Maoist‘zonal commander’ Dimba Pahan (58), who carried INR 1.5 million reward on his head, surrendered before Khunti SP, Ashwini Kumar Sinha at his office on January 7, reports The Telegraph. A native of Barigarha village in Arki area of Khunti, Dimba joined the Maoists in 1998. He was involved in several cases of Ranchi, Khunti, Saraikela-Kharsawan and West Singhbhum Districts, including the killing of former Tamar Member of legislative Assembly (MLA), Ramesh Singh Munda, Bundu Deputy Superintendent of Police (DSP), Pramod Kumar Gupta and special branch inspector Francis Indewar. He also robbed an ICICI Bank cash van of over INR 50.7 million and 1.2 kilograms gold in May, 2008.

The cadres, identified as Kaveram Salaam and Jagnu Salaam (30), turned themselves in at Narayanpur District headquarters, Narayanpur Additional Superintendent of Police (ASP), Anil Soni said. They were active as members of the Bagjhar Janatana Sarkar (people’s government) group of Maoists in the Benoor Police Station area of the District. They were assigned tasks like arranging meetings as well food for rebels, dropping Maoist pamphlets and posters, collecting information and inputs and others local work, he said adding that Kaveram was carrying a reward of INR 10,000 on his head.

The ‘most wanted’ Communist Party of IndiaMaoist (CPI–Maoist) leader Ranjit Pal (45) laid down his arms and surrendered before of the Special Task Force (STF) of Kolkata Police at Kolkata District on January 25, reports Daily Pioneer. Pal surrendered before State DGO Surajit Kar Purakayastha and Kolkata Commissioner of Police, Rajiv Kumar along with his wife Jharna alias Anita also a top CPIMaoist leader along the BengalJharkhand border mostly in Purulia District. Pal surrendered with a SelfLoading Rifle (SLR). Pal said, “I am surrendering before Kolkata Police STF and beginning a new life and appeal those who are wrong path to join the main stream.” He added, in past 17 years he had realised that taking up arms was not a solution to people’s problems and the issues had been sorted out in Bengal to a large extent.

Osman Ali, is a native of Korukonda village under Chintapalle mandal (administrative unit) in Visakhapatnam Agency, and is running a grocery shop in the village. A ‘Zonal Secretary’ of Jharkhand-Bengal-Odisha Zone, of Communist Party of India-Maoist (CPI-Maoist) and six other Maoist cadres surrendered at East Singhbhum District on February 15, reports The Financial Express. The Maoists, including a woman, laid their arms before Senior Superintendent (SSP) of East Singhbhum District Police, Anoop T Mathew in Kanhu’s native village Jiyan under Ghurabandha Police Station area in Ghatshila sub-division. Kanhu Munda alias Mangal Ji, ‘Zonal Secretary’ and his aide Fogra Munda, were carrying rewards of INR 2.5 millions and INR 1 millions on their heads respectively. Kanhu and Fogra were wanted in a number of Naxal [Left Wing Extremists (LWEs)]-related incidents including murder of Police Inspector, Sushil Nag and three others in Singhpura under Ghurabandha Police Station area in 2006. Apart from them, Chunnu Munda, Bhoglu Singh Munda, Jiten Munda, Shankar and Kajal, a woman Maoist, were among those who surrendered. The surrendering Maoists also deposited one INSAS (Indian Small Arms System) and two pistols.

Lohardaga Police recovered a large cache of explosives, including 53 can bombs, one container bomb weighing 10 kilograms and 15 litres of fuel from Husru forest in Lohardaga District of Jharkhand on May 6, reports The Times of India. Lohardaga Superintendent of Police (SP) Kartik S said, "We have seized 53 can bombs each containing 500 gm of explosives, one container bomb of 10 kg, 10 bundles of codex wires of 10 kg each and some unidentified explosive powder and 15 litres of unidentified fuel. A gas welding and cutting machine along with a gas cylinder and 30-40 kg of iron rods which were meant to be used as splinters were also recovered. We will send the powder and the fuel for forensic analysis to know the chemical compositions. It will explain what were they meant to be used for." The recovery made on May 6 was on the basis of disclosures made by surrendered Communist Party of India-Maoist (CPI-Maoist) ‘zonal commander’ Nakul Yadav and a tip-off received by the Lohardaga Police. Bonai Additional Superintendent of Police (ASP), PK Jena said Singh of Karda village under Chandiposh Police limits in the District was inducted into the Maoist outfit in 2008 by slain ‘area commander’ of Saranda Sub-Divisional Committee, Sameer Xalxo. Singh had also worked under the Maoist group, led by Anmol Hembram, and was active along Odisha-Jharkhand border. During 2011, he had secretly quit the outfit and fled to Punjab in search of opportunities. He recently returned to his village and was motivated to give up arms. Chitren was an active member of Guma area committee of Andhra-Odisha Border Special Zonal Committee (AOBSZC), operating in Chitrakonda and Machkund area in Malkangiri District. According to Police, Chitren had joined the outlawed CPI-Maoist in May 2017 after being instigated by a few local Maoist leaders. Soon she became an active member of Sudhir’s group. A senior official informed that Chitren was a member of the Chetna Natya Mandali (CNM) and was also trained as ‘team doctor’. Bhagat, a resident of Singarapettai in Uthangarai in Krishnagiri District, was one of the 32 Maoists arrested by the Q branch of Tamil Nadu Police for undergoing arms training in the forests of Oothankarai in 2002, the Police said. As Bhagat was not 18 then, he was lodged in a juvenile home. A case was lodged against him under the Prevention of Terrorism Act (POTA), 2002. Though he had obtained conditional bail in 2012, Singh failed to appear before the court or police and was at large. Akash of Kolebira area in Simdega had joined PLFI in 2012 after his friend Ratan Gope was killed by operatives of CPI-Maoist. After receiving training, he worked for PLFI in Jaldega, Bano and Tatotonia areas of Simdega. From 2013 to his surrender, Akash was ‘area commander’ of Anandpur area of West Singhbhum and Bisra area of Sundargarh. He was carrying INR 200,000 reward on his head in Jharkhand. A Communist Party of India-Maoist (CPI-Maoist) couple surrendered before Superintendent of Police (SP), Jagmohan Meena in Malkangiri District on November 24, reports The Hindu. The Odisha Government had declared a reward of INR 200,000 for capture of each of the surrendered Maoists — Bijal Kadme (26) and Soni Oyame (23). Lured by “better rehabilitation package” for surrendering Maoists in Odisha, they decided to lay down their arms in Malkangiri, said Meena. The couple was a part of the military wing of the CPI-Maoist organisation. They were involved in Maoist activities in parts of Odisha, Chhattisgarh and Andhra Pradesh. There are more than 17 cases of violence, ranging from Improvised Explosive Device (IED) blasts to murders, registered against them in Odisha and Chhattisgarh, said the Police. Kadme had joined the Maoists in 2008 and Oyame in 2009. They hailed from Pedakarme village in Bijapur District of Chhattisgarh. The duo alleged that the Maoist organisation as well as its leaders had deviated from their original ideology and were involved in atrocities on tribals. “Both cited miserable condition of low-rank cadres in the Naxalite organisation and alleged that senior cadres were self-centered with no concern for their problems,” said the SP.

