Three Communist Party of India-Maoist (CPI-Maoist) cadres including a couple surrendered before the Guntur Superintendent of Police (SP, Rural), J Satyanarayana, on January 1, reports The Hindu. U. Kumari alias Renuka of Gangalakunta village near Veldurthy had joined Chandravanka dalam (armed squad) in 2003 and went on to become a member of the Bollapalli military platoon and ‘RK and Madhav protection teams’. She later moved to Chhattisgarh where she worked as an area committee member and instructor. The other two Maoists, Bommanaboyina Akkayya alias Rameswar and his wife Guravamma alias Renuka were members of the Chandravanka dalam.

Palamu Police on January 28 forced five Peoples' Liberation Front of India (PLFI) cadres to surrender at Guriyadamar village in Lesliganj Block of the District and recovered 10 country-made weapons from them, reports The Times of India. Additional Superintendent of Police (ASP) Apoorva said, "The surrender of the five rebels is the biggest one in the past five years. They were in civil uniform and had kept their dresses in their backpack." The five cadres were identified as Ishwari Oraon, Binod Oraon, Vikas Yadav, Chhattu Bhuiyan and Chandan Paswan. The recovered weapons included a country made carbine, one 9mm katta, five 315 bore rifles, two 12 bore guns and one revolver along with 38 cartridges. About half a dozen ammunition pouches with uniforms were also recovered.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Sishu Mallick, and a close associate of Odisha Maobadi Party (OMP) chief, Sabyasachi Panda, surrendered before the Kandhamal Superintendent of Police (SP), JN Pankaj, at Phulbani, on February 5, reports The Times of India. The Maoist joined the outfit four years ago and was treating cadres suffering from different diseases. He was also acting as the link between Panda and Chasi Mulia Adivasi Sangh (CMAS) chief Nachika Linga. He was trained in a camp at Badabanga forest along Ganjam-Kandhamal border. Police, however, said he is not involved in any Maoist-related violence.

Forty-seven more members of the Chasi Mulia Adivasi Sangh (CMAS), a Communist Party of India-Maoist (CPI-Maoist)-backed tribal organization based in Narayanpatna block of Koraput District of Odisha surrendered before the Police on February 6, reports The Hindu. The activists were from remote Hurlikota and Laumala villages in Narayanpatna Police Station limits. The 47 CMAS members reached Narayanpatna Police Station and pledged that they would no more get involved in violent activities of the CMAS and Maoists. They expressed their desire to lead a normal life. Police officials promised to make all possible efforts so that developmental schemes of government could be availed by them and their families. It may be noted that due to pressure of CMAS leadership most activists did not avail benefits of developmental schemes of the Government for the poor. Exodus of CMAS members continued since January. Sixty-eight CMAS activists from Upper Renga and Bhaliaput villages in Narayanpatna Police Station limits surrendered on January 13. On January 12, fifteen CMAS activists of Bhaliaput village surrendered before the Police. Thirty-eight other CMAS members from Bhaliaput village surrendered on January 11.

After surrender, Dibakar revealed the recent efforts of Maoists to recruit gullible minor girls from remote areas. A self-styled top ‘commander’ of the Communist Party of India-Maoist (CPI-Maoist), Duburu Kanta, and five of his associates surrendered without arms before the Border Security Force (BSF) in Koraput District of Odisha on April 4, reports Zee News. Kanta was active Narayanpatna-based Chasi Mulia Adivasi Sangh (CMAS), a Maoist front organisation, and involved in extremist activities for the last 12 years, BSF officials said. The ‘commander’ later helped a BSF team to retrieve a 12 bore Single Barrel Breach of Loaded (SBBL) gun along with two grenades, they said. Kanta was the commander of "Ghenua Bahini", the armed wing of CMAS, and figured in the most wanted list for his involvement in various Maoist activities. The five cadres who surrendered along with Kanta have been identified as Jiana Meleka, Ganga Meleka, Kapilash Kando, Gurunath Khara and Surendra Khara.

Villagers of Kanchanpadu, Kumbhari, Rangumguda and Siriguda of Kumbhari panchayat (village level local self-Government institution) announced their decision to snap ties with the CMAS and expressed desire to return to the mainstream before the security personnel belonging to Border Security Force (BSF) and State Police at Kumbhari. Around 1,800 CMAS activists have deserted the CMAS since January 2013 opposing its violent activities. Supported by the Maoists, the CMAS had ruled in Narayanpatna for the past four years. Exposing them for the first time on June 11 in a programme called Manomilan (meeting of hearts) at Gadchiroli Police headquarters, Superintendent of Police (SP) Mohammad Suvez Haque said the Maoists’ identities were made public only after taking their permission. Under Campaign Navjeevan, senior Police officers visited families of Maoists belonging to the State and appealed them to surrender assuring them of fair treatment. It was launched without fanfare in December 2012. “During this drive, we observed that some kind of injustice or ill-treatment had driven these Naxals to join the Naxal dalam, be it some problems on the family front or village politics. We intensified our campaign in April this year as a result of which we have these 28 people who have forsaken the path of violence,” said Haque.
