According to a media report, police in Pakistan occupied Kashmir (PoK) claimed on April 2 that they had arrested 14 Hizb-ul-Mujahideen (HM) terrorists. The arrests were made on April 1 in Muzaffarabad, a week after some cadres of the HM blamed their chief Syed Salahuddin for the death of former ‘chief commander of operations’ Abdul Majeed Dar, splitting the group into two rival factions. Dar was killed on March 23, in Sopore, 55km north of Srinagar, the capital of the Indian State of Jammu and Kashmir. Supporters of Majeed Dar accused Salahuddin of ordering Dar’s assassination because Salahuddin feared an attempt to oust him. The report said police arrested seven cadres from each Hizb faction under preventive detention to forestall a clash.

Ahmed, carrying a head money of Rs one million on his head, is accused of involvement in the killing of several minority Muslim Shias. He is also believed to have been a close associate of LeJ chief Riaz Basra, who was killed along with three accomplices in an encounter in Vehari, Multan, on May 14, 2002. Superintendent of Police Malik Mureed Hussain told reporters at a press conference in Multan, "We can breathe a sigh of relief after his arrest. He was the biggest threat to the internal security of the country."

Pakistani security agencies, in association with US Federal Bureau of Investigation (FBI) agents, arrested two suspected Al Qaeda operatives on April 3, in Peshawar. Information Minister Sheikh Rashid said the arrested "have been identified as Abdullah and Abdul Karim." Officials in Peshawar were quoted as saying that both came from Middle Eastern countries. They are also allegedly linked to the killing of Sher Nawaz Khan, an officer of the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, in March 2003 at Wana, 180 miles south of Peshawar.

11 Al Qaeda suspects, including three Arabs, were arrested from different parts of Karachi on April 30. Police also seized a large cache of arms, ammunition and explosives from their possession. An unnamed official was quoted as saying that the arrested men were reportedly planning to attack the US Consulate, American establishments and government installations. Meanwhile, an Interior Ministry statement issued from Islamabad said "six suspects have been arrested which include Waleed Muhammad Bin Attash alias Khalid Al-Attash, a Yemeni national, who is suspected to be involved in the US Ship Cole incident." According to the statement, some 200 detonators, one wrist watch timer switch, five touch switches, capacitors of various types, 20 diodes, 46 transmitters, 20 variable controls, Kalashnikovs, hand grenades, pistols, ammunition and a truck load of sulphur, gunpowder and urea bags were recovered.

Police in Karachi have arrested a suspected terrorist of the proscribed Sunni group Lashkar-e-Jhangvi (LeJ) who had reportedly planned to blow up a vehicle carrying two US diplomats in a suicide attack in year 2002. Hafiz Muhammad Ali alias Saif alias Arif alias Barkat was reportedly arrested after an encounter that ensued after a hideout in the Shirin Jinnah Colony was raided. A rifle and some live rounds were recovered from his possession. The News has reported that Hafiz, an expert in bomb making, has disclosed that he had acquired training at the Khalid bin Waleed camp in Khost, Afghanistan, in 1997. He was also allegedly involved in a number of cases pertaining to sectarian terrorism in Karachi.

However, unconfirmed reports indicated that one of the Arabs hails from Morocco, while the other is from Yemen. They were identified as Abu Omar alias Azam and Abu Hamza alias Atiq. They have been reportedly handed over to the Inter-Services Intelligence (ISI) who, after preliminary investigations, raided a house in the Shah Faisal Colony in search of a Pakistani––Pakistan Islamic Medical Association president Dr Akmal, and his brother Arshad but failed to locate them. "We have arrested five people, including the Punjab provincial chief of Lashkar-e-Jhangvi, Shahabuddin alias Hanzla. He was a proclaimed offender who carried a head money of Rs 1 million," city police chief Iftikhar Ahmed Chaudhry later told a news conference. Chaudhry added that police also arrested Shahabuddin's close associate, Abdul Majid Bilal, and three others who had been protecting them. Police had reportedly offered a reward of Rupees 500,000 for the arrest of Bilal. Shahabuddin and Bilal, who visited Afghanistan before the ouster of the Taliban regime, were involved in the killing of five police personnel in 1999 and the murders of several civilians in central Punjab over the past several years. Police have also linked the group to attacks on Western targets in Karachi in 2002, including the abduction cum murder of US journalist Daniel Pearl and a car bomb killing 14 persons, including 11 Frenchmen.

The decision was taken at a high-level meeting in Islamabad chaired by President Pervez Musharraf and Prime Minister Mir Zafarullah Khan Jamali. The meeting also decided to place Jamaat-ud-Dawa (the new name for Lashkar-e-Toiba [LeT]) on the watch list under the same act. These groups had flouted the law by changing their names, as under the Act an organization banned once for extremism cannot function with another name. Interior Minister Faisal Saleh Hayat said that the police had sealed the offices of the three banned groups across the country. "The funds of these groups have been frozen and they will not be allowed to indulge in any public activity henceforth," said Hayat. As reported earlier, 13 Indonesians were arrested from two seminaries in Karachi on September 20. Police in Quetta on September 5 arrested four suspects of a terrorist network involved in June 8 and July 4 sectarian terrorism incidents in which over 60 persons were killed. Three of the alleged terrorists were killed in the July 4 attack at a Shiite Muslim mosque in Quetta while two of them are still at large, said official sources. The three dead terrorists who attacked the mosque were identified as Muhammad Khan, Noor Ahmed and Abdul Shakoor, said Inspector General Police (IGP) Shoaib Suddle. The IGP also said that investigations had indicated that these three terrorists had often visited Afghanistan and had links with a defunct sectarian group. The investigations have reportedly revealed that the gang was also involved in other sectarian violence in Baluchistan, including Quetta. The gang is also involved in the murder of two police personnel on November 1, 2002, murders of four Hindus on February 8, 2003, murder of local jeweller on May 31, 2003, and the killing of 12 Shia police trainees on June 8, 2003, he added.
