle Security Forces (SFs) while Andhra ‘commanders’ preferred to stay in hiding.

Additional Director General of Police [Naxal-Left Wing Extremism (LWE) operations], Rajinder Kumar Vij said Jaade was a ‘member’ of Rajnandgaon-Kanker border ‘divisional committee’ of the CPI-Maoist and was also ‘secretary’ of Dallirajhara ‘area committee’. Eighteen militia members of the Communist Party of India-Maoist (CPI-Maoist), who were involved in the blasting of coffee pulping units of the Andhra Pradesh Forest Development Corporation (APFDC) at Chapagedda in GK Veedhi mandal (administrative unit) in Vishakhapatnam District on January 28, surrendered to Superintendent of Police Vikram Jeet Duggal in Vishakhapatnam on March 8, reports The Hindu. The militia members, belonging to Kothabanda, were forcibly taken away by a group of armed Maoists and a large number of militia members on the evening of January 28 and were made to destroy two coffee pulping units, a godown and a tractor and burn coffee berries. They were also forced to cut trees and block the traffic by putting them across the road, according to a press release. They realised that by destroying the pulping unit in which they had been working for the last 40 years, they had lost their livelihood.

A woman CPI-Maoist cadre, identified as Sancharia Ganju alias Sushama (20) belonging to Ranchi District of Jharkhand, of Saranda ‘sub-committee’ of Sambalpur-Deogarh-Sundergarh (SDS) Division surrendered before Sambalpur District Police on March 16, reports The Times of India. Sambalpur Superintendent of Police (SP) Pratik Mohanty said she gave up without any arms. She is six months pregnant. Sancharia joined the Maoists as a member of cultural team in 2007 and was inducted as an armed cadre in 2009. She was married to ‘deputy commander’, Saranda ‘sub-committee’, Bhima Luhura in 2010. She was one among 30 members who entered Sambalpur area recently to reorganize the SDS division.

Kadti was ‘area committee member’ (ACM) of Indravati Area Committee falling under Maad division and used to keep .303 gun. Before joining Naxal cadre, the insurgent was a farmer and in 1998 he became a ‘sangham’ member. In 1999, he was promoted as range president of Utla village. Likewise, Fagni Varsa had joined ‘krantikari mahila sangathan’ (KMS), one of the off-shoots of the CPI-Maoist in 2005, and use to carry a 12 bore rifle. All the three Maoists, namely Manku Kachlam (31), his wife Anita (30) and ‘jan-militia commander’ Sukhram Kawde (22) cited disillusionment with the functioning of the CPI-Maoist and ill-treatment by senior cadres as the reason to turn themselves in, they said. While Manku and Anita surrendered in Kondagaon District, Kawde surrendered in Dantewada District. Popularly known as 'shikshika' (teacher) among ultras in the region, Anita was a prominent cadre in Kondagaon. Anita worked in Barda dalam (squad) of Maoists during 2006-2009 and subsequently shifted to Pakhanjore and worked along with ultras of Maharashtra. Jagat Ram after failing to quality in class 5th exam in 2004 left studies. He then came in contact with the Maoist leaders who regularly used to visit his village and impressed by Maoist propaganda, Jagat Ram joined the Chetna Natya Mandali (CNM) group of the CPI-Maoist in 2008, Shukla claimed. All the surrendered extremists used to work for different frontal Maoists organizations like Jantana Sarkar (people's government) Janmilitia (people's militia), Chetna Natya Mandali (CNM), Dandakaranya Kisan Majdoor Sangh (DKMS), Krantikari Adivasi Mahila Sangh (KAMS) all part of the CPI-Maoist, Superintendent of Police (SP) Amit Kamble said. Out of 63 persons, 33 are Naxal cadres while remaining 30 were connected with them (Naxals) by supporting them, SP Kamble informed. The surrendered cadres have confessed to their involvement in a number of Maoist violence cases on the Odisha-Jharkhand border areas under Deogarh and Sambalpur Districts and said they under the leadership of Central Military Commission (CMC) members Samarji, Ajay Dehuri and Mishir Besra alias Sagar have killed innocent Adivasis in the name of ‘police informers’. SP Singh informed that the four along with other cadres had been collecting extortion money from industrialists, businessmen and contactors and had joined a number of ‘Praja Court’ (People’s Court, euphemism for Kangaroo court). A Communist Party of India-Maoist (CPI-Maoist) ‘section commander’ Binod Ekka alias Alnet of West Singhbhum District of Jharkhand surrendered before the Deogarh DistrictSuperintendent of Police (SP) Ashis Kumar Singh in the evening of December 31, reports The New Indian Express. He was carrying a cash reward of INR 100,000 on him and involved in numerous Maoist activities in the Districts of Sambalpur, Deogarh and Sundargarh. Singh said Ekka joined the Left Wing Extremists in 2010 under Maoist regional ‘commander’ Prasad of South Chottanagarpur Division. In 2012, he shifted to Kolhan Barai forest in Saranda and underwent arms training. From then on, he was acting as ‘section commander’ under the charge of Samarjee. He said the Maoist ideology has been diluted which is why he chose to join the mainstream.