Govind had joined the banned left wing organisation as a regular cadre in 2005. Considering his strategy making capabilities, senior leaders of the outfit rose his ranks to ‘area commander’. He was also member of the political wing of the CPI-Maoist. “He was wanted by Jharkhand and Bihar Police for carrying out attacks on joint security forces. He carried Rs 10 lakh award on his head,” said Indrajeet Mahatha, Superintendent of Police (SP) Latehar. The SP added that Govindji in 2013 led a troop of Maoist cadres which had triggered a landmine blast killing eight security personnel including a Sub-Inspector (SI) rank officer in Bihar’s Gaya District. Govind was also part of the Maoist team which ambushed joint Security Forces (SFs) in Palamu in 2016. Six Central Reserve Police Force (CRPF) troopers were killed and several others were injured in the attack, adds News Nation. Active since 2014, Roshan has been in jail and came out only in 2016 but he again became a Naxal [Left Wing Extremist (LWE)]. As per the surrender policy of the Government, Khan was given INR 1.1 million while Roshan got INR 50,000. Palamu Deputy Inspector general of Police (DIG), Vipul Shukla informed that Khan has 21 cases against him and was operating interstate, covering Bihar, whereas Roshan’s tally was 24 of which 14 cases are registered in Garhwa District.

Top Communist Party of India-Maoist (CPI-Maoist) leader identified as Jinugu Narasimha Reddy alias Jampanna (57) along with his wife, Rajitha (37) and another senior CPI-Maoist leader surrendered before the Telangana Police on December 22, reports Hindustan Times.According to the report, Jampanna, 'central committee (CC) member' of CPI-Maoist, carrying a reward of INR 2.4 million on his head and his wife Rajitha, with INR 2 million reward approached the Police through a top Telangana Rashtra Samithi (TRS) leader in Warangal (rural) District. The TRS leader arranged the surrender after getting the approval from Telangana Chief Minister (CM) K Chandrasekhar Rao. He hails from Cherlapalem village in Thorrur Block (administrative unit) of Mahbubabad District and worked as a ‘secretary’ of the North Telangana Special Zonal Committee (NTSZC) of CPI-Maoist, before being elevated as CC member. He is known as an expert in military operations. A self-styled Communist Party of India-Maoist (CPI-Maoist) ‘commander’ identified as Bhim Soren alias Kartick, surrendered before the Superintendent of Police (SP), Bharti Ghosh, in Jhargram District on December 26, reports Hindustan Times. Kartick, active in Jharkhand and West Bengal bordering areas, was allegedly involved in over 11 major Maoist incidents in Gurabandha and other bordering areas of both the States. Kartick was associated with Kanhu Munda, ‘secretary’ of the Bengal-Jharkhand-Odisha Border Regional Committee (BJOBRC), who had surrendered before the East Singhbhum Police of Jharkhand along with six other hardcore Maoists on February 15, 2017. Kartick is resident of West Midnapore in West Bengal and was active as ‘area commander’ of the dreaded Gurabandha committee. Kartick was inducted into the insurgency through Santras Birodhi Jansadharaner Committee or the People's Committee against Police Atrocities (PCPA), a CPI-Maoist frontal organisation, in 2009. He rose in the organisation and become ‘area commander’ under top Maoist Akash.

A Communist Party of India-Maoist (CPI-Maoist) cadre, indentified as Sahdev Singh Kherwar alias Sahdev Bhokta alias Vinayji, surrendered before the Police in Palamu District on December 29, reports Hindustan Times. Sahdev joined the CPI-Maoist as ‘Baal Dasta’ (children’s squad) member in 1991 and was promoted to the armed squad in 2002. He was also involved in the 2002 murder of then Rohtas Divisional Forest Officer (DFO) Sanjay Kumar Singh, which was carried by self-proclaimed ‘area commander’ Nirala Yadav, convicted and awarded life term for the murder by a Rohtas court on July 5, 2017.
